The safest way to evaluate an AI tool is to match the evidence and controls to the job you will give it. Define the task, users, data, operating conditions, and consequences of failure first; then examine data handling, security, output quality, accountability, and change management. A tool suitable for low-impact brainstorming may be inappropriate for confidential, regulated, or safety-critical work.

This guide turns those questions into a repeatable assessment. It uses the voluntary NIST AI Risk Management Framework (AI RMF) as context, while treating its characteristics as decision aids rather than a universal pass/fail certificate.

1. Define the use before judging the tool

Evaluation starts with the proposed use, not the vendor’s feature list. The same model can be acceptable for drafting internal ideas and unacceptable for making an eligibility, medical, financial, employment, or safety decision.

Write a one-page use statement

  • Task: State exactly what the system will do, such as summarize documents, classify support requests, generate code, or recommend an action.
  • Users: Identify operators, reviewers, administrators, and anyone who can influence or override the output.
  • Inputs: List prompts, uploads, connected databases, telemetry, retrieved documents, and data sent to plug-ins or external tools.
  • Outputs: Define the format, audience, and whether the answer is advice, a draft, a ranking, or an automated action.
  • Conditions: Describe languages, volume, latency, connectivity, model version, integrations, and expected edge cases.
  • Affected people: Include customers, employees, applicants, patients, students, members of the public, or other people represented in the data.

Rate impact and reversibility

Record what happens if an answer is wrong, biased, unavailable, delayed, or exposed. A reversible mistake in a private draft needs less evidence than an irreversible decision that can deny access, disclose confidential information, or create physical danger. Increase testing, human review, contractual controls, and escalation requirements as severity and affected population grow.

Also ask whether AI is necessary. NIST places responsibility on AI actors to decide whether a system is appropriate for a particular context. If a deterministic rule, search process, or human workflow meets the need with less uncertainty or data exposure, it may be the better choice.

2. Is the AI tool safe to use with your data?

Privacy is more than whether a provider displays your prompt. Review collection, access, use, retention, location, deletion, inference, and downstream sharing. Obtain current terms and technical documentation for the specific edition, workspace, API, and connected services you plan to use.

Map every data path

  • Collection: Ask what is captured in prompts, files, conversation history, feedback, diagnostics, account details, device information, and usage telemetry.
  • Access: Identify provider personnel, support teams, subprocessors, administrators, plug-ins, agents, and other customers who could access content or metadata.
  • Purpose: Determine whether submitted material is used to provide the service, detect abuse, personalize results, train models, improve products, or for another purpose.
  • Retention: Confirm how long prompts, outputs, logs, backups, and deleted items remain available, including the period needed to remove backup copies.
  • Deletion: Check who can request deletion, what is deleted, how completion is verified, and whether legal or security holds limit removal.
  • Location and transfer: Establish where processing and storage occur and which cross-border or regional controls apply to your organization.

Ask about model training and reuse

Do not infer the answer from a marketing label. Ask whether customer content is used to train or improve models, whether an opt-out is available, and whether exclusion can be written into a contract. Verify that the setting applies to the exact product tier and to human review, abuse monitoring, backups, and subprocessors—not only to a single chat interface.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Minimize what the system receives

Privacy risk often falls when the task is redesigned. Remove names, account numbers, precise locations, secrets, and unnecessary attachments. Use redaction, aggregation, synthetic examples, tokenization, or a local processing option where feasible. Send only the fields needed for the output, set access to the smallest useful group, and keep sensitive source records in systems with established retention and audit controls.

Consider inference as well as direct collection. AI systems can derive identity, health, preferences, relationships, or other private facts from apparently harmless combinations of data. A prompt that omits a name may still identify a person through dates, rare events, or linked records.

3. How to check AI security

Security review should cover confidentiality, integrity, and availability across the model service, application, data stores, software, hardware, and connected tools. NIST’s AI security guidance highlights risks including evasion, model extraction, and membership inference; a general security statement does not prove that each AI-specific threat is controlled.

