Evaluate an AI cybersecurity tool for operational technology (OT) by defining exactly what it may observe or change, testing it on representative site conditions, measuring errors and operational impact, and proving that people can supervise, stop, and roll it back. A successful demonstration or a high accuracy figure alone does not establish that a tool is safe or suitable for an industrial control environment.

Start with the job the tool must do

Before comparing products, write down the specific operational problem you want the AI capability to address. “Improve security” is too broad to validate. A testable purpose might be detecting unusual network behavior, identifying OT assets, prioritizing vulnerabilities, triaging alerts, or recognizing anomalies in process data. Different tasks require different data, measures of success, and safety controls.

Define the intended users and the decisions the tool is expected to support. For example, an alerting system may help an analyst decide what to investigate; it should not be assumed to diagnose the cause or prescribe a safe operating response. State what the tool is not meant to do as well. Boundaries prevent a pilot from quietly expanding into a higher-consequence use without appropriate review.

  • Problem: What specific gap or workload is the system meant to address?
  • Scope: Which sites, network segments, assets, protocols, and process modes are in scope?
  • Users: Who reviews the output, and who is authorized to act on it?
  • Success: What measurable result would justify deployment, without compromising safety, reliability, or availability?
  • Exclusions: Which assets, operating modes, or decisions are explicitly outside the approved use?

Treat these as the start of an evaluation framework, not a certification checklist. NIST SP 800-82 Rev. 3, the final September 2023 Guide to Operational Technology (OT) Security, emphasizes that OT security safeguards must account for performance, reliability, and safety requirements. The same constraints should shape how you assess an AI capability.

Set the tool’s authority and system boundary

A monitoring system that reads network or process data has a different consequence profile from one that can change configurations, control logic, or operator actions. Classify the capability by what it can actually do, not just by how the supplier describes it. “Advisory” is not a meaningful boundary if the system can also execute a response through an integration.

Authority level What it does Questions for evaluation
Observe Collects or analyzes information without issuing recommendations or actions. What data can it read? Can its collection method affect equipment, network load, or availability?
Recommend Produces alerts, classifications, or suggested next steps for a person to assess. Can an operator distinguish model output from established alarms? What review is required before action?
Act Initiates changes, such as modifying a configuration, blocking traffic, or updating control logic. What technical safeguards constrain actions? Where are approval, safety limits, override, and rollback enforced?

Map the full system boundary before a connection is approved. Include where sensors, agents, collectors, models, and management components run; which OT and enterprise networks they connect to; what cloud services or vendor dependencies they use; what identities and permissions they require; and what other systems receive their outputs. Draw the data path from collection through processing, storage, and any onward sharing.

For each component and integration, assess what could happen if the tool’s data or output were wrong, delayed, unavailable, or manipulated. Record the tool’s permitted authority and a safe way to stop, isolate, override, and—where relevant—roll back its actions. These controls should be defined before the pilot, not improvised after a problem.

Check OT compatibility and operational impact

A tool suitable for an enterprise network is not automatically suitable for a control-system environment. Check its fit against the site’s architecture, devices, protocols, inventory, maintenance schedules, operating modes, and change-control process. Identify unsupported assets or conditions and determine whether those gaps undermine the intended use.

Ask how the deployment works in practice. Does it require an agent on a device, active scanning, inline network placement, configuration changes, new routes, or remote access? Each may carry different availability and reliability implications. Do not infer that a tool is passive merely because its marketing materials use that word; confirm what it sends, receives, and can initiate in the proposed configuration.

  • Have OT operations, control-system engineering, safety, and cybersecurity personnel review the proposed architecture and test plan.
  • Establish where testing is permitted and how it will be isolated from production processes.
  • Assess expected compute, storage, network, and latency demands, and how to detect unexpected load.
  • Determine what happens if the tool, a local component, or a cloud connection becomes unavailable.
  • Verify that deployment and removal fit site access, maintenance, and change-approval procedures.

Do not test a new capability against a live control environment simply because the supplier says it is safe. The appropriate test location and safeguards depend on the site’s architecture and process hazards. Production connection requires review under the asset owner’s own engineering, safety, cybersecurity, and change-management processes; vendor assurances do not substitute for that review.

Ask for evidence behind performance claims

Request the details needed to interpret every performance figure: test data and its origin, the threat and process scenarios included, how events were labeled, the evaluation period, operating conditions, and the definitions used for each metric. Ask whether testing included equipment and network conditions resembling your site, and what limitations the supplier observed.

