The reliable way to evaluate an AI agent is to combine three kinds of evidence: an executable check that proves whether the task ended in the right state, a trace review that shows how the agent acted, and structured human judgments about usefulness, clarity, trust, and interaction quality. Run realistic tasks repeatedly in a controlled environment, report safety and policy failures separately from ordinary errors, and publish the exact conditions behind every score.
A single benchmark percentage is conditional evidence, not a general reliability guarantee. Your evaluation should reveal what the agent completed, how consistently it completed it, whether it used tools safely, how much it cost, and where a person still had to intervene.
What an AI-agent evaluation must measure
An agent is not just a text generator. It observes a changing environment, chooses tools, makes intermediate decisions, and attempts to change a final state. Evaluation therefore has to cover the whole trajectory rather than only the last message.

| Evidence layer | What it answers | Typical measurement |
|---|---|---|
| Outcome verification | Did the requested job actually finish? | Database-state assertion, test suite, file diff, citation check, or other deterministic validator |
| Trajectory inspection | Did the agent plan, call tools, recover from errors, and follow policy? | Trace review, invalid-call rate, retry count, unsafe-action count, escalation quality |
| Human judgment | Was the interaction useful, clear, complete, and trustworthy? | Blind pairwise preference or an anchored rubric |
| Repeated-run analysis | Will the result hold on another run? | Pass@1, pass^k, per-task variance, severe-failure rate |
| Operational cost | Is the result practical to operate? | Latency, tokens, dollar cost, tool spend, and human intervention time |
Keep these layers separate in your dashboard. An agent can produce a polished answer that fails the state check, or complete the state change while violating a policy. Combining unlike signals into one score hides those distinctions.

1. Define the unit of work before you test
Write each evaluation case as a complete contract between the user and the environment. A useful task record contains:
- User goal: the outcome a real user wants, expressed without prescribing the agent’s internal plan.
- Starting state: accounts, files, records, permissions, messages, or other facts that exist before the run.
- Allowed tools and data: APIs, browsers, databases, sandboxes, knowledge sources, and access scopes.
- Time and cost limits: wall-clock deadline, maximum tool calls, token budget, or dollar ceiling.
- Safe-stop and escalation rules: conditions under which the agent must ask for approval, decline, or hand the case to a person.
- Acceptance criteria: observable facts that must be true when the task ends.
- Forbidden outcomes: destructive, privacy-violating, financially material, or policy-prohibited actions.
Separate a task’s hard requirements from quality preferences. For example, “the refund record has the correct amount and authorization” is a hard requirement; “the explanation is concise” is a quality dimension. A run that misses the authorization check should not pass merely because its prose was excellent.
Use realistic variation, not a collection of demos
Build the task set from production logs when privacy and security allow it, then redact and seed the cases in a repeatable harness. Add expert-authored scenarios for gaps in the logs. Include ordinary requests, boundary conditions, ambiguous instructions, adversarial inputs, and recovery cases in which a tool fails or returns incomplete data. Reserve a held-out set for final comparisons so that prompt tuning does not quietly turn into test-set fitting.
State the environment precisely
Record geography, language, date range, account tier, data snapshot, model and tool versions, permissions, network conditions, and any mocked services. A score from a simulated API is not interchangeable with a score from a live service. The same task can also change difficulty when policy text, tool schemas, or background data changes.
2. Write an executable rubric
Create the rubric before running the agent. Start with binary or enumerated checks for safety and correctness, then add graded dimensions for quality.
Hard requirements
- Final-state facts: required records, files, fields, or messages exist and have the correct values.
- Factual constraints: names, quantities, dates, calculations, and citations match the permitted sources.
- Policy rules: authorization, privacy, disclosure, and escalation requirements are satisfied.
- Safety conditions: no prohibited side effect occurred, including an unsafe tool call or unapproved commitment.
Quality dimensions
- Completeness: all requested sub-goals are addressed.
- Clarity: the user can understand what happened and what remains.
- Helpfulness: the answer advances the user’s real objective rather than merely restating it.
- User effort: the number of unnecessary questions, corrections, or manual steps.
- Interaction quality: appropriate tone, confirmation before consequential actions, and useful recovery when something fails.
For long workflows, use hierarchical criteria. A top-level requirement such as “produce a reproducible experiment” can contain child checks for setup, execution, data capture, analysis, and reporting. This exposes partial progress instead of collapsing every miss into one opaque failure.
Define partial credit and failure classes
Decide in advance whether a task can earn partial credit and how it is calculated. Keep a categorical failure label alongside the numeric score, such as wrong final state, unsafe action, policy violation, invalid tool call, unsupported claim, timeout, or human takeover. A run with an unsafe action should remain visible even if other subtasks passed.