Confidentiality controls

  • Require strong identity and access management, single sign-on where appropriate, multifactor authentication, least-privilege roles, and prompt or file permissions that follow the source system.
  • Ask how data is encrypted in transit and at rest, who controls keys, and how secrets are isolated from prompts and logs.
  • Check tenant isolation, network boundaries, sandboxing, and controls that prevent one customer, plug-in, agent, or retrieval source from seeing another customer’s content.
  • Review logging for sensitive data. Logs should support investigation without becoming an uncontrolled duplicate of the original records.

Integrity and abuse resistance

  • Find out how the provider detects prompt injection, poisoned retrieval content, malicious files, unsafe tool calls, and unauthorized changes to prompts or system instructions.
  • For code or automated actions, require review gates, allowlists, scoped credentials, transaction limits, and a way to stop execution.
  • Ask how model, data, and configuration changes are approved, recorded, tested, and rolled back.
  • Consider evasion attacks that cause a classifier to miss a threat, model extraction that attempts to reproduce a service, and membership inference that tests whether particular data appeared in training.

Availability and recovery

  • Review service-level commitments, capacity limits, rate limits, regional dependencies, maintenance notices, and outage communication.
  • Ask about backups, recovery objectives, failover, dependency failures, and export options.
  • Define a manual or alternative process for outages, degraded quality, expired credentials, or a revoked integration.
  • Confirm incident notification timing, investigation support, evidence preservation, and customer responsibilities after a breach.

4. How reliable is the AI tool?

A convincing demo is not evidence that a system will remain accurate in your environment. Reliability means valid performance for the intended task, under relevant conditions, over time. NIST describes this as an ongoing activity involving testing or monitoring against intended performance.

Build a representative evaluation set

  1. Collect realistic cases: Use de-identified historical examples, normal workloads, difficult cases, ambiguous inputs, and known failure-prone situations.
  2. Define success first: Specify acceptable accuracy, completeness, citation quality, latency, format, abstention behavior, and escalation requirements before comparing tools.
  3. Include negative cases: Test requests the system should refuse, inputs with missing fields, conflicting evidence, adversarial wording, unsupported languages, and out-of-scope questions.
  4. Run repeat trials: Record variation across repeated prompts, sessions, model versions, temperatures or equivalent settings, and concurrent workloads where those conditions matter.
  5. Have qualified reviewers score outputs: Record factual errors, omissions, unsupported claims, unsafe suggestions, bias indicators, formatting failures, and appropriate refusals.
  6. Test the complete workflow: Include retrieval, preprocessing, permissions, plug-ins, human handoffs, and downstream actions rather than evaluating an isolated model response.

Measure failure behavior, not only success

Reliable systems make uncertainty visible. Check whether the tool distinguishes evidence from inference, cites or links to source material when required, asks for missing information, refuses unsafe requests, and provides a usable explanation of limitations. A confident wrong answer may be more dangerous than an explicit “I do not know.”

Set human review and fallback rules

For high-consequence work, require a named reviewer to verify inputs, evidence, and proposed actions. Define when the reviewer must escalate, when the system must abstain, and what process continues if the service is unavailable. Human review is not a safeguard if reviewers lack time, authority, relevant expertise, or access to the source evidence.

Repeat evaluation after change

Re-run the evaluation set after a model replacement, major prompt change, retrieval-data update, new plug-in, policy change, or material shift in user population. Monitor production errors and drift, and keep a dated record of test results and accepted risks. Reliability is a property of the deployed system and its operating conditions, not a permanent attribute of a model name.

5. Transparency and accountability checks

You should be able to identify what is being evaluated, what it can and cannot do, and who owns the consequences of failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Documentation to request

  • Model or service identity, versioning method, release and retirement notices, and a description of intended use.
  • Known limitations, prohibited uses, safety behavior, supported languages, data or knowledge cutoffs, and performance evidence relevant to your task.
  • Change-management procedures, update notices, incident history or notification process, and channels for reporting defects.
  • Records of your own use case, data classification, evaluation set, results, residual risks, approvals, and next review date.

Assign responsibility

Name the business owner, technical owner, privacy contact, security contact, and human approver. State who can pause the system, who investigates an incident, who informs affected people, and who accepts residual risk. A transparency page or reference to AI RMF does not establish that the tool meets your organization’s legal, regulatory, contractual, or safety requirements.

