Evaluate an AI product against a specific job, not against its marketing language. Define the task, users, operating conditions, acceptable error and expected value; turn each vendor promise into a measurable question; test representative successes and failures; examine privacy, security, fairness and operational controls; then document a decision for a named version and configuration. The result should be a bounded adoption, a limited pilot, added safeguards or a documented rejection—not a vague impression that the tool is “smart.”
The National Institute of Standards and Technology (NIST) AI Risk Management Framework (AI RMF) provides a useful voluntary structure for this work. It does not certify a product or guarantee trustworthy behavior. Its guidance is most useful when translated into tests and controls for your own workflow.
What a credible AI evaluation must establish
A convincing demonstration answers only whether a product can produce an attractive result in a selected situation. An adoption decision must answer harder questions:
Recommended Free Tools
- Can it perform the exact task your organization needs, with an error rate and error severity you can accept?
- Does it remain useful with your real documents, data quality, languages, permissions, tools and workload?
- Can reviewers detect and correct failures before they cause harm?
- How are sensitive inputs stored, retained, used for training or exposed to other parties?
- What happens when the provider changes the model, interface, price, subcontractors or service availability?
- Is the expected benefit greater than licensing, integration, review, remediation and governance costs?
NIST describes trustworthiness as a set of characteristics rather than a single score. Validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy and fairness can matter differently by use case. NIST’s AI RMF FAQ cautions: “Addressing AI trustworthiness characteristics individually will not ensure AI system trustworthiness; tradeoffs are often involved, rarely do all characteristics apply in every setting, and some will be more or less important in any given situation.” Treat the framework as a way to expose tradeoffs, not as a pass/fail badge.

1. Define the job, context and decision threshold
Start with one concrete task statement. “Use AI to improve productivity” is too broad to test. “Draft first-pass summaries of these internal policy documents for staff review” identifies an input, output and human role. Write the statement before comparing products so a polished demo cannot redefine success for you.
Specify the intended use
- Inputs: document types, data fields, languages, average and maximum size, update frequency and quality problems.
- Outputs: format, length, required citations or fields, tone and whether the result is advice, a draft or an automated decision.
- Users and affected people: operators, reviewers, customers, employees, applicants, patients or members of the public.
- Operating conditions: connected systems, prompts, retrieval sources, tools, permissions, latency, volume, offline requirements and escalation paths.
- Human control: who reviews the output, what expertise they need, how much time they have and whether they can override the system.
Set correctness and harm thresholds
Define what counts as correct and what must never happen. A summary may be acceptable when it preserves every obligation and cites the source, but unacceptable if it invents a deadline. For a customer-support assistant, a wrong answer may be recoverable; disclosure of another customer’s data may not be. Record both an overall quality target and “no-go” failures that automatically block deployment.
Estimate expected benefit and cost of error separately. Include review time, rework, incident response, legal exposure, downtime and reputational damage—not only subscription fees. NIST’s AI RMF Map function calls for business context, risk tolerance, system requirements, expected benefits and costs, and application scope. Scope the decision to the exact product edition, model, integrations and settings under consideration.

A provider may advertise a base model’s benchmark result while you are buying an integrated service with retrieval, filtering, tools, permissions and human workflows. Ask which component produced each claimed result. A model score does not establish that the complete product will perform the same way on your data or under your access rules.
2. Turn every promise into a testable claim
Copy each material statement from a sales page, demonstration or proposal into a claims register. Rewrite vague language as a question with a measurement and a boundary.

