Use EV/EBITDA only as a secondary context check. A mortgage REIT is primarily a leveraged portfolio of mortgage assets, so begin with the share price versus current tangible book value, then test the portfolio’s credit and market exposures, asset yield, financing cost, leverage, hedges, liquidity, and the way dividends are affecting total return.
The central question is not whether a multiple looks low. It is whether the assets can continue producing distributable income without eroding book value when interest rates, mortgage spreads, prepayments, funding markets, or credit conditions change.
Why EV/EBITDA is an incomplete starting point
Enterprise value is normally calculated as equity value plus debt and other claims, less cash. EBITDA is earnings before interest, taxes, depreciation, and amortization. That framework can help compare operating companies whose value comes from an operating business and whose debt is a financing choice.
A mortgage REIT has a different economic engine. Its “business” is a balance sheet that owns mortgage-backed securities, mortgage loans, mortgage servicing rights, or combinations of them; finances those assets; hedges selected exposures; and realizes gains or losses as market prices and expected cash flows change. Interest expense is not a peripheral cost that can simply be added back. It is the price of the leverage that creates much of the expected return.

EBITDA also does not capture changes in the fair value of mortgage assets, hedging gains and losses, prepayment assumptions, extension risk, or the capital that must remain available when collateral values fall. Two mortgage REITs can show similar EBITDA while carrying very different duration, spread, credit, funding, and liquidity risks.
That does not make EV/EBITDA useless in every context. It may provide a rough cross-check for a mortgage REIT’s servicing or operating subsidiaries, or for a fee-generating platform separated from the investment portfolio. It should not, however, replace a balance-sheet and book-value analysis of the REIT itself.
Start with tangible book value and price-to-book
For a mortgage REIT, the first valuation question is how much investors are paying for the net value of the mortgage portfolio after liabilities. Use the issuer’s reported tangible book value when available, and confirm that the figure is stated per common share and tied to a specific reporting date.

Price-to-book value = current share price ÷ book value per common share. ARMOUR’s investor primer defines the ratio this way. AGNC Investment Corp. reports “tangible net book value per common share,” a measure that excludes items the company does not consider tangible equity.
Compare the share price with the book value measured at the latest quarter-end, not with an undated number copied from an older presentation. If the company has issued shares, repurchased stock, paid a special dividend, or experienced a large market move since that date, the current price-to-book ratio can differ materially from the ratio implied by the filing.
What a premium or discount can and cannot tell you
A discount to tangible book value can reflect expected book-value declines, expensive or unstable funding, weak liquidity, credit losses, poor asset selection, or investor distrust of management’s marks. A premium can reflect confidence in asset quality, funding access, hedging, scale, or the expectation that the portfolio can earn an attractive return on equity.
There is no independently established sector-wide price-to-book threshold at which a mortgage REIT is automatically cheap, safe, expensive, or dangerous. The ratio is an entry point for questions about the durability and risk of the book value, not a stand-alone buy or sell signal.

