Estimate a data center’s total cost with a lifecycle model, not a single price-per-megawatt figure. Define the facility, IT, capacity, time period and financial boundaries first; then total capital expenditure, recurring operating costs, expansion, refresh and retirement. Calculate energy from the site’s actual IT load, PUE and utility tariff, model reliability and utilization explicitly, and report undiscounted spend, annualized cost and—when appropriate—net present value. Every assumption should carry its date, geography, currency, scope and evidence quality.
1. Define what “total cost” means
A useful estimate starts with a written boundary. Two teams can quote radically different totals for the same building because one includes servers and software while the other counts only the facility. Record the boundary on the first page of the model and do not change it without versioning the estimate.
Choose the asset boundary
- Site and shell: land, surveys, civil works, building shell, roads, drainage and fit-out.
- Electrical infrastructure: utility interconnection, substations, transformers, switchgear, UPS systems, batteries, generators, fuel systems, distribution and grounding.
- Mechanical infrastructure: chillers, cooling towers, pumps, air handlers, liquid-cooling equipment, water treatment, drainage, fire suppression, controls and monitoring.
- IT equipment: servers or accelerators, storage, network equipment, racks, cabling and rack-management hardware.
- Connectivity and software: carrier circuits, cross-connects, operating-system licenses, application licenses, management tools and security platforms.
- People and shared services: operations, facilities, security, compliance, insurance, property taxes and corporate overhead allocated to the site.
Choose the lifecycle boundary
State whether the model covers design and construction, commissioning, routine operation, equipment refresh, expansions, migration and decommissioning. The Uptime Institute reference model covers construction and use but excludes decommissioning and disposal; add those costs when your decision includes the full asset life. Operating-system and application software are also outside that model and must be added if they are part of your service.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Choose the capacity boundary
Record all three of these values separately:
- Ultimate critical IT capacity: the maximum useful IT load the site is designed to support.
- Opening capacity: the capacity installed and commissioned on day one.
- Loading schedule: when servers, storage and network equipment actually occupy that capacity.
Do not call utility service size, mechanical nameplate capacity or white-space area “capacity” without defining it. Cost per megawatt is meaningful only when the numerator and denominator use the same critical-load definition.

Set financial conventions
Specify currency, price year, nominal versus real dollars, tax treatment, construction-period interest, discount rate, escalation rates, useful lives and residual value. Identify whether prices include sales tax, import duty, delivery, installation and commissioning. A model in 2026 dollars cannot be compared directly with a 2007-dollar benchmark until the price basis and scope are reconciled.
2. Build a bottom-up cost inventory
List every cost once, assign an owner and budget, and map the expected payment year. Costs often sit in separate IT, network, facilities, real-estate and corporate budgets; omitting a budget owner is a common way to omit a cost.
Capital expenditure categories
| Category | Include | Typical timing |
|---|---|---|
| Land and site | Purchase or lease premium, surveys, remediation, access, utilities and civil works | Before and during construction |
| Building and fit-out | Shell, raised floor or slab, rooms, security zones, fire-rated construction and finishes | Construction |
| Power | Interconnection, transformers, switchgear, UPS, batteries, generators, fuel storage, distribution and commissioning | Construction and commissioning |
| Cooling and water | Chillers, towers, pumps, air handlers, liquid-cooling loops, treatment, drainage and controls | Construction and commissioning |
| IT hardware | Servers or accelerators, storage, network gear, racks, cabling and rack management | Opening, expansion and refresh |
| Professional and project costs | Design, engineering, permits, legal work, project management, testing and commissioning agents | Pre-construction through handover |
| Financing and contingency | Interest during construction and a documented risk allowance | Construction |
| Growth capacity | Additional modules, substations, cooling plant, fit-out and IT purchased as demand arrives | Later phases |
Uptime Institute’s illustrative model separates servers, disk and tape storage, networking, rack-related items, kilowatt-related infrastructure, other facility costs, interest during construction, land, engineering and fire suppression. Use those categories as a completeness checklist, not as current prices: the example describes a particular high-density financial-services HPC facility and uses 2007 dollars.