- Task identifier, random seed, timestamp, and environment snapshot.
- Model name and version, system and task prompts, tool and API versions, and configuration parameters.
- Every tool call, argument, permission check, returned observation, retry, timeout, and error.
- Intermediate plans or messages shown to the evaluator, while redacting secrets and personal data.
- Latency, token counts, dollar cost, queue time, and human interventions.
- Final response, final environment state, validator output, rubric scores, and failure labels.
Use stable event IDs so that a validator result can be traced back to the exact call that caused it. Keep raw traces access-controlled; publish redacted examples or hashes when the task contains sensitive information.
Inspect actions, not just explanations
An agent may provide a convincing rationale after making an invalid call. Evaluate the actual arguments, permissions, order of operations, and observations. Check whether it verified a critical assumption before acting, stopped after a failed precondition, and recovered without repeating a destructive operation.
4. Verify outcomes programmatically whenever possible
Deterministic validators are the strongest evidence for hard requirements. Choose the validator that observes the real state rather than trusting the agent’s summary.
Recommended Free Tools
- Databases: query required rows, values, ownership, and audit fields after the run.
- Code tasks: run a pinned test suite, static checks, and targeted hidden tests; inspect the diff for unauthorized files.
- File workflows: compare hashes, paths, permissions, and required content against an expected manifest.
- Research outputs: verify citations resolve to permitted sources and that quoted facts match the source text.
- Service conversations: inspect the simulated user’s goal state, policy log, and every API call.
Run validators in a clean post-task phase so the agent cannot alter the checker. Record both the raw result and a normalized pass, partial, or fail value. If no reliable executable check exists, say so and treat the human judgment as the primary evidence rather than presenting it as objective correctness.
5. Collect human feedback that answers the right question
Blind pairwise preference for comparative questions
When the question is “which agent produced the better result?”, use a blind pairwise protocol. HumanEval.org defines the unit as two models completing the same task under identical conditions, with a judge who cannot see which model is which selecting the better result or calling a tie. The same methodology emphasizes that the vote records preference, not correctness: a preferred output is not automatically factually correct or safe to execute.
Randomize left/right order, hide model identity and metadata, show the same task context, and allow an explicit tie. Analyze win, loss, and tie rates with confidence intervals, and keep comparisons within the same task category; HumanEval.org notes that ratings are anchored per category and are not comparable across categories.
Anchored rubrics for absolute judgments
Use a separate rubric when reviewers must judge correctness, safety, policy adherence, or interaction quality. Give reviewers concrete anchors, such as:
- Correctness 0: final state missing or materially wrong; 1: partial completion with a recoverable error; 2: all hard requirements verified.
- Safety 0: prohibited action occurred; 1: risky action attempted but blocked; 2: policy followed and escalation used when required.
- Clarity 0: confusing or misleading; 1: understandable with omissions; 2: concise, complete, and explicit about limitations.
Train reviewers on labeled examples, allow “insufficient evidence,” and measure inter-rater agreement. Investigate disagreements instead of averaging them away; disagreement often signals an ambiguous rubric or an underspecified task.

Protect the review process
Blind reviewers to model identity, cost, and system status. Randomize presentation order and sample enough tasks from each category to avoid a few easy cases dominating the result. Keep preference, factual correctness, and safety as distinct columns in the review form.
6. Validate automated and agentic judges
Model-based graders can reduce review cost and provide intermediate feedback, but they are evaluators that need validation. Build a calibration set labeled by trained humans, then compare the automated judge’s decisions and scores with those labels. Report agreement by task type, not only as one overall number.
The Agent-as-a-Judge work describes an agentic evaluation framework that supplies feedback during the task process. Its DevAI benchmark contains 55 realistic code-generation tasks and 365 hierarchical solution requirements, and the authors report reliability comparable to a human evaluation baseline in their setup. Treat that result as evidence for that framework and condition, not as a guarantee for your own judge.
Audit predictable judge biases
- Verbosity bias: long answers can look more complete without satisfying more requirements.
- Style or brand bias: familiar formatting or a known model name can influence preference.
- Position bias: the first displayed answer may be favored.
- Self-preference: a judge may favor outputs resembling its own style or generated text.
- Outcome blindness: a judge may reward a plausible explanation without checking the final state.
Counter these effects with blind, randomized comparisons; executable validators for hard requirements; adversarial calibration examples; and periodic re-checks against fresh human labels.
7. Measure reliability across repeated runs
One successful run shows possibility, not reliability. Execute each task multiple times with the same stated conditions and report both single-run and repeated-run results.
Core reliability metrics
- Pass@1: the probability that one sampled run passes. Report the task-level mean and the distribution across tasks.
- Pass^k: the probability that all of k repeated runs pass. This is useful when every execution must be dependable.
- Per-task variance: how widely scores or outcomes fluctuate for the same task.
- Severe-failure rate: the share of runs with unsafe actions, privacy violations, destructive side effects, or policy breaches.
- Intervention rate: how often a human had to correct, approve, or take over.
Publish the number of repetitions, sampling method, and confidence intervals. If a task passes 8 of 10 runs, report 80% for that task; do not relabel it as “reliable” without defining the threshold your use case requires. For high-consequence actions, a low severe-failure rate may matter more than a higher average completion score.
8. Choose benchmarks that resemble the work
Use public benchmarks as structured stress tests, not as substitutes for a task set from your own workflow. Their scope and scoring conditions differ.
| Benchmark or methodology | What it tests | Reported evidence and limitation |
|---|---|---|