Reconcile the definition before comparing companies
- Record the exact label: book value, tangible book value, or tangible net book value.
- Record the measurement date and whether the number is per common share.
- Check for preferred equity, non-controlling interests, or other claims that affect common shareholders.
- Note whether the company uses an adjusted measure that excludes specific assets or liabilities.
- Use the same date, currency, and share class when comparing two REITs.
Understand what the REIT actually owns
Portfolio composition determines which risks can move book value and earnings. Read the investment section of the latest filing and classify assets instead of treating every mortgage exposure as interchangeable.
Agency mortgage-backed securities
Agency MBS carry a guarantee from a government agency or government-sponsored enterprise. AGNC describes those guarantees as limiting credit risk on principal and interest, but they do not eliminate market risk. Agency portfolios remain exposed to interest-rate movements, mortgage-spread changes, borrower prepayments, and extension when borrowers refinance more slowly than expected.
A guarantee therefore changes the nature of risk; it does not make the security equivalent to cash. Market prices can fall even when expected principal repayment remains strong.
Non-agency securities and credit-sensitive assets
Non-agency securities do not receive the same agency guarantee. Their returns depend more directly on borrower performance, deal structure, collateral quality, subordination, delinquencies, defaults, and recovery values. Examine credit enhancement, vintage, geographic and borrower concentration, delinquency trends, and the sensitivity of cash flows to a weaker housing or employment market.
Mortgage loans
Whole loans and other mortgage loans expose the REIT to underwriting, servicing, modification, and recovery outcomes. Ask whether loans are held for investment or sale, how they are financed, and how fair values are determined. A loan portfolio can have a different duration, liquidity profile, and accounting pattern from a liquid agency-security portfolio.
Mortgage servicing rights
Mortgage servicing rights (MSRs) represent the economic value of servicing a pool of mortgages. Their cash flows can benefit when borrowers prepay slowly, while rapid refinancing can reduce expected servicing income. MSRs also have their own financing, valuation, hedging, and operational requirements. PennyMac’s filings illustrate a strategy that combines servicing rights with agency and non-agency securities and related hedges; that mix should not be compared with an agency-only REIT as if the portfolios had identical risk.
Build an exposure map
| Exposure | Primary credit question | Primary market question | Liquidity question |
|---|---|---|---|
| Agency MBS | How strong is the guarantee and what is excluded from it? | How will rates, spreads, prepayments, and extension affect fair value? | Can positions be financed and sold during stress? |
| Non-agency securities | How resilient are borrowers, collateral, and credit enhancement? | How do spreads and default expectations change marks? | Are prices observable or model-dependent? |
| Mortgage loans | What are underwriting, delinquency, and recovery assumptions? | How do rates and prepayments alter cash flows? | What haircuts and advance rates do lenders apply? |
| Mortgage servicing rights | What servicing performance and borrower behavior support value? | How do rates and prepayments change the servicing asset? | How readily can the rights be financed or transferred? |
Connect asset income, funding cost, and leverage
A mortgage REIT earns a spread between the income from its assets and the cost of financing them. To evaluate that spread, collect the asset yield, funding cost, hedging cost, net interest spread or margin, and leverage from the same period.
Spread versus margin
ARMOUR’s primer distinguishes net interest spread from net interest margin. Spread is the difference between the asset yield and the cost of funds before giving effect to leverage. Margin incorporates leverage and therefore expresses the earnings generated on equity after the financing structure is considered. The exact definitions vary by issuer, so reproduce the company’s definition rather than assuming that two similarly named measures are comparable.