Assess the tool on representative local data and operating conditions. Look beyond an aggregate accuracy score to false positives, false negatives, precision or recall where applicable, detection delay, and stability across operating modes. Include routine operation as well as maintenance, startup, shutdown, unusual but legitimate processes, degraded or missing data, and changes to the environment. A result from one setting does not establish performance in another.

Interpret errors in context

A false positive is an alert that does not correspond to the event the system is meant to detect. False positives consume investigation time and can undermine trust in alerts. A false negative is a relevant event the tool fails to identify. An operationally significant delay is a detection that arrives too late to support the intended response. Agree on these definitions with the supplier and site team before scoring results.

Also compare false alarms with the local base rate of true positive events. The joint government guidance on secure AI integration into OT, published December 3, 2025 by CISA, ASD’s ACSC, and international partners, explicitly calls for understanding false-positive and false-negative expectations and how false positives compare with the base rate of true positives. The practical implication is that a model can appear accurate while still producing an alert burden too large for staff to investigate.

For instance, in a hypothetical test set with few genuine events, even a modest number of false alerts may outnumber the real detections. That is why the test should report event counts and alert burden alongside rates. Calculate what the expected workload means for the people who will review alerts, and determine whether triage can be completed within the required response window.

Test whether results hold when conditions change

Check performance as process conditions, device inventories, data quality, and operating modes change. Include plausible cases where a legitimate process looks unusual, a sensor feed is incomplete, or a model’s assumptions no longer match current conditions. Determine how the system signals uncertainty, data-quality problems, or loss of a dependency—and whether it fails safely rather than presenting misleading confidence.

NIST AI RMF Core, Measure 2.5, says: “The AI system to be deployed is demonstrated to be valid and reliable. Limitations of the generalizability beyond the conditions under which the technology was developed are documented.” Use that principle to require documented limits and repeatable tests, not to assume that a supplier’s benchmark transfers to your site. Explainability can help reviewers understand an alert, but an explanation is not proof that the output is correct or safe.

Keep people and safety controls in charge

Specify which outputs require human review and which conditions should trigger an alert, fallback, or shutdown. For a capability that can affect control behavior, define intervention points, safety thresholds, independent review, and authorization in proportion to the possible consequences. Operators need to be able to distinguish model recommendations from established alarms and from identities or messages belonging to machines.

Provide a practical means to challenge an output, suppress it with appropriate authorization, or stop the tool. Log the output, relevant inputs and system state, model and software versions, human decisions, and any action taken so the team can review decisions and reconstruct an incident. Logs should be accessible to the roles responsible for operations and investigation, with protections appropriate to their sensitivity.

The joint AI-in-OT guidance describes read-only predictive maintenance as an example and highlights human-in-the-loop intervention when AI actively updates control logic. That distinction is a useful reminder: a system’s risk depends not only on whether its prediction is correct, but also on what happens next and who remains accountable for the action.

Review security, resilience, and data handling

Evaluate the AI system as part of the OT attack surface, including its conventional software, hardware, identities, connections, and data. NIST’s AI security guidance also identifies AI-specific concerns such as evasion, model extraction, membership inference, and availability. Ask how the supplier and asset owner address these risks for the proposed deployment, rather than treating “AI security” as a single feature.

  • Access and identity: What accounts, roles, privileges, and remote access are required? Can access be restricted and reviewed?
  • Integrity and provenance: How are software, models, updates, and dependencies authenticated and assessed before use?
  • Confidentiality: What OT data leaves the site, who can access it, and how is it protected in transit and at rest?
  • Availability and recovery: What happens during component, network, or cloud outages? What backups and recovery procedures exist?
  • Logging and response: What events are recorded, how can they support an investigation, and how are incidents or vulnerabilities reported?
  • Model and data protection: How are models and training data protected against unauthorized access or manipulation?

Get written answers about what data is collected for training and inference, where it is processed and retained, how long it is kept, and whether it may be used to train or improve vendor models or shared onward. Confirm that contractual commitments match the actual technical data path. If the supplier uses remote support, document its access method, authorization, logging, and conditions for use.

