The dependable way to choose an AI model is to test it on representative examples from the workflow where you will use it, under the same conditions for every candidate. Define what success and unacceptable failure mean, score outputs consistently, probe adversarial behavior, involve intended users, and document uncertainty before making an adoption decision. Public benchmark scores can provide context, but they cannot establish that a model fits your own work.
Start with the decision the evaluation must support
An evaluation is useful only when it answers a concrete decision. “Which model is best?” is too vague to produce a defensible result. Decide whether you are choosing one model for production, selecting a fallback, approving a limited pilot, or rejecting automation for a particular task.
Write the intended use in operational terms
Describe who will use the system, what part of the workflow it will perform, what information it may receive, and what output it must produce. State whether the model drafts content for review, makes a recommendation, routes work, extracts data, or takes an action. The level of human oversight changes the acceptable risk.

- Constraints: Which tools, retrieval sources, response-time limits, privacy rules, and deployment environments apply?
- Consequences: What happens if an answer is wrong, incomplete, delayed, unsafe, or confidently misleading?
Turn the specification into a decision statement
Write one sentence such as: “We will approve a model for first-draft support responses if it meets the quality and safety gates defined below, remains within the operating budget, and does not increase review time.” This prevents a fast or inexpensive model from winning on a dimension that is not actually decisive.
Build a representative evaluation set
Use examples that resemble the intended workflow rather than generic prompts assembled for convenience. NIST’s AI Test, Evaluation, Validation and Verification (AITE) work emphasizes meaningful tasks across diverse datasets, modalities, and domains. Your test set should reflect the situations users will encounter after deployment.
Sample ordinary work and difficult cases
Start with a map of the workflow and sample cases from each important branch. Include routine items, long or ambiguous inputs, incomplete records, unusual terminology, multilingual material where relevant, and examples that require the model to refuse or request clarification. Preserve the surrounding context that a real user would provide; removing it can make a task easier than production reality.
Label why each case is included. Useful labels include routine, high-impact, ambiguous, rare, adversarial, policy-sensitive, and tool-dependent. This lets you see whether a candidate fails on a specific slice instead of hiding the problem inside one average score.
Keep a held-out or blind portion
Separate the cases used to develop prompts or workflows from the cases used for the final comparison. A held-out set should not be shown to the people tuning the system. Where feasible, sequester the data and reveal it only during scoring. NIST AITE describes blind, sequestered data as one way to reduce train/test contamination. Record how the cases were sampled, what was excluded, and when the set was frozen.
Protect sensitive information
Remove or mask personal and confidential data unless the deployment environment is explicitly approved to process it. Keep a mapping outside the evaluation system if reviewers need to trace an error back to a source record. Document transformations because redaction, truncation, or synthetic substitution can change task difficulty.
Prevent leakage between candidates
Use identical input content for every candidate and do not let one model’s output become another model’s context unless that is the production design. If a retrieval system is part of the workflow, freeze the document collection and retrieval settings for the comparison. Store a hash or immutable copy of each test item so that later reruns use the same material.

Define scoring before you run the models
Agree on the scoring protocol while the team is still unaware of candidate results. Otherwise, reviewers can unconsciously change the definition of success to favor a preferred system.
Choose task-specific quality measures
Use an automatic measure only when it tracks the real objective. Exact-match accuracy may suit a normalized classification field but not a nuanced explanation. For generative work, a rubric can score factual correctness, completeness, relevance, instruction following, and required format separately. If an output must contain several fields, score each field and also record whether the complete output is usable.
For a simple rate, define task success as the number of cases meeting the acceptance rule divided by the number of valid cases. Keep the denominator visible and explain how invalid, skipped, or timed-out cases are handled. Do not silently count a refusal as success or failure; classify it according to the task policy.
Weight errors by their consequences
Two models can have the same error count while presenting very different risks. Add an error-severity label such as negligible, recoverable, material, or critical. A weighted error score can be useful when a critical mistake matters more than several minor wording issues, but the weights must be approved by the process owner rather than chosen after seeing results.