Recurring operating expenditure
| Category | What to measure | Cost driver |
|---|---|---|
| Electricity | IT energy, cooling, UPS losses, pumps, lighting and auxiliaries; demand and time-of-use charges | Load shape, PUE and tariff |
| Water | Make-up water, treatment, sewer or discharge fees and liquid-cooling consumables | Cooling design, climate and local rates |
| Connectivity | Internet transit, private circuits, cross-connects, carrier diversity and remote-hands charges | Bandwidth, route count and contract terms |
| Staffing | IT, facilities, security, compliance, management, training, benefits and contractors | Coverage model, shifts and labor market |
| Maintenance | Preventive and corrective service, spare parts, batteries, filters, software support and testing | Asset count, warranty and service level |
| Fuel and testing | Diesel or other generator fuel, sampling, replacement and load-bank tests | Test schedule and outage assumptions |
| Property and site services | Insurance, property taxes, cleaning, landscaping, waste, pest control and security systems | Site area, jurisdiction and contract scope |
| Refresh and retirement | Server replacement, storage media destruction, recycling, removal and restoration | Useful life and technology cycle |
Uptime Institute identifies utility power and water, maintenance and replacement, staffing and security, and diesel fuel as operating categories. Include software and licenses when they are within your boundary, even though they are excluded from that reference model.
3. Gather the site inputs before pricing
Load and density
Obtain measured or engineered IT load by room, rack and phase. Capture average, peak and minimum load, rack density, liquid-cooled versus air-cooled equipment, storage growth and network power. A 3 MW critical-load label is insufficient if one option assumes 40 kW racks and another assumes 8 kW racks; density changes cooling, distribution and stranded-capacity costs.
Geography and tariffs
Use the actual utility territory, tariff sheet, taxes, fixed charges, contracted supply, demand-charge interval and time-of-use periods. Record currency and the date of each quote. If electricity is hedged or generated on site, model the contract, fuel and operating constraints rather than substituting a generic energy rate.
Reliability and maintainability
Write down the availability target, concurrent-maintainability requirement, fault-tolerance requirement, planned maintenance strategy and testing regime. Redundant generators, UPS modules, chillers, pumps, feeds and controls raise capital cost and can lower utilization; they also affect maintenance labor, losses and fuel testing. Do not hide a reliability decision inside a blanket contingency.

Schedule and phasing
Capture design start, procurement lead times, construction duration, commissioning, opening date, expansion dates and refresh dates. A delayed energization can create financing cost and idle staff; an early IT purchase can create warranty time and stranded capacity before revenue or workloads arrive.

4. Calculate energy and utility cost transparently
The basic relationship is:
Annual facility energy (kWh) = annual IT energy (kWh) × modeled PUE.
Calculate annual IT energy from the load shape, not merely the nameplate rating. If average IT demand is known, multiply average kilowatts by operating hours; if hourly data exists, sum each interval. PUE is total facility energy divided by IT equipment energy. You may instead model IT, cooling, UPS losses, pumps, lighting and auxiliaries as separate loads when the engineering data supports it.
Convert energy to a utility bill
- Apply the tariff’s energy rate to interval or monthly kWh.
- Calculate peak-demand charges using the tariff’s measurement interval and seasonal rules.
- Add time-of-use, fixed, taxes, contracted-supply and renewable-program charges where applicable.
- Model water, sewer, treatment and generator fuel separately; do not bury them in PUE.
- Reconcile the calculated bill to a utility quote or historical invoice and explain any difference.
Illustrative arithmetic: if a hypothetical site averages 1,000 kW of IT load, runs 8,760 hours, has a PUE of 1.5 and pays an illustrative $0.10 per kWh energy charge, annual facility energy is 13,140,000 kWh and the energy-only portion is $1,314,000. Demand, taxes, fixed charges, water and fuel are not included in that arithmetic. Replace every illustrative assumption with site data before using the result.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
PUE is not constant across climates, cooling designs, densities, redundancy levels or part-load conditions. Uptime Institute’s 2026 survey reports gradual average improvement, while legacy infrastructure and cooling constraints slow progress. Use a measured or engineered site value and model part-load operation instead of importing an industry average.
5. Put costs on a year-by-year cash-flow schedule
Build a timeline rather than multiplying a single annual number by the study period. Put each payment in the year or month it occurs, then apply escalation and discounting consistently.
| Phase | Cash flows to place on the timeline |
|---|---|
| Planning | Feasibility, surveys, legal work, design, permits and early utility deposits |
| Construction | Land, civil works, building, electrical and mechanical plant, project management, interest and contingency drawdown |
| Commissioning | Testing, fuel, temporary labor, integrated-systems tests, training and initial spares |
| Opening | IT hardware, software, connectivity activation, recruiting and operating reserves |
| Steady operation | Energy, water, staff, maintenance, insurance, taxes, connectivity and compliance |
| Expansion | New modules, plant, fit-out, IT purchases and incremental operating costs |
| Refresh | Replacement equipment, migration, licenses, disposal and installation |
| Retirement | Decommissioning, data destruction, recycling, site restoration and lease exit |
Report at least four outputs: total undiscounted lifecycle spend; annualized cost over the chosen period; net present value when the investment decision requires discounting; and cost per useful unit of capacity or workload. Keep capital, energy, staffing, maintenance and network totals visible rather than presenting one opaque total.
Annualized capital cost
Annualize capital with explicit useful lives and financing assumptions. The Uptime Institute example uses different assumed lives, including three years and fifteen years, and a real financing assumption. Those are scenario inputs, not defaults. A short life for IT hardware and a longer life for the building and electrical plant should appear as separate schedules.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems6. Account for utilization, reliability and stranded capacity
Two facilities with identical maximum megawatts can have different cost per delivered workload because one fills quickly and the other carries idle plant for years. Model the ramp month by month or year by year:

- IT utilization and average load by phase.
- Reserved but unused power and cooling capacity.
- Minimum operating load of chillers, pumps and UPS modules.
- Space, electrical and mechanical capacity stranded by a phased design.
- Revenue or workload volume associated with each phase, if the model is for a business case.
Reliability targets also change both capital and operating costs. A maintainable design may require duplicate paths and equipment that operate below full utilization. Planned-maintenance windows, testing hours, spare-parts inventories and specialist coverage belong in the operating model, not in an unexplained contingency.
7. Compare owned, colocation and cloud options on equal service
Total-cost analysis is useful only when alternatives deliver the same service. Align:
- IT capacity, workload, utilization and growth profile.
- Availability, recovery objectives, maintenance windows and geographic resilience.
- Networking, egress, cross-connects, security, compliance and software responsibilities.
- Migration, integration, data transfer, staffing and exit costs.
- Contract term, price escalators, taxes, support and hardware-refresh responsibility.
For an owned site, include every facility and corporate cost in the boundary. For colocation, include rack or power charges, remote hands, cross-connects, hardware, staff, network and migration. For cloud, include compute, storage, data transfer, managed services, licenses, observability, support, security and the engineering team required to operate the workload. A lower provider invoice is not a lower TCO if it excludes services the owned site would have supplied.
8. Use benchmarks only with their date and scope attached
Published figures are reasonableness checks, not universal prices. The following historical values illustrate why year, geography, density, resilience and scope must travel with every benchmark.
| Source and date | Reported value | Scope and qualification |
|---|---|---|
| Uptime Institute, 2007 | $101.8 million installed capital; $5.9 million annual operating expense | 2007 dollars; new high-density financial-services HPC data center; 20,000 square feet of electrically active floor area; particular Tier III assumptions |
| Uptime Institute research from 2017, reported in 2020 | About $90 million TCO over 15 years | An “average” concurrently maintainable 3 MW enterprise data center; dated secondary report, not a 2026 estimate |
| Historical estimate reported by Uptime Institute in 2022 | Approximately $12 million per MW | Average Tier III enterprise data center in 2010; excludes land and civil works |
| Uptime Institute provisioning report, 2020 | $7–8 million per MW for deployments of at least 20 MW; $8–9 million per MW for 5–19.9 MW | Global averages from a historical provisioning scope; validate local, current costs |
The detailed 2007 example is especially useful for category structure, not current market pricing. Its conclusion states:
“In this facility, site infrastructure capital costs exceed the capital costs of IT hardware, a result that will surprise many CFOs and CIOs.”
That observation describes the modeled facility. It does not mean infrastructure exceeds IT hardware in every design.
9. Run sensitivity scenarios instead of hiding uncertainty
Present a base case and a small set of named scenarios. Change one driver at a time for attribution, then run combined downside and upside cases.

Double counting electricity
Check that cooling and UPS losses are represented either in PUE or as explicit loads, not both. Confirm that a landlord or colocation invoice does not already include a facility-power component you added separately.
Mixing capacity definitions
Check every “per MW” number for critical IT load, utility service, mechanical capacity or white-space area. Convert all options to the same denominator before comparing.

Ignoring demand charges
Recalculate the bill from the tariff’s demand interval and seasonal rules. A low energy rate can coexist with a large peak-demand charge.
Hiding reliability in contingency

12. What current industry conditions change in the model
Uptime Institute’s Global Data Center Survey 2026 identifies high costs as the leading concern for digital-infrastructure teams and points to capacity forecasting, power availability, supply-chain disruption and staffing as growing pressures. Its report is broad industry context, not a site-specific construction rate or tariff. Translate those pressures into scenarios: a constrained utility interconnection, longer equipment lead times, higher labor rates, delayed expansion and slower PUE improvement.
“High costs remain the greatest concern for digital infrastructure management teams in 2026, but concerns around capacity forecasting, power availability and supply chain disruptions are growing.” — Uptime Institute Global Data Center Survey 2026
Refresh the model whenever the utility quote, design basis, equipment quotation, schedule, workload forecast or financing assumption changes. A TCO estimate is a controlled decision model, not a permanent price list.
Frequently Asked Questions
Should decommissioning be included in data-center TCO?
Include it when the decision covers the full asset life: budget data destruction, equipment removal, recycling, lease exit and site restoration. If the study ends at operations, state that the residual obligations are outside the boundary.
Is cost per megawatt a reliable way to compare facilities?
Only after matching critical-load definition, density, reliability target, geography, price year and included scope. Otherwise the denominator or omitted costs can make unlike facilities appear comparable.
How often should the estimate be updated?
Update it when a major input changes—utility tariff or interconnection, design capacity, equipment quote, construction schedule, workload ramp, staffing plan or financing assumption—and retain the prior version for auditability.
What is the difference between annualized cost and NPV?
Annualized cost spreads lifecycle spending over the selected period for comparison. NPV discounts each dated cash flow to a chosen present date, reflecting the time value of money; both require explicit useful-life, escalation and discount assumptions.
