An infrastructure company’s order book can indicate future revenue, but it is not revenue, cash, or a guarantee of earnings. The useful question is not “How large is the backlog?” It is “How much of it is signed, funded, time-phased work, and what could prevent conversion?”

Start by reading the issuer’s definition, separate firm contracts from conditional awards, map expected delivery dates, then test concentration, margins, funding, permits, cancellation rights, and cash conversion. The process below turns a headline order-book figure into an investable assessment.

What an order book tells you—and what it does not

For infrastructure services providers, a company filing states that backlog can be an indicator of future revenue. The same filing cautions that companies define and calculate backlog differently and that backlog is not the same as remaining performance obligations. Those qualifications determine how much confidence an investor should place in the headline number.

An order book generally represents work a company expects to perform under awarded projects. Depending on the issuer, it may include signed contracts, formally awarded but unsigned work, options, framework positions, maintenance activity, or estimated future scope. Some companies report gross contract value; others report the remaining value after completed work. A figure may therefore look precise while covering a mixture of very different commitments.

  • It is not recognized revenue: revenue is recorded as accounting requirements are met and work is performed.
  • It is not cash: billing, collection, retainage, working-capital needs, and customer funding affect when money arrives.
  • It is not guaranteed profit: cost inflation, execution problems, claims, penalties, and scope changes can reduce margins or create losses.

Use the order book as an input to a forecast, not as a substitute for one.

1. Find the definition and reconcile the perimeter

Locate the order-book or backlog definition in the latest annual report, interim filing, results presentation, and KPI glossary. Record the reporting date before copying any number into a spreadsheet. Then determine exactly what the total covers.

Questions to answer in the notes

  • Are only signed and enforceable contracts included?
  • Are projects that have been awarded but not yet signed included?
  • Are options, extensions, framework agreements, or maximum framework values included?
  • Does the figure contain maintenance, recurring service, or long-term operating work?
  • Are joint ventures included on a gross basis or only to the company’s ownership share?
  • Is the measure gross contract value, remaining contract value, or a measure linked to unsatisfied performance obligations?
  • Are acquisitions, disposals, foreign-exchange movements, and discontinued operations included in the period-to-period change?
  • Does the number cover the whole group, one division, or a specific geography?

Do not treat these measures as interchangeable. A gross multiyear contract value can be much larger than the remaining revenue a company expects to recognize, while a performance-obligation measure may exclude work that management includes in an operating backlog.

Heijmans provides a useful illustration of issuer-specific rules. It says projects enter its order book only when there is a high degree of certainty that they will be executed and generate revenue. Its 2025 report describes criteria including orders received, a minimum sales percentage for residential projects, high certainty around permits, and officially awarded subcontracts under framework contracts. The lesson is not to copy Heijmans’s threshold; it is to identify the threshold used by the company you are analyzing.

2. Grade certainty instead of counting every item equally

Build a certainty ladder. Ask what legal, commercial, financial, and operational event must occur before each category becomes recognized work.

Backlog category What it usually means Checks before assigning value
Signed, enforceable and funded contract Customer and company have binding obligations, with funding substantially available. Scope, termination rights, notice to proceed, payment terms, permits and start date.
Signed contract not yet funded or released Legal agreement exists, but financing, authorization or a work release may still be pending. Funding source, financial close, release conditions and customer budget.
Formally awarded but unsigned work The company has been selected, but final contracting is incomplete. Whether the award can be withdrawn, expected signing date and unresolved commercial terms.
Option or framework position The company may receive future task orders, extensions or call-offs. Historical conversion, committed minimums, maximum versus expected value and competing suppliers.
Estimated maintenance or recurring work Management expects repeat activity based on a relationship or operating pattern. Renewal terms, cancellation notice, historical retention and pricing.
Pipeline or pre-awarded opportunity Potential work that has not met the company’s order-book test. Keep it outside contracted backlog unless the issuer explicitly includes it.

A framework’s headline maximum is not awarded revenue. A company may have a right to compete for tasks without having a guaranteed volume. Likewise, an announced award can remain dependent on permits, customer approvals, financial close, contract execution or a notice to proceed.

Ameresco’s 2026 filing separates fully contracted project backlog from awarded but not yet signed customer contracts. It also warns that the company may not recognize all revenue or receive all anticipated payments from backlog and describes a long, variable sales cycle. That distinction is a useful template for any investor’s worksheet.

3. Test when backlog can become revenue

Look for a time-phased schedule, a next-twelve-month measure, or a statement of expected conversion by year. If management provides only a total, estimate coverage cautiously by comparing it with recent revenue and the typical project duration.

A simple coverage calculation

As a rough indicator, divide comparable backlog by comparable annual revenue. Keep the numerator and denominator aligned by date, currency, segment perimeter and definition. A group backlog should not be divided by one division’s revenue, and a gross contract value should not be compared with revenue after a different scope adjustment.