Issuer-defined measures such as “net spread and dollar roll income” may also differ from GAAP net income. Dollar roll transactions can produce income that is economically related to financing and forward MBS exposure but is not interchangeable with GAAP interest income. Label every non-GAAP figure with the company’s name, period, and definition.
Questions that reveal spread quality
- What assets generate the stated yield, and is the yield based on amortized cost, fair value, or another denominator?
- Are funding costs fixed, floating, or matched to a benchmark such as a repo rate?
- How much of the spread depends on short-term borrowing that must be rolled frequently?
- Does the reported margin include hedging costs, dollar roll income, TBA positions, or other adjustments?
- How did the spread change when policy rates, swap rates, or mortgage spreads moved?
Leverage magnifies both outcomes
Borrowing can turn a modest asset spread into a larger return on equity, but it also magnifies book-value losses and margin calls. Economic leverage, debt-to-equity, and “at risk” leverage are not interchangeable. AGNC’s portfolio page defines a tangible “at risk” leverage ratio of 7.4 times as of June 30, 2026, using the company’s stated calculation and exclusions. That figure should not be ranked mechanically against a competitor’s leverage ratio until the assets, liabilities, netting rules, and exclusions have been reconciled.
Review secured funding, unsecured debt, preferred equity, repurchase agreements, derivatives, and any off-balance-sheet or netting conventions. A lower headline ratio can still conceal concentrated financing maturities or large derivative obligations.
Analyze hedges without assuming they remove risk
Mortgage REIT hedges can reduce sensitivity to some interest-rate changes, but they do not create a risk-free portfolio. Common instruments include interest-rate swaps, swaptions, Treasury futures, and other derivatives. Their effectiveness depends on duration, convexity, timing, collateral requirements, and the relationship between the hedge and the asset being hedged.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsSeparate the four major exposures
- Interest-rate risk: Changes in benchmark rates can alter asset prices, funding costs, and the value of swaps or other derivatives.
- Mortgage-spread risk: MBS spreads can widen relative to benchmark rates, reducing asset values even when the hedge performs as designed.
- Prepayment risk: Faster refinancing shortens asset lives and can force reinvestment at lower yields; slower prepayment extends exposure to high rates and falling prices.
- Extension risk: Assets that pay down more slowly than expected have longer duration just when rates may be rising.
AGNC states in its 2025 Form 10-K risk discussion: Our hedging strategies are generally not designed to protect our net book value from spread risk
. The surrounding point is crucial: spread fluctuations are an inherent risk of leveraged MBS investment. A hedge ratio therefore should never be presented as full protection.
Read the hedge table for residual exposure
- Compare asset duration and hedge duration rather than looking only at notional amounts.
- Check whether hedges cover funding rates, asset prices, or both.
- Review swaption and option positions for volatility and convexity exposure.
- Identify collateral and margin requirements under stressed markets.
- Look for basis risk between the mortgage assets and the benchmark used in the hedge.
Use liquidity and funding as a survival test
Liquidity determines whether a temporary mark-to-market loss becomes a forced sale. Read cash, unencumbered assets, available financing capacity, committed facilities, repo counterparties, margin requirements, and debt maturities together.
Ask how much collateral would be required after a specified decline in MBS prices, how quickly the company could raise cash, and whether financing is concentrated with a small number of counterparties. A portfolio can have attractive expected income and still be vulnerable if it cannot meet a margin call without selling assets at distressed prices.

