Evaluate the workflow, not just the model. An AI system is ready for business use only when evidence from realistic tasks shows that it meets explicit performance and risk criteria, people can supervise and correct it, and someone owns monitoring after launch. Start by defining the exact use and consequences of errors, then test the specific version and configuration in that setting. The NIST AI Risk Management Framework (AI RMF) and the OECD’s 2026 due-diligence guidance provide useful structures, but neither sets a universal pass score.
What does it mean for an AI system to be “reliable enough” at work?
Reliability is a decision about a particular system performing a particular job under particular conditions. A model that drafts routine internal summaries may be acceptable with light review, while the same model used to determine eligibility, prioritize safety incidents, or send irreversible instructions may require far stronger evidence and controls. There is no context-free accuracy number that answers both questions.
Assess the complete system rather than an isolated model. The system may include a model, retrieval or search components, prompts, business rules, connected tools, data pipelines, user interfaces, and monitoring. Changes to any of those elements can change the risk profile and invalidate an earlier result.
NIST’s voluntary AI RMF 1.0, released on January 26, 2023, organizes risk work into four functions: Govern, Map, Measure, and Manage. NIST’s current resource hub indicates that the framework is being revised, so check the current status when you establish an internal policy. The OECD published its Due Diligence Guidance for Responsible AI on February 19, 2026. It complements the NIST structure with a responsible-business process for identifying, preventing, mitigating, and accounting for impacts.

Use these frameworks as organizing tools, not as a certification or legal safe harbor. The NIST framework is voluntary, and applicable legal requirements depend on the jurisdiction, sector, data, and deployment. Have the specific use reviewed by qualified local legal and compliance specialists.
1. Define the workflow before choosing tests
Write a short use specification that a person outside the project can understand. This prevents a broad claim such as “we are adopting AI for support” from hiding several different decisions with different consequences.
Record the intended use and boundaries
- Business purpose: State the outcome the system is meant to improve, such as classifying incoming requests for a human queue or extracting fields for an employee to verify.
- Users and roles: Identify who submits data, who sees the output, who acts on it, and who can override or stop the process.
- Inputs: List data sources, formats, languages, time ranges, missing-field patterns, and any personal, confidential, regulated, or proprietary information.
- Outputs: Describe the exact output, its confidence or uncertainty display, the allowed actions, and whether it can trigger an external system.
- Prohibited and out-of-scope uses: State what the system must not decide, infer, disclose, or automate, even if a user asks.
- Operating conditions: Note expected volume, latency, availability, integrations, and the environments in which the tool will run.
Include the consequences of an incorrect, delayed, biased, manipulated, or unavailable result. Consider financial loss, privacy exposure, safety harm, denial of service, reputational damage, employee impact, and the cost of correcting an error. Also identify people or groups who may be affected even when they are not direct users.
Map where judgment enters the process
Draw the workflow from input to final action. Mark every point at which a person can review, question, edit, reject, or escalate an output. A nominal “human in the loop” is not a control if the reviewer lacks time, context, authority, or a realistic way to detect mistakes. The map should show whether the AI recommends, ranks, drafts, decides, or acts automatically.
2. Assign ownership and acceptance criteria
One accountable business owner should be able to approve, pause, or reject the use. That owner should work with the technical team and bring in security, privacy, legal or compliance, and domain specialists in proportion to the risks. For a workflow affecting workers, customers, patients, applicants, or the public, consult relevant affected stakeholders when the potential impact warrants it.
Set criteria before looking at the result
Define what “acceptable” means for this workflow before reviewing a vendor demonstration or benchmark. Specify:
- Which errors are most harmful and whether false positives or false negatives matter more.
- The minimum performance for critical cases and the maximum tolerable rate for dangerous errors.
- How uncertainty is represented and the threshold that requires human escalation.
- Availability, response time, and recovery requirements if the service is unavailable.
- Security, privacy, fairness, explainability, and audit requirements that are mandatory rather than merely desirable.
- Who can approve a launch, change the configuration, suspend use, and accept residual risk.
Do not reduce the decision to a single average score. A system can have a good overall result while failing systematically on a smaller group, a rare but severe case, or a language and format that matter to your operation.

