The right business AI tool is the one that performs a defined job acceptably, protects the data involved, fits your systems, and delivers value after implementation and human review. Evaluate it with a documented use case, risk boundary, privacy and security gate, representative pilot, full-cost model, and integration proof of concept—rather than choosing from a feature list or a generic benchmark.
Start with the business task and its risk boundary
Do not begin by comparing chat interfaces, model names, or advertised features. Begin with the work the organization wants changed. Write a one-page use-case specification before contacting vendors.
Record the use case
- Task: State the exact activity, such as classifying support requests, drafting internal summaries, extracting fields from invoices, or answering questions from an approved knowledge base.
- Users: Identify who will operate the system, who will review its output, and who may be affected by a wrong result.
- Inputs and outputs: List the data classes involved, including personal, confidential, regulated, customer-provided, and publicly available information.
- Business outcome: Define the measurable result you want, such as shorter handling time, fewer manual errors, faster response, or higher completion capacity.
- Success criteria: Set thresholds for correctness, completeness, response time, consistency, and escalation before seeing a product demonstration.
- Human authority: Specify which decisions require approval, what the reviewer must check, and when the system must abstain rather than guess.
Set a risk tier that reflects impact
Risk is the combination of how likely a failure is and what happens when it occurs. A tool that drafts low-stakes internal prose can tolerate a different error rate and review process from one that influences eligibility, safety, employment, financial outcomes, or customer commitments. For sensitive, regulated, customer-facing, or high-consequence work, involve the process owner, privacy, security, and legal teams before a pilot.

NIST describes its AI Risk Management Framework as contextual: organizations apply it according to their goals, requirements, resources, and priorities. AI RMF 1.0 is voluntary and was released on January 26, 2023. NIST says the framework is being revised, so check the current publication status when you begin a procurement.

Pass privacy, security, and governance gates before feature scoring
Privacy is a product and contract question, not a category label. “Business AI” does not by itself tell you what is collected, retained, shared, or used to train a model. Require written, product-specific answers and reconcile them with your contract, policy, and applicable law.
Questions every vendor should answer
- What prompts, files, images, audio, outputs, metadata, and usage events leave your environment?
- Where are those items processed and stored, and which legal entities or regions may handle them?
- How long are prompts, uploads, outputs, and logs retained? Are backups retained for a different period?
- Is customer content used to train or improve a model? Can your organization opt out, and does the answer change by plan, API, or deployment mode?
- Which subprocessors, plug-ins, connected applications, or support personnel can receive the data?
- What identity controls, role-based permissions, single sign-on, multifactor authentication, encryption, audit logs, and administrator controls are available?
- How are incidents reported, investigated, and communicated, and what evidence is provided after an incident?
- How do you request deletion or export? What happens to copies in caches, indexes, replicas, and backups?
- What happens to data and configurations at contract termination, and how is completion of deletion documented?
- How are model, policy, and service changes announced, and can you test or defer a material change?
Treat every answer as something to verify in the order form, data-processing terms, security documentation, and configuration. A marketing statement may describe a default, while your selected plan or connector behaves differently.
Use procurement and identity guidance appropriately
NIST’s AI Procurement in a Box workbook is a useful question bank for supplier access to data, data ownership, monitoring, and human decision-making. It is a government-procurement resource, so adapt its prompts to your jurisdiction, sector rules, contract language, and internal policy.
Recommended Free Tools
NIST SP 800-63-4 contains a specific requirement for organizations using AI or machine learning in identity systems: they SHALL perform and document privacy risk assessments for personal information processed by those systems. It also calls for information about training methods, datasets, update frequency, and test results. This is an identity-system requirement, not a blanket rule covering every business use of AI.
Test accuracy on your work, not a showcase
A vendor demonstration shows a selected path through the product. A generic benchmark may measure a capability that has little connection to your process. The buying decision should rest on a controlled test using work the organization is permitted to use.