9. Build an evaluation run step by step
- Freeze the specification. Version the task text, starting data, policy documents, tool schemas, acceptance checks, and rubric before the comparison.
- Prepare the harness. Reset the environment for every run, isolate credentials, enforce time and cost limits, and make external side effects reversible or simulated.
- Sample the cases. Stratify ordinary, boundary, ambiguous, adversarial, and recovery tasks. Keep the held-out set inaccessible during tuning.
- Run the agents. Apply identical prompts, permissions, tool availability, and stopping rules. Randomize only variables you intend to study.
- Capture traces. Persist prompts, model and tool versions, calls, arguments, observations, retries, errors, latency, tokens, cost, and interventions.
- Execute validators. Check final state and hard requirements outside the agent’s control. Store raw assertions and pass, partial, or fail labels.
- Review samples manually. Blind pairwise preference for comparative quality; anchored scoring for correctness, safety, policy, and interaction. Double-label a calibration subset.
- Repeat each task. Use enough runs to expose stochastic failures. Calculate Pass@1, Pass^k, variance, severe-failure rate, and intervention rate.
- Analyze by slice. Break results down by task type, tool, policy, language, difficulty, and failure class. Inspect the worst cases, not just the mean.
- Publish the conditions. Attach a benchmark card with versions, dates, geography, prompts, harness, judge, sampling policy, exclusions, and uncertainty intervals.
10. Report scores without misleading readers
A useful report puts the denominator and conditions next to every number. Include:
- Task source, inclusion and exclusion rules, category counts, and held-out-set policy.
- Geography, language, dates, data snapshot, model and tool versions, and system configuration.
- Prompt templates, tool schemas, permission scopes, timeout and cost limits, and reset procedure.
- Validator definitions, partial-credit rules, judge version, reviewer training, and agreement statistics.
- Run count, sampling temperature or equivalent, confidence intervals, and treatment of ties or missing runs.
- Per-task and per-category results, failure taxonomy, severe-failure examples, latency, cost, and human intervention.
Publish a benchmark card alongside the headline score. This makes results reproducible and helps readers distinguish a genuine capability change from a change in tasks, tools, or scoring.
11. Common evaluation mistakes and fixes
Using only final text
Why it fails: fluent prose can conceal an incorrect state or an unsafe tool call.

Using one aggregate score
Why it fails: a high mean can hide a small number of catastrophic failures and large per-task variance.
Fix: publish slices, failure classes, severe-failure rate, and repeated-run metrics.
Calling preference “correctness”
Why it fails: people can prefer a confident but inaccurate answer.
Fix: keep blind preference separate from executable correctness and safety rubrics.

Trusting an automated judge without calibration
Why it fails: judges can reward verbosity, familiar style, or their own outputs.
Fix: compare against human-labeled calibration cases, randomize presentation, and re-audit bias after model or rubric changes.
Testing only easy, clean cases
Why it fails: production failures cluster around ambiguity, missing data, tool outages, and adversarial instructions.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Fix: include boundary, adversarial, and recovery scenarios, plus a held-out set.
Changing conditions between agents
Why it fails: different permissions, tools, context windows, or time limits invalidate the comparison.
Fix: freeze the harness and disclose every condition that differs.
12. Turn evaluation into an improvement loop
After each evaluation cycle, rank failures by user harm and frequency. Fix the highest-impact class first, then add a regression case that would catch it. Keep the original case in the held-out set when possible, and add a fresh variant to test whether the fix generalizes.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Refresh tasks, rubrics, and hidden tests as agents improve. Otherwise an agent can learn benchmark shortcuts, and the score will rise without a corresponding improvement in real work. Version every change so a score trend can be interpreted rather than merely plotted.
Use modular metrics to guide engineering decisions: a tool-schema change may reduce invalid calls while increasing latency; a planning change may raise completion but increase cost; a stricter policy guard may lower throughput while reducing severe failures. The right release decision depends on the risk profile of the workflow, not on one universal leaderboard position.
Practical decision rule
Do not ship an agent because it wins a preference test or posts a high benchmark average. Ship it when the evidence for your target workflow shows verified task completion, acceptable repeated-run reliability, no unacceptable safety or policy failures, understandable user interactions, and operating cost within budget. Keep human escalation for cases where the remaining uncertainty is more expensive than the review.
