Do not start with a national return-on-investment percentage. Start with your home’s likely sale outcome if you make the improvement, compare it with the outcome if you do nothing, and subtract the project’s complete cost—including financing, carrying time, permits, disposal, and transaction effects. Then decide whether the remaining benefit justifies the risk and the time you will live with the work.

The 2025 Remodeling Impact Report from the National Association of REALTORS® and the National Association of the Remodeling Industry (NARI) is useful for setting expectations, but it is not an appraisal or a promise. Its estimates come from surveys and a standardized 2,300-square-foot, post-1978 home with no concealed problems and typical-quality materials. Your neighborhood, house condition, scope, timing, and contractor bids can produce a very different result.

What “paying off” actually means

Cost recovery is not profit

The report’s headline percentages are estimated cost recovery: REALTORS® estimated the value added at resale, and NARI members estimated project costs. A 100% estimate means the modeled value added equals the modeled cost. It does not mean the owner earns a 100% profit, receives guaranteed appreciation, or gets every dollar back after commissions, taxes, financing, moving costs, or delays.

For a personal decision, use this calculation:

Likely net benefit = incremental sale proceeds + separately valued concessions avoided − project cost − carrying or financing cost − incremental transaction cost

“Incremental” means the difference between selling with the work and selling the same home as-is. Do not count one benefit twice. If a repaired roof raises the expected price and also removes a roof credit, that credit is already part of the price comparison unless your agent has valued it separately.

Four different outcomes can all matter

  • Financial return: the net amount left after all costs.
  • Marketability: whether the home attracts more qualified buyers or fewer objections.
  • Risk reduction: whether safety, water intrusion, failed systems, or inspection problems are resolved before listing.
  • Personal use: the value you receive while living in the home before the sale.

A project can score well on one axis and poorly on another. NAR deputy chief economist Jessica Lautz described the distinction this way: “Homeowners undertake remodeling projects for numerous reasons, but what remains intriguing is the disparity between the joy experienced post-remodel and the actual cost recovery.” Treat enjoyment as a real benefit, but do not label it resale profit.

Use this six-step estimate before approving work

1. Set the sale horizon and objective

Write down when you expect to list and what problem you are solving. Separate work that is necessary to make the property safe, functional, or marketable from discretionary upgrades intended mainly to raise the price.

In the 2025 consumer survey, 27% cited upgrading worn finishes or materials, 19% improving energy efficiency, 18% wanting a change, and 18% preparing to sell within two years as remodeling motivations. These percentages describe reasons people remodel; they do not establish that any one motivation produces a return.

  • If you may sell within months, favor visible, quick, low-disruption work and repairs that will appear in an inspection.
  • If you will remain for several years, include the value of using the improvement during that period and allow more time for a carefully scoped project.
  • If the work is required by insurance, code, a lender, or a safety concern, evaluate it first as a sale-enabling repair rather than as an investment.

2. Define the smallest complete scope

Describe exactly what will change: rooms, surfaces, fixtures, structural elements, finish level, brands or grades, demolition, disposal, permits, inspections, cleanup, and completion date. Ask contractors to price the same written scope so the bids are comparable.

Require each written bid to identify labor, materials, permit fees, disposal, site protection, allowances, taxes, contingency assumptions, and payment schedule. Ask what is excluded and what conditions would trigger a change order. A low bid that omits permits, hazardous-material handling, subfloor repair, electrical work, or finish touch-ups is not a low total cost.

The report’s modeled costs assume a 2,300-square-foot, post-1978 home with no concealed problems and standard or typical-quality materials; top-of-the-line materials are excluded. Hidden rot, outdated wiring, asbestos, structural movement, difficult access, or local labor shortages can make your actual cost much higher.

3. Get a local sale estimate, not a national guess

Ask a local real-estate professional to compare recent closed sales and current competing listings in the same neighborhood and price range. Request two ranges:

  1. The likely sale price, buyer pool, concessions, and time on market if you leave the home as-is.
  2. The likely outcome after the proposed scope is completed.

