Estimate a large AI coding project from the model calls your team expects to make—not from the repository’s line count. Sample representative tasks, record each call’s input, cached input, cache writes when billed, and output, then apply the exact rates and billing rules for the model and service your workflow uses. Scale that measured task cost by the project’s expected workload, add a range for uncertainty, and revise the forecast against actual usage.

What drives token cost in an AI coding project?

A repository’s size is not a bill. The bill comes from the workload sent through a particular service: the model, the calls made, the tokens charged in each category, and any separately billed tools or service charges. Two teams working in the same codebase can have different costs because they ask different questions, supply different context, use different models, and run different agent workflows.

Token count is also not a fixed conversion from words, bytes, or lines of code. Tokenization can vary by model, encoding, and language. The amount an agent sends may include selected source files, instructions, prior conversation, tool results, and other context. Its answer may include code, explanations, or reasoning-related output. A context window is a capacity limit, not a prediction of how many tokens a request will consume.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OpenAI’s Help Center article “Understanding and counting tokens” cautions that a lower price per million tokens does not necessarily mean a lower total cost: models can tokenize the same text differently and produce different amounts of output or reasoning. Compare the cost of a representative task, not just the input price in isolation.

Choose the billing route and rate card first

Before counting, specify how the team will access the model. Direct API usage and a coding assistant subscription or credit plan are not interchangeable accounting routes. An API bill may depend on model-specific token rates and separate usage categories. An assistant plan may include an allowance, convert usage to credits, apply plan-specific limits, or handle overages according to subscription channel. Calculate each route using its own published rules.

Record the model identifier and service for every workflow you expect to use. If different tasks use different models, forecast them separately. Rate cards can distinguish uncached input, cached input, cache writes, output, context-length tiers, batch processing, or other modifiers. A rate is applicable only if its conditions match the actual request and billing route. Current prices and plan rules are volatile; check the official pricing documentation at the time you make the budget decision. The relevant official references include OpenAI API pricing, Anthropic pricing documentation, and GitHub Copilot model pricing documentation; the figures and policies below are service-specific, not universal.

For GitHub Copilot, the current model-pricing documentation accessed October 13, 2026 states that one AI credit equals $0.01 USD. Plan allowances and whether additional credits can be purchased depend on the plan and subscription channel, so do not infer the project’s total bill by multiplying credits by that conversion alone without checking the applicable allowance and terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Anthropic’s current pricing documentation accessed October 13, 2026 describes a 50% discount on input and output tokens through its Batch API. This is specific to that API and those token categories; verify whether the selected model, request, and workflow qualify before including the discount in a forecast. Do not apply it to cached tokens, another provider, or a different route unless the applicable pricing documentation explicitly says it applies.

Build a workload model from project tasks

Start with the work the agent will do, not a guessed “tokens per developer” average. Separate the project into task types because context and call patterns differ. Discovery may involve searching and summarizing files; implementation may require repeated edits and tool calls; debugging may involve logs, tests, and retries; review may inspect a large diff and return findings.

Define scope and task mix

  1. Set the forecast period. Specify project duration and whether you need a monthly, milestone, or whole-project estimate.
  2. Count expected users and sessions. Record the number of developers and plausible agent sessions per person over the period. Treat these as workload assumptions, not vendor statistics.
  3. List task categories. Include the activities actually planned, such as codebase discovery, implementation, debugging, test generation or execution, and code review.
  4. Estimate task volume by category. For example, forecast how many typical implementation tasks and debugging sessions the team expects. Keep rare, demanding work separate rather than hiding it inside an average.
  5. Map tasks to services and models. If discovery uses one model and implementation another, track each separately. Note features for which the model is selected automatically or not disclosed.

This task inventory is the multiplier that turns a per-task sample into a project forecast. It is also where a project estimate can go wrong: an accurate per-call price cannot rescue an unrealistic estimate of how often the team will use the agent.

