The price-to-sales (P/S) ratio is a useful first screen for a construction stock, not a verdict. It compares the company’s equity market value with its revenue, but says nothing directly about profit, cash generation, contract risk, or whether reported sales will continue. A sound evaluation calculates P/S on a stated date and period, compares genuinely similar contractors, then tests the ratio against margins, contract terms, cost exposure, backlog quality, cyclicality, and balance-sheet risk.
What the price-to-sales ratio actually measures
P/S expresses how much investors are paying for each unit of a company’s reported revenue. For a public company, the two equivalent calculations are:
- Share-price method: share price divided by sales per share.
- Market-capitalization method: equity market capitalization divided by revenue for the same period.
For example, a hypothetical contractor with a $500 million market capitalization and $1 billion of trailing-12-month revenue has a P/S of 0.50. That means the market values its equity at 50 cents for every dollar of the stated revenue. The ratio does not mean the company earns 50 cents, or any profit, on each revenue dollar.
Keep the numerator and denominator consistent. If the numerator uses the current market capitalization, label the denominator as trailing revenue or a specific forward estimate. State the calculation date, the revenue period, and whether the share count is basic or diluted when using per-share data. A trailing P/S and a forward P/S answer different questions and should not be mixed in a peer table.

P/S also measures equity value, not enterprise value. Two contractors with identical sales and market capitalizations can have very different debt, cash balances, lease obligations, or working-capital needs. Those differences can make the same P/S ratio represent very different risks for equity holders.
Why construction revenue needs extra scrutiny
Revenue is not interchangeable across contractors
A heavy-civil contractor, specialty trade contractor, engineering-services firm, materials supplier, and diversified infrastructure company may all report construction-related sales while operating with different margins, contract structures, customers, and capital requirements. Compare companies with similar activities, geographic exposure, end markets, contract types, and reporting periods. A diversified company’s consolidated P/S should not be treated as though every segment has the economics of its largest business.
Low margins magnify small execution errors
Construction companies can generate large revenue totals while retaining a relatively small gross profit. A cost overrun, delayed project, labor shortage, change-order dispute, or materials-price increase can therefore have a disproportionate effect on earnings. Read gross and operating margins over several years rather than relying on one favorable quarter. Ask whether revenue growth came with stable project economics or with shrinking profitability.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesContract form changes the risk behind sales
Fixed-price work places more cost-overrun risk on the contractor. Cost-plus arrangements can provide a different level of protection, while other contract forms distribute risk in still other ways. Review the mix disclosed in annual reports and determine whether a rising P/S is supported by contracts that can preserve margins when labor, subcontractor, equipment, or material costs move against the company.
Construction is cyclical
Annual reports commonly identify recessions, customer business cycles, supply-chain disruption, inflation, interest rates, and material-price increases as causes of cyclical fluctuations. A period of strong awards may not persist when financing conditions change or customers defer projects. A low P/S during a peak revenue year can be misleading if sales are about to fall; a higher P/S during a temporary downturn may look less expensive when normalized revenue recovers.
A repeatable process for evaluating a construction company
1. Define the comparison set
Start with companies that earn revenue in comparable ways. Separate, where possible, heavy civil and transportation work, building construction, specialty contracting, engineering services, and materials operations. Record each company’s principal geographies, public- and private-sector exposure, customer concentration, and major end markets. Exclude a company from a tight peer comparison if its mix is materially different, or create separate groups instead of averaging all ratios together.
2. Fix the date and revenue basis
- Write down the market date used for each share price or market capitalization.
- Choose trailing-12-month revenue, the latest fiscal-year revenue, or a forward estimate.
- Use the same choice for every peer in the comparison.
- Note whether the figures are reported, continuing-operations figures, or analyst estimates.
- Check that fiscal year-ends and currency conversions do not create a false difference.
If you use market capitalization, multiply the share price by the appropriate diluted share count and make sure the revenue period is clearly identified. Recalculate the ratio when the share price changes materially; the denominator does not make a current market value permanent.

3. Calculate and display the ratio
Put the calculation in a worksheet rather than quoting an unexplained screen value. A useful row includes market capitalization, revenue period, revenue, P/S, and the date of the market value. For a hypothetical example:
| Company | Market capitalization | Revenue period | Revenue | Illustrative P/S |
|---|---|---|---|---|
| Contractor A | $500 million | Trailing 12 months | $1 billion | 0.50 |
| Contractor B | $900 million | Trailing 12 months | $1.2 billion | 0.75 |
These figures are illustrative, not market observations. Contractor A’s lower ratio would only be interesting after testing whether its sales have comparable margins, contract risk, backlog quality, and balance-sheet exposure.
4. Compare growth with margin direction
For each company, chart several years of revenue, gross margin, operating margin, and operating income. Then ask:
- Is revenue growth accompanied by stable or improving gross margin?
- Did operating margin fall while sales rose?
- Are margin changes explained by contract mix, inflation, project close-outs, or unusual items?
- Does management disclose recurring execution problems or one-time benefits?
A contractor with a higher P/S may deserve more attention if its growth is accompanied by durable margins and predictable execution. A lower P/S can signal that investors expect margin deterioration, not that the shares are mispriced.
5. Read contract and cost disclosures
Annual reports describe exposure to fixed-price contracts, labor, subcontractors, equipment, materials, and project execution. Identify which costs the contractor can pass through to customers and which it must absorb. Look for provisions concerning claims, disputes, liquidated damages, change orders, and estimates to complete. Revenue growth is less valuable when the company must spend disproportionately more to finish the work.
Also read the revenue-recognition policy and the discussion of contract estimates. Construction results can depend on estimates of total contract cost, progress, and expected margin. A change in those estimates can alter current-period revenue or profit even when the physical project has not changed in the same way.
6. Test backlog without treating it as guaranteed sales
Backlog is generally an estimate of revenue remaining on awarded or contracted work. Definitions differ, so copy the company’s definition and determine whether it includes options, unsigned awards, joint ventures, or other categories. One filing defines backlog as estimated revenue on uncompleted contracts, net of recognized revenue, and cautions that it may not accurately represent revenue in any particular period.