Give the agent the written scope and realistic completion date. A kitchen that is acceptable in one price tier may be a liability in another; a roof replacement may be essential where buyers and insurers demand it but unnecessary where the existing roof has documented remaining life. The official guidance emphasizes that every home and neighborhood differ: a presale project right for one home may not benefit another.

4. Convert the two outcomes into a net estimate

Use the agent’s range rather than a single optimistic number. Subtract the complete contractor cost, financing interest, utilities and insurance during delay, storage or temporary housing, and any additional transaction expense. Include a contingency for uncertainty if the bid does not already contain one.

Keep a separate line for concessions or repairs avoided after inspection. For example, if the as-is scenario assumes a buyer credit for a failing roof, compare that credit with the cost of replacing the roof; do not add the same credit again as a price increase. Time-to-sale and a larger buyer pool are valuable only when local evidence supports them, so describe them as uncertain when they are based on judgment alone.

5. Compare resale payoff with appeal and personal use

NAR and NARI report three different measures: estimated cost recovery, REALTOR®-perceived buyer demand, and homeowner “Joy Scores.” Use the measure that matches your goal. If you will enjoy a renovated room for three years, record that utility explicitly instead of quietly treating it as resale value. If the project mainly removes an objection, value the avoided concession or failed inspection risk rather than assuming an equal increase in price.

6. Approve only the smallest scope supported by evidence

Choose the version that solves the documented problem and fits the neighborhood. Angie Hicks, co-founder of Angi, summarizes the positioning risk as: “You want to keep up with the Joneses, but you don’t want to beat the Joneses.” Matching the quality expected by nearby competing homes can help; substantially exceeding it can leave you paying for finishes the market will not recognize.

What the 2025 national benchmarks say

The following figures are estimated cost recovery from the 2025 NAR/NARI report. They are survey-based national benchmarks for the report’s modeled home, not guaranteed returns for a particular property.

Project Estimated cost recovery
New steel front door 100%
Closet renovation 83%
New fiberglass front door 80%
New vinyl windows 74%
New wood windows 71%
Basement conversion 71%
Attic conversion 67%
Complete kitchen renovation 60%
Minor kitchen upgrade 60%
Bathroom addition 56%
New primary suite 54%
Bathroom renovation 50%

These rankings do not say that a steel door is always a better decision than a bathroom repair. A door replacement may be a small, visible scope in a home whose entry is dated; a bathroom renovation may be necessary to correct a leak or severe deterioration. Your local comparable sales and bids determine whether a national ranking applies.

For context only, the report estimates total U.S. home-remodeling spending at $603 billion in 2024. That figure describes the size of the market, not the return on your project.

What agents recommend and what buyers appear to want

The report separately asked REALTORS® which presale projects they recommend and where they observed increased buyer demand. Those answers measure professional observations, not sale-price causation.

Item REALTOR® presale recommendation REALTOR®-reported increased buyer demand
Painting the whole home 50% Not stated
Painting one interior room 41% Not stated
New roofing 37% 43%
Kitchen upgrade Not stated 48%
Bathroom renovation Not stated 35%

Painting

Painting is frequently recommended because worn, highly personalized, or inconsistent finishes can make photos and showings harder. Ask your agent which rooms are actually limiting appeal. A whole-home repaint is not automatically justified if only one room is visibly damaged. Use a durable, neutral finish appropriate to the home’s price tier, and include surface preparation, trim, patching, and cleanup in the scope.

Roofing

A roof with active leaks, known end-of-life condition, or insurance difficulty can create inspection and financing obstacles. Confirm remaining life with a qualified roofer and obtain documentation. If the roof is serviceable, replacing it solely for a national percentage may not pay off; compare the replacement cost with the credit or price reduction local buyers are likely to request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Entry doors and closets

The report’s highest estimated recoveries were a new steel front door at 100%, a closet renovation at 83%, and a fiberglass front door at 80%. These projects can be relatively contained, but the result still depends on the existing door, installation quality, weather sealing, hardware, and the expectations of nearby homes. A closet redesign should improve usable storage without sacrificing a bedroom or adding expensive custom features buyers will not value.