Measure representative sessions

Run a sample against realistic repository context and the settings the team intends to use. Capture a short task, a typical task, and a demanding multi-step task. The demanding sample matters because an agent may inspect more files, invoke tools repeatedly, retry failed work, or produce a much longer response than it does for a one-shot question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Use real task instructions. Choose work that resembles the project’s normal requests and include the repository context the agent will actually have.
  2. Keep workflow settings representative. Use the intended model, agent configuration, context-selection behavior, and tool permissions. A tiny prompt without the repository context is not a useful proxy for coding work.
  3. Capture every model call. A multi-step task can contain several calls. Record calls individually, including sub-agent calls if the instrumentation exposes them, then sum them to get the task total.
  4. Record retries and tool activity. Note failed attempts, repeated calls, and separately priced tools or services. Do not assume a successful final answer represents the entire interaction cost.
  5. Save the model and rate tier with the measurements. Token counts without the model identifier and billing category cannot be reliably priced later.

Use usage telemetry instead of estimating tokens from the visible answer. OpenAI API responses expose per-request usage fields, and its Usage Dashboard can show current and past period activity. Dashboard data is in UTC, and organization or project filters affect what appears in a report. GitHub’s Copilot SDK documents an assistant.usage event for each model API call, including sub-agent calls, and an accumulated session metrics interface. GitHub says its billing documentation is the source of truth for AI credit conversion and premium-request accounting.

Record billable categories separately

Use one row per model call, or an equivalent telemetry export that retains the same detail. Do not combine categories when the provider prices them differently. A practical worksheet includes:

Field What to record Why it matters
Task ID and type Discovery, implementation, debugging, test work, review, or another defined category Lets you calculate per-task costs and scale by task mix
Call number and retry status Position in the session; whether the call is a retry or follow-up Shows the cost of multi-step behavior rather than just the first request
Service and model ID Exact product route and model identifier Rates and billing rules vary by model and route
Input tokens Uncached input tokens for the call Priced separately from output and potentially cached input
Cached input tokens Cached tokens, if reported May have a different rate from uncached input
Cache writes Cache-write tokens or charges, if separately priced Some rate cards distinguish creating a cache from reading cached input
Output tokens Output tokens reported for the call Often have a distinct price; longer generated work changes total cost
Modifiers Context tier, batch status, region, or another rate-card condition that applies Prevents using a base rate when a qualified tier or modifier applies
Other charges Separately billed tools or service charges, in their billing units These are not captured by token totals

Use the provider’s own usage fields and billing definitions. A visible transcript may omit or present differently some metered components, and counts from a tokenizer estimate are not necessarily the billable usage reported by the service.

Calculate cost per call and task

For a rate quoted in dollars per million tokens, the category cost is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

category cost = (category token count / 1,000,000) × category rate per million tokens

Then calculate each call by adding the separately priced categories and any non-token charges:

call cost = uncached input cost + cached input cost + cache-write cost + output cost + other charges

Some categories may not apply to a particular model or route. Use the actual rate card: if a category is not separately billed, do not invent a charge for it; if it is billed, do not fold it into a different category. Apply context tiers, batch conditions, and other modifiers only when the documented eligibility conditions fit the measured call.

Sum all calls to obtain the observed sample task cost. If you ran multiple samples in a category, keep the individual results as well as a useful summary such as the median. A single average can hide a long tail of expensive tasks; preserving the high-use example makes the range more realistic.

Illustrative arithmetic only

The following numbers are invented solely to show the calculation; they are not provider prices, observed usage, or a forecast for a real codebase. Suppose a sample call reports 120,000 uncached input tokens, 80,000 cached input tokens, and 20,000 output tokens. Suppose, only for this arithmetic example, the respective rates are $3, $0.30, and $12 per million tokens. The category costs are $0.36, $0.024, and $0.24, for a total of $0.624 for that call before any separate charges. In a real worksheet, replace each illustrative rate with the exact rate for the selected model, route, and applicable tier; replace the token counts with usage telemetry.

Scale from sampled tasks to a project forecast

For each task category, multiply the measured or chosen representative cost by the number of tasks expected in that category. Sum categories and any separately billed service charges:

project estimate = Σ (task cost by category × expected task count) + separately billed tools or service charges

If multiple developers share the workflow, use the team’s total expected task counts, or calculate per-person task counts and multiply by the number of developers. Avoid multiplying twice: either the task volume is already team-wide, or it is per developer and must be scaled once.

