Evaluate AI-related cryptographic risk as an evidence and exposure problem, not as a race to declare that “AI broke encryption.” Start with a complete inventory of algorithms, keys, protocols, implementations, and data lifetimes. Then classify the reported result, verify whether it affects a deployed standard or only a research candidate, map the affected security property to real systems, and prioritize migration by exposure and consequence.
The clearest current example is bounded: NIST reports that Anthropic announced on July 28, 2026 that a super-intelligence model helped discover a vulnerability in HAWK, a lattice-based signature algorithm candidate. The HAWK team withdrew the candidate, and NIST says it will not be standardized or deployed. NIST also says the finding does not affect finalized ML-KEM or ML-DSA standards. That is a meaningful warning about AI-assisted cryptanalysis, but it is not evidence that AI has broken deployed post-quantum cryptography.
What “cryptographic risk from AI” actually means
Cryptographic risk is the possibility that a confidentiality, integrity, authenticity, or availability promise will fail, together with the business and safety consequences of that failure. Advances in AI can change several parts of that risk picture:
Recommended Free Tools
- Mathematical cryptanalysis: a model may identify a weakness in an algorithm or security proof.
- Implementation analysis: automated reasoning, fuzzing, or code review may expose a bug in a library, protocol implementation, or key-handling routine.
- Side-channel discovery: machine-learning analysis may find timing, power, electromagnetic, or cache patterns that leak secrets.
- Protocol and composition errors: an AI system may uncover a dangerous interaction between otherwise sound algorithms, negotiation rules, certificates, and application logic.
- Operational misuse: generated code, configurations, or certificates may be deployed incorrectly, weakening otherwise strong cryptography.
These are different failure modes. A vulnerability in a candidate algorithm does not establish a weakness in every algorithm using related mathematics. A flawed implementation does not prove that the underlying primitive is broken. A model that finds a bug in a toy protocol may not be able to attack a hardened production deployment.

Therefore, an evaluation should record the exact algorithm and version, the attacker’s capabilities, the assumptions, the affected security property, the reproducibility of the result, independent review, and whether the target is deployed, standardized, or still under evaluation.
What the current evidence shows
The HAWK event is a candidate-level finding
NIST’s current post-quantum cryptography page reports that Anthropic announced on July 28, 2026 that it used a super-intelligence model to discover a vulnerability in HAWK, a lattice-based digital signature algorithm then under consideration for standardization. The HAWK team subsequently withdrew the candidate. NIST says HAWK will not be standardized or deployed.
The correct conclusion is narrow: AI-assisted analysis contributed to the discovery of a vulnerability in one candidate signature algorithm. The report does not provide a general measure of AI capability against production cryptographic systems, and it does not show that AI has defeated finalized post-quantum standards.
Finalized NIST standards are a separate status
NIST approved three post-quantum standards on August 13, 2024:
| Standard | Purpose | Status described by NIST |
|---|---|---|
| FIPS 203 (ML-KEM) | Key establishment for creating shared secret keys | Finalized and ready to implement |
| FIPS 204 (ML-DSA) | Digital signatures for authenticity and integrity | Finalized and ready to implement |
| FIPS 205 (SLH-DSA) | Digital signatures based on a different post-quantum construction | Finalized and ready to implement |
NIST explicitly states that the HAWK result does not affect finalized ML-KEM and ML-DSA. HAWK is a different candidate, with different mathematical foundations from those finalized standards. Track candidate evaluations and final standards as separate workstreams rather than treating every announcement as a verdict on post-quantum cryptography.
Keep AI-assisted cryptanalysis separate from quantum risk
AI progress and quantum computing are distinct risk drivers. A capable AI system may help humans discover flaws in algorithms, implementations, or protocols. A cryptographically relevant quantum computer would use quantum algorithms to threaten some current public-key systems directly. One does not demonstrate the other.