3. Understand the complete system and the evidence behind it
Identify components, versions, and updates
Ask for the model or service version, connected components, supported input types, retention and deletion behavior, update policy, and controls for prompts, tools, plugins, retrieval indexes, and access. Record the exact configuration used for testing, including system instructions, temperature or other generation settings where applicable, filters, and user permissions. A result from one version or configuration should not be presented as evidence for another.

Find out what happens when a component changes. A silent model update, a new retrieval corpus, a modified prompt, or a changed permission can alter outputs without changing the business label attached to the tool. Require notice, change records, and a reassessment trigger for material changes.
Interrogate the available evaluation evidence
Request the methodology, data description, task definition, version, sample size, error categories, uncertainty information, and limitations for any supplied benchmark. Check whether the test data resembles your inputs in language, geography, customer population, document quality, seasonality, and edge cases. A published benchmark can be useful background, but it does not establish suitability for your workflow.
Look for leakage, synthetic-only examples, cherry-picked demonstrations, and a mismatch between the benchmark’s metric and the business decision. Ask whether the reported result is an average, a worst-case bound, or a one-time experiment. Vendor assurances can inform questions; they cannot replace your own evidence.
4. Build a realistic test set
Your test set should represent the cases the system will actually encounter, not only clean examples that are easy to label. Include historical samples where use is permitted, newly collected examples, and deliberately constructed cases for known risks. Separate development data from a held-out evaluation set so that tuning does not turn the test into a rehearsal.
Include the cases most likely to change the decision
- Routine, high-volume cases that determine day-to-day productivity.
- Ambiguous, incomplete, noisy, or contradictory inputs.
- Rare, high-impact scenarios in which a mistake is costly.
- Adversarial or manipulated inputs, including prompt-injection attempts when the system accepts untrusted text.
- Different languages, dialects, document layouts, accessibility formats, and customer segments relevant to the process.
- Cases requiring refusal, escalation, or a fallback rather than a guessed answer.
- Operational failures such as timeouts, missing data, duplicate requests, and unavailable connected services.
Document how examples were selected, labeled, redacted, and weighted. If labels are subjective, use more than one qualified reviewer where practical and record disagreements. Preserve a versioned copy of the test set and its labeling rules so later results can be compared fairly.
Choose measures that match the task
For classification, separate false positives and false negatives instead of relying only on accuracy. For extraction, measure field-level correctness and the rate of omissions or invented values. For ranking, inspect the quality of the top results and the cost of a misplaced item. For generated text, assess factuality, completeness, policy compliance, and usefulness with a defined rubric and qualified reviewers. For tool-using systems, test whether the correct tool is selected, arguments are valid, permissions are respected, and failures stop safely.
Use quantitative, qualitative, or mixed measures as appropriate. Report confidence intervals, variation across important subgroups, and unresolved limitations when the sample supports that analysis. If a precise uncertainty estimate is not possible, state that limitation rather than presenting a point estimate as certainty.

5. Test against a baseline and explicit decision rules
Compare the candidate with the process it would replace or assist. The baseline might be a trained employee, a rules engine, a current queueing method, or a documented benchmark. Measure the total workflow, including review time, correction effort, escalations, and downstream errors. A model that looks better on a narrow output metric may make the process worse if it creates expensive verification work.

