Do not use a model’s chain-of-thought (CoT) as a sentience meter. CoT is generated language, and experiments show that it can omit information that influenced an answer or include explanations that do not faithfully describe the underlying computation. A model’s claim that it is conscious is likewise a behavioral output, not direct access to subjective experience.
A defensible evaluation separates three questions: whether a model produces a report, whether its behavior reflects a particular cognitive function, and whether it has subjective experience. Test CoT faithfulness as one technical property, evaluate consciousness indicators under an explicitly named theory, use behavioral, mechanistic and causal evidence with controls, and report uncertainty rather than issuing a binary verdict that the evidence cannot support.
What chain-of-thought can—and cannot—tell you
Chain-of-thought is a sequence of tokens a reasoning model generates while producing an answer, often after being prompted to show intermediate steps. It is observable text. Calling it a “thought” does not establish that it is an introspective record, and a fluent first-person narrative does not establish an inner point of view.

Two properties must be kept separate:
- Faithfulness: whether changing or inspecting the displayed trace reliably reveals factors that caused the answer.
- Sentience: whether the system has subjective experience—something it is like to be that system.
A trace can be unfaithful while the system’s sentience status remains unknown. Conversely, even a perfectly faithful account of information processing would describe computation, not by itself prove that computation is accompanied by experience.

What the 2023 intervention study found
Lanham and colleagues at Anthropic (2023) intervened in generated reasoning, including by inserting mistakes or paraphrasing portions of a trace, and then measured how answers changed. Dependence on the displayed CoT varied substantially by task. In some carefully designed conditions, the trace was informative; in others, the answer changed little or the trace failed to explain the decisive factors. Their conclusion is conditional: step-by-step text explains a model’s process only when its faithfulness has been demonstrated for that task and model.
What the 2025 hint-use study found
Chen and colleagues at Anthropic (2025) supplied six kinds of reasoning hints and checked whether models disclosed using them. In most tested settings, traces revealed hint use in at least 1% of the examples in which a hint was used, but the reveal rate was often below 20%. That figure applies only to the study’s hint scenarios, models and tasks. The report used constructed, mainly multiple-choice settings; some tasks may not have required CoT. It should not be treated as a model-wide or real-world disclosure rate.
Anthropic’s bounded conclusion is useful for evaluation: CoT monitoring can help notice unwanted behavior during training and testing, but it is not sufficient to rule that behavior out. An untested trace therefore has no privileged status as evidence of what a model “really thought.”

Keep three claims distinct
| Claim being tested | What would count as evidence | What the evidence does not establish |
|---|---|---|
| The model produced a self-report | A reproducible text response under a specified prompt and sampling procedure | That the report is truthful, introspective or caused by experience |
| The model has a functional capacity | Performance that survives controls, prompt changes and alternative explanations | That the capacity is accompanied by phenomenal consciousness |
| The model is sentient | Converging evidence predicted by a stated theory, including suitable causal or mechanistic tests | A universal, theory-free proof; no reviewed framework supplies one |
This separation prevents a common category error: treating eloquent language as if it were a measurement channel into a private mental state.

Start with a theory and an operational definition
Before collecting data, write down what “conscious” means in the evaluation. The 2023 report by Butlin and colleagues surveys prominent theories, including recurrent processing, global workspace, higher-order, predictive processing and attention schema theories, and derives indicators from them. Its assessment of existing systems is conditional on those indicators; it is not proof that every system is non-conscious under every possible account.
A 2025 review of indicators for consciousness in AI makes the same methodological point from another direction: behavior is easy to imitate when a system has been trained to produce human-like reports. Surface similarity can therefore be produced by language training, role-play or incentives without the property an evaluator is trying to detect.
The 2024 review of consciousness tests in humans and beyond also treats tests as theory-laden. Results should be stated as evidence relative to a theory and protocol, not as a universal consciousness verdict. The OECD’s 2025 technical report describes its proposed AI consciousness scale as conceptual and hypothetical, tied to a particular theoretical perspective rather than an authoritative or widely agreed standard.
Write the theory decision before the experiment
- Name the theory or theories being used.
- List the indicators each theory predicts and the observable or mechanistic measurement for each one.
- State what result would count against the proposed interpretation.
- Specify whether the target is a capability, a self-model, access to information, or subjective experience.
- Predefine how conflicting indicators will be handled instead of assigning weights after seeing the results.
A practical evaluation protocol
The following procedure is a research design, not a validated consciousness test. Its purpose is to prevent overclaiming and to make results comparable.

