To evaluate a nonprofit, check its public filings, look at its finances across several years, examine how it measures program outcomes, and ask what an additional donation would make possible. Use ratings as one source of evidence—not as a verdict. A tax filing can show compliance and financial context, but it cannot by itself prove that a program works or that the organization is the right fit for your priorities.
This guide focuses on U.S. nonprofits. Filing obligations and evaluator coverage vary by jurisdiction, and the tools discussed below do not cover every organization.
What does it mean for a nonprofit to be trustworthy?
Trustworthiness is not a single number. It is a judgment about several distinct questions: Is this the organization you intend to support? Can you inspect reliable information about its finances and governance? Does it explain what its programs do and what results they achieve? Can it use additional funding effectively for the cause and population you care about?

- Legal and public-record information helps you confirm identity and review required filings.
- Financial information shows revenue, expenses, assets, and, where disclosed, funding sources or restrictions.
- Program evidence helps you judge whether activities are connected to meaningful outcomes and how those outcomes were measured.
- Evaluator ratings summarize selected information under an evaluator’s own rules, coverage, and time frame.
A strong assessment combines these sources with fit: an organization may be capable and transparent but still not match your geographic, population, or cause priorities. No single filing, rating, expense ratio, or salary figure answers every question.

How do I check a nonprofit’s identity and Form 990?
Start by confirming the exact legal name, location, mission, and population or cause served. Similar names can belong to different organizations, and the nonprofit listed in an evaluator profile may not be the entity you intend to support. For a U.S. tax-exempt organization, the IRS is a baseline source for public records. Its public disclosure guidance says that tax-exempt organizations generally must make annual returns and exemption applications filed with the IRS available for public inspection and copying.
Use the IRS disclosure page to understand access to filed documents and review the available return for the organization you have identified. A Form 990 is useful for questions about reported revenue, expenses, assets, and other organizational information. Read the filing for the fiscal period it covers, rather than treating it as a real-time snapshot. A public filing is not proof that every organizational claim has been independently verified, that its programs are effective, or that it is the best choice for your donation.
When reviewing a filing or profile, check whether the name and reporting period match the organization and whether the information is recent enough for the decision you are making. If the organization has several related entities, make sure the records you are reading correspond to the entity receiving or using the funds. If a record or profile leaves an important point unclear, ask the organization rather than assuming the missing detail has a particular meaning.

An annual report is most useful when it lets you connect the organization’s mission to its work, its finances, and its results. Look for a clear reporting period, a description of programs, the people or communities served, leadership and governance information, and financial statements. Audited financial statements can be useful where applicable, but a polished report alone does not establish program quality.
Look for enough detail to answer what the nonprofit did, for whom, and over what period. Then ask what changed. A count of meals served, workshops delivered, or people enrolled describes activity; it does not by itself show whether the intended outcome occurred. Stronger reporting explains the intended change, how it was assessed, and what limitations or setbacks affected the results.

Transparency also includes being candid about uncertainty and problems, not only presenting favorable highlights. GiveWell describes its own approach as openness to intensive investigation and public discussion of positive and negative developments, and says it aims to publish its reasoning so others can assess it. That is a useful transparency principle, not a universal certification that every organization must meet in exactly the same way.
When you compare a report with a Form 990 or another public profile, note differences in dates, definitions, and scope. They may be reporting different periods or using different categories. Ask the nonprofit to explain a material difference that affects your decision.
How should I assess nonprofit funding and finances?
Compare several years, not one snapshot
Review revenue, expenses, and assets over multiple years. Candid recommends examining these trends to understand an organization’s financial context and how funding may be used. Its guidance on nonprofit compliance and fit also describes using compliance reports, nonprofit profiles, and grant information as research aids.
Look for changes that matter to your decision: a marked shift in revenue, spending, or assets; a change in the scale of operations; or a funding pattern that the organization does not explain. A rise or fall is a prompt for context, not a verdict. Annual reports, filings, and direct questions can help establish whether a change reflects a planned expansion, a one-time event, or another circumstance.
Identify what is known about funding
Check which funding sources the organization identifies and whether it discloses that funds are restricted for particular purposes. Do not assume that every dollar reported as revenue is available for any activity. If you are considering a specific gift or grant, ask what it can support, whether it is restricted, and what the nonprofit expects to do with it. Funding concentration can also matter: if the organization relies heavily on a small number of sources, ask whether it explains how that affects its plans or resilience.

