The most accurate AI coding tool is not the one with the highest marketing score. It is the tool that completes your team’s representative tasks, passes the right tests, introduces few regressions or security defects, protects the code and prompts you send, and costs less than the engineering time it saves. Evaluate it with a repeatable benchmark drawn from your repositories, then compare privacy controls and total workload cost on the same tasks.
This guide shows how to build that evaluation, interpret published evidence without treating it as a universal leaderboard, and make a defensible choice for an individual developer or an engineering organization.
Define what “accurate” means for your team
Accuracy is an operational outcome, not a model label. A suggestion can compile and still violate an API contract, miss an edge case, weaken authentication, or create maintenance work. Score each proposed change against the criteria that matter in production.
| Measure | What to record | Why it matters |
|---|---|---|
| Acceptance criteria | Whether the task’s stated behavior is fully implemented | A passing build does not prove the requested behavior exists. |
| Automated tests | Existing tests, newly added tests, and failures before and after the change | Tests provide repeatable evidence, but coverage gaps remain possible. |
| Human review | Accepted as submitted, accepted after minor revision, or requiring major rework | Review catches design, readability, and domain errors that tests miss. |
| Regressions | Breakage in unrelated features, interfaces, migrations, or performance | A locally correct patch can damage another part of the system. |
| Security findings | Static-analysis alerts, dependency issues, secret exposure, and manual security findings | Generated code can be syntactically valid without being secure. |
| Repair effort | Time spent preparing prompts, supervising the tool, debugging, editing, testing, and reviewing | A fast first draft is not a saving if repair consumes the expected benefit. |
Pull-request acceptance alone is therefore incomplete. Record the individual measures and report them by task category instead of hiding failure modes inside one average.

Build a representative benchmark from real repository work
Use tasks that resemble the work the team will actually delegate. A benchmark made only of toy functions or easy documentation edits will overstate practical value.
Choose the task mix
- Bug fixes with a reproducible failing test or clearly observable defect.
- Features with explicit acceptance criteria and known interfaces.
- Refactors where behavior must remain unchanged.
- Test creation and test maintenance.
- Documentation updates tied to code or public APIs.
- Dependency, framework, and language-version upgrades.
- Routine maintenance such as configuration, build, and tooling changes.
Separate these categories in the report. A single score can conceal a tool that is excellent at documentation but unreliable on feature work.
Prepare each task
- Start from a clean, reproducible repository revision. Record the commit, language and framework versions, operating environment, and relevant test commands.
- Write acceptance criteria that another engineer could verify. Include constraints such as backward compatibility, performance limits, migration requirements, and files that must not change.
- Define the allowed starting context. Decide whether the tool receives only the issue and selected files or can inspect the full repository, terminal output, and open editor tabs.
- Use consistent instructions across tools. Record the exact product mode, model, version, settings, extensions, and date.
- Keep some tasks private or newly authored when benchmark contamination is a concern. Public examples may have appeared in training data or tool demonstrations.
- Run a baseline without AI assistance so you know the normal completion time, test behavior, and review effort.
Capture a complete audit trail
For every attempt, save the initial prompt, follow-up prompts, tool actions, generated patches, test output, reviewer comments, elapsed time, and final disposition. If the tool can automatically edit files, distinguish its first proposal from changes made by a person. This lets you measure supervision and repair instead of crediting all final code to the assistant.
Run the accuracy evaluation fairly
Use controlled conditions
- Give each tool the same repository revision and acceptance criteria.
- Use the same time limit or stop condition for each attempt.
- Decide in advance whether the agent may run tests, install dependencies, access the network, create branches, or open pull requests.
- Do not silently provide one product with extra context or a more capable model than the others. If different modes are evaluated, label them separately.
- Repeat tasks when feasible. One lucky or unlucky run is not a reliable estimate.
Score the final change, not just the interaction
Mark whether the acceptance criteria are met, which tests pass, what regressions appear, and whether security analysis finds a problem. Have reviewers classify the change as accepted, accepted with minor revision, or requiring major revision. Record the exact repair steps and minutes. A tool that needs extensive human correction should not receive the same score as one that produces a clean patch on the first review.

