A construction company is investable only when its reported backlog can turn into profitable revenue and operating cash. Evaluate it in that order: first verify what the backlog includes and when it should be recognized, then test whether the work carries sustainable margins, and finally reconcile reported earnings with cash flow, contract assets, contract liabilities, claims, and billing terms. Company filings are essential because backlog definitions, project mixes, and timing differ materially between contractors.

The examples below come from fiscal 2025 Form 10-K filings filed in 2026. They illustrate the method, not industry-wide targets; later filings can change the figures.

What backlog tells you—and what it does not

Backlog is the amount of work a company says remains to be performed under its qualifying contracts or awards. It can indicate future workload, but it is not standardized across issuers and is not a guarantee of revenue, profit, or cash. A meaningful analysis begins with the definition in the company’s filing, not the headline number in an earnings release.

Check how an award becomes backlog

Read the accounting policy and backlog discussion for the exact qualification threshold. Determine whether the measure requires an executed contract, a notice to proceed, an awarded contract awaiting signature, or another form of authorization. Also identify options, cancellation rights, scope changes, and work that management deliberately excludes.

Sterling Infrastructure reported $3.01 billion of backlog at December 31, 2025, compared with $1.69 billion at December 31, 2024. Its 2025 Form 10-K says unsigned awards are excluded until formal execution. The filing also notes that some revenue is never represented in backlog; in particular, “Certain Building Solutions revenue is recognized upon completion at a point in time and therefore is never reflected in our Backlog.” Read the company’s definition in the Sterling Infrastructure 2025 Form 10-K.

Do not compare raw totals without business context

A civil contractor, a building contractor, a specialty contractor, and a company with a materials segment can report very different backlog levels and conversion patterns. Backlog should therefore be compared with the company’s own revenue, segment mix, contract types, customer concentration, and project duration.

Tutor Perini reported $20.6 billion of consolidated backlog at December 31, 2025, up 10% from $18.7 billion at December 31, 2024. It estimated that about $6 billion, or 29%, would be recognized as revenue in 2026. The same filing says civil backlog typically converts over three to five years, while building and specialty-contractor backlog typically converts over one to three years. Those are Tutor Perini’s company-reported profiles, not a timetable that applies to every contractor. See the Tutor Perini 2025 Form 10-K.

Build a backlog-to-revenue bridge

A rising backlog matters only if it can be converted into recognized revenue on acceptable terms. Use the filing to construct a simple bridge from beginning backlog to ending backlog:

  • Start with beginning backlog.
  • Add signed contracts and other awards that meet the issuer’s definition.
  • Subtract revenue recognized during the period.
  • Adjust for cancellations, scope reductions, foreign-exchange effects, project re-estimates, and other items the company identifies.
  • Reconcile the result to ending backlog and investigate any unexplained difference.

Measure the near-term share

Look for a schedule showing expected revenue by year, segment, or major project. A large near-term share can support visibility into the next fiscal year; a long-duration balance can provide workload visibility while delaying revenue and cash. Tutor Perini’s disclosure that 29% of its year-end backlog was expected to convert in 2026 is useful precisely because it places a timing figure beside the total.

Compare additions with revenue recognized

Backlog can grow because awards exceed revenue, because a large project was added, or because of contract modifications. Compare new awards and ending backlog with the revenue actually recognized in the same period. Then read the management discussion for project starts, delays, cancellations, change orders, claims, and customer funding. Backlog growth without a credible execution schedule is weaker evidence than a smaller balance with clear milestones and funded work.

Inspect contract and customer mix

Classify the work as fixed-price, cost-reimbursable, unit-price, or another disclosed form. Fixed-price work can offer revenue visibility but exposes the contractor to cost overruns and estimate changes. Public and private customers may have different payment, approval, and cancellation terms. Concentration in one customer, project, or segment can make an apparently large backlog less diversified than it looks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test whether backlog is profitable

Backlog has value only when the company can execute it at a reasonable margin. Examine gross margin over several years, by segment where disclosed, and read the explanation for every material change. Separate mix effects from genuine productivity or pricing changes.

