Evaluate an AI agent as a complete system in the environment where it will operate—not as an isolated language model. Give it representative tasks, hold the model version, prompts, tools, orchestration and run settings constant, then score both the result and the decisions that produced it. A reliable evaluation reports task success, plan and tool quality, safety, robustness, latency, cost and failure severity separately.

Snowflake AI Research captures the central risk: “An agent’s answer may appear successful, but the path it took to get there may not.” (Snowflake AI Research, 2025)

What you are evaluating

A decision-making model is only one component of an agent. The deployed system may add system prompts, memory, retrieval, tools, a planner, an executor, a permissions layer and an external environment. Those components change what the agent can do and how it fails. The same model can perform very differently when it has a browser, code interpreter, database access or the ability to alter physical or digital state.

Define the unit of evaluation before selecting a benchmark. You might be comparing a foundation model inside one fixed agent shell, two orchestration strategies, or complete products. State which comparison you are making. If tools, autonomy or prompts differ, you are evaluating different systems rather than only different models.

1. Define the decision task and its boundaries

Write down the decision the agent must make, the acceptable end states and the states that are prohibited. A useful specification includes:

  • Goal: the user request and the measurable end condition.
  • Allowed actions: tools, APIs, data sources and operations the agent may use.
  • Constraints: authorization, privacy, budget, time, policy and environmental limits.
  • Evidence standard: what must be cited, verified or grounded in retrieved data.
  • Failure policy: when to ask a clarifying question, stop, refuse or offer a safe alternative.
  • Severity: the effect of a wrong, unsafe, delayed or unnecessarily expensive action.

Separate an answer-only task from an interactive task. In an answer-only task, the final response may be the complete outcome. In an interactive task, the agent’s intermediate actions can send messages, spend money, expose data or change an environment; those actions require their own checks.

Specify measurable outcomes

Use a verified target wherever possible. Examples include a correctly reconciled record, a test that passes, a support case routed to the right queue or a simulated environment reaching a stated state. Add relevance and groundedness requirements when the task depends on evidence. A fluent response is not correct merely because it sounds plausible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define prohibited outcomes

List actions that must never occur, such as deleting data without confirmation, bypassing an approval, revealing another person’s information or performing a hazardous operation. A task can be counted as unsuccessful even when its final answer is factually correct if the route violated a safety or authorization constraint.

2. Freeze the comparison conditions

Record the complete configuration for every run. At minimum, capture:

  • System and developer prompts, task prompt, memory contents and retrieved documents.
  • Tool definitions, tool versions, permissions, API responses and simulated or live environment.
  • Planner and executor implementation, retry rules, stopping criteria and autonomy level.
  • Dataset name, task selection, benchmark version and scoring code version.
  • Random seeds, temperature or equivalent sampling settings, timeout and concurrency limits.

Agent behavior is often nondeterministic. Run each task enough times to expose variability, and report the distribution or confidence interval rather than only the best run. The 2026 ACL survey on evaluation of LLM-based agents identifies reproducibility and continuously changing benchmarks as ongoing concerns.

When a model, prompt, tool, orchestrator or benchmark changes materially, rerun the affected suite. An old score should not be presented as current performance for a new configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Build a task suite that resembles deployment

Choose tasks from the actual workflow, not only from a convenient public leaderboard. Include enough cases to expose both routine competence and dangerous edge behavior.

Normal cases

Cover the common requests that justify deployment. Stratify by difficulty, data volume, number of tools and expected number of steps so that a single easy category cannot dominate the aggregate.

Edge and ambiguous cases

Include incomplete instructions, conflicting requirements, missing data and requests with more than one reasonable interpretation. Score whether the agent asks an appropriate clarification, selects a defensible assumption or stops safely.

Tool and environment failures

Inject timeouts, malformed results, authentication errors, stale records, rate limits and unavailable tools. Check whether the agent detects the failure, retries only when justified, chooses an alternative and reports what remains undone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Adversarial and changing conditions

Test misleading documents, prompt injection, unexpected state changes and altered tool schemas. Robustness should be measured under controlled changes, not inferred from a clean-room success rate.

Safety-relevant scenarios

Use interactive scenarios whenever actions can affect an environment. SafeAgentBench is an example for embodied-agent planning: its 2024 study contains 750 tasks spanning 10 potential hazards and three task types. It evaluates both execution and semantic safety behavior in simulation, making it a useful pattern for safety testing rather than a universal benchmark for every agent domain.

4. Score outcomes and decision trajectories separately

Keep the final result and the path to that result as separate records. A successful endpoint reached through an unsafe or wasteful path should not receive the same assessment as a clean, justified execution.

Dimension What to measure Typical evidence
Outcome quality Completion, correctness, relevance and groundedness against a verified target Task state, expected answer, citations, human or programmatic check
Goal understanding Whether the agent identified the user’s actual objective and constraints Structured goal record, clarification decision, final state
Plan quality Whether the proposed sequence is sufficient, ordered and feasible Plan trace, dependency checks, unnecessary-step count
Tool selection Whether each chosen tool is appropriate and authorized Tool name, arguments, permissions and alternatives considered
Plan adherence Whether execution follows the plan or documents a justified deviation Plan-versus-action trace and deviation reason
Tool-call validity Schema correctness, argument accuracy and response handling Call logs, validation errors, retries and recovery
Grounding and consistency Use of available evidence and logical consistency across steps Retrieved passages, state transitions and contradiction checks
Safety and constraints Hazard recognition, refusal or safe alternative, authorization and policy compliance Blocked actions, confirmations, simulated side effects
Efficiency Elapsed time, token and tool-call count, retries and wasted work Telemetry and cost records
Robustness Performance under errors, ambiguity, adversarial inputs and environment changes Paired baseline/stress-task results

Snowflake’s Agent GPA framework groups evaluation around goals, plans and actions and includes correctness, grounding, plan quality, tool selection, plan adherence, tool calling, consistency and efficiency. The framework is available through the open-source TruLens library, according to Snowflake.