Report uncertainty
Publish the sample size for every task category, the number of successful and failed attempts, and confidence intervals or another uncertainty statement when your sample is large enough. If only a few examples exist for a category, say so rather than ranking products on a thin sample. Re-run the benchmark after a model, harness, repository, or policy change; results are time-specific.
What published evidence can—and cannot—tell you
Pinna, Gong, Williams, and Sarro’s 2026 observational study analyzed 7,156 pull requests in the AIDev dataset across five coding agents. It found an 82.1% acceptance rate for documentation tasks versus 66.1% for feature tasks, a 16-percentage-point gap. The result demonstrates why task mix matters; it does not predict performance on your private codebase.
The same study reported Codex acceptance ranging from 59.6% to 88.6% across nine task categories, 92.3% documentation and 72.6% feature acceptance for Claude Code, and 80.4% fix-task acceptance for Cursor. The authors noted sparse observations for some comparisons and called for code-quality measures beyond acceptance. These figures are observational results from that dataset and period, not current-model guarantees or a purchasing leaderboard.
Use published studies to form hypotheses about which task categories deserve testing. Use your own benchmark to make the decision.

Map the privacy and security boundary before sending code
Assume that code context is data leaving the workstation until the product’s documentation and your contract establish otherwise. For each exact plan and feature, answer the following questions.
- Which source files, nearby lines, open tabs, repository metadata, prompts, terminal output, tool results, and generated patches are transmitted?
- Is processing local or cloud-hosted? Which model and provider receive the data, and in which region is it stored?
- Can prompts, outputs, code, or feedback be used to train models? What opt-out is available, and does it apply to every user and feature?
- How long are prompts, suggestions, transcripts, snapshots, logs, and feedback retained? Can an administrator or user delete them?
- What access controls, repository scoping, encryption, audit logs, and contractual commitments are available?
- Can an agent read secrets, write files, execute commands, reach the network, or create a pull request without human approval?
GitHub Copilot: plan and access path matter
GitHub says editor context is sent to its model to make a probabilistic determination of what is likely to come next and generate suggestions. The context can include nearby code, other open files, repository and file information, prompts, and workspace context.
GitHub’s current product information says Business and Enterprise data are not used to train GitHub models. It also says interactions from individual subscribers may be used for training unless the subscriber opts out. The documented default retention differs by access path: for Business and Enterprise IDE chat and completions, prompts and suggestions are described as not retained; other access and uses are described as retaining prompts and suggestions for 28 days. Treat these as feature-specific terms, confirm the current policy, and document the exact mode your team enables.

Cursor Cloud Agents: evaluate the cloud workflow separately
Cursor’s Cloud Agent documentation describes an agent running in a cloud virtual machine with a cloned repository, dependencies, configured secrets, and network access. Conversation state and artifacts are persisted. The documentation says Cloud Agents run in Privacy Mode and that most models operate under zero-data-retention agreements, while directing readers to model-specific details. It also states that Legacy Privacy Mode is unsupported for Cloud Agents.
For this Cloud Agent mode, the documented default transcript retention is indefinite with on-demand deletion, and virtual-machine snapshots use a rolling 90-day inactivity window. Those statements do not automatically describe every other Cursor product mode. Verify retention, deletion, model-provider terms, and secret handling for the exact workflow you plan to authorize.
Set permissions before the first pilot
- Use a test repository with synthetic or sanitized secrets.
- Start with read-only access and no network access where the task permits.
- Allow file writes only inside the working tree and require a human to approve commits, pull requests, deployments, and destructive commands.
- Use repository-scoped credentials with the minimum permissions and short lifetimes.
- Log tool actions and review terminal commands, generated diffs, and modified files.
- Define a deletion process for transcripts, snapshots, artifacts, and cached context when the pilot ends.
Calculate what an AI coding assistant really costs
Compare the cost of an accepted, reviewed change—not merely the advertised seat price. A useful workload calculation is:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsTotal workload cost = subscription and usage charges + infrastructure or API charges + prompt and supervision time + repair, testing, and review time