6. Compare two or more tools on the same evidence

When options are genuinely under consideration, use identical tasks, data conditions, reviewers, and acceptance thresholds. Keep factual performance separate from privacy, security, and operational fit so a strong score in one area does not conceal a severe weakness in another.

Comparison axis Evidence to collect
Task performance Representative tests, success criteria, error types, repeatability, and edge-case behavior
Privacy Data collected, purpose, retention, training or reuse terms, access, deletion, and minimization choices
Security Access controls, data protection, incident response, resilience, and relevant AI-specific threats
Transparency and accountability Documentation, update notices, limitation disclosures, audit records, and named responsibility
Operational fit Availability, integration needs, human oversight, fallback options, and change monitoring
Consequence of failure Severity, reversibility, affected people, and required review or escalation

A single overall score can hide tradeoffs. If you use one, publish the weights, minimum thresholds, evidence quality, and disqualifying conditions. NIST cautions that one trustworthiness characteristic does not guarantee overall trustworthiness and that tradeoffs are common.

7. Use NIST AI RMF without treating it as a certificate

NIST describes the AI RMF as voluntary guidance for developers, users, and evaluators to manage AI risks and incorporate trustworthiness into design, development, deployment, use, and evaluation. Version 1.0 was released on January 26, 2023. NIST’s resources page lists the Generative AI Profile dated July 26, 2024, and the AI RMF characteristics excerpt says the framework is being updated; check NIST’s current materials before relying on a later revision or profile.

The framework is useful for organizing questions about validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy enhancement, and fairness with harmful bias managed. These characteristics interact: a more explainable process may expose sensitive information, a highly available service may preserve a flawed automated decision, and stronger privacy limits may reduce the data available for testing. Choose controls and evidence for the context rather than claiming that every attribute has been maximized.

8. A practical approval workflow

  1. Classify the use: Document task, users, data, affected people, impact, reversibility, and whether AI is necessary.
  2. Set minimum gates: Define privacy exclusions, required security controls, reliability thresholds, human-review points, and prohibited automated actions.
  3. Conduct provider due diligence: Obtain current data-use, retention, deletion, location, access, incident, availability, and change-management information.
  4. Run the representative test: Evaluate normal, edge, adversarial, and out-of-scope cases using the complete workflow.
  5. Decide and document: Record evidence, limitations, accepted residual risks, owner, approval date, and fallback process.
  6. Deploy narrowly: Start with limited users, least-privilege access, logging, review gates, and a stop mechanism.
  7. Monitor and reassess: Track errors, incidents, drift, usage changes, provider updates, and new integrations; repeat the review when conditions change.

9. Common evaluation mistakes and their fixes

Relying on a polished demonstration

Why it fails: A curated prompt does not represent your data, edge cases, workload, or downstream action.

Fix: Use a pre-defined, representative evaluation set and repeat trials under operating conditions.

Assuming “not used for training” solves privacy

Why it fails: Access, logs, retention, backups, inference, subprocessors, and connected services can still expose information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Map the complete data lifecycle and minimize inputs before submission.

Treating a security badge or general statement as complete assurance

Why it fails: AI-specific threats and plug-in or retrieval permissions may remain outside the stated scope.

Fix: Review confidentiality, integrity, availability, model and data threats, identity controls, isolation, response, and recovery for the deployed architecture.

Making a human reviewer a rubber stamp

Why it fails: Review cannot reduce risk when the person cannot inspect evidence, challenge the output, or stop the action.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Give reviewers authority, time, relevant expertise, source data, escalation rules, and measurable review duties.

Approving once and forgetting the system

Why it fails: Models, prompts, retrieval sources, policies, dependencies, and user behavior change.

Fix: Keep a dated record, monitor production, notify owners of changes, and trigger reassessment after material updates or incidents.

10. Final decision rule

Approve an AI tool only when its documented data practices, security controls, tested behavior, accountability arrangements, and fallback process fit the consequences of the intended use. If a critical requirement is unknown, unavailable, or below threshold, restrict the use, add compensating controls, or choose a different workflow. The decision should remain reviewable as the system and context evolve.