Make low, base, and high scenarios by varying assumptions that can materially change use. A base case can use the median of representative samples and the expected task mix. A low case can reflect a lighter workload or fewer retries; a high case can use observed higher-use samples, more multi-step work, or a clearly labeled conservative multiplier. These are planning scenarios, not provider estimates. State the assumptions beside the totals so a reviewer can see what would cause the forecast to move.

Scenario input Low case Base case High case
Tasks by category Lower plausible project workload Expected task mix and volume Higher plausible task volume
Tokens per task Lower-use representative sessions Measured median or most representative sample Observed demanding tasks and retries
Model mix Only if a lower-cost model is actually planned Expected model routing More use of higher-cost or longer-context model where plausible
Cache and batch assumptions Count only qualifying usage Use observed rates and documented eligibility Avoid assuming discounts or cache behavior without evidence
Result Calculated with same category rate method Calculated with same category rate method Calculated with same category rate method

A high scenario should not be an arbitrary multiplier presented as fact. If you use one because the sample is small or usage is volatile, label it and explain which uncertainty it covers—such as retries, context growth, or an expected increase in task count.

Forecasting a coding-assistant plan versus API spend

A bundled assistant plan may be easier to budget as a fixed subscription, but that does not necessarily reveal the marginal cost of each workflow. Separate the subscription or included credit allowance from paid usage, and check the plan’s current allowance, overage mechanism, purchase availability, and channel-specific rules. Do not translate a plan’s headline price into a per-token rate unless the service publishes enough information to support that conversion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For GitHub Copilot, most feature interactions show which model was used, according to GitHub’s documentation. Code review is an exception: model selection is automatic and undisclosed. Consequently, the public model rate table alone cannot establish the exact per-review cost for a particular request. Track actual plan usage or SDK metrics for this feature rather than claiming a precise unit cost from the published table.

If the service exposes usage metrics but the model or billing conversion is hidden for a feature, forecast that feature separately as uncertain. Keep it out of a supposedly exact model-by-model calculation, then reconcile its observed usage or credit accounting through the service’s own billing documentation and reports.

Common estimation mistakes and how to avoid them

  • Converting lines of code into tokens. There is no universal token-per-line conversion. Measure representative requests against the actual model and workflow.
  • Pricing only the prompt and visible answer. A coding agent can make multiple model calls and retries. Use per-call usage, including sub-agent calls where available.
  • Treating all input tokens alike. Cached and uncached input, cache writes, and output may have distinct rates. Preserve the categories from telemetry.
  • Assuming a large context window means a large bill. Capacity is not consumption. Price actual usage fields, not the model’s maximum context size.
  • Choosing a model by input rate alone. Tokenization and output volume can change end-to-end task cost. Compare a representative end-to-end task with the actual model choices.
  • Applying a discount too broadly. Check the route, model, and eligible token categories; a service-specific batch discount is not a general rate reduction.
  • Mixing API and subscription accounting. Keep direct API costs and plan credits or allowances separate unless the service’s billing rules explicitly combine them.
  • Using dashboard totals without checking filters and dates. Confirm organization and project filters, reporting window, and UTC boundaries before reconciling.

Reconcile the forecast against real usage

After an initial period, compare the estimate with API usage or the assistant’s billing and usage reports. OpenAI’s Usage Dashboard supports current and past period activity; API response usage fields let teams inspect individual requests. Because dashboard reports use UTC and filters change the included activity, align the forecast period and selected organization or project with the report being checked.

  1. Match periods and scope. Compare the same dates, team, project, and billing route.
  2. Compare categories, not just totals. Look for differences in input, cached input, output, and other billable usage where reports provide that detail.
  3. Find the task categories driving variance. Check whether the team ran more sessions, encountered more retries, or used longer multi-step workflows than expected.
  4. Update assumptions. Revise task counts, representative token usage, model mix, caching, and eligibility assumptions based on observed behavior.
  5. Refresh rates and plan terms. Recheck official pricing and plan documentation before using the revised forecast for a new budget decision.

A forecast is most useful as a revisable operating estimate, not a one-time promise. Keep its rate-card date, model IDs, sample basis, workload assumptions, and observed-versus-predicted variance alongside the result. When a model, agent setting, repository workflow, or billing plan changes, sample again rather than carrying forward a stale cost-per-task figure.
