The safest way to evaluate an AI agent for a construction project is to test a narrowly defined job on representative project records, measure both useful performance and harmful failure modes, and require human approval whenever an error could affect safety, design, cost, contracts, privacy, or property. There is no construction-wide certification, universal pass score, or approved list of agents. Your acceptance criteria must follow the agent’s intended use, the project’s data and systems, and the consequences of a wrong action.
Use the voluntary NIST AI Risk Management Framework (AI RMF) and ISO/IEC 23894:2023 as organizing references, then turn their principles into a documented test set, decision rules, access controls, pilot plan, and monitoring process. Treat vendor descriptions of governance as evidence to verify, not as proof that an agent is safe for your project.
What a construction-agent evaluation must establish
An agent can answer questions, extract information, draft documents, call software tools, or take actions in connected systems. Those capabilities have very different risk profiles. An agent that drafts a meeting summary for review is not equivalent to one that changes a procurement record or issues an instruction to a field team.

- Recommendation: it proposes a decision and supporting evidence, while a qualified person remains responsible for the decision.
- Controlled action: it can execute a limited change after an explicit approval, with an audit trail and a reversal path.
- Autonomous action: it can act without case-by-case approval. This should be reserved for low-consequence operations with strong technical safeguards.
A credible evaluation shows not only that the agent is often correct, but also that it recognizes uncertainty, stays within its authority, protects project information, and fails safely.
Step 1: Define the use case and its boundary
NIST describes the AI RMF as voluntary guidance for incorporating trustworthiness into the design, development, use, and evaluation of AI products, services, and systems. Apply that lifecycle approach to one concrete workflow rather than asking whether an agent is “safe” in the abstract.
Complete a use-case card
Record the following before testing:
| Field | What to document | Example for a document assistant |
|---|---|---|
| Task | The job the agent is expected to perform | Extract submittal requirements from specifications |
| Users | Roles allowed to submit requests and review results | Project engineer and document controller |
| Inputs | Permitted files, systems, data formats, and date ranges | Current specification sections and approved addenda |
| Outputs | Required format, evidence, confidence or uncertainty statement | Requirement list with section and page references |
| Tools and permissions | Applications, APIs, folders, and records the agent can read or change | Read-only access to the document management system |
| Prohibited use | Inputs, decisions, or actions outside the tested scope | No interpretation of unapproved drawings; no automatic RFI issuance |
| Escalation trigger | Conditions that require a person to stop, review, or decide | Conflicting revisions, missing pages, or safety-related language |
| Success owner | The person accountable for acceptance and ongoing review | Project manager with support from the design lead |
Classify consequence before granting access
List what could happen if the agent is wrong, manipulated, unavailable, or over-privileged. Consider people and site safety, structural or design decisions, schedule commitments, payment and procurement, contractual notices, confidential information, personal data, and permanent changes to project records. A low-consequence drafting task may tolerate an occasional correction; an action that could contribute to injury or property damage requires substantially more testing and human control.
Define a stop condition in plain language. For example: “If the source documents conflict, the agent must identify the conflict and route the item to the project engineer; it may not select a preferred revision.” Also define who can pause the workflow, disable credentials, and restore a prior record.
Step 2: Build a representative test set
Use a held-back set of real or faithfully de-identified project tasks. The set should resemble the project in document types, terminology, revision practices, user roles, and connected systems. Do not evaluate only clean demonstrations supplied by a vendor.

Include ordinary and difficult cases
- Routine cases: complete, approved records that represent the work the agent will handle most often.
- Incomplete records: missing attachments, scanned pages, blank fields, broken references, or unavailable source systems.
- Conflicting records: superseded drawings, contradictory specifications, duplicate issue numbers, and inconsistent dates.
- Ambiguous requests: prompts where the user’s intent, authority, or required output is unclear.
- Uncommon conditions: unusual material names, nonstandard abbreviations, atypical contract clauses, or multilingual content if relevant to the project.