Why post-quantum migration is already an issue
NIST describes a future cryptographically relevant quantum computer as a threat to some current public-key algorithms. The date on which such a machine might exist is uncertain, but replacing cryptography across large organizations can take years because systems are embedded in products, certificates, firmware, vendors, and long-lived records.
This creates the “harvest now, decrypt later” problem. An adversary can collect encrypted traffic or archives today and attempt decryption later if quantum capability matures. The longer the information must remain secret, the greater the urgency of identifying where current public-key encryption is used and planning a transition.
“Now is the time to migrate to new post-quantum encryption standards, before quantum computers put today’s encryption at risk.”
This statement on NIST’s official post-quantum cryptography page is a rationale for quantum migration. It should not be presented as a claim that AI has broken encryption.
A step-by-step framework for evaluating AI-related cryptographic risk
1. Build and maintain a cryptographic inventory
You cannot evaluate an unknown dependency. Create an inventory that covers applications, infrastructure, devices, cloud services, third-party products, and data exchanges. Include cryptography that is hidden inside libraries, operating systems, hardware modules, identity platforms, and managed services.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesAt minimum, capture these fields for each use:
| Inventory field | What to record | Why it matters |
|---|---|---|
| Algorithm and version | Exact primitive, parameter set, library, firmware, or provider version | AI findings may apply to one implementation or parameter set only |
| Purpose | Key establishment, encryption, signature, hashing, authentication, or key derivation | Confidentiality and authenticity have different failure consequences |
| Protocol and application | For example TLS, SSH, IKE, IPsec, DNSSEC, API signing, or document signing | Negotiation and compatibility determine how a change can be deployed |
| Key and data lifetime | Rotation interval, archive duration, and how long the data remains sensitive | Long-lived secrets are especially relevant to harvest-now-decrypt-later exposure |
| Location and owner | System, region, environment, service owner, and supplier | Assigns responsibility for testing and remediation |
| Dependencies | Certificate authorities, hardware security modules, clients, gateways, and vendors | A migration can fail at an overlooked dependency |
NIST’s migration project emphasizes cryptographic visibility and risk management through a maintained inventory. Treat the inventory as an operational system: version it, review changes, and connect each entry to an owner and a replacement plan.

2. Classify exactly what an AI result claims
When a paper, announcement, or incident report appears, first identify the failure class:
- Algorithmic weakness: a shortcut, distinguisher, forgery method, key-recovery method, or proof failure against the mathematical design.
- Implementation defect: an error in parsing, randomness, arithmetic, memory handling, validation, or state management.
- Side channel: secret-dependent behavior observable through timing, power, cache, electromagnetic, or other measurements.
- Protocol flaw: downgrade, authentication, transcript, negotiation, certificate, or composition failure.
- Key-generation or randomness failure: predictable, reused, biased, or improperly protected secret material.
- Misuse: correct primitives applied with unsafe modes, nonce reuse, weak parameters, exposed keys, or incorrect trust boundaries.
Ask whether the result is a proof, an automated conjecture, a practical attack, a laboratory demonstration, or a reproducible exploit. Record the attacker model: remote or local access, chosen plaintext or ciphertext, oracle access, side-channel measurements, computational resources, and any unrealistic assumptions.
3. Verify the target’s status
Determine whether the target is:
- A deployed and widely used standard.
- A finalized standard that is ready for implementation but not yet present in your environment.
- A draft or candidate under evaluation.
- A prototype, academic construction, or internal design.
The status controls the response. A withdrawn candidate may require no production replacement, but it can reveal a weakness in a design process or a family of assumptions worth reviewing. A flaw in a deployed standard or implementation requires incident response, compensating controls, and a migration decision. Do not transfer a candidate-level result to unrelated finalized standards without evidence.

4. Map the claim to affected systems and security properties
Separate key establishment and encryption from digital signatures. A vulnerability in signatures threatens authenticity and integrity: forged certificates, software updates, transactions, or documents could be accepted. A vulnerability in key establishment threatens confidentiality and may enable decryption of recorded or live sessions. A protocol or implementation bug can affect both.
Map the finding to concrete applications. NIST’s evaluation criteria identify TLS, SSH, IKE, IPsec, and DNSSEC as examples of public-key-cryptography applications. Add your own API gateways, service meshes, device onboarding, code-signing pipelines, backups, messaging systems, and archival formats where applicable.
For every mapped system, document what an attacker could do, what evidence would reveal exploitation, and which users or records would be affected. The same algorithm can have very different consequences in a public web endpoint, an offline signing key, and a decade-long medical archive.