Windows and conversions

New vinyl windows were estimated at 74% recovery and wood windows at 71%; basement and attic conversions were 71% and 67%. Verify permits, egress, insulation, moisture control, ceiling height, heating and cooling, and whether local buyers count the space as legal living area. An attractive finished room that lacks required approvals may create an objection instead of a premium.

Kitchens, bathrooms, and additions

The report estimated 60% recovery for both complete and minor kitchen renovations, 56% for a bathroom addition, 54% for a new primary suite, and 50% for a bathroom renovation. Large projects carry more schedule and hidden-condition risk. If the layout works, a targeted repair, updated lighting, hardware, paint, or damaged-surface replacement may address buyer objections without replacing functional cabinets, plumbing, or appliances. If a bathroom leaks or cannot function safely, repair the underlying problem first and treat cosmetic upgrades as optional.

Line item What to record
As-is sale outcome Agent’s expected price range, concessions, likely marketing period, and condition assumptions
Improved sale outcome Price range after the exact scope, with comparable sales supporting the estimate
Incremental proceeds Improved outcome minus as-is outcome
Concessions or objections avoided Only separately supported amounts; do not duplicate a price increase
Project cost Comparable written bids including labor, materials, permits, disposal, and contingency
Carrying and financing cost Interest, extra utilities, insurance, storage, temporary housing, and delay-related costs
Incremental transaction cost Any additional selling or tax expense caused by the project
Personal-use value Your stated benefit from using the improvement before moving
Decision Proceed, reduce scope, repair only, or sell as-is, with the uncertainty noted

Use low, middle, and high cases for both sale outcomes and costs. If the project is attractive only in the most optimistic combination, it is speculation rather than a robust presale decision.

Timing, contracts, and execution risks

Protect the listing schedule

Set a completion deadline that leaves time for inspections, photographs, cleaning, staging, and correction of punch-list items. A project that delays listing into a weaker seasonal or local market can erase a paper gain. Ask contractors about material lead times and inspection scheduling before work begins.

Control change orders

Have the contract state who approves changes, how labor and materials are priced, and whether the schedule moves. Keep a written record of permits, invoices, warranties, lien releases, and final inspections. Those documents help an agent explain the work and help you identify costs that were not in the original bid.

Do not hide defects

Cosmetic work cannot substitute for correcting water intrusion, structural problems, unsafe wiring, failed heating or cooling, or other material defects. Concealing a problem can create disclosure and legal risk and may produce a failed inspection after you have already spent the money.

When selling as-is is the better choice

  • The estimated incremental proceeds are lower than the complete project and carrying cost even before allowing for overruns.
  • The work cannot be completed with a reliable schedule before your planned listing.
  • Local comparable homes do not support a higher price for the proposed finish level.
  • The project requires major structural or system discovery, and bids cannot establish a credible range.
  • You would need to over-improve beyond the neighborhood to make the design feel complete.
  • The home’s main issue is price, location, layout, or lot characteristics that remodeling will not change.

In those cases, obtain an as-is pricing strategy, disclose known defects as required in your jurisdiction, and decide whether a targeted safety or maintenance repair is still worthwhile.

A practical approval checklist

  • Define the sale date, personal-use period, and single objective for the work.
  • Obtain at least two comparable written scopes and verify permits and exclusions.
  • Ask a local agent for as-is and improved outcome ranges based on recent comparable sales.
  • Separate price effect, concessions avoided, marketability, risk reduction, and personal enjoyment.
  • Calculate net benefit after project, financing, carrying, delay, and transaction costs.
  • Test low, middle, and high cases; reject a plan that works only in the high case.
  • Select the smallest scope that solves the documented buyer or condition problem.
  • Set a completion buffer for inspections, photography, cleaning, and repairs.
  • Keep permits, warranties, invoices, and completion records for the listing file.