Also distinguish accounting liquidity from economic liquidity. A security may have a quoted market price in normal conditions but become expensive to sell when dealers reduce inventories or financing haircuts rise. Non-agency assets, loans, and servicing rights often require more judgment and may take longer to monetize than agency MBS.
Evaluate dividends as part of total return
A high dividend yield is not proof that a mortgage REIT is creating value. The dividend must be considered alongside the change in tangible book value and the price paid for the shares.
For an economic-return view, combine dividends declared during the period with the change in tangible book value per common share, then divide by the beginning tangible book value. Use the issuer’s stated methodology and period. Do not substitute a trailing dividend yield for this calculation.
AGNC’s 2025 result as a labeled case study
AGNC reported a 22.7% economic return on tangible common equity for 2025. The company attributed that result to $1.44 in dividends declared and a $0.47 increase in tangible net book value per common share. AGNC also reported $1.50 of net spread and dollar roll income per diluted common share for 2025, compared with $1.88 for 2024. These are AGNC’s historical, company-specific figures and its non-GAAP income label; they are not a sector average, a guarantee, or a forecast.
For a more current book-value reference, AGNC’s second-quarter 2026 release reported $8.58 of tangible net book value per common share at June 30, 2026, up 2.4% from $8.38 at March 31, 2026. Use the date attached to each figure when calculating price-to-book or an economic return.
Dividend checks
- Is the dividend covered by recurring interest income after funding and hedge costs?
- Does management fund distributions by selling assets, issuing equity, or realizing gains?
- Has tangible book value risen or fallen while dividends were paid?
- Are distributions regular, variable, or partly composed of special dividends?
- Does the company’s stated income measure include items that are not recurring cash earnings?
A repeatable comparison workflow
Use the following process when comparing mortgage REITs. It is designed to keep dates and definitions aligned before you rank one company above another.
- Set the comparison date. Use the same quarter-end or clearly label different reporting dates. Record the share price date separately because market prices change every day.
- Calculate price-to-tangible-book. Divide each current share price by the latest reported tangible book value per common share. Note any later equity issuance, repurchase, or dividend that could make the quarter-end value stale.
- Classify the portfolio. Record percentages or dollar amounts in agency MBS, non-agency securities, mortgage loans, MSRs, cash, and other assets. Identify concentrations and assets whose values depend heavily on models.
- Rebuild the earnings bridge. Start with asset income, subtract financing costs and hedge costs, and identify the company’s precise spread, margin, dollar roll, or other adjusted-income measure. Reconcile it to GAAP results where possible.
- Normalize leverage. Put debt, netting, preferred equity, derivatives, and at-risk exclusions on a comparable basis. If definitions cannot be reconciled, show both figures and say they are not directly comparable.
- Map hedges to exposures. Match hedge duration and instruments to interest-rate risk, then separately assess mortgage-spread, prepayment, extension, basis, and volatility risks.
- Stress liquidity. Review unencumbered assets, cash, financing capacity, repo maturities, haircuts, margin calls, and counterparty concentration.
- Calculate economic return. Combine dividends declared with the change in tangible book value per share over the same period. Keep the company’s methodology and period attached to the result.
- Write the investment conclusion. State whether the price compensates for the portfolio’s risks, funding structure, liquidity, and potential book-value volatility. Do not let a single ratio decide the conclusion.
Metrics to place in a comparison sheet
| Category | Metric to collect | How to interpret it |
|---|---|---|
| Valuation | Share price; tangible book value per share; price-to-book | Shows the market’s price for reported net asset value, not the durability of that value. |
| Portfolio | Agency, non-agency, loans, MSRs, cash and other assets | Maps credit, spread, prepayment, extension and liquidity exposures. |
| Income | Asset yield; financing cost; net interest spread; net interest margin | Tests whether income survives funding and leverage; definitions must be matched. |
| Adjusted income | Net spread and dollar roll income or similar issuer measure | Useful only with the company’s definition and reconciliation to GAAP. |
| Leverage | Debt-to-equity; economic leverage; at-risk leverage | Indicates sensitivity to asset losses and margin calls; labels and exclusions matter. |
| Hedges | Duration, notional, swaps, swaptions, futures, hedge cost | Shows which rate risks are addressed and which spread or basis risks remain. |
| Liquidity | Cash, unencumbered assets, available financing, maturities, haircuts | Indicates the ability to withstand collateral calls and avoid forced sales. |
| Shareholder return | Dividends, change in tangible book value, economic return | Separates cash distribution from value creation or destruction. |

Treating a low EV/EBITDA multiple as a margin of safety
A low multiple does not reveal whether book value is marked aggressively, funding is fragile, or mortgage spreads are widening. Use it only as a supplemental operating-business check.

How to reach a defensible conclusion
A strong conclusion answers four questions in order. First, is the current price reasonable relative to tangible book value, given what may cause that book value to change? Second, is the portfolio’s income likely to exceed financing and hedging costs under plausible rate and spread conditions? Third, can the company maintain liquidity and meet margin calls during a market shock? Fourth, have dividends been accompanied by stable or rising book value and acceptable economic returns?
If the answers are unclear, the appropriate conclusion is not that the REIT is cheap or expensive; it is that the uncertainty deserves a larger valuation discount or a smaller position. The same framework works for an agency-focused REIT such as AGNC and for a more mixed strategy such as the one described in PennyMac’s filings, but the risk weights will differ because the assets and financing are different.
EV/EBITDA can remain in the spreadsheet as a narrow supplemental measure. The decision should rest on price-to-tangible-book, portfolio quality, spread economics, leverage, liquidity, hedge limitations, and total return over the same period.