5. Prioritize by exposure, consequence, and time
Use a consequence-based queue rather than reacting to headlines. Consider these dimensions:
| Dimension | Questions | High-priority indicators |
|---|---|---|
| Exposure | Can an unauthenticated internet attacker reach the cryptographic operation? | Public endpoints, externally reachable negotiation, shared services |
| Data sensitivity | What would disclosure, forgery, or tampering cost? | Personal, financial, safety-critical, regulated, or strategic information |
| Data lifetime | How long must the information remain confidential or the signature trusted? | Long-term archives, intellectual property, identity records, signed software |
| Key lifetime | How long can a compromised key authorize or decrypt? | Rarely rotated root, signing, device, or backup keys |
| Operational blast radius | How many systems depend on the component? | Central certificate, identity, gateway, or software-signing infrastructure |
| Migration difficulty | Can the component be upgraded and tested without breaking clients? | Embedded devices, legacy protocols, proprietary suppliers, offline fleets |
For internal consistency, you can score each dimension from 1 (low) to 5 (high), record the rationale, and require a human review for the highest combined scores. The number is a prioritization aid, not a probability that an AI attack will succeed.
6. Assess evidence strength before changing a risk rating
Capture the following in the finding record:
- The exact algorithm, parameter set, implementation, and release date.
- The affected security property and attack objective.
- Required attacker access, queries, samples, hardware, and computation.
- Whether the result is independently reproduced or reviewed.
- Whether a patch, parameter change, revocation, or withdrawal exists.
- Whether the finding affects a finalized standard, a candidate, or only a prototype.
- Whether the vendor, standards body, or maintainers have issued a scope statement.
Evidence should narrow claims. In the HAWK case, NIST’s scope statement supports saying that the candidate was withdrawn and will not be standardized or deployed, and that finalized ML-KEM and ML-DSA are unaffected. It does not support a numerical estimate of AI’s ability to break cryptography, because no such general benchmark is provided.
7. Plan migration and validation
For systems that need action, compare replacement options on security evidence, purpose, interoperability, performance, implementation maturity, and operational readiness. NIST identifies cryptographic inventory, interoperability, and benchmarking as migration workstreams.
- Define the security requirement. State whether the system needs confidentiality, signatures, authentication, or several properties.
- Select the applicable standard or approved profile. Keep finalized standards separate from candidates under evaluation.
- Check protocol support. Confirm that clients, servers, certificate tooling, hardware modules, gateways, and monitoring systems can negotiate or validate the replacement.
- Benchmark realistic workloads. Measure handshake time, signature and verification latency, message size, memory, CPU, bandwidth, and battery impact in the actual deployment class.
- Test interoperability. Exercise mixed-version clients, failures, retries, certificate chains, rotation, rollback, and disconnected operation.
- Use staged deployment. Begin with a controlled pilot, preserve a documented rollback path, and monitor authentication failures, negotiation fallbacks, and resource exhaustion.
- Retire obsolete paths. Remove weak algorithms and emergency exceptions after the replacement is stable; otherwise an attacker may force a downgrade.
NIST states that its three finalized post-quantum standards are ready to implement. That readiness is not the same as universal support in every product. Your inventory and interoperability tests determine when a particular system can move.

Separate discovery from exploitation
An AI system can suggest a weakness that still requires human proof, engineering, and substantial resources. Conversely, a mundane implementation error may be immediately exploitable without advanced mathematics. Track discovery, validation, exploitability, and observed exploitation as separate states.
Check for family-wide implications carefully
Ask which assumptions are shared. If the finding depends on a parameter choice, encoding rule, rejection sampler, or implementation pattern, determine whether those elements exist elsewhere. If it attacks a specific construction, do not generalize to every algorithm with a similar name or broad mathematical category.
Review updates over time
Candidate status can change as standards bodies publish evaluations and maintainers respond. Record the date of each assessment, subscribe to the relevant standards publication updates, and reopen the risk when new evidence changes the attacker model or affected scope.

A practical governance checklist
- Maintain an owner-approved inventory of algorithms, keys, protocols, implementations, dependencies, and data lifetimes.
- Require every AI-related finding to state its target, attacker model, security property, reproducibility, and deployment status.
- Classify confidentiality, integrity, authenticity, and availability consequences separately.
- Identify public-facing systems and records whose confidentiality must last for many years.
- Track finalized standards, candidates, drafts, and withdrawn designs in different status fields.
- Include TLS, SSH, IKE, IPsec, DNSSEC, certificate services, software signing, device onboarding, and archival formats in review scope where used.
- Benchmark and test interoperability before selecting a migration path.
- Document rollback, downgrade prevention, key rotation, revocation, and incident contacts.
- Review standards-body updates and reassess findings when scope or status changes.
- Keep AI-assisted cryptanalysis and quantum migration as related but independent risk registers.
What decision-makers should conclude
The evidence supports action, but not sensationalism. AI-assisted analysis has now been reported as a contributor to finding a vulnerability in a post-quantum signature candidate, and that candidate was withdrawn. The episode demonstrates why cryptographic designs need rigorous evaluation and why organizations should maintain visibility into what they deploy. It does not establish that AI has broken finalized NIST standards, nor does it provide a universal estimate of AI’s ability to attack production cryptography.
In parallel, the quantum threat remains an independent reason to inventory and migrate public-key systems. NIST’s finalized FIPS 203, FIPS 204, and FIPS 205 standards provide implementation targets, while your own exposure, data lifetime, interoperability, and operational constraints determine sequencing. A defensible evaluation is therefore a repeatable process: inventory, classify, verify scope, map consequences, prioritize, test, migrate, and revisit as evidence changes.
