Evaluate a sovereign AI deployment by tracing every data flow and AI artifact across its full lifecycle, then verifying location, access, key control, security, and evidence against your organization’s requirements. A regional data-center setting alone does not establish sovereignty: prompts, embeddings, logs, backups, support access, legal jurisdiction, and supplier dependencies can all change the risk. Start with the workload and threat model, document pass/fail criteria, and select a deployment model only after checking its actual configuration and operating arrangements.

What sovereignty must mean for this workload

“Sovereign AI” is not a single universal certification or a guarantee that a deployment meets every organization’s legal or security obligations. Treat it as a set of specific requirements about where information is stored and processed, who can access it, who controls cryptographic operations, how the service is operated, and whether you can verify and enforce those conditions.

Before comparing providers or infrastructure, write down what your organization means by control. A requirement such as “data must remain in the country” needs more precision: does it cover storage only, or also inference, training, support diagnostics, disaster recovery, and telemetry? Does it apply to derived assets such as embeddings and model checkpoints? Must the service work without an external network connection? Could a provider’s personnel access the environment under emergency procedures?

What’s actually slowing this PC down?

Separate mandatory conditions from preferences. A mandatory jurisdiction restriction or disconnected-operation requirement should be a pass/fail gate, not a point that can be offset by a high score elsewhere. For each requirement, name an owner, the evidence that will demonstrate compliance, and the condition that would fail the review.

  • Business use and criticality: Identify what the AI system does, who depends on it, and the consequences of interruption or disclosure.
  • Data classification: Inventory personal, confidential, regulated, proprietary, and public information that may enter or be generated by the system.
  • Legal and contractual scope: Determine applicable jurisdictions and obligations with qualified legal and compliance teams; there is no single answer for every country, sector, service, or contract.
  • Threat model: State whether the concern is accidental cross-border movement, provider or partner access, external compromise, legal demands, supply-chain changes, or some combination.
  • Operational constraints: Set availability, recovery, latency, connectivity, staffing, and support requirements.

Assess each workload separately rather than treating an organization’s entire AI estate as having one risk profile. Microsoft’s sovereignty guidance recommends evaluating workload sensitivity, regulatory exposure, and business criticality and combining technical, operational, and contractual controls.

Map every AI data flow and artifact

Build a lifecycle map for the exact service and configuration under review. Follow information from collection through preparation, training or fine-tuning, evaluation, deployment, inference, monitoring, recovery, and retirement. Do not stop at the model endpoint: supporting services can create additional copies, access paths, or transfers.

For every asset and flow, record its source and destination, data category, storage region, processing location, retention period, replication behavior, permitted access roles, and export or transfer conditions. Identify which service or subprocessor handles each step. Note whether a claimed regional boundary covers only the primary service or also its dependencies.

Lifecycle area Assets and flows to include Questions to resolve
Data preparation Raw and curated datasets, labels, training data, fine-tuning data, and evaluation sets Where are data sourced, labeled, transformed, stored, and accessed? Are copies retained by labeling or preparation services?
Model development Weights, adapters, checkpoints, snapshots, prompt templates, and evaluation artifacts Where are artifacts stored and processed? Who can download, update, or approve them?
Inference Prompts, retrieved context, attachments, inputs, outputs, caches, embeddings, and vector indexes Which regions process each request? Are content or derived objects retained, replicated, or used for another purpose?
Operations Application, security, and audit logs; telemetry; traces; support tickets; diagnostic dumps Do records contain sensitive content or identifiers? Where are they sent, who can inspect them, and how long are they kept?
Resilience and exit Backups, replicas, disaster-recovery copies, exports, and records remaining after termination Where are recovery copies held? Can restoration preserve the required boundary? How is deletion verified at exit?

Include storage, vector databases, model registries, identity systems, key services, networking, content-safety components, support tooling, backup, and disaster recovery. A global endpoint, fallback region, diagnostic workflow, or service upgrade can affect data movement even if the main storage resource is regional. Microsoft’s AI sovereignty guidance specifically treats embeddings and vector indexes as regulated objects subject to the same residency, access, and audit requirements as source datasets; it also identifies models and other derived assets for lifecycle controls.

Translate the map into testable configuration requirements. For example, specify approved regions for storage, compute, and AI endpoints; identify prohibited cross-region replication; define which outbound destinations are allowed; and document how region constraints are enforced. Record the behavior when a policy is violated or a service becomes unavailable in the approved location. A region label in a console is useful evidence of configuration, but it does not by itself prove that every related flow stays within scope.