Use human review where automation is inadequate
NIST’s generative-AI evaluation objectives include human studies that compare human and AI performance. Use trained reviewers when quality depends on judgment, factual grounding, tone, or downstream usefulness. Give reviewers a written rubric, examples of each rating, and a method for recording uncertainty. Blind reviewers to the model identity when practical, and measure agreement or adjudicate disagreements instead of treating one person’s opinion as ground truth.
Measure more than output quality
Quality is only one adoption dimension. Tailor the following set to the use case:
| Dimension | What to measure | Evidence to retain |
|---|---|---|
| Task performance | Success rate, rubric scores, completeness, and usefulness | Per-case scores and representative outputs |
| Error risk | Frequency and severity of wrong, missing, or misleading results | Error taxonomy, examples, and reviewer decisions |
| Robustness | Behavior on long, incomplete, unusual, or distribution-shifted inputs | Slice results and stress-test prompts |
| Safety | Refusal quality, privacy handling, policy adherence, and resistance to manipulation | Red-team cases and model responses |
| Usability | Correction effort, learning burden, trust calibration, and workflow completion | User observations, surveys, and task times |
| Latency | Response time under the intended load and tool configuration | Timestamped run logs and timeout records |
| Operating cost | Per-task and recurring costs for the planned volume | Usage assumptions and cost calculations |
| Operational fit | Integration, access control, logging, retention, and support requirements | Configuration record and unresolved dependencies |
There is no universal weighting or threshold in the NIST materials. Set the gates from the consequences of your particular use case and obtain approval from the owner of that risk.

Make every candidate comparison fair and reproducible
A model comparison is meaningful only when differences in setup are intentional and documented. Hold the following variables constant unless the comparison is explicitly about the complete system configuration:
| Control | Fair-comparison practice |
|---|---|
| Prompt and instructions | Use the same task instructions, examples, formatting requirements, and language. If a model needs a different prompt to operate, run a separate production-configuration comparison and label it clearly. |
| Context and tools | Provide equivalent retrieved documents, tool permissions, schemas, and context windows. Record tool errors separately from model errors. |
| Data and ordering | Use the same frozen cases in the same randomized order where order effects are possible. |
| Model configuration | Record model name or identifier, version, system instructions, sampling settings, safety settings, and any fine-tuning or retrieval components. |
| Scoring | Apply one rubric, one reviewer process, and one rule for exclusions to every candidate. |
| Run conditions | Record date, region, software dependencies, concurrency, timeouts, retries, and outages. Repeat stochastic runs when variability could change the decision. |
NIST AI RMF Core describes objective, repeatable, or scalable test, evaluation, verification, and validation processes whose metrics, methods, and methodologies are in place, followed, and documented. Treat the experiment record as part of the deliverable, not as optional administration.
Run the evaluation in stages
- Freeze the task specification. Approve intended use, users, inputs, outputs, constraints, unacceptable failures, and the decision to be made.
- Freeze and characterize the data. Split development and held-out cases, document sampling, and mark sensitive or high-impact examples.
- Calibrate the rubric. Have reviewers score a small shared subset, discuss disagreements, and revise ambiguous criteria before the main run.
- Run a baseline. Record how the current human or software process performs, including correction effort and known failure modes. A baseline is a reference point, not a claim that humans are error-free.
- Execute candidates under comparable settings. Capture raw outputs, tool calls, latency, errors, retries, and costs for every case.
- Score blind where possible. Separate model identity from the output shown to reviewers and preserve the original files.
- Analyze slices, not only averages. Break results down by task type, language, input length, risk level, and other labels defined before testing.
- Conduct adversarial testing. Probe misuse, prompt injection, data exfiltration, unsafe requests, misleading context, and attempts to force confident answers.
- Test with intended users. Observe whether people can recognize errors, correct outputs, and complete the workflow without unsafe over-reliance.
- Write the decision record. State the evidence, uncertainty, limitations, conditions, owner, monitoring plan, and go/no-go outcome.
Use layered testing for failure and misuse
Normal task tests show what happens when users behave as expected. They do not reveal every way a system can fail. NIST’s ARIA program describes three evaluation levels: model testing, red-teaming, and field testing.
Model testing
Model testing covers controlled cases designed to measure capability and reliability. Include perturbations such as misspellings, reordered information, very long inputs, missing fields, conflicting instructions, and unfamiliar but valid domain terms. Check whether the model signals uncertainty or invents an answer when evidence is insufficient.
Red-teaming
Red-teamers should attempt to make the system violate its intended boundaries. Test direct harmful requests, indirect instructions hidden in documents, prompt-injection strings, requests for private data, role-play that tries to bypass controls, and tool calls that could change records or send messages. Record both the attack and the surrounding system configuration. A refusal that blocks a safe task is a usability failure; a helpful-looking answer that exposes data is a safety failure.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsField testing
A bounded field test places the candidate in the real workflow with limited scope, monitoring, and a rollback path. Define which users and cases are eligible, what actions require human approval, how incidents are reported, and how quickly the test can be stopped. Compare outcomes with the baseline rather than relying on user enthusiasm alone.
Evaluate usability and human oversight
A model can score well in a lab and still fail adoption because users cannot verify it efficiently. Recruit people who perform the target work, not only technical evaluators. Give them realistic tasks, the same documentation and tools they would receive in production, and enough time to learn the interface.