Run a controlled pilot with decision gates

A pilot should test a defined use, not serve as an open-ended demonstration. Agree on scope, access, safeguards, measures, owners, stop conditions, and exit steps before collecting production-relevant data. Keep the initial authority bounded; a read-only or advisory pilot should not be granted action permissions simply to make a demonstration more impressive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Approve the plan. Document the intended use, assets and segments in scope, data flows, roles, test environment, operational constraints, and review approvals.
  2. Establish a baseline. Record existing alert volumes, relevant events, operating conditions, and expected investigation capacity so pilot outputs can be interpreted against the site’s normal context.
  3. Define measures and thresholds. Set local acceptance criteria for false positives, false negatives, detection delay, stability, workload, and resource impact. The acceptable thresholds depend on the process and site risk assessment; there is no universal safe score.
  4. Test representative scenarios. Include normal and changed operating modes, legitimate unusual activity, degraded data, unavailable dependencies, and the threat or anomaly cases the tool is meant to address.
  5. Review results with operators. Have the intended users assess whether alerts are understandable, distinguishable, timely, and actionable within real workflows.
  6. Exercise stop and recovery. Verify isolation, override, rollback, logging, and recovery under approved conditions. Record what happens when components or connections fail.
  7. Make a documented decision. Approve only the tested use and configuration, or reject or revise the proposal if criteria are missed. A result for one site, asset class, or authority level does not automatically approve another.

Write acceptance criteria before the pilot so that results cannot be reinterpreted after the fact. They should cover both model behavior and operational consequences. If a threshold is missed, specify whether the response is to stop, investigate, adjust, or repeat the test; do not convert a failed test into an informal waiver.

Control updates and validate after deployment

Model and software changes can alter behavior, dependencies, or the security posture. Require version records, release notes, change approvals, regression checks, rollback steps, and notification of material changes or vulnerabilities. Agree which updates require a fresh review before installation and how emergency security fixes are handled without bypassing essential site controls.

After deployment, monitor relevant performance measures and signs of drift. Define review triggers for changes to assets, process modes, data feeds, models, software, dependencies, and security conditions. Reassess periodically and after material changes or incidents. Continued validation should confirm that the approved use still matches the conditions in which the system operates.

Questions to ask before approving a vendor or pilot

  • What exact OT task is the capability designed to perform, and what evidence supports that use in environments resembling ours?
  • Is the deployment read-only, advisory, or capable of making changes? What technical controls enforce the stated boundary?
  • Which protocols, device types, architectures, and operating modes are supported, and which are not?
  • What are the measured false-positive and false-negative rates, under what test conditions, and how do false alarms compare with the event base rate?
  • How does performance change during maintenance, startup, shutdown, unusual but valid operations, data loss, and model drift?
  • What compute, storage, network, and latency impact should we expect? What happens if the tool or cloud connection is unavailable?
  • What data is collected for training and inference, where is it processed and retained, and can it be used to train or improve vendor models?
  • How are models, software, and dependencies updated, authenticated, assessed, and rolled back? How are vulnerabilities and incidents reported?
  • Can operators review the basis for an alert or recommendation, challenge it, suppress it with authorization, and distinguish it in logs?
  • What evidence, test methods, limitations, and change records will the supplier provide for our safety, cybersecurity, and procurement reviews?

These are due-diligence prompts for a site-specific evaluation, not a verbatim official questionnaire. Use the answers to identify missing evidence and unresolved dependencies before the pilot, and make unresolved items explicit in the approval decision.

Which guidance applies now?

NIST SP 800-82 Rev. 3 remains the final OT security guide referenced here. NIST published an initial public draft of SP 800-82 Rev. 4 on September 21, 2026; its stated comment deadline is November 30, 2026. Rev. 4 expands OT guidance and aligns it with the NIST Cybersecurity Framework 2.0, but it is a draft, not a finalized replacement.

NIST AI Risk Management Framework (AI RMF) 1.0 is a voluntary framework for incorporating trustworthiness considerations into AI design, development, use, and evaluation. NIST says it is being revised. On April 7, 2026, NIST announced a concept note for a critical-infrastructure profile. The AI RMF Core can help structure repeatable assessment of validity, reliability, safety, security, resilience, limitations, and context of use; it does not certify a product for an OT site.

For AI applied in OT specifically, the joint guidance published December 3, 2025 by CISA, ASD’s ACSC, and international partners addresses secure integration, including human oversight and the interpretation of false positives and false negatives. None of these publications supplies a universal performance threshold or substitutes for the asset owner’s process hazard, safety, architecture, and change-management decisions.

Make the decision on evidence, not labels

Approve an AI cybersecurity capability only for the use, environment, authority, and configuration that have been evaluated. The evidence should show that it fits the site, performs adequately under representative conditions, imposes acceptable operational burden, protects its data and dependencies, and remains subject to effective human and engineering controls. If those points are not established, keep the capability out of production or limit it to a safer, narrower evaluation until they are.
