Evaluate a corporate relocation as a place-based change, not as a jobs headline. Define the project and the blocks it could affect, document conditions before the move, then track delivered jobs, housing changes, land use, transportation, services, environmental conditions and public costs after each milestone. Keep company projections, modeled regional effects and independently verified neighborhood outcomes in separate categories.
A sound evaluation answers two questions at once: what changed, and who gained or bore the cost? A relocation can add accessible jobs and public amenities while increasing rents, traffic or pressure on existing businesses. Your conclusion should therefore identify winners, costs, timing and the strength of the evidence rather than assign a single “positive” or “negative” label.
1. Define exactly what is moving and which Dallas area is affected
Start by describing the move precisely. “Headquarters relocation” may mean an executive office, a legal headquarters designation, a new operating center, or several teams moving in phases. Record the origin city, Dallas address, lease or construction schedule, expected opening, announced headcount, retained positions, new positions, contractors and any public incentive.
Then draw the study area before collecting results. Use the project parcel and adjacent blocks for direct effects, a corridor or transit catchment for access and development effects, and a wider comparison area only when a specific measure requires it. Do not silently treat all of Dallas or the entire Dallas–Fort Worth–Arlington metroplex as the neighborhood.

Questions to put in the project file
- What function is relocating: headquarters, executive offices, operating teams, or a mix?
- Where are employees moving from, and where will the Dallas site be?
- Is the project a new building, a leased floor, a campus expansion or a conversion of existing space?
- What are the construction, occupancy and hiring milestones?
- How many positions are retained, newly created, transferred, temporary or contractor roles?
- Which blocks, transit stations, business corridors and service areas could plausibly experience direct effects?
- What city, county, state or transit incentives are proposed, approved, paid or still conditional?
2. Establish a baseline before attributing any change
Collect a pre-move baseline for the same geography and definitions you will use later. A single “before” snapshot is weak if the project takes years to build; use several periods where possible and mark the date of every observation. Repeat the measures after construction, opening, each hiring milestone and the end of any incentive-performance period.
| Outcome | Baseline and follow-up measures | Definitions to keep consistent |
|---|---|---|
| Jobs and access | Total positions, new versus relocated or retained positions, wages, benefits where available, occupations, local hires, training enrollment and completion | Count a job once; distinguish employee, contractor, temporary and remote roles. Define “local” by residence, hiring location or another stated rule. |
| Housing | Asking and effective rents, sale prices, units by tenure, new and preserved housing, affordable units, eviction filings and household composition | Keep the same unit types, time period and geography. Asking rents are not the same as signed leases or household payments. |
| Land use and public realm | Occupancy, building use, storefront openings and closures, pedestrian conditions, promised public spaces and actual access | Record whether an amenity is announced, under construction, open to everyone or limited by hours, fees or events. |
| Transportation | Transit access and use, walking and cycling conditions, traffic, parking demand, loading activity and infrastructure changes | Separate project-generated trips from background growth and note whether a count is a one-day observation or a recurring series. |
| Services and environment | Demand on streets, utilities, public safety, sanitation, parks and other services; local noise, air, heat, flooding or open-space conditions | Identify who pays for added capacity and whether a benefit or burden is concentrated on particular blocks. |
| Public finance | Announced and paid grants, abatements or reimbursements; public infrastructure costs; realized taxable value and revenue; performance conditions | A maximum award is not a payment, and a projected tax benefit is not realized revenue. |
Dallas’s planning framework supplies a useful checklist. ForwardDallas 2.0, adopted in September 2024, is the city’s long-term future-land-use vision. City planning materials also organize work around mobility, economic development, parks and environmental conditions. The older forwardDallas! archive separates land use, economic, housing, transportation, urban-design, environment and neighborhood elements and includes implementation and monitoring material. Use the current plan for policy decisions; use the archive as a map of topics and prior indicators, not as a substitute for current policy.
3. Use a repeatable evaluation sequence
- Inventory commitments. Save the announcement, council records, development approvals, incentive agreements and site plans. Enter every promised job, investment, space, hiring, training, public-access and completion date in a tracking sheet.
- Map the geography. Create separate boundaries for the parcel, immediately adjacent blocks, the relevant corridor or transit catchment and any comparison areas. Label each map with the date and data source.
- Collect the baseline. Gather the housing, employment, business, transportation, service and environmental measures listed above for several pre-move periods when available.
- Set milestone dates. Monitor construction start, certificate of occupancy, opening, job-hiring thresholds, training completion, public-space opening and each incentive payment. A five-year job promise needs annual checks, not a single review at the end.
- Verify delivery. Ask for realized headcount, residence and wage distributions, occupied square footage, tenant and storefront activity, public-space hours and documented payments. Label figures supplied by the company or city as reported figures until independently checked.
- Test alternatives. Compare the study area with similar areas that did not receive the project, or compare the relocation site with the realistic no-project or alternate-site scenario. Record other changes, including transit investment, rezoning, housing construction and nearby employers.
- Publish uncertainty. State whether each result is observed, reported, modeled or merely announced. If the design cannot separate the relocation from other changes, say that an outcome occurred during the same period rather than claiming the company caused it.
4. Count jobs without overstating the benefit
Job totals are often the most visible promise and the easiest to misread. Separate jobs that are genuinely new to the region from positions moved from another office, retained jobs that would have remained, contractor work and temporary construction employment. A relocation may increase Dallas employment while reducing employment at the origin site; both facts belong in the ledger.
Minimum job fields
- Announced, approved and filled positions, each with its date.
- New, relocated, retained, temporary and contractor status.
- Occupation, full-time or part-time status, wage range and benefits where available.
- Employee home ZIP code or another stated measure of neighborhood access.
- Recruitment source, local-hiring target, training seats and training completions.
- Vacancies, turnover and whether the jobs remain at the Dallas site.
For the current Dallas example, the city’s January 9, 2026 announcement says Atlético Dallas plans to move its headquarters from Richardson to Expo Park. It describes retention of 12 existing jobs and up to 85 new jobs over five years, along with local-hiring and workforce-development commitments. Those figures are prospective commitments in the announcement. They should become verified outcomes only after headcount, hiring geography and milestone completion are documented.