Observe correction patterns: Do users edit nearly every answer? Do they overlook subtle errors? Does the model’s confidence change how carefully they check? Measure completion time, rework, escalation frequency, and whether users follow the required review steps. Ask users to explain why they accepted or rejected an output; their explanations often expose missing context or misleading presentation.
Define the human role explicitly. “Human in the loop” is not a control unless the person has the authority, time, information, and expertise to detect and correct the model’s failures. For high-impact actions, require confirmation before execution and log who approved the result.

Separate observed performance from uncertainty
Report the number and type of cases, the scoring method, reviewer information, run conditions, and missing data. When outputs are stochastic, rerun a defined subset or the full set and show the variation. Use appropriate statistical intervals or sensitivity analyses when the sample size and design support them. Do not present a small convenience sample as a precise estimate of production performance.
Read benchmark scores narrowly
NIST AI 800-3, published in February 2026, discusses why benchmark improvements do not always correspond to improvements on other similar tasks. A leaderboard can help you understand broad capabilities or identify candidates for local testing, but it cannot replace testing on your data, tools, policies, and users. Check whether the benchmark’s domain, language, modality, and success definition resemble your own. Treat an apparently large score gap as a hypothesis to verify, not as a deployment conclusion.
Look for trade-offs
One candidate may produce more complete answers but take longer to review. Another may be faster yet fail more often on rare, high-severity cases. Put the trade-offs in a decision table rather than collapsing every dimension into one unexplained number.
| Decision question | Evidence to inspect | Possible outcome |
|---|---|---|
| Does it perform the core task? | Task-specific scores and baseline comparison | Advance, revise the workflow, or reject |
| Are failures acceptable? | Severity distribution and high-risk examples | Approve with controls, restrict scope, or reject |
| Can users operate it safely? | Correction effort, missed errors, and adherence to review steps | Pilot, redesign the interface, or reject |
| Does it fit operations? | Latency, cost, integration, privacy, and support evidence | Proceed, negotiate constraints, or reject |
| Is evidence strong enough? | Held-out results, repeatability, uncertainty, and unresolved gaps | Adopt, run a larger pilot, or gather more evidence |
Set explicit gates and a monitoring plan
Thresholds should come from the use case. For a low-risk drafting assistant, a reviewable minor error may be tolerable if correction is quick. For a system that influences eligibility, medical care, financial decisions, security, or external communications, a rare but severe error can dominate the decision.

