Evaluate a mortgage insurer by asking two separate questions: can it absorb severe claims and remain eligible to insure new loans, and can it earn durable returns after preserving the capital those obligations require? Start with the insurer’s jurisdiction-specific capital rules, then test the quality and concentration of its insured book, reserves, reinsurance and investment assets. Only after that should you assess normalized earnings or valuation multiples. A single capital ratio, rating or price-to-book figure cannot answer both questions.
How do you evaluate a mortgage insurer’s financial strength?
Use a repeatable sequence: identify the rules that govern the insurer, measure its capital cushion against those rules, inspect the risks behind that cushion, and test whether the company can withstand a housing downturn without losing its ability to write business. Financial strength is not the same as investment value: an insurer may be well capitalized yet expensive, or appear cheap because its earnings and book value are exposed to risks that a simple multiple misses.
- Identify the insurer and its rulebook. Determine the regulated insurance entity, its jurisdiction, and the current statutory and eligibility requirements that apply to it.
- Measure capital against the relevant requirement. Read the regulator’s definition of eligible capital and required capital, then compare the company’s reported position with its own minimum, supervisory target or eligibility threshold.
- Inspect the insured book and loss protections. Review risk in force, loan-to-value (LTV) and borrower-credit mix, origination vintages, geography, claims, reserves, reinsurance and assets available to pay claims.
- Read ratings and disclosures as evidence, not verdicts. Check the rating agency’s methodology, the rated legal entity, rating date, outlook and stress assumptions.
- Value the equity using normalized outcomes. Estimate earnings and capital generation across ordinary conditions and a plausible downturn before interpreting price-to-earnings, price-to-book or cash-flow measures.
Use the same reporting date, accounting basis and risk definitions when comparing insurers. If the companies operate under different regimes, show the difference rather than treating their ratios as interchangeable.

Capital figures are meaningful only when their definitions and purpose are clear. Mortgage insurers can face regulatory solvency rules as well as separate requirements imposed by mortgage agencies or other counterparties. Those measures may use different assets, risk calculations and thresholds; there is no universal mortgage-insurer capital ratio.

Canada: MICAT for federally regulated mortgage insurers
OSFI’s 2025 Mortgage Insurer Capital Adequacy Test (MICAT) guideline sets a 100% minimum risk-based capital ratio and an industry-wide supervisory target of 150%. These figures belong to that specified Canadian framework; 150% is not a universal solvency threshold. The target provides a cushion above the minimum and supports early intervention. OSFI also cautions that the ratio is one of several indicators of an insurer’s condition and should not be used by itself to rank or rate insurers. Read the 2025 MICAT guideline for its definitions and calculations. Because OSFI’s guideline page indicates a newer version is available, check the currently effective guideline before using the 2025 thresholds to assess a company today.
MICAT is a risk-based capital measure, not a stand-alone prediction of whether a company will pay every claim or earn an attractive return. Compare the ratio with the applicable target and examine the underlying exposures, capital components and assumptions. The guideline states that the 100% minimum is derived from target-level requirements divided by 1.5, which explains why the minimum and supervisory target are distinct reference points.
United States: state statutory capital and GSE eligibility
U.S. mortgage insurers must be assessed under both applicable state statutory rules and the eligibility framework used by Fannie Mae and Freddie Mac. The GSEs’ Private Mortgage Insurer Eligibility Requirements (PMIERs) govern eligibility to insure loans they acquire, including high-LTV loans. In its 2025 annual report, Essent describes PMIERs as requiring available assets—generally the insurer’s more liquid assets—to meet or exceed minimum required assets calculated from risk in force, using risk dimensions and a floor. The GSEs may amend or interpret the requirements, so use the current PMIERs and the insurer’s latest calculation, not an old annual-report description, when judging present eligibility. See Essent’s 2025 Form 10-K.
State risk-to-capital rules are another measure, with requirements that vary by jurisdiction. MGIC’s 2025 annual report says the most common state requirements it describes allow a maximum risk-to-capital ratio of 25:1. MGIC reported a 10.0:1 ratio as of December 31, 2025. These are a company disclosure and a description of common rules, not a universal limit or a ratio directly comparable to MICAT or PMIERs. MGIC also says its calculation reflects credit for ceded reinsurance, so the treatment of reinsurance matters when comparing a reported ratio with another insurer’s. See MGIC’s 2025 annual report.
| Measure | What it addresses | Published example and scope | What not to infer |
|---|---|---|---|
| MICAT risk-based capital ratio | Capital adequacy under the Canadian federal mortgage-insurer framework | OSFI’s 2025 guideline sets a 100% minimum and 150% supervisory target for the specified framework | These thresholds do not apply universally or establish a fair value for an insurer’s shares |
| PMIERs available-assets coverage | Eligibility to insure loans acquired by Fannie Mae and Freddie Mac | Essent’s 2025 Form 10-K describes available assets meeting or exceeding minimum required assets calculated from risk in force | It is not the same measure as a state statutory capital ratio or MICAT |
| State risk-to-capital ratio | State statutory capital requirements applicable to a U.S. insurer | MGIC reported 10.0:1 at December 31, 2025; its report describes 25:1 as the maximum in the most common state requirements it discusses | The reported value, rule description and reinsurance treatment are company- and jurisdiction-specific |
What is a good risk-to-capital ratio for a mortgage insurer?
There is no cross-border answer. First confirm that the insurer reports a risk-to-capital ratio under a particular state regime, then read the applicable rule and company calculation. A ratio below a stated maximum may indicate room under that rule, but it does not by itself establish that the insurer is safe, comparable with another company or able to withstand a severe downturn. The exposure mix, reserve adequacy, assets, reinsurance and the rule’s treatment of ceded risk all matter.