5. Measure housing pressure and displacement, not just new construction
A new employer can increase demand for nearby housing, but the effect depends on job wages, commuting patterns, available supply, investor activity and broader market conditions. Track both prices and who can remain. Rising asking rents alone do not prove that the relocation caused displacement; stable rents can also mask displacement if lower-cost units disappear or households move before leases renew.
Useful housing indicators
- Median and distribution of asking and effective rents by unit size.
- Sale prices, assessed values and property-tax changes.
- New units permitted, completed and occupied, separated by market-rate and income-restricted status.
- Vacancy, tenure and household-size changes.
- Eviction filings, lease nonrenewals, notices to vacate and informal displacement reports where available.
- Small-business and commercial-lease changes that may precede residential pressure.
Compare these measures with similar Dallas neighborhoods and with the project’s construction and hiring timeline. Report which renters, homeowners, businesses and blocks experience the change. If data are available only at a larger geography, identify that limitation instead of presenting a citywide or ZIP-code trend as a parcel-level result.
6. Examine land use, businesses and public space
Relocation plans often promise a visible change in how a site meets the street. Check whether the proposed use was built, occupied and accessible. A street-facing retail area that is leased but closed most days has a different neighborhood effect from a regularly open business. A public outdoor space may be publicly owned yet practically restricted by hours, events, security rules or fees.