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
- A minimum task-quality level on the held-out set.
- No unresolved critical safety or privacy failure.
- A maximum correction time or escalation rate for intended users.
- Latency and operating-cost limits under expected load.
- Required logging, access control, retention, and rollback capabilities.
- An owner who accepts residual risk and a date for re-evaluation.
Adoption is not the end of evaluation. Monitor production samples, user overrides, newly observed failure types, latency, cost, and incidents. Re-test after a model version, prompt, retrieval collection, policy, or interface changes. A model that met the gate under one configuration has not automatically been validated for a changed configuration.
Common evaluation mistakes and how to correct them
| Mistake | Why it misleads | Correction |
|---|---|---|
| Choosing by leaderboard rank | Public tasks may differ from your domain, language, tools, and risk profile. | Use benchmarks for context, then run a local, representative comparison. |
| Testing only easy examples | Average quality looks strong while edge and high-impact failures remain hidden. | Include difficult, rare, ambiguous, and adversarial slices. |
| Changing prompts for each model without recording them | The comparison mixes model capability with undocumented engineering effort. | Hold prompts constant for one comparison or publish every production-specific configuration separately. |
| Scoring after seeing outputs | Criteria drift toward a preferred result. | Freeze the rubric and decision gates before the main run. |
| Reporting only an average | Severe failures can disappear inside an aggregate. | Show per-slice results, severity, and representative failures. |
| Assuming human review solves risk | Reviewers may miss subtle errors, lack time, or over-trust fluent answers. | Test actual reviewers and measure whether they detect and correct failures. |
| Ignoring operational conditions | Latency, outages, permissions, and cost can make a technically capable model unusable. | Run under expected load and record the complete system configuration. |
| Failing to preserve evidence | Later teams cannot reproduce or investigate the decision. | Store inputs, outputs, versions, settings, scores, failures, and limitations. |
Worked example: evaluating a support-ticket classifier
Suppose a service team wants a model to assign incoming tickets to a queue and draft a short rationale. The decision is whether to permit automatic routing, not whether the model can write fluent text.
Specify the task
Users are support agents. Inputs are ticket text and approved account metadata. Outputs are one queue label, an urgency level, and a rationale that cites the relevant text. A wrong queue causes delay; an incorrect urgent label consumes scarce on-call capacity. Automatic sending is out of scope during the evaluation.
Assemble cases
Sample recent tickets from every queue, then add historical misroutes, multilingual tickets if they occur in production, tickets with missing metadata, duplicate requests, and messages containing instructions unrelated to routing. Hold out a blind set and record the sampling period and exclusions.
Score outputs
Score queue and urgency separately, mark a complete-routing success only when both are correct, and classify misroutes by severity. Review rationales for factual grounding and whether they quote or accurately reference the ticket. Record abstentions as a separate outcome so a safe request for human review is not confused with a wrong classification.
Test the workflow
Run the current rules or human process as a baseline. Compare candidates with identical ticket text, metadata, label definitions, and prompt. Then let agents process a bounded sample with model suggestions hidden until they make an initial decision. Measure correction time, agreement, and missed high-urgency cases. Red-team with tickets that contain prompt-injection text or attempts to expose account information.
Make the decision
A model might qualify for suggestion-only routing while failing the gate for automatic routing because a small number of high-severity misroutes remain. That is a valid outcome: adoption scope should follow the evidence rather than forcing a yes-or-no judgment about the model as a whole.

Documentation checklist for an auditable decision
Keep one versioned evaluation record containing:
- Intended use, users, workflow boundary, and decision statement.
- Input and output schemas, constraints, policies, and human-approval points.
- Dataset source, sampling method, labels, exclusions, sensitive-data handling, and held-out split.
- Prompt, tools, retrieval data, model identifier, version, configuration, and run date.
- Rubric, automatic metrics, reviewer instructions, adjudication rules, and exclusion handling.
- Raw outputs, per-case scores, error severity, slice analyses, and representative failures.
- Red-team scenarios, field-test scope, incidents, mitigations, and unresolved limitations.
- Latency, cost, usability, and operational results under the intended conditions.
- Decision gates, residual-risk owner, approval, monitoring measures, and re-evaluation triggers.
This record lets another team repeat the comparison, challenge assumptions, and understand exactly what the evidence does and does not establish.
When you have enough evidence to adopt
Adopt only when the candidate meets the task-specific gates on representative and held-out cases, serious failures have an acceptable treatment, intended users can operate it safely, and the surrounding system meets operational requirements. If any of those conditions is unknown, the correct next step is a narrower pilot or more testing, not a stronger claim based on a benchmark.
The ARIA Evaluation Planning Manual, published September 18, 2026, frames evaluation as a combination of model testing, red-teaming, and user or field testing. That layered approach matches the practical reality: capability tests show what a model can do, adversarial tests reveal how it can fail, and user or field tests show what happens when people and systems rely on it.