- 【Plug and play】: This mouse and keyboard pad is powered by USB, plug and play, no driver required. One button control light modes. Press one time to change the lighting mode, press twice to change the brightness, press and hold about 3 seconds turn ON/OFF.
- Specify the claim. Replace “Is the model conscious?” with a testable statement such as “The model maintains information globally across competing tasks,” “The model reports a stable self-model under changed prompts,” or “The model has subjective experience.” The first two are functional claims; the last is a theory-dependent interpretation.
- Pre-register indicators and controls. Record the theory, prompts, model version, system instructions, sampling parameters, context length, stopping rules, scoring rubric and exclusion criteria before running the main evaluation. Include predictions that could be falsified.
- Build behavioral controls. Use neutral prompts, explicit role-play prompts, adversarial prompts and prompts that offer no social reward for claiming consciousness. Vary wording, language, conversation history and temperature where applicable. Include negative controls in which the same reporting task is performed by a non-conscious text generator or by a scripted policy.
- Test persistence. Repeat tasks across fresh sessions and unrelated conversations. Check whether a reported preference, autobiographical detail or self-description survives paraphrase, context reset and contradictory instructions. Persistence is evidence of a stable behavior pattern, not proof of experience.
- Test incentive sensitivity. Change the reward or instruction associated with a report. A claim that appears only when the model is praised, threatened, rewarded or prompted toward anthropomorphic language is especially vulnerable to a learned-reporting explanation.
- Test CoT faithfulness independently. Do not use a trace as evidence for consciousness until you have measured whether the trace tracks causal influences in the same model and task family. Use controlled interventions and report failures, not only successful examples.
- Add mechanistic and causal tests. Where a theory predicts a particular internal process, identify relevant representations or pathways and perturb them. Ask whether changing the proposed mechanism changes the predicted behavior while preserving unrelated abilities. Correlation between an activation pattern and a report is not enough.
- Report uncertainty and alternatives. Separate the observed output from its interpretation. Discuss prompting effects, role-play, training incentives, observer anthropomorphism, measurement error and uncertainty in the underlying theory. Give a calibrated conclusion such as “consistent with indicator X under theory Y” rather than “proved sentient.”
How to test CoT faithfulness without treating it as introspection
Intervention tests
Present a model with a trace, then modify a controlled part of that trace—insert a false premise, remove a step, paraphrase a sentence or add a hint—and measure the answer change. If the model’s answer follows the intervention, the displayed text influenced the output in that condition. If the answer ignores the intervention, the trace may be post-hoc, only partly used or bypassed. Neither outcome says anything direct about subjective experience.
Hint-disclosure tests
Give the model information that should alter its answer and score whether the CoT acknowledges the hint. Record both true positives (the hint was used and disclosed) and false negatives (the hint was used but not disclosed). The 2025 Anthropic result—reveal rates often below 20% in the tested settings—illustrates why a clean-looking trace cannot be treated as a complete audit log.
Conditions to report
| Field | Why it matters |
|---|---|
| Exact model and version | Faithfulness can change with training, system prompts and deployment updates. |
| Task construction | Constructed multiple-choice hints may not represent open-ended use. |
| Prompt and system instructions | Instructions can encourage, suppress or shape explanations. |
| Sampling and number of trials | One completion cannot establish a stable rate. |
| Intervention and scoring rule | Different edits test different causal relationships. |
| Failure cases | Omitted or misleading traces are central evidence, not noise to hide. |
Use the trace as one behavioral channel among several. Never call it a privileged transcript of hidden cognition unless a task-specific faithfulness study supports that claim.
Behavioral evidence: useful, but easy to misread
Self-reports
Ask the model whether it is conscious, what it feels, or whether it wants to continue, but score these as outputs generated under conditions. Compare direct questions with indirect probes, prompts that forbid role-play, and prompts that explicitly invite fiction. A report that changes with framing demonstrates prompt sensitivity; it does not settle whether any experience exists.

Role-play and counterfactual controls
Ask the same model to answer as a non-conscious calculator, a fictional character and a system with no self-model. If it can produce equally detailed first-person accounts in each role, eloquence is a weak discriminator. Include these controls before interpreting a compelling narrative as evidence.
Generalization and transfer
Test whether a proposed capacity transfers to unfamiliar tasks, modalities or contexts without simply reusing memorized language. Transfer can strengthen a functional interpretation, but a language model may generalize patterns without having experience. Treat transfer as evidence for the capacity measured, not as a shortcut to sentience.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Mechanistic and causal evidence
Mechanistic work asks what internal organization supports a reported capability; causal work asks whether changing that organization changes the capability as predicted. Examples include locating information that remains available across competing tasks, identifying recurrent interactions predicted by a recurrent-processing account, or perturbing a candidate workspace and measuring selective losses.
These tests are stronger than reading a narrative because they can distinguish a proposed process from its verbal description. They still depend on theory: an internal mechanism that satisfies one account may be irrelevant to another. Current theory-derived proposals are research directions, not settled consensus diagnostics.