The ratio is not a forecast. Work may be phased unevenly, margins may differ from the existing portfolio, and delays can move recognition between periods. A project lasting three years does not produce one-third of its value every year.

Company examples with their original context

Issuer and date Reported measure How to interpret it
Stantec, June 30, 2026 $9.2 billion contract backlog, described as approximately 13 months of work. Stantec defines backlog as awarded contracts less work completed. The 13-month statement is company guidance about expected work coverage, not a promise of equal monthly revenue.
Kier Group, June 2026 £11.9 billion group order book. Group scope and definition must be checked before comparing it with another company’s divisional figure.
Kier Group infrastructure division, fiscal 2026 operational review £7.4 billion order book, with visibility equivalent to more than three years of divisional revenue. This is a divisional comparison with divisional revenue and should not be treated as a group-wide coverage ratio.

For each issuer, write down the expected next-twelve-month amount, the amount after twelve months, and any stated assumptions about starts or completions. A large long-dated book may offer less near-term support than a smaller book that is fully released and funded.

  • new orders or order intake;
  • revenue or work completed;
  • cancellations, terminations and reductions;
  • scope increases and approved variations;
  • acquisitions and disposals;
  • foreign-exchange movements;
  • reclassifications caused by a changed definition or reporting perimeter.

Ask whether growth is organic. An acquisition can add a substantial book without the underlying business winning more work. Currency translation can increase a reported total while local-currency activity is flat. A newly included maintenance category can create an apparent step-up that is not comparable with prior periods.

Where available, compare order intake with revenue delivered and calculate book-to-bill only after confirming that both measures use the same segments, currencies and time period. Do not combine a group order-intake figure with a regional backlog or use a quarter’s intake against a full-year revenue denominator.

Kier’s 2026 materials describe acquisition contributions alongside organic growth, demonstrating why the bridge matters. Management commentary can explain the movement, but it remains management’s description rather than independent verification of future growth.

5. Check customer, sector and project concentration

Backlog quality depends on who owes the money and how many projects drive the total. Review customer, public/private, geography, sector, project-size and joint-venture concentrations.

Ferrovial reported a EUR 17.4 billion construction order book at December 31, 2025. The company said that figure excluded pre-awarded contracts and contracts pending commercial or financial agreements. It also reported a customer mix of 84% public sector, 3% company-related and 13% private customers. Those percentages are useful because procurement, tax, budget and funding changes can affect multiple projects at once; they are not a universal measure of backlog quality.

Concentration questions

  • What percentage comes from the ten largest projects or customers?
  • Is one government program, utility, developer or geography responsible for most new awards?
  • Are projects exposed to the same permit authority, labor market, commodity or financing condition?
  • Does the company disclose related-party work or contracts with unusually different terms?
  • Are large projects fixed-price, reimbursable, target-cost or subject to escalation clauses?

Repeat and maintenance work can be more predictable than a single megaproject, but it may carry lower margins or renewal risk. Conversely, a large public project may be strongly funded yet still face political reprioritization or a delayed notice to proceed.

6. Stress-test conversion risks

Read the risk factors, contract notes and legal contingencies instead of relying only on an order-book presentation. Build downside cases around the events that can delay, reduce or cancel work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Commercial and customer risks

  • customer cancellation or termination-for-convenience rights;
  • scope reductions, disputed variations and claims;
  • customer credit deterioration or delayed payments;
  • unresolved commercial or financial agreements;
  • budget cuts or a customer’s inability to obtain financing.

Regulatory and start-date risks

  • planning, environmental or construction permits;
  • financial close and public-sector authorization;
  • delayed notice to proceed or site access;
  • changes in procurement rules or government programs.

Execution and cost risks

  • labor and material shortages;
  • inflation that exceeds contractual escalation;
  • design changes, rework and productivity problems;
  • liquidated damages, warranties and performance guarantees;
  • subcontractor failure and supply-chain disruption.

Cardinal Infrastructure Group identifies cancellation, scope changes, permitting delays and deferred start dates as execution risks. Use such disclosures to model timing slippage and partial realization rather than assuming every announced award becomes revenue on schedule.

Ameresco’s warning that not all anticipated revenue or payments may be realized is equally important. A prudent model can assign separate probabilities to signed work, unsigned awards and options, then delay recognition for projects without a firm start date. The probabilities are your analytical assumptions, not company facts, so label them clearly.

7. Connect backlog with margins, cash and the balance sheet

A growing order book can destroy value if the company accepted uneconomic prices or must fund years of work before collecting from customers. Compare backlog commentary with operating performance.