Use segment-level trends

Granite Construction’s reported figures show why consolidated margins can conceal important differences. Its construction segment gross margin was 15.7% in 2025, 14.4% in 2024, and 10.9% in 2023. Its materials segment gross margin was 17.8% in 2025, 13.8% in 2024, and 13.8% in 2023. These issuer-specific results demonstrate the need to compare like with like; they are not universal margin goals. The figures are in Granite’s 2025 Annual Report (Form 10-K).

Granite Construction segment 2023 gross margin 2024 gross margin 2025 gross margin
Construction 10.9% 14.4% 15.7%
Materials 13.8% 13.8% 17.8%

Read the explanation, not just the percentage

For each segment, identify whether the change came from project mix, pricing, productivity, weather, input costs, claims, change orders, loss provisions, or a revised estimate of costs to complete. A margin increase on a favorable mix may not persist when the mix changes. Conversely, a temporary project charge can depress one year without describing the economics of the remaining backlog.

Understand over-time revenue estimates

Granite says most construction-segment revenue comes from multi-year fixed-price contracts recognized over time using a cost-to-cost input method. Management forecasts revenue and the costs required to complete each contract; those estimates affect reported revenue and profit, and actual results can differ. For a company with similar accounting, review changes in estimated total costs, recognized losses, remaining performance obligations, and any provision recorded for an expected loss.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask whether the margin shown on current projects is supported by executed change orders or depends on disputed claims and unapproved modifications. Claims can eventually improve economics, but they should not be treated as certain profit merely because management includes an estimate.

Reconcile profit with operating cash flow

Construction earnings and cash generation often diverge because billing milestones, retainage, advances, procurement, claims, and project progress occur at different times. Review operating cash flow for at least three years and explain the working-capital movements behind each major change.

Use a multi-year cash-flow series

Granite reported operating cash flow of $468.916 million in 2025, $456.343 million in 2024, and $183.707 million in 2023. The values come from its 2025 Form 10-K. Compare the direction of operating cash flow with net income and gross profit, then inspect receivables, contract assets, contract liabilities, payables, and provisions rather than assuming that a profitable year produced equivalent cash.

Granite Construction fiscal year Operating cash flow
2023 $183.707 million
2024 $456.343 million
2025 $468.916 million

Granite cautions in its operating-activities discussion that “Our revenue, gross profit and the resulting operating cash flows can differ significantly from period to period due to a variety of factors, including project progression toward completion, outstanding contract change orders and affirmative claims, and the payment terms of our contracts.” Treat that statement as an instruction to investigate timing and estimates, not as a reason to dismiss weak cash conversion. A company that repeatedly explains cash swings should still show what specifically changed in each period.

Track contract assets and contract liabilities

EMCOR Group explains that a contract asset can arise when recognized revenue exceeds the amount invoiced. A contract liability can arise when invoicing exceeds recognized revenue or when a customer makes an advance. Its filing also identifies disputed or unapproved changes and claims among amounts included in contract assets. Read the definitions and balances in the EMCOR Group 2025 Form 10-K.

  • Contract assets: Determine which amounts are earned but not yet billable, which depend on milestone approval, and which relate to disputed claims or unapproved changes. A contract asset is not automatically collectible cash.
  • Contract liabilities: Identify customer advances and billings in excess of recognized revenue. These balances can support future work, but the company must still perform the obligations and incur the related costs.
  • Movement: Compare beginning and ending balances and read the reconciliation. A growing contract-asset balance deserves an explanation of billing rights, collection timing, and dispute resolution.

Separate operating cash from financing effects

Customer advances and favorable billing terms can temporarily boost operating cash before the related revenue and costs are recognized. Conversely, purchasing materials, paying subcontractors, or carrying receivables can consume cash before revenue appears in earnings. Focus on operating cash flow and its working-capital detail; do not treat borrowings, asset sales, or equity issuance as evidence that the backlog is self-funding.