| Marketing claim | Question to ask | Evidence to request |
|---|---|---|
| “Highly accurate” | Accurate on which task, against what reference, and how are errors counted? | Task definition, test-set construction, metric formula, baseline, confidence or uncertainty information and failure examples. |
| “Works with your data” | Which file types, languages, sizes, permissions and update patterns were tested? | Results from conditions similar to your deployment, including degraded or ambiguous inputs. |
| “Enterprise-grade security” | What controls protect data in transit, at rest, during processing and in administrative access? | Applicable security documentation, incident process, retention settings, access model and independent attestations where relevant. |
| “Private” | Is customer content used for training, evaluation, abuse monitoring or product improvement, and by whom? | Contract terms, data-processing terms, retention and deletion behavior, subprocessors and a description of isolation. |
| “Fair and unbiased” | Which populations and outcomes were evaluated, using what measures and thresholds? | Disaggregated results, limitations, mitigation methods and a plan for monitoring your population. |
| “Always improving” | How can updates change behavior, and how much notice and control do customers receive? | Versioning policy, release notes, change notices, rollback options and re-test obligations. |
For each claim, ask: What was measured? On which version? Using which dataset or task set? Against which baseline? Under what prompts, tools, permissions and human review? Were ambiguous, unsafe and out-of-scope cases included? What uncertainty and limitations were reported? Evidence is strongest when the test conditions resemble the work you will actually do.
Judge evidence quality, not just the score
A headline accuracy number can hide a narrow test set, favorable prompts, duplicated examples or a metric that treats a dangerous error as minor. Request the denominator, sampling method, reference answers, adjudication rules and confidence intervals or other uncertainty information when available. Ask whether the vendor or an independent party conducted the evaluation and whether reviewers had a conflict of interest. NIST notes that documented methods and metrics, relevant benchmarks and deployment-like conditions improve the usefulness of measurement.
3. Design a representative pilot
A pilot should resemble the proposed workflow closely enough to reveal operational failure. It is not a polished demonstration and it is not proof of future performance. Treat it as documented, iterative test, evaluation and validation, and verification (TEVV) for a defined scope.
Build the test set lawfully
- Select realistic examples from the intended work, including normal, difficult and edge cases. Obtain permission and remove or mask personal, confidential and regulated information unless the pilot’s controls explicitly allow its use.
- Reserve a holdout set that the vendor has not tuned against. Keep the examples, expected outputs and evaluation rubric versioned so later results remain comparable.
- Include ambiguous inputs, incomplete records, unusual formatting, multilingual content and out-of-scope requests when those conditions occur in production.
- Add adversarial, unsafe or prompt-injection cases when the tool can receive untrusted content or take actions through connected systems.
Run the same conditions for every candidate
Record model and product version, account tier, system and user prompts, retrieval sources, temperature or other exposed settings, tools, permissions, time of test and hardware or network constraints. Use the same task set, reviewer instructions and time limits for alternatives. If a vendor supplies a special configuration, label it; do not present its result as the default product experience.
Score quality and review burden
Have knowledgeable reviewers judge outputs with a written rubric. Measure task-specific correctness, completeness, citation or evidence quality, refusal behavior, latency and consistency. Record whether a reviewer caught the error, how long correction took and what expertise was required. A tool that saves drafting time but forces a specialist to recheck every sentence may not deliver the expected benefit.

Test failures deliberately
Include cases where a confidently wrong answer would cause harm, where the source material conflicts, and where the request exceeds the system’s authority. Check whether the product signals uncertainty, asks for clarification, refuses appropriately and preserves source boundaries. NIST’s Generative AI Profile warns that anecdotal tests and tests that do not reflect real deployment contexts may not establish validity or reliability. A successful demo is therefore one data point, not a deployment conclusion.