| Comparison area | Questions to answer | Evidence to retain |
|---|---|---|
| Task performance | How often is the output correct, incomplete, or unsafe? Which error type dominates? | Held-out test results, error taxonomy, subgroup and edge-case analysis |
| Uncertainty and stability | Does performance vary by input type, time period, user, or repeated run? Does the system signal when it is unsure? | Repeated trials, confidence or abstention behavior, drift indicators |
| Workflow effect | Can people understand, verify, correct, and act on the output within the available time? | Observed review steps, correction rates, time and escalation records |
| Security and resilience | Can inputs manipulate the system, expose data, or cause an unsafe action? What happens during outages? | Threat tests, access-control checks, fallback and recovery tests |
| Privacy and data governance | What data is collected, retained, shared, logged, or used for updates? Can access be limited and deletion honored? | Data-flow diagram, retention settings, permission and deletion evidence |
| Fairness and impact | Are error rates or harmful outcomes materially different for relevant groups? Who bears the burden of correction? | Appropriate subgroup analysis, impact review, stakeholder feedback |
| Transparency and explainability | Can users understand the output’s basis and limitations well enough to make a responsible decision? | User guidance, explanations, provenance and audit records |
| Operations and change | Can the organization monitor, re-test, version, and stop the system as conditions change? | Owner, alerts, change log, reassessment and shutdown procedure |
Write the acceptance rule in advance. For example, approval might require meeting a minimum result on critical cases, staying below a specified severe-error rate, passing security and privacy gates, and demonstrating that reviewers can catch and correct failures. The exact thresholds belong to the workflow owner and relevant specialists; neither NIST nor the OECD provides one universal number.
6. Assess trustworthiness and safeguards in context
NIST describes trustworthiness as multidimensional. Evaluate each characteristic in relation to the intended use rather than treating it as a generic checklist.
Validity and reliability
Check whether the system measures or produces what the task requires and whether results remain consistent under expected variation. Test repeated or near-duplicate inputs, changing data distributions, and cases outside the development sample. Record where the system should abstain instead of improvising.
Safety, security, and resilience
Consider foreseeable misuse, malicious inputs, unauthorized access, data exfiltration, unsafe tool calls, denial of service, and dependency outages. Verify least-privilege permissions, logging, rate limits, isolation of untrusted content, and a safe fallback. A fallback may be a manual process, a previous rule-based process, or a queue that pauses action until a person reviews it.
Accountability and transparency
Document who made the decision to deploy, who operates the system, what users are told, and how an affected person can obtain correction or escalation where appropriate. Keep records of the version, input context, output, reviewer action, and intervention without retaining more sensitive data than necessary.
Explainability and interpretability
Provide explanations that help the actual reviewer detect errors and choose an action. A technical feature-attribution chart is not automatically useful to a customer-service employee. Explain limitations, confidence, source material, and required checks in the interface and operating procedure.
Privacy enhancement
Map personal and confidential data through collection, inference, transmission, storage, logging, support access, and deletion. Minimize fields, restrict access, mask sensitive values where possible, and verify the provider’s settings and contractual terms with privacy specialists. Do not place sensitive data into a test environment merely because it is convenient.

7. Evaluate the people and the handoff
Run the test with representative users, not only engineers. Observe whether they notice wrong answers, whether the interface encourages over-trust, and whether workload or time pressure causes them to accept outputs without checking. Ask reviewers to explain what evidence they use and what would make them escalate.
Give reviewers authority to reject an output and a clear path for escalation. Define who handles disputes, how corrections reach downstream systems, and how users report a suspected incident. Consult workers or other affected stakeholders when the system changes their work, access, evaluation, or opportunity.
Test the full handoff: input submission, output display, review, correction, approval, downstream action, and audit record. A technically strong model can still be unsuitable if the workflow hides uncertainty, truncates important context, or makes a correction difficult.

Choose among approval, restricted pilot, redesign, or rejection. Approval should name the exact use, version, configuration, users, data, geography or business unit, and duration covered by the evidence. It should also state the controls and residual risks rather than implying that the system is generally safe.
Use a decision record
- Scope approved: The task, users, inputs, outputs, integrations, and prohibited uses.
- Evidence: Test-set description, baseline, measures, uncertainty, limitations, and review date.
- Controls: Human review, escalation, access restrictions, fallback, rate limits, privacy measures, and security safeguards.
- Owners: Business owner, technical operator, security and privacy contacts, and incident decision-maker.
- Launch conditions: Criteria that were met and any conditions attached to the approval.
- Stop or reassess triggers: Severe incidents, drift, model or prompt changes, new data sources, expanded users, or a changed business decision.
A restricted pilot is not a way to avoid evaluation. Limit the population, actions, data, and duration; keep a fallback; and define what evidence will decide whether to expand or stop.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.9. Monitor continuously after launch
Testing before deployment is necessary but insufficient. NIST states that AI systems should be tested before deployment and regularly while in operation. Monitoring should be tied to the same workflow criteria used for approval.
Track performance and operating signals
- Accuracy or task-quality measures from reviewed samples and confirmed outcomes.
- Critical-error, refusal, escalation, override, and correction rates.
- Input distribution changes, missing fields, language or format shifts, and unusual volumes.
- Latency, availability, tool failures, permission denials, and fallback use.
- Privacy or security events, suspected prompt injection, data leakage, and unauthorized access.
- Differences in outcomes or error patterns for relevant groups, where measurement is appropriate and lawful.
- User complaints, affected-person feedback, and incidents that were not captured by automated metrics.
Set alert thresholds and name the person who investigates each alert. Retest after model updates, prompt changes, retrieval-corpus changes, connected-tool changes, new data, expanded scope, or a material change in the operating context. Keep a change log that links each release to its evaluation result and approval.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minutePlan incident response and rollback
Define how to pause automated actions, revoke access, notify stakeholders, preserve evidence, correct downstream records, and return to the fallback process. Practice the procedure before a serious incident. If monitoring cannot reveal when the system is failing, narrow the scope or add review rather than assuming that silence means safety.