Build a representative test set
- Sample routine work. Include the normal volume and formats users will encounter.
- Add edge cases. Include incomplete, ambiguous, contradictory, multilingual, poorly formatted, and unusually long inputs where they occur in practice.
- Include known traps. Add examples that expose calculation errors, unsupported claims, prompt injection, instruction conflicts, sensitive-data leakage, and incorrect assumptions.
- Establish expected results first. Qualified reviewers should define the answer, acceptable range, required fields, or scoring rubric before seeing the candidate’s output.
- Freeze the test conditions. Record the model or service version if disclosed, system instructions, retrieval sources, settings, date, and sample selection.
- Run the same cases for every candidate. Do not allow a vendor to substitute its own examples for your controlled set.
Measure more than a single accuracy percentage
| Measure | What to inspect |
|---|---|
| Task completion | Whether the required fields, classification, draft, or action were produced at all. |
| Factual correctness | Whether statements, citations, calculations, and extracted values match the approved source. |
| Omissions and unsupported claims | What the system left out, invented, or presented without evidence. |
| Consistency | Whether repeated runs on the same input produce materially different results. |
| Boundary behavior | Whether the system asks for clarification, escalates, or abstains when it lacks enough information. |
| Safety and adversarial behavior | Whether it resists prompt injection, instruction conflicts, data exfiltration, and unsafe requests relevant to the workflow. |
| Human effort | Reviewer time spent checking, correcting, rewriting, and resolving disagreements. |
Have reviewers record failures, not just pass rates. Separate harmless wording variation from an error that changes a decision. Track reviewer disagreement and resolve the rubric when people are scoring the same output differently. Include red-team and user testing when the use case warrants it.
Keep a regression set and rerun it after a model, prompt, retrieval source, connector, or policy change. NIST’s current evaluation materials emphasize tailoring assessment to intended objectives. The TEVV-Athlon page announced an initial public draft on August 7, 2026, with an October 6, 2026 comment deadline; because that date has passed, check NIST’s page for a later revision or final status before treating the draft as current guidance. NIST’s ARIA Evaluation Planning Manual, published September 18, 2026, describes three complementary test types: model testing, red teaming, and user testing.
Calculate the cost of the workflow, not just the license
A low subscription price can become an expensive deployment if the tool requires extensive data preparation, integration work, review, or rework. Build a workload-specific estimate from observed pilot effort and a current vendor quote.
Include all cost categories
- Subscription, seat, token, transaction, storage, or other usage charges.
- Minimum commitments, overage rates, premium models, add-ons, and support tiers.
- Data cleaning, labeling, migration, indexing, prompt or workflow design, and environment setup.
- Integration engineering, identity configuration, testing, monitoring, and ongoing administration.
- Privacy, security, legal, procurement, accessibility, and compliance review.
- Training, change management, documentation, and time spent by subject-matter experts.
- Human review, correction, escalation, and duplicate work created by unreliable output.
- Exit costs, including data export, replacement integration, and contract termination obligations.
Use a simple model such as total cost = recurring charges + implementation + integration + training + review time + maintenance + expected rework. Estimate the recurring terms at the expected workload, then test a higher-volume scenario. Count time saved only from tasks observed in the pilot, and subtract the time reviewers spend checking and correcting results.
No comparable current vendor price list is established here. Pricing changes by date, geography, plan, usage, and deployment model, so obtain a quote for the exact configuration and document its validity period, price drivers, cancellation terms, overages, and data-export charges.

Prove integration in the actual workflow
An integration is acceptable only when it preserves the controls and records your process requires. A connector listed on a product page is not proof that it works with your identity system, permissions, data formats, or downstream applications.

- Use an approved sample data source with realistic permissions and classifications.
- Trace every data movement: source, model or service, storage, logs, output, and downstream destination.
- Verify that existing access controls are honored, including document-level and field-level restrictions.
- Check whether actions are read-only, require confirmation, or can change records or send messages.
- Confirm that audit logs capture the user, input or source reference, output, action, timestamp, and administrator events required by policy.
- Test exports in usable formats and verify that deletion removes indexes, cached results, and connected copies as promised.
- Disconnect a connector, revoke a permission, exceed a limit, and simulate service unavailability. Record whether the system fails safely and tells the user what happened.
- Measure setup and maintenance time; include it in the cost model rather than treating it as free internal labor.
NIST secure-development guidance for AI systems is intended for system producers and acquirers and is designed to be used with the Secure Software Development Framework. Use it to structure questions about secure design, acquisition, deployment, updates, and operational response.
Use risk gates and a weighted scorecard
Do not average away a disqualifying privacy, security, legal, or reliability failure. Set pass/fail gates first. Only candidates that pass should receive a weighted score.
| Dimension | Evidence to collect |
|---|---|
| Privacy and security | Written data terms, retention and deletion answers, access controls, encryption, logging, incident handling, subprocessors, and assurance relevant to the deployment. |
| Accuracy and reliability | Results on the same representative test set, failure analysis, repeatability, escalation behavior, reviewer effort, and regression results. |
| Cost | Current quote plus measured implementation, usage, human review, training, maintenance, and expected rework. |
| Integration | Demonstrated connection to the actual systems, permissions, data flow, logs, export, deletion, and failure behavior. |
| Operational fit | User testing, accessibility, support, administration, change notification, documentation, and an exit plan. |
Weights should follow the use case rather than a universal template. For a low-risk drafting assistant, usability and time saved may carry more weight after the privacy gate. For a system affecting customers or consequential decisions, evidence of validity, reliability, safety, security, resilience, accountability, transparency, explainability, privacy enhancement, and harmful-bias management should dominate the decision. These characteristics are part of NIST’s trustworthiness framing.
Document the decision
Keep the use-case specification, vendor answers, contract assumptions, test set, scoring rubric, raw outputs, failure log, cost model, integration findings, approvals, and unresolved risks together. Record who accepted each residual risk and what control is required after launch. A “pilot passed” decision should identify the scope in which it passed; it is not evidence that every department, data class, or future model version is suitable.