Review answer quality alongside the characteristics that determine whether the system can be used safely and governed over time.
| Dimension | Questions for your use case | Useful evidence or control |
|---|---|---|
| Validity and reliability | Does the system produce the intended result consistently within the defined scope? | Representative test results, repeatability checks, known limitations and re-test triggers. |
| Safety | Can an output or action create physical, financial, legal or social harm? | Hazard analysis, refusal and escalation behavior, approval gates and incident playbooks. |
| Security and resilience | Can attackers extract data, manipulate instructions, abuse tools or disrupt service? | Threat model, access controls, isolation, logging, abuse controls, backup and recovery arrangements. |
| Transparency | Can users tell what the system did, what sources it used and when it changed? | Activity logs, source displays, version notices, documentation and customer change communications. |
| Explainability | Can a reviewer understand enough to challenge an output or justify a decision? | Traceable evidence, rationale appropriate to the task and a human appeal path. Do not treat fluent explanations as proof that an answer is correct. |
| Privacy | What data is collected, retained, inferred, shared or used for training? | Data-flow map, retention and deletion controls, role-based access, contractual limits and privacy review. |
| Fairness | Could performance or error rates differ materially across relevant groups? | Disaggregated testing, representative data, mitigation, monitoring and a process for affected people to challenge outcomes. |
Prioritize dimensions according to the setting. A low-risk brainstorming aid may tolerate more variation than a system that influences employment, credit, health or access to essential services. Document why a characteristic is critical, moderate or out of scope, and record tradeoffs rather than claiming that every dimension has been optimized.
5. Investigate the provider and supply chain
The service you buy may depend on a foundation model, hosting provider, data supplier, plug-in, retrieval index, identity system and human support team. Identify components that are material to your use and assign responsibility when one changes or fails.
Ask about data and subprocessors
- Where is customer content processed and stored?
- Which affiliates, subprocessors or third-party model providers can access it?
- Is content used to train or improve any model, and can that use be disabled?
- How are deletion, export, legal holds and backup expiration handled?
- What logs are created, who can view them and how long are they retained?
Ask about service commitments
- What availability, support response and restoration commitments apply to your edition?
- How are security and privacy incidents reported, and within what time?
- How much notice precedes material model, interface, pricing or subprocess changes?
- Can you pin a version, test a new version in a sandbox and roll back?
- What happens to your data and integrations if the contract ends or the provider fails?
NIST’s Generative AI Profile discusses acquisition due diligence and examples of documentation that may be relevant, including a software bill of materials (SBOM), service-level agreement (SLA) and attestation report. These are not universal requirements: request them when they match the risk, regulatory duties and technical complexity of your purchase.

6. Compare alternatives on identical ground
When several tools remain viable, run the same task set under the same conditions. Avoid comparing one vendor’s public benchmark with another tool’s private pilot. Use a scorecard that preserves raw results and notes uncertainty.
| Comparison axis | What to record |
|---|---|
| Task performance | Correctness, completeness, severity of errors, refusal quality, consistency and reviewer time. |
| Evidence quality | Relevance of test data, benchmark design, baseline, uncertainty reporting, independence and similarity to deployment. |
| Risk controls | Privacy, security, fairness, transparency, human approval, logging and misuse protections. |
| Operational fit | Integration effort, identity and access controls, data residency, update behavior, incident handling and monitoring work. |
| Total value | Subscription and usage charges, implementation, training, review labor, remediation, downtime and non-monetary costs. |
Do not collapse these axes into a single “AI quality” number unless the weighting is explicit and approved by the risk owner. A cheaper tool with more severe errors may have a higher total cost. A highly capable system may be unsuitable if it cannot meet retention, access or change-control requirements.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Make a bounded decision
Use the evidence to choose one of four outcomes, each with a written scope.
Adopt for a defined scope
Choose adoption only when the pilot meets task thresholds, controls match the harm profile, reviewers can catch residual errors and the provider obligations are acceptable. State allowed users, inputs, outputs, integrations, approval requirements and prohibited uses. “Adopt” should never mean unrestricted use across the organization.

Run a limited pilot
Use a time- or volume-limited pilot when evidence is promising but uncertainty remains. Define the additional data needed, success and stop criteria, named reviewers, permitted data, incident route and date for the next decision. Prevent pilot access from quietly becoming production access.