How to compare two candidate AI systems
Use one workflow-specific test set, one labeling policy, and the same acceptance criteria for every candidate. Keep model versions and configurations fixed during the comparison. Compare not only output quality but also the work required to supervise, correct, secure, monitor, and change each option.
- Freeze the use case, data rules, test set, and scoring rubric.
- Run both systems on the same representative and high-impact cases.
- Review errors by type, severity, subgroup, and operating condition rather than only the aggregate score.
- Measure reviewer time, correction effort, escalation quality, and downstream effects.
- Conduct security, privacy, resilience, and misuse tests appropriate to the integrations.
- Document uncertainty, missing evidence, update policies, and the cost of keeping evaluation current.
- Select the option whose evidence and controls best fit the documented workflow, or choose neither.
Do not present a vendor benchmark as a decisive comparison unless its methodology, data, version, and relevance to your workflow are clear. A system with a lower headline score may be preferable if it fails less often on severe cases, exposes less sensitive data, or gives reviewers better control; that conclusion must come from your documented criteria.
Common evaluation mistakes and how to correct them
“The demo looked good, so we can launch.”
Demos usually show selected, clean examples. Replace them with a held-out test set containing routine, difficult, high-impact, and refusal cases, and record every failure.
“The benchmark says it is state of the art.”
Benchmark results may use different data, labels, versions, and objectives. Verify transfer to your workflow and compare with a relevant baseline.
“Human review makes any risk acceptable.”
Review is effective only when people can detect errors, have enough time and context, and can intervene. Test the handoff under realistic workload and give reviewers authority to stop an action.
“One accuracy number is enough.”
Separate error types, severity, uncertainty, subgroup behavior, and operational cost. Averages can conceal the failures that matter most.
“The model is unchanged, so no reassessment is needed.”
Prompts, retrieval data, tools, permissions, users, and business context can change system behavior. Define reassessment triggers for all material changes.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →“No incidents were reported, so performance is stable.”
Silence may mean that users cannot see, recognize, or report errors. Sample outputs, measure confirmed outcomes, solicit feedback, and test the monitoring path itself.
“Passing an internal checklist proves compliance.”
The NIST AI RMF is voluntary and neither it nor the OECD guidance determines the legal requirements for an unspecified deployment. Obtain jurisdiction- and sector-specific advice before relying on a conclusion.
A reusable evaluation checklist
- Is the business purpose, intended user, output, and prohibited use written down?
- Are affected people, error consequences, and human decision points mapped?
- Is there an accountable owner and a cross-functional review appropriate to the risk?
- Are version, configuration, components, data flows, update policy, and access controls known?
- Does the test set represent routine, edge, high-impact, adversarial, and failure cases?
- Are measures tied to the task, with error types, uncertainty, limitations, and relevant subgroup analysis?
- Has the complete workflow been compared with a defensible baseline?
- Have reliability, safety, security, resilience, transparency, explainability, privacy, and fairness been assessed in context?
- Can reviewers identify and correct errors, escalate concerns, and use a workable fallback?
- Are launch scope, residual risks, owners, stop conditions, and reassessment triggers documented?
- Will performance, incidents, drift, changes, and stakeholder feedback be monitored after deployment?
What the frameworks do—and do not—decide for you
NIST’s AI RMF supplies a voluntary vocabulary and lifecycle structure: govern responsibilities, map the context and impacts, measure with evidence, and manage risks over time. Its trustworthiness characteristics help broaden an evaluation beyond accuracy. The OECD’s due-diligence guidance adds a complementary responsible-business process for identifying and addressing risks with relevant expertise and documentation.
Neither framework supplies a universal score, approval stamp, or substitute for a workflow-specific decision. The defensible result is a bounded, documented judgment: this version and configuration may be used for this task, with these people, data, safeguards, monitoring, and stop conditions. Reopen that judgment when the system or its context changes.