- High-cost mistakes: cases in which a confident but incorrect answer could affect safety, design, procurement, payment, schedule, or a contractual right.
- Adversarial or untrusted content: instructions embedded in a document, prompt-injection text, malicious files, or attempts to make the agent reveal information outside the user’s authority.
- Out-of-scope requests: questions the agent should decline or escalate rather than answer from guesswork.
Define the test protocol
- Freeze the candidate version, configuration, connected tools, permissions, and source-data snapshot.
- Give each candidate the same task wording and equivalent project material.
- Have at least one qualified project professional judge every output; use a second reviewer for high-consequence cases.
- Store the input, output, retrieved evidence, tool calls, reviewer decision, and time taken in an evaluation log.
- Mark whether the answer was correct, supported by project evidence, complete enough for its purpose, consistent with comparable cases, and appropriately uncertain.
- Record the severity and recoverability of every failure, not merely whether the final text looked plausible.
NIST supports ongoing testing and monitoring, including rigorous simulation and in-domain testing for safety. It does not prescribe a construction benchmark, sample size, or universal accuracy threshold, so publish your test-set composition and acceptance rules internally instead of implying that a single score proves suitability.
Step 3: Score performance and failure handling
Separate measures that are often incorrectly combined. A high answer rate can hide unsupported claims, unsafe omissions, or failures to escalate. Weight errors according to their possible consequences.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →| Dimension | What to measure | Questions for reviewers |
|---|---|---|
| Validity and accuracy | Correctness against approved project records and requirements | Is the conclusion factually correct for this task? |
| Grounding | Whether statements are supported by supplied evidence | Can a reviewer trace each material claim to the right document, revision, and location? |
| Completeness | Coverage of required fields, exceptions, and dependencies | Did the agent omit a condition that changes the decision? |
| Consistency | Stable results for equivalent inputs and repeated runs | Does a minor wording change produce an unjustifiably different answer? |
| Robustness | Behavior with poor scans, missing data, long files, and unusual terminology | Does quality degrade safely, or does confidence remain high while accuracy falls? |
| Uncertainty handling | Appropriate disclosure of unknowns and conflicts | Does it say what it cannot establish and identify what a person must check? |
| Escalation | Detection of out-of-scope or high-consequence situations | Does it stop or route the case when the boundary requires it? |
| Action safety | Correctness of tool calls, permissions, and confirmation behavior | Can it change a record, send a message, or trigger a transaction without the required approval? |
| Recoverability | Ability to identify, reverse, and learn from a bad result | Are logs complete, and can an authorized person undo the action? |
Use severity tiers
Create a project-specific scale such as:
- Critical: could contribute to injury, unsafe work, a materially wrong design or engineering decision, unauthorized disclosure, or an irreversible financial or contractual action.
- Major: could cause a significant rework, delay, cost, incorrect procurement, missed obligation, or misleading external communication.
- Moderate: requires correction but is unlikely to create material harm if caught in normal review.
- Minor: formatting, wording, or low-impact omission that does not change the meaning or decision.
Set separate limits for each tier. A candidate might be acceptable for a read-only summary with a few minor errors but unacceptable if it produces even one unreviewed critical action. Document who can approve an exception and why.
Step 4: Put human control where consequences demand it
Human oversight is not a generic checkbox. Specify the point at which a person must review, approve, reject, or reverse the agent’s work.
| Use pattern | Minimum control to test | Typical decision |
|---|---|---|
| Read-only retrieval or summarization | Evidence links or references, uncertainty labels, and user correction | May proceed with ordinary review if unsupported claims are detectable |
| Draft report, RFI, or meeting record | Named reviewer, edit history, and explicit approval before release | Agent drafts; person publishes |
| Design, safety, compliance, or contractual interpretation | Qualified subject-matter review and mandatory escalation for ambiguity | Agent can organize evidence, not make the final determination |
| Procurement, payment, schedule, or permissions change | Role-based authorization, confirmation, complete audit log, and reversal procedure | No direct execution without an approved control step |
| Potentially hazardous or irreversible action | Two-person or designated-authority approval, independent checks, and a tested shutdown path | Do not rely on unmonitored autonomous action |
NIST identifies human intervention and the ability to shut down or modify a system as practical safety approaches. Test those controls rather than assuming they work: revoke a credential, stop a run, reject a proposed action, restore a record, and verify that the event appears in the log.