Use a multidimensional scorecard

Report each dimension independently before calculating any composite score. If your deployment truly requires one decision, publish the weighting and minimum thresholds. For example, a safety violation may be an automatic failure regardless of answer quality, while a small latency increase may be acceptable when correctness improves. A single unweighted average can hide those priorities.

5. Evaluate safety as behavior, not just text

Text-only judging cannot show whether an agent actually attempted a hazardous action. In an interactive test, inspect the sequence: did it recognize the hazard, verify authority, request confirmation, refuse the unsafe part and complete a safe alternative? Record both successful prevention and unsafe attempts.

SafeAgentBench reported that its most safety-conscious baseline rejected detailed hazardous tasks only 10% of the time. That figure is specific to the study’s tasks and baseline; it is not a prevalence estimate for current agents. Use such results to illustrate why task-execution ability must not be mistaken for safety awareness.

Test safety at the same autonomy level used in production. An agent that only drafts commands needs a different risk test from one that executes them automatically. Keep permissions, tool responses and environment state identical between candidate systems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Measure cost, latency and efficiency with success

Collect wall-clock time, model calls, input and output tokens, tool calls, retries, external service charges and operator interventions. Report cost per attempted task and cost per successful, policy-compliant task; the latter exposes systems that achieve a high raw pass rate through expensive retries.

Efficiency is not simply “fewer steps.” A short trajectory that omits verification may be less reliable than a longer one with an essential check. Inspect repeated calls, irrelevant retrieval, failed tool arguments and loops, then relate each to outcome quality and risk.

The ACL survey identifies cost-efficiency, safety, robustness and fine-grained scalable evaluation as continuing measurement gaps. Treat them as dimensions requiring explicit instrumentation, not as problems solved by a single benchmark.

8. Analyze failures and locate responsibility

For every failed or unsafe run, preserve the full trace and classify the first causal break:

  1. Model: misunderstood the goal, hallucinated evidence or produced an invalid plan.
  2. Prompt or policy: failed to communicate a constraint, priority or stop condition.
  3. Tool: returned an error, stale data or an ambiguous schema.
  4. Orchestration: selected the wrong agent, lost state, retried incorrectly or ignored a stop signal.
  5. Environment: changed unexpectedly or exposed a condition absent from the benchmark.

Record severity, detectability, reversibility, recovery action and whether the same failure repeats. Include representative traces, not only aggregate pass rates. A process judge can help find and localize errors, but label judge-based findings clearly and check them against human annotations or direct task outcomes.

9. Make results reproducible and readable

A useful evaluation report lets another team understand exactly what was tested. Include:

  • Task inventory, sampling method, benchmark and scoring-code versions.
  • Complete agent configuration, tool permissions and environment description.
  • Number of runs per task, randomization and treatment of nondeterministic results.
  • Outcome, trajectory, safety, robustness, latency and cost metrics with denominators.
  • Human, programmatic and judge-based scoring separated by source.
  • Confidence intervals or run-to-run ranges where applicable.
  • Failure examples, severity distribution and known attribution limits.
  • Date of evaluation and the conditions under which the findings remain valid.

Do not present a benchmark score as a universal ranking or guarantee of deployment success. A score describes one task set, configuration and measurement procedure. Publish the underlying dimensions and important failure cases so readers can see the trade-offs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

10. A practical evaluation procedure

  1. Write the task contract. Define goal, acceptable and prohibited outcomes, evidence requirements, permissions and failure policy.
  2. Instrument the agent. Log prompts, plans, tool calls, arguments, results, state changes, retries, timestamps, token usage and costs.
  3. Assemble the suite. Mix representative production cases with edge cases, ambiguity, tool faults, adversarial inputs and interactive safety scenarios.
  4. Lock the configuration. Record model snapshot, prompts, tools, orchestration, autonomy, environment, benchmark version and run settings.
  5. Run repeated trials. Use the same conditions for candidates and report variability instead of selecting a favorable run.
  6. Score outcomes. Check task completion, correctness, relevance and grounding against verified targets.
  7. Score trajectories. Review goal interpretation, plan quality, tool choice, adherence, call validity, consistency, safety and wasted work.
  8. Measure operations. Record time, calls, tokens, retries, intervention and cost per attempt and per successful compliant task.
  9. Inspect failures. Classify root cause and severity, then document recovery and representative traces.
  10. Rerun after changes. Repeat the relevant suite after model, prompt, tool, orchestration or benchmark updates.

Common evaluation mistakes

  • Testing the model without its tools: deployment behavior depends on downstream context, permissions and autonomy.
  • Using one final-answer metric: it hides unsafe actions, poor plans and unnecessary cost.
  • Combining unlike tasks: an aggregate can be dominated by easy cases or reward behavior irrelevant to your workflow.
  • Ignoring nondeterminism: one run cannot represent an agent with variable trajectories.
  • Calling a judge objective: judge scores need calibration and, where possible, comparison with human labels or direct checks.
  • Treating safety as refusal rate: safe behavior also includes recognizing hazards, asking for confirmation and completing permitted alternatives.
  • Keeping stale scores: changing a tool or benchmark can invalidate a prior comparison.

What a decision-ready conclusion looks like

Choose the agent whose measured profile fits the deployment, not the one with the highest isolated answer score. State where it succeeds, where it fails, what unsafe or costly behavior remains, and the conditions under which the result was obtained. If safety, robustness or cost evidence is thin, describe that as an unresolved risk and narrow the rollout or add controls rather than implying certainty.