Do not compare a U.S. risk-to-capital figure mechanically with a Canadian MICAT ratio or PMIERs coverage. One may relate capital to risk in force, another may be a risk-based regulatory capital ratio, and another tests eligible available assets against minimum required assets. They answer related but different questions. Compare each insurer with its own applicable requirements and present cross-jurisdiction measures side by side only with their definitions and limits made explicit.
How do you assess the risks behind the ratio?
A headline capital figure can look comfortable while the insured book becomes more concentrated or loss-prone. Read the company’s regulatory returns and filings for details on exposures, claims and protections. OSFI’s 2026 MICAT filing instructions illustrate the value of disaggregated reporting: they present mortgage balances and counts by LTV and credit-score bands, capital requirements along those dimensions, distinctions between bulk and individually insured mortgages, and origination-year breakdowns.
Recommended Free Tools
Risk in force and the insured loan mix
Risk in force is the insurer’s exposure to insured mortgage losses; it should be read alongside insured loan balances and the coverage structure, rather than treated as a claim amount that will necessarily be paid. Examine LTV bands, borrower credit quality, origination years or vintages, geography, and bulk versus individually insured business. Averages can conceal concentrations: one portfolio’s mean LTV or credit score does not show how much exposure sits in a riskier band or a particular cohort.
For Canadian MICAT, credit-quality adjustments depend on borrower credit scores at origination, while LTV is calculated using the outstanding balance and qualifying property value. That distinction matters: current house prices or a single average borrower score do not fully describe the risk treatment used in the capital framework. Compare like-for-like measures and understand when a figure describes conditions at origination rather than at the reporting date.
Delinquencies, claims and reserves
Look for trends in delinquencies, new claims, claim severity, paid claims and reserve development. A low current claim count does not establish that future losses will remain low: mortgage insurance exposure can persist over a long period, and housing stress can affect many borrowers at once. Assess whether reserve assumptions and claim experience remain credible across different origination vintages and economic conditions. Separate ordinary development from unusual or one-off effects where the filings provide enough detail to do so.

Reinsurance and counterparties
Reinsurance can reduce the insurer’s net exposure and influence a reported capital ratio, but it introduces reliance on the reinsurer’s ability and willingness to pay. Compare gross and net risk in force, the amount of exposure ceded, and how the capital calculation recognizes that protection. Consider counterparty concentration and recoverability when stress-testing claims. A lower net figure is not automatically equivalent to a stronger balance sheet if it depends on protection that may be impaired under stress.

Review the assets backing the insurer’s obligations, including their quality, liquidity and exposure to investment losses. This is especially important where an eligibility test focuses on available assets rather than all assets. Ask whether the assets counted toward a requirement would remain available and retain value when claims rise or markets are under pressure. Capital strength is less useful if the resources are not accessible when obligations come due.
Geographic and systemic concentration
Identify concentrations by region, housing market, borrower cohort or distribution channel where disclosed. A geographically or vintage-concentrated portfolio may respond differently to unemployment or falling home prices than a more diversified one. Consider correlated losses: a systemic downturn can simultaneously raise defaults, claim severity and capital needs, rather than producing isolated losses that can be averaged away.
How should you use financial-strength ratings?
Ratings offer an independent opinion on an insurer’s ability to meet obligations, but a letter grade is not proof of safety and is not the same as an equity recommendation. Read the rating action’s date, outlook, rationale and stress assumptions. Check which legal entity is rated: a publicly traded parent’s equity rating is not interchangeable with an insurance subsidiary’s claims-paying ability.
AM Best’s Rating Considerations: Mortgage Insurance, dated March 14, 2024, describes an analytical framework covering balance-sheet strength, capital adequacy under stress scenarios, operating performance, business profile and enterprise risk management. It describes its BCAR score as a risk-adjusted capital measure and notes the long exposure period and possibility of correlated severe losses in systemic downturns. Use the methodology as an example of what to investigate, not as a substitute for current rating actions or company filings. Check whether the methodology remains current and report the rating date and outlook if citing a specific rating. See AM Best’s mortgage-insurance methodology.