Test security and effective control

Encryption and key custody

Establish what is encrypted at rest and in transit, which service components are covered, and how keys are generated, stored, rotated, backed up, recovered, and revoked. Identify every party and identity that can invoke cryptographic operations. If the threat model requires customer-exclusive control, verify the service’s real access path and roles rather than relying on the phrase “customer-managed key.” A key under customer management may still be usable by service components or operators in ways the customer must assess.

The European Commission’s Cloud Sovereignty Framework implementation guidance frames the key question as whether “only the customer, not the provider,” has effective control over cryptographic access. Whether that criterion applies as a requirement depends on the framework’s status and the organization’s context; use it as a control question, not as a universal legal rule.

Protection while data is in use

For sensitive training or inference, ask whether confidential computing is available for the exact workload and service, which components it protects, and how attestation is checked before releasing data or secrets. Establish who verifies the attestation and what happens when it fails. Confidential execution can reduce exposure during processing, but it should not be treated as protection for every software layer, a cure for side-channel risks, or a substitute for access control and operational review.

Identity and privileged access

Review user, workload, and administrator identities for least privilege and separation of duties. For provider or partner access, determine which roles can reach systems or data, under what conditions, for what purposes, and whether customer approval is possible. Examine just-in-time elevation, emergency access, support workflows, access expiry, and the handling of exceptions.

Require records that can show who accessed what, when, from where, under which approval, and for what purpose. Confirm how long access records are retained and whether they can be exported for customer review. The European Commission criteria emphasize visibility into when, where, and by whom data is accessed, as well as auditability of AI use.

Network boundaries and isolation

Check private connectivity, separation between training and inference environments, outbound egress restrictions, approved dependency sources, and controls on replication across boundaries. Determine whether policy-as-code enforces the intended rules and how violations are alerted, blocked, or escalated. Microsoft’s implementation guidance identifies private endpoints, segregated networks, and restricted outbound egress as controls to consider; the relevant question is whether they are available and correctly configured for the specific deployment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AI threats and the supply chain

Maintain inventories for models, datasets, and material components. Track origin, version, hashes, dataset references and classifications, evaluation results, approvals, and attestation evidence where available. Review documentation and provenance for external models and components, and rerun relevant evaluations against the model actually released into production.

Include AI-specific threats in the security assessment: data poisoning, model inversion, membership inference, misuse of permissions granted to connected systems, API abuse, and unauthorized or unsafe model updates. Assess how the system’s tools and integrations constrain actions; a model that can invoke an internal system creates risks beyond the confidentiality of its prompt data.

The UK Government’s Code of Practice for the Cyber Security of AI calls for threat analysis and risk management and also addresses access control, asset management, supply-chain practices, testing, incident planning, monitoring, and disposal. The code is voluntary guidance, not a universal legal obligation; use its practices in light of applicable requirements and your risk assessment.

Logs, telemetry, and privacy

Separate operational metrics from security and audit records. Decide whether prompt or response content is necessary in logs; minimize, redact, or tokenize it when possible; restrict who can access records; set retention periods; and test the export path. Logs and diagnostics can themselves contain sensitive information, so apply the same location, access, and retention review to them as to other data.

Choose a deployment model against requirements

Compare viable models against the same requirements rather than counting feature names. The options are not interchangeable: a managed regional service may meet a workload’s needs, while another workload may require customer-controlled infrastructure, local operations, or disconnected operation. Model choice should follow the mandatory gates and the organization’s capacity to operate the environment.

Deployment model Questions it may help answer Trade-offs to examine
Regional public cloud Can the service provide required regional processing and storage, key options, access controls, and exportable audit evidence? Confirm exact service, region, dependencies, support access, feature status, and contract. Managed capability does not prove a tenant has enabled or configured it.
Local-partner or regional operation Can a local operator or partner provide required regional presence, operational arrangements, or support? Establish the partner’s access, responsibilities, subcontractors, control evidence, and how the arrangement interacts with the underlying technology provider.
Customer-controlled private infrastructure Is customer control over infrastructure or local operation necessary for this workload? Assess who patches, monitors, secures, and sustains the system; customer control increases responsibility for resilient operations and lifecycle maintenance.
Disconnected deployment Must the system operate without external connectivity, or is isolation itself a mandatory constraint? Determine how models, software, security updates, and threat intelligence are imported and validated, and how incidents and recovery work without a live external service.