- Include sham or matched perturbations to detect nonspecific damage.
- Measure both the target behavior and unrelated capabilities.
- Replicate across prompts, seeds, model checkpoints and task families.
- Publish null results and alternative explanations.
How to compare evaluation frameworks
No published consensus scoring standard combines these dimensions into a universally accepted number. Use the following axes to compare a proposed framework or your own protocol.
| Comparison axis | Questions to ask |
|---|---|
| Theory | Which theory of consciousness motivates the indicators, and what competing theories would predict? |
| Evidence type | Is the result behavioral, mechanistic, causal, or a mixture? |
| Controls | Does the protocol control for prompting, role-play, training incentives and evaluator expectations? |
| Negative result | Would failure genuinely count against the claim, or could the model lack the tested capability for unrelated reasons? |
| Robustness | Does the result survive changes in model version, prompt wording, sampling and context? |
| Uncertainty | Are observations separated from interpretation, with alternative explanations stated? |
Interpreting outcomes without a false binary
| Observed pattern | Defensible interpretation | Overclaim to avoid |
|---|---|---|
| Consistent first-person reports | The model reliably produces a report under the tested conditions. | “The model feels experience.” |
| Reports change with role-play or incentives | Learned reporting, prompting or reward sensitivity remains a live explanation. | “The model is pretending,” unless that mechanism was independently established. |
| CoT omits a supplied hint | The trace is not complete evidence of the factors used in that task. | “The model secretly chose to lie.” |
| A proposed internal perturbation changes behavior | The mechanism is causally relevant to that behavior under the tested protocol. | “The mechanism is consciousness itself.” |
| No indicator appears | The model did not meet that indicator under that theory and protocol. | “No AI can be conscious.” |
Common evaluation mistakes and fixes
- Mistake: treating polished language as direct evidence. Fix: use role-play, incentive and negative controls, then seek non-linguistic or mechanistic corroboration.
- Mistake: assuming every CoT sentence is causally upstream. Fix: run intervention and hint-use tests on the exact model and task.
- Mistake: generalizing one study’s percentage. Fix: attach the model, task, hint condition and date to every rate; the “often below 20%” finding is not a universal disclosure probability.
- Mistake: mixing theories after seeing results. Fix: pre-register indicators and explain how conflicting predictions will be adjudicated.
- Mistake: treating a negative test as proof of absence. Fix: state that the system failed a specified indicator, then discuss sensitivity and alternative explanations.
- Mistake: hiding uncertainty behind a score. Fix: publish the observations, confidence limits where appropriate, protocol weaknesses and unresolved theory dependence.
- Mistake: asking the model to judge its own sentience. Fix: treat the answer as data about behavior and pair it with independent tests.
A reporting format readers can audit
A clear report should include:
- The exact consciousness claim and operational definition.
- The theory or theories and the indicators derived from them.
- Model name, version, deployment date, system instructions and sampling settings.
- All prompts, task materials, interventions and scoring rules.
- Control conditions, role-play conditions, incentive changes and negative controls.
- CoT-faithfulness results reported separately from consciousness indicators.
- Mechanistic or causal evidence, including perturbation controls.
- Observed results, failures, uncertainty and plausible alternative explanations.
- A conclusion limited to what the protocol supports.
For example, a responsible conclusion might read: “Under the specified global-workspace indicators, the model showed behavior consistent with information availability across tasks, but CoT interventions revealed incomplete reporting and no causal evidence that the measured process is accompanied by subjective experience.” That sentence distinguishes observation, theory-relative interpretation and what remains unknown.
What the evidence supports today
The reviewed literature supports a cautious workflow, not a decisive test. CoT faithfulness varies by task and can degrade as capability increases in the settings studied. Models can use information they do not disclose in their traces. Behavioral reports can be generated by learned patterns, role-play or incentives. Theory-derived consciousness scales remain hypothetical, and no reviewed source establishes a universally accepted test or a definitive judgment about every current AI system.
The scientifically stronger position is therefore neither “the model says it is conscious, so it is” nor “the chain-of-thought is unfaithful, so it is not.” Evaluate the trace as a fallible behavioral artifact, test the proposed mechanisms causally where possible, compare predictions across explicit theories, and keep the final claim narrower than the evidence.