Evaluate backlog quality using these questions:
- When is each portion expected to convert into revenue?
- What gross and operating margins are expected on that work?
- How much is fixed-price versus cost-plus or another form?
- How concentrated is it by customer, geography, public agency, or end market?
- Can projects be delayed, canceled, or repriced?
- Does the company have a history of completing similar projects at its original estimates?
Backlog can improve visibility while still producing weak cash flow or poor returns. Award timing, project duration, contract type, and cost mix all affect what the number means.

7. Examine cyclicality and input-cost exposure
Separate demand risk from execution risk. Demand risk arises when customers reduce awards or postpone projects. Execution risk arises after the work is won, when the contractor must deliver at an acceptable cost. Review prior downturns, changes in public and private awards, inflation, interest-rate sensitivity, and supply interruptions. Consider how quickly revenue would decline if new awards slowed, and whether fixed overhead could be reduced.
8. Check balance-sheet and cash-flow risk
P/S ignores debt and cash, so inspect the balance sheet separately. Review debt maturities, interest expense, cash, operating cash flow, capital spending, and large changes in receivables, contract assets, contract liabilities, and payables. A business may report strong sales while cash is tied up in work in progress or disputed receivables. Compare operating cash flow with net income over several years and investigate persistent gaps.
For an equity investor, also consider guarantees, bonding capacity, letters of credit, pension obligations, lease commitments, and contingent claims where disclosed. These items can affect the company’s ability to bid for work and withstand a project loss even though they are not visible in the P/S formula.
9. Build a range of outcomes
Instead of declaring a ratio cheap or expensive, model what must be true for the valuation to work. Use a bear case with lower revenue, weaker margins, delayed backlog conversion, or higher financing costs; a base case using disclosed plans; and a bull case with successful execution and stronger awards. Recalculate implied market capitalization at each revenue and margin outcome. This makes the P/S a starting assumption rather than a stand-alone buy or sell signal.
What company filings can reveal: a Granite Construction example
Granite Construction’s filings illustrate why segment and year matter. Its reported construction gross margin was 10.9% in 2023, 14.4% in 2024, and 15.7% in 2025. Those are company-specific figures for the construction segment, not construction-industry averages. The company’s materials segment reported different margins, so a consolidated ratio does not describe every operation equally.
Granite reported $745.6 million of contracting-services backlog at December 31, 2024, and estimated that $630.5 million would be completed during 2025. Those figures were estimates stated at the 2024 report date, not a general rule that 84.5% of any contractor’s backlog converts within a year. The company also said backlog changes may not predict future revenue, margins, net income, or EBITDA and warned that supply delays could delay projects or reduce expected margins.

Approximately 80% of Granite’s contracting-services revenue each year came from public-sector projects, according to its 2024 annual report. That exposure can make the timing of public budgets, appropriations, and agency awards particularly relevant to the company; it should not be generalized to the construction sector. When reviewing another contractor, replace this example with that company’s own customer and end-market mix.

Is there a good P/S ratio for a construction company?
There is no defensible universal threshold established for construction companies. A ratio that looks low for a high-margin specialty contractor may be normal or even risky for a thin-margin, fixed-price builder. Sector averages can also hide differences in geography, project type, accounting period, leverage, and cycle position.
Use relative questions instead of a magic number:
- Is the company’s P/S below or above genuinely comparable peers on the same date and revenue basis?
- Are its gross and operating margins higher, lower, or more volatile than those peers?
- Does backlog provide credible near-term work, and at what expected margin?
- Is the discount explained by debt, customer concentration, contract disputes, or weak cash conversion?
- Would the ratio still look attractive if revenue normalized after a peak award cycle?
A lower P/S becomes more informative when the company has comparable or better margins, resilient contracts, credible backlog conversion, and manageable balance-sheet risk. If those conditions are absent, the discount may simply compensate investors for expected losses.

Using a consolidated ratio for unlike segments
Mistake: comparing a diversified contractor with a pure-play specialty firm without adjusting for materials, services, or other businesses.

Mixing trailing and forward figures
Mistake: pairing today’s market capitalization with one company’s trailing revenue and another’s forecast revenue.

Calling a low P/S undervalued
Mistake: assuming a discount proves the market is wrong.
Correction: look for the reason for the discount in margins, project estimates, claims, backlog timing, cyclicality, leverage, and cash flow.
Counting backlog as cash
Mistake: treating the backlog total as guaranteed revenue, profit, or free cash flow.
Correction: check the company’s definition, expected timing, contract type, margin, cancellation rights, and historical execution.
Ignoring the denominator’s quality
Mistake: focusing on sales growth while materials, labor, subcontractor, or equipment costs rise faster.
Correction: track gross margin, operating margin, and cash conversion alongside revenue.
Relying on one year
Mistake: annualizing a peak or trough caused by a single project or cycle.

Bottom line
P/S is best used as an entry point: calculate it transparently, compare like with like, and then determine what each dollar of sales is worth after contract risk, costs, margins, backlog, cyclicality, and cash needs are considered. Construction revenue can look large and dependable while producing little profit or cash. A lower ratio alone is not evidence of undervaluation, and backlog alone is not a guarantee of future results. The strongest analysis explains both why the observed P/S might be attractive and what could make that conclusion fail.