Public profiles and databases can make it easier to find records or compare giving information, but their contents may be incomplete or stale. Use them to locate and organize information, then check the underlying records and contact the organization when a detail is missing or outdated.
Why the program-expense ratio is not a quality score
A high share of expenses labeled “program” does not establish that a nonprofit’s programs are effective. Expense categories describe how costs are classified, not whether activities produce worthwhile outcomes. Charity Navigator explains that employee compensation can be allocated among program, administration, and fundraising according to the time an employee spends in each area. That means a salary figure or a single expense ratio needs context.
Charity Navigator presents CEO compensation as an unscored data point, rather than treating it as a rating metric. Use salary and expense information to ask informed questions about the organization’s work and reporting; do not treat either as a shortcut for judging impact.
How can I tell whether a charity is making an impact?
Start with the change the program is trying to produce. Then examine whether the organization explains why its activities should lead to that change, how it measured outcomes, and what the results mean for the people served. A useful evaluation report does more than state a success: it describes the method, the information collected, and the observed impact.
GiveWell’s investigation heuristics describe looking for technical reports that explain how a project was evaluated, what information was collected and how, and the project’s actual impact. GiveWell also says the evidence relevant to impact depends on the program type. A single evidence standard cannot sensibly be applied to every mission or intervention.

Use these questions to examine a program claim:
- What is the intended outcome? Distinguish the program’s activity from the change it aims to create.
- What supports the connection? Look for an explanation of why the activity is expected to produce the outcome, not just a list of services delivered.
- How were results measured? Check what information was collected, for whom, and over what time period.
- What are the limitations? Look for uncertainty, unintended effects, or alternative explanations the organization acknowledges.
- Does the evidence fit this organization’s work? Findings from another setting or population may not establish what happens in this nonprofit’s implementation.
Evidence can be useful without being conclusive. If a report does not establish that the program caused the observed change, distinguish what it measured from what it can support. When the outcome is difficult to measure or the relevant evidence is limited, an honest account of those limits is more informative than an unsupported claim of impact.
Can the nonprofit use an additional donation effectively?
Evidence that a program can help is not the same as evidence that the organization can use any additional amount of money well right now. A nonprofit may have a strong program but limited near-term capacity to expand it. For a particular giving opportunity, ask what additional funding would enable beyond what the organization would otherwise raise, whether it can deploy that money, and whether the proposed use is worthwhile relative to its cost.
GiveWell includes evidence of effectiveness, cost-effectiveness, room for more funding, and transparency among the criteria for its own grantmaking. Its criteria page says it does not aim to rate every charity, but to identify opportunities it believes can maximize the impact of additional donations in terms of lives saved or improved. This is a specialized approach to giving decisions, not a universal scorecard for every cause or donor.
For an organization you are considering, make the question concrete: What would this contribution pay for? What need or opportunity does it address? What does the organization expect to achieve, and how will it report progress? The answers help distinguish general confidence in an organization from confidence in a specific use of funds.
How should I interpret nonprofit ratings?
A rating is a structured view of selected information under an evaluator’s rules. Before relying on one, check who is eligible, what data is included, when it was updated, and what the rating is intended to represent. A score can be useful for screening or comparison within its scope, but it does not replace reading filings or examining program evidence.