7. Evaluate transportation, services and environmental conditions
Measure how people and public systems experience the project. A transit-accessible site may reduce some car trips while increasing event-day traffic, delivery activity or parking demand. A headquarters can add pressure to utilities, streets, sanitation, emergency response and public-space maintenance even when the building itself is privately financed.
Transportation checks
- Distance and safe walking route to the nearest DART station and bus stops.
- Transit boardings, project employee mode share and peak-period traffic where data exist.
- Parking occupancy, spillover into residential blocks, loading activity and curb changes.
- Pedestrian and bicycle counts, crossing conditions and crash history.
- Infrastructure delivered by the project or paid for by public agencies.
Services and environment
- Utility, drainage, waste, street-maintenance and public-safety demands.
- Noise, heat, air quality, tree canopy, stormwater and open-space changes.
- Whether environmental benefits or burdens fall on the same residents who receive the fewest economic gains.
Record who financed each improvement and whether maintenance is funded after opening. A new sidewalk paid from a city budget is a public cost even if it supports a private project.
8. Put public incentives on a net-benefit ledger
Identify every grant, tax abatement, reimbursement, fee waiver, infrastructure contribution and performance agreement. For each, record the authorized maximum, amount actually paid, payment date, qualifying investment, job or wage condition, clawback, reporting requirement and expiration. Then compare realized public costs with realized—not projected—taxable value, revenue, jobs and other benefits.
Do these 3 things before closing this tab:

The record illustrates why the agreement itself matters: the public ledger must use its actual terms, milestones and payments rather than a headline maximum or an assumed return.

Questions for each incentive
- What legal instrument authorizes it, and which government entity pays?
- What must the recipient deliver, by when and at what location?
- Are jobs measured by headcount, payroll, residency, wage level or another definition?
- What happens if construction, hiring or occupancy targets are missed?
- Are public infrastructure and ongoing operating costs included?
- When will the city publish compliance and payment records?
9. Keep regional statistics in their proper place
Large-area statistics can provide context, but they cannot establish what one company did to one neighborhood. Attach every number to its geography, period, subject and method.
| Published figure | What it measures | What it cannot prove |
|---|---|---|
| 314 corporate headquarters moved to Texas and announced 7,360 new jobs during 2015–2024, reported by the Texas Economic Development & Tourism Office through the Texas Comptroller in 2025 | Statewide announced relocation activity over a ten-year period | The effect of one Dallas move, or whether every announced job was filled |
| 154 headquarters relocations landed in the Dallas–Fort Worth–Arlington metro during 2015–2024, from the same Texas source | Metro-level relocation count | A Dallas city or neighborhood count, or a causal neighborhood effect |
| The Texas Comptroller estimates 1.6 indirect jobs per new relocation job, plus $2.3 billion in added Texas GDP and $1.6 billion in added disposable personal income for 2015–2024 | Modeled statewide economic effects | Observed indirect jobs, income or GDP in a particular neighborhood |
| DART’s summary of UNT Economic Research Group work reports $18.1 billion in direct regional impact from development within one-quarter mile of DART light-rail stations over 25 years | Station-area development over a long regional period | The impact of a single company relocation |
| For 2022–2024, the DART summary reports $1.0 billion direct impact, $1.9 billion total impact, 5,295 direct jobs, 9,422 total employment and $724.2 million in labor income | Station-area activity during the stated three-year period | A project-specific or neighborhood-specific result |
| The same DART summary reports 10% residential and 12.6% commercial rent premiums for transit-oriented developments | Reported premiums associated with transit-oriented development | Rent increases caused by a corporate relocation |
Use these figures to explain the broader setting, then return to site-level evidence. Do not combine a statewide modeled multiplier, a metro relocation count and a station-area premium into a single estimate for the neighborhood.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.10. Apply a credible comparison before claiming causation
A before-and-after chart shows timing, not cause. To make a stronger causal argument, identify one or more similar areas that did not receive the relocation and compare their changes over the same periods. Similarity should cover housing stock, transit access, prior development, income, employment mix and exposure to other projects—not merely distance from downtown.
Build the comparison explicitly
- Choose the study area and comparison areas before looking at the post-move results.
- Match the pre-move trend in the outcome you are testing, such as rents, storefront vacancy or transit use.
- List simultaneous changes: rezoning, rail or road work, other employers, stadium or event development, housing projects and policy changes.
- Compare the timing of each change with construction, opening and hiring milestones.
- Report whether the relocation area changed more than the comparison areas, and how uncertain that conclusion remains.
If no defensible comparison exists, use language such as “rents rose during the same period as the relocation” or “the project coincided with increased foot traffic.” Reserve “caused” for evidence that addresses competing explanations.