Microsoft’s planning guidance describes public cloud as a possible fit when residency, confidentiality, key control, operator oversight, and audit controls satisfy requirements, and private or disconnected approaches where customer-controlled infrastructure, local operations, or disconnection are needed. Google describes capabilities including regional data boundaries, logged administrative access, customer key control, regional partners, and disconnected operations. These are provider descriptions, not proof that a particular service, region, or configuration meets a particular organization’s requirements; verify scope, availability, and contract terms directly.

Use the following axes to compare candidates. For each, mark a mandatory requirement as pass or fail and score only requirements where trade-offs are acceptable.

Axis Evidence or decision to record
Geographic scope Approved storage and processing regions, including logs, backups, support data, and dependencies
Legal jurisdiction Operating entities, potentially applicable laws, and the technical and contractual response to access demands
Key control Who can invoke keys, whether the customer can revoke access, and how the effect is demonstrated
Operator access Staff and partner roles, approval gates, time limits, emergency access, and audit records
Data-in-use protection Confidential execution and attestation scope for the actual workload, if required
Isolation and connectivity Private, local, or disconnected operation requirements and behavior during connectivity loss
Supply chain Visibility into software, model, hardware, and subprocessor origins and changes
Portability and exit Export formats, model and data portability, removal evidence, recovery time, and migration effort
Assurance and evidence Whether independent evidence is current, in scope, exportable, and tied to the service and configuration
Operations and resilience Responsibility for patching, monitoring, incident response, restoration, and continuity through provider change

Build an evidence pack that can be checked

Ask for artifacts that allow your organization, and where relevant an auditor, to reproduce the review. A capability statement is not a substitute for evidence of configuration, operating practice, or contractual scope. Date the evidence, identify the service and region it covers, and record any exceptions or unresolved findings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • A dated architecture and data-flow diagram naming services, regions, dependencies, transfers, and subprocessors.
  • Configuration exports for region selection, replication, encryption, networking, identity, retention, and policy settings.
  • Key ownership and access paths, privileged-access procedures, customer approvals, and representative access and audit logs.
  • Model and dataset inventories with versions, hashes, evaluation and test results, approval history, and retirement or deletion records.
  • Independent assurance reports with scope statements, dates, findings, exceptions, and remediation status.
  • Contract terms covering data use, support access, government requests, incident notification, deletion, subprocessors, and service exit.
  • Recovery-test results, incident exercises, and a continuity or migration plan if the provider or service becomes unavailable.

Where a control depends on a configuration, request an export or other verifiable record rather than a verbal assurance. Where it depends on a process, ask for the procedure and evidence that it was followed. The European Commission guidance calls for verifiable access evidence and irreversible removal; Microsoft’s implementation guidance recommends exportable evidence such as location logs, access approvals, audit or drill results, encryption configurations, policy-compliance results, and penetration-test results.

Interpret frameworks and assurance levels carefully

The European Commission policy page for the Cloud and AI Development Act describes four cloud and AI sovereignty assurance levels for public-sector risk assessment. In that description, Level 1 concerns processing and storage in Union infrastructure; Level 2 adds third-country independence and supply-chain transparency; Level 3 adds EU ownership or control and other criteria; and Level 4 calls for full software supply-chain transparency and control with no third-country interference. The page describes providers being recognized by Member States after audit.

This is a framework description, not a universal global classification and not evidence that a specific provider or service has achieved a level. Before relying on it in a procurement or compliance decision, verify the instrument’s current legal status, applicable recognition process, and whether a particular service has actually been recognized. Likewise, voluntary codes and provider documentation should not be presented as binding law or independent certification.

Keep the assessment current

Approval should be tied to a specific workload, model, service, region, and configuration. Reopen the review when any material element changes, because an apparently small update can add a data flow or alter who can access an asset.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Reassess after a change in model, provider, region, subprocessor, data source, feature, or service configuration.
  • Repeat security testing and relevant model evaluations after material model or dataset changes.
  • Monitor access, policy compliance, and data movement against the approved map; retain exportable records.
  • Maintain incident, recovery, and migration procedures that account for the deployment’s connectivity and operational model.
  • At retirement, account for primary data, derived artifacts, replicas, backups, logs, and residual service records, and retain evidence of the disposition required by policy and contract.