A practical 10-K reading sequence

  1. Map the business. List every reported segment—such as heavy civil, building, specialty contracting, services, and materials—and note each segment’s revenue, gross profit, backlog, and contract mix.
  2. Copy the backlog definition. Record what counts as an executed contract or award, whether notices to proceed are required, and which work is excluded. Note cancellation, termination, and modification rights.
  3. Quantify timing. Capture expected revenue by year or segment and each disclosed project-duration range. Compare the near-term portion with the total backlog.
  4. Reconcile the roll-forward. Tie beginning backlog plus additions and adjustments less recognized revenue to the reported ending balance. Investigate unexplained differences.
  5. Analyze margin direction. Build a three- to five-year segment margin table. For every large movement, identify project mix, cost estimate changes, productivity, claims, change orders, and loss provisions.
  6. Read the revenue-recognition policy. Determine whether contracts are recognized over time or at a point in time, which input or output measure is used, and how estimated costs to complete affect profit.
  7. Bridge earnings to cash. Compare net income, gross profit, and operating cash flow, then read changes in receivables, contract assets, contract liabilities, payables, and advances.
  8. Stress the assumptions. Ask what happens if a project is delayed, a claim is rejected, a change order is not approved, costs rise, or a customer exercises a termination right.
  9. Write the conclusion with uncertainty. State what portion of backlog is contractually mature, what portion is expected soon, which margins are supported by evidence, and where cash depends on billing or unresolved claims.

How to compare two construction companies

Use a common worksheet, but preserve each issuer’s definitions. The following comparison axes prevent a misleading “largest backlog wins” conclusion.

Comparison axis Questions to answer from each filing
Backlog definition and award maturity Is work executed, subject to a notice to proceed, unsigned, optional, or otherwise conditional?
Conversion profile How much is expected in the next year, and what are the disclosed project-duration ranges by segment?
Contract and customer mix What share is fixed-price versus cost-reimbursable, and how concentrated are customers, projects, or public-sector awards?
Margin trend and mix How have gross margins changed by segment, and does management attribute the movement to mix, execution, estimates, claims, or loss provisions?
Cash conversion Does operating cash flow track earnings over several years, and what do working-capital changes and contract accounts explain?
Backlog qualifications What can be canceled or modified, and what revenue is excluded because it is recognized at completion or otherwise does not qualify?

Only compare backlog totals after completing these checks. A smaller backlog with firm execution, transparent timing, stable margins, and cash collection can be economically stronger than a larger balance with long duration, conditional awards, or disputed claims.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Red flags that require further investigation

  • Backlog rises while revenue conversion remains unexplained or the expected near-term share falls.
  • The company changes its backlog definition, adds unsigned awards, or stops disclosing what is excluded.
  • Gross margin improves only because of a favorable mix, an optimistic claim estimate, or a one-time project effect.
  • Costs-to-complete estimates are revised repeatedly, especially on fixed-price contracts.
  • Contract assets or unbilled receivables grow faster than revenue without a clear billing and collection schedule.
  • Operating cash flow trails earnings for several periods and management attributes the gap only to general timing.
  • Large customer advances or contract liabilities make cash look strong while performance obligations remain substantial.
  • Backlog is concentrated in a customer, project, geography, or segment whose funding, permitting, or cancellation terms are uncertain.

Evidence that supports a stronger case

  • The backlog definition is stable, contractually mature, and reconciles cleanly to awards and recognized revenue.
  • Management provides a credible schedule for near-term conversion and explains long-duration work by segment.
  • Margins are reported by segment across several years and changes are tied to observable project or cost drivers.
  • Fixed-price estimates are updated promptly, loss provisions are recognized when required, and claims are identified separately from approved contract value.
  • Operating cash flow broadly follows earnings over a multi-year period after allowing for disclosed project timing.
  • Contract assets, liabilities, receivables, and advances move consistently with billing milestones and documented performance.

How to state an investment conclusion responsibly

End your analysis with three separate judgments rather than one headline score:

  1. Backlog quality: describe how much is executed, how soon it is expected to convert, and what can be canceled or modified.
  2. Profitability quality: explain whether segment margins are improving through repeatable execution or through mix, claims, and estimates that may reverse.
  3. Cash quality: identify whether earnings are being collected, delayed in contract assets, supported by advances, or consumed by working capital and project spending.

Use the fiscal date and issuer name whenever quoting a figure. For example, Sterling’s $3.01 billion backlog is a December 31, 2025 company-reported measure with a specific inclusion rule; Tutor Perini’s $20.6 billion balance has a different segment mix and disclosed conversion schedule; Granite’s margin and cash figures describe its own contracts and accounting estimates. Keeping those qualifications attached to every number is what turns a backlog headline into a useful construction-company analysis.