Step 5: Review security, privacy, and intellectual property
Before a pilot, map the complete data flow from upload to processing, storage, retrieval, logging, support access, and deletion. Ask the vendor and your project team to answer these questions in writing:
- Which project files, messages, drawings, photographs, personal data, and credentials are sent to the service?
- Is customer content used to train or improve a shared model, and can that use be disabled?
- Where are data and backups stored, and which subcontractors or support personnel can access them?
- How are tenant, project, role, and document permissions enforced at retrieval time?
- How long are prompts, outputs, embeddings, tool calls, and audit logs retained?
- What deletion, export, legal-hold, and incident-notification procedures apply?
- Can a malicious document or user prompt cause the agent to reveal data or execute an unauthorized tool call?
- What happens when the service is unavailable, compromised, or changed without your approval?
Assess confidentiality, integrity, and availability together. A system that keeps data private but can silently alter records is not safe for a consequential workflow. NIST’s security and resilience work treats these concerns as overlapping, and its materials include single-agent and multi-agent systems among security-control use cases under development.
Contract terms and legal duties vary by jurisdiction and project. Check applicable privacy law, safety rules, procurement requirements, client agreements, professional obligations, records-retention rules, and intellectual-property clauses before deployment. General AI frameworks do not determine those duties for a particular country or state.
Step 6: Compare multiple agents on the same evidence
Run every candidate through the same cases, prompts, permissions, reviewer rules, and failure-severity scale. Compare the dimensions separately:
| Comparison axis | Evidence to collect | Why it matters |
|---|---|---|
| Task performance | Correctness, consistency, completeness, robustness, and source support | Shows whether the agent performs the intended job |
| Failure impact and recovery | Severity distribution, uncertainty handling, escalation, override, shutdown, and restore tests | Shows whether mistakes remain containable |
| Security | Access scope, isolation, confidentiality, integrity, availability, and misuse resistance | Limits damage from unauthorized or adversarial use |
| Data governance | Retention, deletion, intended use, dataset integrity, and customer-content handling | Protects confidential project and personal information |
| Transparency and accountability | Role description, evidence traceability, action logs, reviewer identity, and approval records | Establishes who can understand and answer for an outcome |
| Operational fit | Workflow compatibility, training burden, latency, and supervision effort | Determines whether the team can use it reliably in practice |
| Lifecycle readiness | Version notices, monitoring, incident response, change control, and re-evaluation support | Addresses risk after launch, not only during a demo |
Do not reduce these dimensions to one unqualified average. If you use a weighted score, publish the weights, minimum gates, evidence requirements, and treatment of uncertainty. A candidate with an excellent mean score can still be unacceptable because of one rare but catastrophic failure.

Step 7: Run a bounded pilot
A pilot should be small enough to stop and inspect, but representative enough to expose real operating conditions.
- Name accountable owners: assign a business owner, technical owner, security or privacy contact, and reviewers for consequential outputs.
- Limit scope: use a defined project, document set, role group, time window, and permission set. Start read-only where possible.
- Record a baseline: measure the current manual process for quality, cycle time, rework, escalations, and review effort so the agent is not judged by anecdote.
- Log every case: retain inputs, outputs, evidence, tool calls, approvals, corrections, incidents, and user feedback according to your retention rules.