What Charity Navigator’s Encompass rating covers
Charity Navigator’s rating-system description, dated April 9, 2026, says its Encompass ratings use four beacons: Accountability & Finance, Impact & Measurement, Leadership & Planning, and Culture & Compensation. Depending on factors such as revenue size and donor support, its methodology uses approximately 45–50 metrics, combines them into an overall score, and translates that score to a 0–4 star rating. The organization says it uses self-reported information and publicly available IRS Form 990s. These figures describe Charity Navigator’s rating design, not nonprofit performance across the sector.
The same methodology and eligibility page says an organization must be a U.S.-based 501(c)(3) public charity and meet additional electronic-filing and financial criteria to receive an Encompass rating. Some nonprofits can be listed without a rating, including organizations that are newly registered, file only Form 990-EZ or 990-N, or otherwise do not meet the eligibility rules.
What does it mean if a charity is not rated?
A missing Encompass rating does not by itself show poor performance or misconduct. It may reflect eligibility or filing coverage rather than an adverse assessment. Check the evaluator’s stated reason, then use public filings, the organization’s own reporting, and direct questions to assess the information available.
Recommended Free Tools
Check the dates behind a rating
Charity Navigator says IRS Form 990 data typically reaches it three to four months after filing. Because organizations have up to 135 days after fiscal year-end to file and many request extensions, the evaluator says filings often arrive eight to ten months after fiscal-year close. Its rating pages display the fiscal year-end of the form used, and it says self-reported information must be updated at least every four years.
Those timing details matter when you are assessing recent changes. A rating can reflect a prior fiscal year, while a nonprofit’s current programs or finances may have changed. Check the fiscal year shown on the rating page and compare it with newer information before drawing conclusions about present conditions.
How do I compare two or more nonprofits?
Use the same questions for each candidate, but weight them according to your purpose. A donor focused on a particular community may give mission and geographic fit more weight; a grantmaker comparing a specific intervention may need to examine outcome evidence and the use of additional funding closely. The prompts below are a decision aid, not a validated composite score.
| Dimension | What to compare | Questions to ask |
|---|---|---|
| Transparency | Availability and recency of filings, financials, governance details, program descriptions, and explanations of limitations | Can you find information for the relevant period, and does it address both results and setbacks? |
| Financial context | Multi-year revenue, expense, and asset trends; disclosed funding sources and restrictions | Are material changes explained, and is it clear what funding can support? |
| Impact evidence | The program’s causal claim, measured outcomes, method, population, time period, and limitations | Does the evidence relate to this organization’s implementation and the people it serves? |
| Marginal funding value | The proposed use of an additional contribution and the organization’s ability to deploy it | What would more funding make possible, and what evidence supports the proposed use? |
| Fit and scope | Mission, geography, population, and intervention | Does the work match your priorities and the change you hope to support? |
| Coverage and recency | The years, sources, and eligibility rules behind a profile or rating | What data is included, what is missing, and how current is it? |
Do not add the dimensions into a score unless you have a reasoned, consistent way to weight them. A rating’s overall number already reflects its evaluator’s methodology; adding it to your own informal score can obscure what the underlying evidence actually says. A short written comparison—what is established, what remains unclear, and which factors matter most to your decision—can be more useful than a deceptively precise ranking.

A practical evaluation checklist
- Confirm the organization. Match its legal name, location, mission, and population served to the nonprofit you intend to support.
- Find the public record. Use IRS disclosure information as a U.S. starting point and identify the fiscal periods covered by available filings.
- Read its reporting for substance. Look for programs, people served, governance, results, setbacks, methods, and limitations—not just activity counts or polished claims.
- Review financial trends. Compare revenue, expenses, and assets across multiple years. Note material changes and seek an explanation.
- Examine outcomes. Ask what changed, how it was measured, whether the evidence fits this program and population, and what the limitations are.
- Make a specific funding inquiry. Ask what an additional gift would support, whether it is restricted, and what the organization expects to accomplish with it.
- Interpret ratings within their scope. Check eligibility, included data, fiscal year, and update timing; investigate an unrated listing rather than treating it as a negative verdict.
- Record remaining questions. Separate established facts from unanswered questions and decide whether the nonprofit’s response is sufficient for your intended gift or grant.
Common mistakes to avoid
- Treating compliance as proof of impact. Public filings are a starting point for diligence, not an outcome evaluation.
- Judging from one year of finances. A single snapshot can hide trends or one-time changes; compare years and ask for context.
- Using a program-expense ratio as a quality ranking. Cost classifications do not establish effectiveness, and staff costs may be allocated across functions.
- Assuming a missing rating is a warning. Eligibility and data coverage can explain why an organization is listed without an evaluator rating.
- Confusing activity with change. Counting services or participants is not the same as measuring the intended result.
- Assuming a strong program can absorb unlimited funding. Ask what the next contribution would make possible and whether the organization has a concrete use for it.
- Applying one evaluator’s criteria to every mission. A specialist framework reflects its own goals and evidence standards, not a universal definition of nonprofit quality.