Add safeguards
Proceed with controls when the tool is useful but not safe to operate alone. Safeguards can include mandatory human approval, retrieval from approved sources, restricted permissions, redaction, output labels, rate limits, audit logs, dual review for high-impact cases and a manual fallback.
Decline or defer
Decline when the provider cannot supply evidence relevant to the use, no workable control addresses a severe failure, data terms are unacceptable, or expected value does not justify total cost and risk. Record the reason and the condition that would justify reconsideration; do not let a sunk evaluation effort force adoption.
8. Document the decision so it can be audited
Create a short evaluation record that another person can reproduce. Include:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Use-case statement, users, affected people, operating context and prohibited uses.
- Expected benefits, cost assumptions, error thresholds and risk owner.
- Provider, product, model, edition, configuration, integrations and test date.
- Claims examined, evidence supplied, test-set version, prompts, tools and permissions.
- Results for normal, edge, adversarial and unsafe cases, with examples of consequential failures.
- Reviewer names or roles, rubric, reviewer time and unresolved disagreements.
- Privacy, security, fairness, transparency and supply-chain findings.
- Human controls, fallback process, approval gates and incident contacts.
- Decision, scope limits, conditions, expiration date and re-evaluation triggers.
NIST’s AI RMF Core states: “AI systems should be tested before their deployment and regularly while in operation.” It also states: “Processes for independent review can improve the effectiveness of testing and can mitigate internal biases and potential conflicts of interest.” For a consequential use, have someone outside the product owner’s immediate incentives review the evidence.
9. Monitor after launch
Pre-deployment testing cannot reveal every production condition. Monitor the signals that mattered in the pilot: error and refusal rates, reviewer overrides, missing citations, latency, access violations, subgroup differences, incidents and support burden. Sample outputs under an approved privacy process rather than collecting more content than necessary.
Define in advance what triggers investigation or rollback. Examples include a material model or product update, new data source, workflow or user group, policy change, security incident, repeated severe error, drift in input distribution or deterioration in reviewer-correction time. Re-run the relevant test set after a change and retain the old result for comparison. NIST describes the AI RMF as voluntary and currently notes that AI RMF 1.0 is being revised; its Generative AI Profile was released on July 26, 2024. Treat framework revisions and provider updates as reasons to review your method, not as evidence that a product has become trustworthy automatically.
Questions to ask an AI vendor before buying
- What exact product, model and configuration produced the claimed result?
- What task set, sample size, baseline and metric definition were used?
- How were ambiguous, unsafe, out-of-scope and adversarial cases handled?
- What uncertainty, confidence limits and known failure modes should we plan for?
- Can you run the evaluation on examples that represent our data and workflow?
- What connected data, prompts, tools and permissions are included in the result?
- How is customer content stored, retained, deleted, accessed and used for training or improvement?
- Which subprocessors and model providers are involved, and how are changes communicated?
- What security controls, logs, incident notices, support commitments and recovery options apply to our edition?
- How do you test fairness, privacy, misuse resistance and behavior after updates?
- Can we pin a version, test changes before release, export our data and end the service cleanly?
- What documentation can you provide, such as an SLA, SBOM or attestation report, and what does each document actually cover?
Common evaluation mistakes
- Choosing by demo quality: A carefully selected prompt says little about your full task distribution.
- Using a generic benchmark as a purchase test: Benchmark performance may not transfer to your documents, users, permissions or review process.
- Testing only success cases: Harm often comes from confident, plausible failures, data leakage or unsafe actions.
- Ignoring the integrated product: Retrieval, tools, access rules and interface behavior can change the risk profile of a base model.
- Treating framework alignment as certification: NIST guidance helps organize risk management; it does not guarantee a provider or product.
- Forgetting update risk: A result tied to one version can become stale after a model, data source or workflow change.
- Counting license price as total cost: Include review, integration, training, remediation, downtime and governance labor.
- Letting the vendor define success: Your task owner and risk owner should approve thresholds and stop criteria.
The practical answer to “How do I evaluate AI claims before adopting a new tool?” is therefore a repeatable decision record: define the job and harm boundary, demand deployment-relevant evidence, test normal and failure cases, examine the full service and supply chain, choose a bounded outcome, and monitor it as conditions change.