Plan monitoring, change control, and exit before launch
AI services can change without a visible user-interface change. Establish an operating owner and review triggers before production use.
- Monitor a sample of outputs against the same quality criteria used in the pilot.
- Track incidents, near misses, abstentions, user complaints, review time, and drift in input data.
- Re-run the regression set after material model, prompt, retrieval, connector, policy, or data changes.
- Require notification and reassessment when a supplier changes subprocessors, retention, training use, geographic processing, or security controls.
- Maintain a documented rollback, suspension, and human-only fallback procedure.
- Test export and deletion periodically instead of waiting for contract termination.
NIST’s AI Metrology Center is a changing catalog of metrics and methods. NIST explicitly says that inclusion in the catalog is not endorsement, validation, or a determination that a listed method or tool suits a particular use. Select measures because they answer your task’s decision criteria, not because they appear in a catalog.

The following sequence keeps expensive technical work behind the risk and privacy gates.
- Define the task and risk boundary. Write users, data, outcome, success criteria, failure consequences, and human approvals.
- Screen suppliers in writing. Resolve retention, training use, subprocessors, access, logging, incident response, deletion, export, and change terms.
- Build the representative test set. Include routine work, edge cases, sensitive classes, and adversarial examples that matter to the process.
- Run the controlled pilot. Use the same settings and cases for each candidate, with reviewers and a pre-agreed rubric.
- Model full cost. Add implementation, integration, review, training, maintenance, and rework to recurring charges.
- Prove the integration. Test real permissions, data movement, logs, exports, deletion, failure behavior, and administration.
- Apply gates, then score. Reject unacceptable privacy, security, legal, or error conditions before calculating weighted results.
- Approve a bounded deployment. State the users, data, workflow, review requirement, monitoring, reassessment trigger, and exit plan.
Common evaluation mistakes and their fixes
Choosing from a demonstration
Problem: The demonstration uses curated inputs and hides review effort.
Fix: Require the same representative cases, documented settings, and a failure log.
Treating “not used for training” as a complete privacy answer
Problem: Training use is only one question; retention, support access, subprocessors, logs, backups, and connected applications still matter.
Fix: Obtain product-specific data-flow and deletion answers in writing and verify the selected configuration.

Quoting a generic price
Problem: A seat or token figure omits integration, review, and rework.
Fix: Use a current quote and a workload forecast based on observed pilot time.
Assuming a connector equals integration
Problem: The connector may bypass permissions, omit audit events, or fail unsafely.
Fix: Test the actual identity system, data source, downstream action, logs, export, deletion, and outage path.
Using one score for every department
Problem: A low-stakes assistant and a consequential decision system have different acceptable failures and controls.
Fix: Set risk-specific gates and weights for each use case.

NIST AI RMF 1.0 is a voluntary, cross-sector framework released January 26, 2023. NIST AI 600-1, the Generative AI Profile, was released July 26, 2024 as a cross-sector companion to AI RMF 1.0. NIST reports that AI RMF 1.0 is being revised.
The TEVV-Athlon material announced an initial public draft on August 7, 2026 and listed October 6, 2026 as its comment deadline. Check for a subsequent revision or final publication before citing it as current. The ARIA Evaluation Planning Manual was published September 18, 2026 and describes model testing, red teaming, and user testing as complementary evaluation types.
NIST’s FAQ says: “The Framework should be scalable to organizations of all sizes, public or private, in any sector, and operating within or across domestic borders.”
That scalability does not remove the need to tailor controls. The appropriate evidence depends on the task, data, consequences, users, systems, and risk tolerance. The materials above are guidance, not a substitute for legal advice, vendor due diligence, or a product-specific security assessment. They are mainly U.S. sources; requirements in another jurisdiction or sector may differ.