Profitability checks

  • Compare expected backlog margins with recent gross and operating margins.
  • Look for loss-making contracts, provisions, onerous-contract charges and margin resets.
  • Check price-escalation clauses against wage, fuel and material exposure.
  • Separate high-margin maintenance or consulting work from low-margin construction volume.

Cash-conversion checks

  • Review operating cash flow over several periods, not just one quarter.
  • Track contract assets, contract liabilities, receivables, retainage and advance payments.
  • Ask whether growth requires higher working capital, bonding capacity or additional debt.
  • Compare customer payment terms with subcontractor and supplier payment obligations.

Backlog does not establish attractive economics or cash collection. A company can report strong awards while cash flow weakens because work is delayed, claims are disputed or costs are paid before milestone billing. The order book should therefore feed a cash-and-margin model, not replace it.

Comparison axis What to compare Why it matters
Certainty Signed and enforceable work versus unsigned awards, options, frameworks and pipeline. Legal commitment and conversion probability differ sharply.
Timing Next-twelve-month share, project duration, start dates and historical slippage. Near-term revenue support is more useful than distant potential.
Coverage Backlog divided by revenue only when scope, currency, date and definition match. Prevents misleading “years of revenue” comparisons.
Momentum Order intake, completed work, cancellations, acquisitions, FX and organic growth. Reveals whether the book is genuinely expanding.
Quality and concentration Customers, sectors, geographies, largest projects, public/private mix and maintenance content. Shows correlated exposure and repeatability.
Economics and conversion Margins, cost risk, cash collection, permits, funding and termination provisions. Connects reported volume with shareholder value.

Use the same reporting date where possible. If dates differ, state the difference beside every figure. Keep currencies separate or convert them using a disclosed rate and date. Mark “not stated” when an issuer does not disclose a comparable value; do not fill the gap with an estimate presented as fact.

9. A repeatable order-book worksheet

For each company, create one row per backlog category and complete the following sequence.

  1. Capture the source: record the filing or presentation, reporting date, business perimeter and exact definition.
  2. Split certainty: separate signed funded contracts, signed unfunded contracts, unsigned awards, options, frameworks and estimated work.
  3. Map timing: enter expected revenue or work by the next twelve months and later periods where disclosed.
  4. Reconcile movement: bridge opening backlog to closing backlog using intake, delivery, cancellations, acquisitions, FX and reclassifications.
  5. Measure concentration: list major customers, projects, sectors, geographies and public/private exposure.
  6. Test conversion: identify permits, funding, commercial agreements, notice-to-proceed requirements and cancellation rights.
  7. Test economics: compare expected margins, escalation protection, working-capital needs, debt and operating cash flow.
  8. Write downside cases: model delayed starts, partial scope, cancellation, cost overruns and slower collections.
  9. Set a monitoring plan: revisit the same measures at every results announcement and investigate definition changes.

10. How to interpret management commentary

Executives often describe framework positions, customer relationships and sector demand in optimistic terms. Treat these statements as management outlook and compare them with disclosed contracts, intake and conversion history.

Kier Group Infrastructure Managing Director Joe Incutti said: “Our long-term collaborative relationships and strategic framework positions are underpinned by our integrated design, build and maintain model. Our breadth and depth of capability and focus on performance excellence and digital innovation are driving strong, resilient, repeatable growth across our target sectors, including water, where AMP8 investment increased project activity and delivered better customer outcomes.” This is company executive commentary, not independent verification of future growth. An investor should test it against signed awards, task-order releases, margins, cash flow and the actual pace of work delivered.

Common mistakes that produce a false sense of security

  • Using the biggest number: maximum framework value or total potential scope may not be awarded work.
  • Ignoring the definition: two companies can use “backlog” for different populations of contracts.
  • Calling backlog revenue: recognition depends on performance and accounting requirements.
  • Assuming even conversion: projects start and finish unevenly, often over several years.
  • Overlooking cancellations: a rising book can conceal terminated or reduced projects.
  • Confusing acquisition growth with organic demand: reconcile the bridge first.
  • Ignoring cash: reported work can require substantial funding before collection.
  • Comparing unlike periods: align dates, currencies, segments and definitions.
  • Accepting visibility claims without conditions: check permits, funding, commercial agreements and notice-to-proceed requirements.

What a high-quality order book looks like

The strongest profile is not necessarily the largest total. It combines a high proportion of signed and enforceable work, realistic funding, disclosed near-term timing, diversified customers, credible margins, manageable working-capital needs and a record of converting awards into revenue and cash. A smaller book with those characteristics can be more valuable than a larger total dominated by options, long-dated projects or unresolved conditions.

Conversely, treat a rapidly growing book cautiously when the increase comes mainly from acquisitions, foreign exchange, maximum framework values or reclassification; when customer concentration is high; when permits and financing remain open; or when cash flow and margins deteriorate as backlog rises.