Divide that result by the number of accepted tasks or reviewed changes. Track the baseline human cost for the same task set so the comparison measures net savings or added cost.
Include every pricing component
| Cost component | Questions to answer |
|---|---|
| License | Is billing per user, organization, repository, or usage? Is the commitment monthly or annual? |
| Included quota | How many requests, agent runs, model calls, or credits are included? |
| Premium models | Do stronger models consume more quota, and can administrators restrict them? |
| Overages | What happens after the included amount: hard stop, automatic charge, or a different rate? |
| Rate limits | Can limits delay work or force a less capable model? |
| Human time | How long do prompting, supervision, debugging, security review, and documentation take? |
Understand GitHub’s credit metering
GitHub documents one AI credit as equal to $0.01 USD. Credits are used for chat, agents, CLI use, and Spaces in the described paid plans. Inline completions and next-edit suggestions do not use credits under those plans. Consumption depends on the selected model and task complexity, so two tasks that look similar in a ticket system can have different costs. GitHub also documents usage tracking and budgets. Plan inclusions and rates can change; verify the current terms before signing a contract.
During a pilot, export usage for each task, record the model selected, and calculate dollars per accepted change. A capped subscription and uncapped API consumption are not comparable until you normalize the workload and included usage.
Compare viable tools on the same decision axes
| Axis | Evidence to collect |
|---|---|
| Task accuracy | Completion, test pass rate, review outcome, regressions, security findings, and repair time by category |
| Context fit | Repository indexing, context limits, language and framework behavior, and adherence to project conventions |
| Privacy | Data sent, training use, retention, deletion, hosting, model provider, and contractual protections |
| Control | Administrator policies, model allowlists, permission scope, command and network access, audit logs, and approval gates |
| Cost | Subscription, included usage, credits or metering, model choice, overages, rate limits, and human review time |
| Workflow fit | IDE, CLI, and web integration; pull-request process; deployment constraints; and learning curve |
Match the evaluation to your risk level
Low-risk internal tooling
For scripts, prototypes, and documentation, you may accept broader cloud access if the repository contains no regulated data or production credentials. Still measure review time and test failures; low business risk does not mean zero maintenance cost.
Production services
Require reproducible tests, human review, static and dependency analysis, secret scanning, and a clear rollback path. Restrict command and network permissions and record every agent action.
Regulated or confidential code
Obtain written answers about training, retention, deletion, hosting region, subprocessors, encryption, access controls, and auditability. Exclude sensitive repositories from a pilot until legal, security, and compliance owners approve the exact plan and feature.
A practical pilot and rollout plan
- Baseline: Select a balanced task set and record normal completion, test, and review effort without AI assistance.
- Instrument: Create a scorecard with acceptance criteria, test results, regressions, security findings, repair minutes, data-handling settings, and usage charges.
- Constrain: Start with a non-sensitive repository, least-privilege credentials, no unnecessary network access, and mandatory human approval.
- Run: Evaluate several tools or modes under identical instructions and repository revisions. Record model, version, date, and every intervention.
- Analyze: Report results by task category and include sample sizes, uncertainty, total workload cost, and privacy exceptions.
- Review: Have engineering, security, and procurement owners inspect the evidence. Resolve any disagreement about acceptable risk before expansion.
- Roll out gradually: Set usage budgets and alerts, publish approved modes, train developers on verification, and re-run a smaller benchmark after major model or policy changes.
Common evaluation mistakes
- Choosing a winner from one benchmark: Published acceptance rates may reflect task mix, repository characteristics, and sparse observations.
- Counting generated lines: More code is not more value. Measure accepted behavior and maintenance burden.
- Ignoring repair work: Prompting, supervision, debugging, and review belong in the cost calculation.
- Treating a plan name as a privacy policy: Retention and training terms can differ by feature, access path, model, and organization plan.
- Giving agents excessive authority: File writes, shell commands, network access, secrets, and pull-request creation should be independently controlled.
- Repeating stale numbers: Models, prices, quotas, and defaults change. Date-stamp your results and re-check the current terms before procurement.
Make the decision from evidence, not averages
Select the tool or mode that delivers the best net result for the task categories you actually have, within the privacy boundary your organization can accept. Keep separate scores for accuracy, security, control, and cost; a high acceptance rate cannot compensate for prohibited data handling or unbounded spending. Revisit the decision when the model, agent harness, repository, or contract changes.