11. Worked example: evaluating the Expo Park announcement
The City of Dallas announcement on January 9, 2026 says Atlético Dallas will relocate its headquarters from Richardson to Expo Park. It describes approximately 12,000 square feet near the Fair Park DART station, 1,500 square feet of street-facing retail, a planned supporters bar and public outdoor uses, retention of 12 existing jobs and up to 85 new jobs over five years. It also describes local hiring and workforce-development plans.
Those details define an evaluation plan, not a completed outcome. Before the move, record existing occupancy, storefront vacancy, rents, transit use, parking, pedestrian conditions, business mix, public-space access and service conditions around the site. During delivery, verify the square footage, opening dates, employee counts, local hires, training completions, retail occupancy and public-space access. After opening, compare those measures with the baseline and a similar area near a DART station that did not receive the headquarters.
The founder and chairman, Matt Valentine, said the relocation would put down roots in a historic and culturally significant part of Dallas and create a hub for community, creativity and connection. That quotation accurately represents the company’s intention. It is not independent evidence that those effects have occurred, so test each part of the statement with observable measures: who uses the space, how often, under what conditions and with what effects on nearby residents and businesses.

12. Report results so readers can audit them
For every published number, state the publisher, date or period, geography, definition and status. A compact results table can prevent accidental overstatement.
| Claim | Evidence label | Required qualification |
|---|---|---|
| The company will add 85 jobs | Announcement or commitment | “Up to 85 new jobs over five years,” attributed to the January 9, 2026 city announcement |
| The site has 85 new jobs | Verified outcome only if documented | Provide the measurement date, filled positions and counting method |
| Transit development raises rents by 10% | Reported station-area association | Keep the transit-oriented-development scope and do not attribute it to the relocation |
| The incentive costs $X | Public payment | Use the amount actually paid and distinguish it from an authorized maximum |
13. Common evaluation mistakes and fixes
- Mistake: treating an announcement as proof. Fix: create a commitment register and verify each milestone.
- Mistake: using statewide or metro totals as neighborhood evidence. Fix: label the geography and use site-level measures for the local conclusion.
- Mistake: counting every announced position as a new local job. Fix: separate relocated, retained, filled, contractor and temporary roles.
- Mistake: equating higher rents with displacement. Fix: examine tenure, affordable supply, evictions, lease changes and household movement together.
- Mistake: ignoring public-space restrictions. Fix: document actual hours, access rules, programming and maintenance.
- Mistake: reporting a maximum incentive as a payment. Fix: use the agreement, payment records and performance conditions.
- Mistake: claiming causation from a before-and-after chart. Fix: use a comparable area or state clearly that the change merely coincided with the move.
- Mistake: measuring only aggregate growth. Fix: show distribution by resident group, worker, business and block.
14. A practical monitoring checklist
Review the project at opening, six or twelve months later, annually during the hiring period and when each incentive condition is due. Keep a dated evidence log and preserve the original definitions.
- Site, phase, opening and occupancy status verified.
- Announced, retained, relocated and filled jobs separated.
- Wages, occupations, local access and training tracked.
- Rents, sales, housing supply, tenure and displacement indicators updated.
- Storefronts, vacancies, public-space access and pedestrian conditions observed.
- Transit, traffic, parking, walking, cycling and service demand measured.
- Environmental burdens and benefits checked on affected blocks.
- Incentive authorizations, payments, milestones and clawbacks recorded.
- Comparison areas and other concurrent projects listed.
- Every conclusion labeled as announced, reported, observed or modeled.
The strongest Dallas neighborhood evaluation is therefore a transparent account of delivery and distribution. It shows what the company promised, what residents and public agencies experienced, what changed relative to comparable places, and which costs and benefits remain uncertain.