- Set stop conditions: examples include a critical error, unauthorized disclosure, unexplained permission use, repeated unsupported answers, loss of auditability, or a material change in the connected system.
- Review on a schedule: inspect a sample of routine cases and every high-consequence case; trend severity, not just volume.
- Re-test after change: repeat key cases when the model, prompt, retrieval index, data, permissions, connected tool, or project context changes.
NIST emphasizes testing or monitoring deployed systems. A pilot is not complete when users like the answers; it is complete when the team can show what happened, detect unacceptable behavior, and stop or correct the system.

NIST AI Risk Management Framework
NIST released AI RMF 1.0 on January 26, 2023. Its trustworthiness characteristics include validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness with harmful bias managed. The current framework page says the framework is being revised and reports a concept note released April 7, 2026, for a critical-infrastructure profile. That profile is described as guidance for critical-infrastructure operators; it is not presented as a final, construction-specific certification.
NIST’s own wording is: “The NIST AI Risk Management Framework (AI RMF) is intended for voluntary use and to improve the ability to incorporate trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems.” Check the current NIST page when version-sensitive language matters.
ISO/IEC 23894:2023
ISO/IEC 23894:2023 was published in February 2023. ISO describes it as guidance for organizations that develop, produce, deploy, or use products, systems, and services using AI to manage AI-related risk and integrate risk management into AI-related activities. It is a general risk-management reference, not a construction-agent test protocol or pass/fail label.

ISO’s published description states: “This document provides guidance on how organizations that develop, produce, deploy or use products, systems and services that utilize artificial intelligence (AI) can manage risk specifically related to AI.”
How to interpret vendor governance material
Some vendors publish descriptions of internal AI programs. For example, Autodesk says its Trust Center governance aims to provide value while reducing privacy and intellectual-property risk. Its May 2025 Trusted AI white paper describes early project registration, dataset and model integrity review, privacy and intended-use review, and risk and impact assessment aligned with ISO 42001 and NIST AI RMF categories. It lists hallucination, overfitting, lack of explainability, bias, drift, and adversarial attacks among the risks considered.
Those are statements about Autodesk’s own program. They do not establish performance, controls, or contractual terms for another vendor, a particular product edition, or your project. Ask for evidence that applies to the exact service, configuration, region, data flow, and version you intend to use.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCommon evaluation failures and fixes
| Failure in the evaluation | Why it misleads | Fix |
|---|---|---|
| Testing only polished demo prompts | Hides missing data, conflicts, unusual terms, and unsafe confidence | Add held-back, messy, ambiguous, and out-of-scope cases |
| Using one accuracy percentage | Conceals severity, grounding, escalation, and recoverability | Report dimension-level results and gate critical failures |
| Allowing broad permissions during the pilot | Turns a quality test into an avoidable security incident | Start read-only, use least privilege, and test revocation |
| Letting the agent approve its own work | Removes independent accountability | Assign qualified reviewers and record approval identity |
| Ignoring version and context changes | Performance can drift when models, indexes, prompts, or records change | Freeze versions for tests and trigger re-evaluation on change |
| Assuming a framework is a certification | General guidance does not prove a product is suitable | Translate the framework into project-specific evidence and controls |
| Measuring only speed or labor savings | A faster workflow can increase rework or exposure | Track quality, severity, review effort, incidents, and recovery as well |
Decision rule for approval
Approve a construction AI agent only when the intended use is explicit, the test set represents the project, high-consequence failures are controlled, evidence and actions are traceable, data handling is acceptable, and named people can intervene or shut the system down. If those conditions are not met, narrow the use case, remove tool permissions, add review gates, or defer deployment.
Keep the evaluation record with the project’s governance documents: use-case card, data-flow map, test cases, scoring rubric, failure log, approval matrix, pilot results, incident procedure, and re-evaluation triggers. That record makes the decision auditable and gives the team a basis for reassessing the agent when the project, connected systems, or AI service changes.