Agency opinions may differ, and related legal entities can carry separate ratings and outlooks. MGIC’s 2025 annual report illustrates that distinction in its disclosure of ratings. When comparing insurers, record the agency, rated entity, date and outlook for each opinion instead of collapsing them into a single label.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should you value a mortgage insurance company?
Start with a forecast and a downside case, not a valuation multiple. A fair-value estimate requires current share price and share count, financial statements, and explicit assumptions about future earnings and capital. The cited capital rules and company disclosures explain relevant risks, but they do not prescribe one valuation formula or establish a current fair value for any named stock.
Normalize earnings before applying a multiple
Mortgage-insurer earnings can be affected by premium seasonality, reserve development, investment income, housing stress and one-off items. Separate recurring earning power from unusual reserve movements or temporary conditions, using the company’s disclosures to explain each adjustment. Do not capitalize a favorable period as though it were guaranteed to recur, or assume that an unusually weak period represents a normal year without examining its causes.
Assess whether capital can support both growth and distributions
Estimate how much capital is genuinely deployable after regulatory minimums, supervisory targets, GSE eligibility buffers and the insurer’s operating needs. A high return on equity or attractive earnings multiple may not translate into shareholder value if growth requires substantial capital retention or if a downturn could push the company close to a constraint. Consider whether new business can be written without weakening eligibility or reducing the cushion needed to absorb losses.
Build operating assumptions from the insurance business
Link projected earnings and capital generation to new business, persistency, pricing, delinquencies, claims severity and reinsurance. These drivers affect both current income and the future amount of risk the insurer must support. Consider whether pricing compensates for the credit quality and LTV mix being underwritten, and whether claim trends are consistent with reserve assumptions. Treat reinsurance costs and recoveries as part of the earnings and risk picture, not as a free reduction in exposure.

Use valuation multiples as tools, not conclusions
Price-to-book, price-to-earnings and cash-flow measures can help compare companies, but only after earnings and capital are normalized and the businesses are sufficiently comparable. Adjust the interpretation for accounting differences, risk mix, leverage, jurisdiction, capital requirements and stress-case needs. A discount to book value does not prove undervaluation if the book value is exposed to losses or cannot be deployed; a low earnings multiple can reflect a market expectation of weaker future profits.
Stress the balance sheet and the valuation together
Model a range of downside assumptions for unemployment, home-price declines, borrower defaults, claim severity, investment losses and reinsurance recoverability. Track not only the effect on earnings, but also the effect on reserves, required capital and eligibility to write new business. A useful stress case shows whether the company could remain within its applicable constraints and how much capital would remain for growth or distributions. State the assumptions and avoid presenting a scenario as a forecast.
How do you compare two mortgage insurers fairly?
Use a common reporting date wherever possible, and note differences in accounting basis, jurisdictional definitions and legal-entity structure. Compare each insurer against its own applicable requirements rather than ranking unlike ratios as though they were one scale.
| Comparison area | What to line up | Why it matters |
|---|---|---|
| Capital cushion | Reported capital relative to each company’s applicable minimum and supervisory target | A ratio only has meaning in the regime that defines its numerator and denominator |
| Eligibility cushion | PMIERs or analogous eligibility coverage where relevant | Eligibility can affect the ability to insure future GSE-acquired loans |
| Exposure and reinsurance | Gross and net risk in force, ceded reinsurance and counterparty dependence | Reported net risk can depend on the effectiveness and recognition of reinsurance |
| Loan quality and concentration | LTV, borrower-credit, vintage, geography and business-channel mix | Similar capital ratios can support portfolios with different loss potential |
| Loss experience | Delinquencies, claim trends, severity and reserve development through stress | Current results may not reveal how exposures perform in a downturn |
| Ratings | Agency, legal entity, rating date and outlook | Ratings are opinions on specified entities and can differ by agency |
| Earnings durability | Normalized earnings, return on equity, pricing, persistency and capital generation | Reported earnings may be affected by seasonality, reserves or investment income |
| Valuation | Multiples on normalized earnings or book value, alongside stress-case capital needs | A cheap multiple can be misleading if losses or capital constraints impair future value |
If the disclosure bases do not align, identify the mismatch rather than forcing a numerical ranking. A sound comparison can conclude that one company has more cushion under its own framework while still declining to say that its ratio is higher, stronger or safer on an apples-to-apples basis.
What should your final assessment say?
A useful conclusion is specific about the kind of strength established and the uncertainty that remains. State the applicable rulebook and reporting date, whether the insurer has room above its relevant thresholds, what risks could erode that cushion, and how a stress case affects both capital and eligibility. Then explain whether normalized returns appear sufficient for the risks and capital retained. Do not convert a capital ratio or rating into a stock recommendation without a separate valuation analysis grounded in current market data and an explicit forecast.
