Before hiring a ransomware recovery provider, get its scope, recovery method, team, access requirements, and contractual responsibilities in writing. Then ask every finalist to explain how it would handle the same realistic scenario based on your systems. A provider’s confidence or recovery-time estimate is not proof it can restore your environment; the plan must fit your backups, dependencies, security requirements, and decision-making structure.
What should a ransomware recovery provider be responsible for?
“Ransomware recovery” can refer to different work. Ask the provider to separate its services and name the deliverables, owner, and exclusions for each. CISA’s #StopRansomware Guide recommends a coordinated incident-response approach, while NIST’s SP 800-35 treats security-service selection and management as a lifecycle. Neither makes a general service label a guarantee that all response work is included.
- Investigation: Determine what was affected, how the incident may have started, and whether the compromise reached other systems or accounts.
- Containment: Isolate affected systems and limit further spread.
- Eradication: Remove the threat and address the access or weaknesses that enabled it.
- Recovery engineering: Prepare a clean environment and plan the restoration sequence.
- Data and system restoration: Restore agreed systems, applications, configurations, and data from available sources.
- Validation: Check that restored systems work as expected and do not show signs of reinfection or unresolved compromise.
- Follow-up: Document remaining risks, hand off records and evidence, and identify post-incident hardening work.
For each item, establish who performs it, who approves it, what output you receive, and what your internal team or other advisers must do. Confirm how the provider will coordinate with IT and security staff, outside counsel, the cyber insurer or response panel, leadership, communications staff, and law enforcement where appropriate. Follow your incident-response and communications plan rather than letting the provider make organizational decisions by default.
How can you test whether the provider has a credible recovery process?
Give each finalist the same hypothetical scenario, tailored to your organization’s systems and dependencies. Ask the people who would actually lead the engagement to explain their approach step by step. CISA’s response guidance covers the kinds of identification, isolation, recovery, and validation tasks that make this exercise useful.

- Identify and contain: How would you identify affected systems, isolate them, and determine whether the incident is still spreading?
- Set priorities: Which critical services and dependencies would you assess first, and what information would you need from us to decide restoration order?
- Assess the extent of compromise: What logs, endpoint evidence, identity information, or other records would you examine to look for earlier or wider access?
- Establish a clean recovery environment: How would you verify that the environment and restore sources are suitable before bringing systems back?
- Restore and validate: How would you restore systems in sequence, test their operation, and reduce the risk of reintroducing malware or leaving compromised access in place?
- Document and hand off: What work records, findings, unresolved risks, and lessons learned would you provide, and to whom?
Ask for examples of comparable engagements and references where appropriate, with clients’ confidentiality respected. A polished presentation, claimed success rate, or quick estimate is not a substitute for explaining decisions, dependencies, validation, and limitations in a scenario relevant to your environment.
How should you assess the people and the provider’s capability?
Ask who would lead and perform the work, what experience they have with your platforms and operating context, how the provider handles staffing changes, and how technical or management escalations work. Request references where appropriate and assess the provider’s capability and reliability against your requirements.

NIST SP 800-35 is general service-selection guidance, not a ransomware-provider ranking or a current certification standard. It discusses the difficulty of assessing service-provider capability and reliability and the complexity of security-service agreements. The cited guidance does not establish a universally required credential or certification for ransomware recovery firms, so evaluate relevant experience and evidence of delivery rather than treating a credential alone as proof.
Does the recovery plan fit your backups and business priorities?
Ask the provider to state what it needs from you and what it assumes will be available: systems, identity services, network configurations, applications, data, logs, backup access, and staff who can make decisions. Compare those assumptions with your actual backup and operational arrangements before relying on a proposed restoration sequence.

- Check whether important backup copies are offline and encrypted, and whether their availability and integrity are tested. CISA recommends these practices and maintaining golden images for critical systems in its #StopRansomware Guide.
- The FBI recommends offline immutable backups and regular restore tests, with recovery time measured in its cyber-resiliency guidance. These are preparedness recommendations, not evidence that a particular provider can meet your recovery target.
- Identify critical services and the systems, identities, configurations, and data on which they depend. Agree on restoration priorities and how the provider will test that restored services work.
- Set organization-specific recovery targets based on business impact, available backups, and contractual requirements. The cited sources do not establish a universal recovery-time target for providers.
NIST’s Protecting Data from Ransomware and Other Data Loss Events can inform questions about backup planning, purchasing, maintenance, testing, and business disaster recovery. It addresses MSP backup practices; it is not a certification for ransomware recovery firms. NIST’s Guide for Cybersecurity Event Recovery and preparation guidance for ransomware attacks are additional official references for recovery planning.
What access and contract terms should you examine?
Ask the provider to list each type of access it needs, why it needs it, who approves it, how it will be protected and monitored, how long it will remain active, and how it will be removed. CISA recommends least privilege and separation of duties for third parties and advises putting security requirements in contracts; see the third-party guidance in the #StopRansomware Guide.

Review the agreement for clear responsibilities and handoffs, backup duties, access controls, confidentiality, subcontractors, evidence and incident records, communications, activation procedures, assumptions, exclusions, and any measurable commitments. Confirm who owns decisions and what happens if the provider cannot access a required system or a backup proves unusable. There is no universal contract template in the cited guidance; have qualified counsel assess the terms for your jurisdiction and engagement.
Who makes decisions about ransom, reporting, and communications?
The provider can help explain technical findings and recovery options, but your organization should identify who has authority over ransom decisions, business continuity, legal and insurance matters, notifications, and public statements. Coordinate with leadership, counsel, the insurer or response panel, and communications staff under your incident-response plan. CISA also advises considering assistance or reporting to CISA, a local FBI field office, FBI IC3, or the U.S. Secret Service as appropriate.

The FBI’s public ransomware guidance states: “The FBI does not support paying a ransom in response to a ransomware attack.” That position does not determine an organization’s legal, regulatory, insurance, or sanctions obligations. How can you compare finalists fairly?
Use the same scenario and written questions for every finalist, then compare their answers against your organization’s needs. The following dimensions synthesize CISA and NIST guidance; they are not a published scoring standard.
- Scope: Which investigation, containment, eradication, recovery, validation, and post-incident tasks are included or excluded?
- Relevant capability: Does the proposed team have experience with your platforms, critical operations, and dependencies? Are its lead and escalation route clear?
- Recovery method: Are clean-environment assumptions, backup checks, restoration order, validation, and reinfection prevention explained?
- Access and security: Are least privilege, separation of duties, credential protection, monitoring, approval, and access removal addressed?
- Coordination: Are the interfaces with internal teams, the insurer, counsel, leadership, communications staff, and public authorities defined?
- Agreement quality: Are deliverables, responsibilities, activation, communications, security terms, assumptions, limitations, and any measurable commitments explicit?
CISA’s resource page lists the joint guide’s revision date as October 19, 2023. Use the current official pages for applicable guidance, and verify a prospective provider’s present staffing, references, scope, and terms directly before engaging it.
