There is no reliable single price for launching “a small satellite.” A defensible estimate starts by defining whether you mean the launch procurement package or the entire mission lifecycle. A launch-only estimate may cover the launch vehicle, dispenser, separation hardware and integration. A lifecycle estimate also includes spacecraft and payload development, systems engineering, testing, ground infrastructure, operations, management, schedule effects and risk. NASA recommends building that cost model early and maintaining it as the design and launch arrangement mature.

First define what “total cost” includes

Teams often compare a published launch price with a mission budget, even though the two figures have different boundaries. Write the boundary at the top of the estimate and list the dates, services and exclusions it covers.

Launch procurement cost

This is the amount required to get the spacecraft accepted, integrated and deployed. At minimum, examine:

  • Launch service or launch-slot price.
  • Dispenser, separation system or other deployment hardware.
  • Payload processing and integration services.
  • Mission-specific analyses, documentation, testing or safety work.
  • Any transfer vehicle, orbital deployment service or special interface required by the mission.

NASA’s CSLI 101 guidance treats the CubeSat dispenser, integration services and launch itself as launch costs that belong in the estimate. Do not assume an advertised “launch price” includes all three; ask the provider or integrator for an itemized scope.

Total lifecycle mission cost

A lifecycle estimate runs from formulation through operations and closeout. In addition to launch procurement, it normally scopes spacecraft and payload development, mission design, systems engineering, integration and test, ground systems, mission operations, program management, schedule effects and risk. NASA’s cost-estimating resources group work into programmatic, systems engineering, mission, launch, spacecraft-technology and operations categories. These are work areas to define, not universal percentage allocations.

State whether the estimate includes internal labor, purchased hardware, facilities, insurance, licensing, data services, disposal or post-mission operations. A total that excludes one of these may still be useful, but it must not be presented as the mission’s all-in cost.

Inputs that drive a small-satellite estimate

Before selecting a model or requesting prices, capture the mission facts that change both the launch opportunity and the work needed to reach it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Mass: wet and dry mass, propellant, margins and the mass delivered to the launch provider.
  • Envelope: maximum dimensions, mounting points, center of gravity and any keep-out zones.
  • Target orbit: altitude, inclination, local-time or Sun-synchronous requirement, injection accuracy and allowable orbital tolerances.
  • Deployment: dispenser type, separation mechanism, deployment direction, sequencing and whether a transfer vehicle is needed.
  • Schedule: desired launch date, latest acceptable date, tolerance for delays and the amount of launch-window flexibility.
  • Assurance: reliability, testing, safety, documentation, environmental qualification and any government or customer-specific requirements.
  • Services: orbit-raising or transfer, licensing support, special handling, additional telemetry, tracking or other mission-specific work.
  • Design maturity: current mass and volume uncertainty, interface definition, test status and expected design changes.

Record the source and date of each input. A provider cannot give a meaningful comparable quote when one option is based on a preliminary mass and another on a qualified flight configuration.

A practical estimating workflow

  1. Set the boundary. Name the estimate “launch procurement” or “total lifecycle mission cost.” Specify the period, currency, inflation or escalation treatment, included services and exclusions.
  2. Freeze an assumptions sheet. Put mass, envelope, orbit, deployment, schedule, assurance and service requirements in one version-controlled document. Give every assumption an owner and a date.
  3. Build a work breakdown structure (WBS). Decompose the mission into programmatic work, systems engineering, mission design, spacecraft and payload, launch, integration and test, ground systems and operations. Add management and schedule-risk activities rather than burying them in an unexplained percentage.
  4. Choose an estimating method that matches maturity. Early concepts can use analogy or parametric relationships; a more mature design can use supplier quotations and bottom-up labor and hardware estimates. NASA’s knowledge base identifies the NASA Instrument Cost Model (NICM), Small Satellite Cost Model (SCCM) and COMPACT as available tools. Check each model’s current access, assumptions, calibration and applicability before using its output.
  5. Phase the costs. Place development, testing, launch preparation and operations in the months or years when cash is needed. A single undiscounted total can hide a funding shortfall before launch.
  6. Estimate each launch path on identical assumptions. Compare delivered orbit, date, mass and volume, integration scope, assurance requirements, interfaces, customer workload and every service included in the price.
  7. Add integration and mission support as named line items. Identify who performs compatibility analysis, safety reviews, paperwork, physical integration, dispenser supply and launch-campaign support. Assign the cost to the responsible party.
  8. Represent uncertainty explicitly. Keep a base estimate, ranges and a risk register. Tie a range to a reason—such as uncertain mass, an undefined interface or a volatile manifest—instead of presenting an early point estimate as a quote.
  9. Revisit the model at design gates. Update it when the spacecraft configuration, provider, manifest, orbit, schedule or requirements change. NASA’s cost guidance says to develop a model early and maintain it throughout the program life cycle.
  10. Request written, mission-specific quotations. Send the same assumptions to each provider, broker or integrator. Compare offers only after normalizing what each party supplies and what remains your responsibility.

What belongs in a launch quote

Cost element Questions to ask Why it changes the total
Launch service What vehicle, orbit, injection accuracy and launch window are included? Is the price a starting figure, a one-time offer or a firm quotation? Orbit, schedule and performance requirements can move a mission to a different launch opportunity.
Dispenser or separation hardware Who supplies, qualifies and owns the dispenser or separation system? Is hardware included, rented or purchased separately? Hardware and qualification may be outside a headline launch price.
Integration Who performs interface control, compatibility analysis, safety reviews, documentation, fit checks and physical installation? “Integration” can mean different work packages; an integrator may perform substantially more work than a broker.
Mission-specific services Are transfer, orbital deployment, special handling, extra testing, licensing or additional telemetry required? These services are driven by the spacecraft and orbit, not by the generic rideshare slot.
Customer obligations Which tests, data packages, insurance, shipping, personnel travel and campaign activities must the customer fund? Unpriced customer work can become a major part of launch preparation.

NASA’s small-spacecraft launch guidance emphasizes that integration can involve multiple participants and requirements. Put the interface and responsibility matrix beside the cost table so that no task is counted twice or omitted.

Rideshare versus dedicated launch

In a rideshare, secondary payloads use the launch vehicle’s surplus mass, volume and other performance margins. This can reduce the spacecraft’s share of launch cost, but the primary mission often determines the orbit, launch date and concept of operations. A dedicated launch gives the mission more control, but the spacecraft bears a much larger share of launch and campaign costs.

Comparison axis Rideshare Dedicated launch
Orbit Usually inherits the selected primary mission’s orbit and deployment plan; verify injection accuracy and any transfer service. Can be selected around the spacecraft’s required orbit and ascent profile.
Schedule Depends on the primary manifest and may move when that mission moves. More control over launch timing, subject to vehicle availability and campaign readiness.
Mass and volume Must fit an available slot, dispenser and interface; late changes can affect acceptance. Can be tailored to the spacecraft, within vehicle performance and fairing limits.
Integration Several payloads and stakeholders share analyses, reviews and campaign rules. The customer may have a simpler stakeholder arrangement but a larger direct responsibility for the campaign.
Mission assurance Primary-provider safety and documentation rules apply; additional secondary-payload requirements may remain. Requirements are negotiated for the dedicated mission and can be more extensive.
Price structure Often lower for the launch slot, but dispenser, integration, transfer and customer work must be added. Includes a larger portion of vehicle, campaign and mission-support cost.

Choose the path by comparing the delivered orbit and schedule—not just the slot price. A cheaper rideshare that requires an unsuitable orbit, a transfer stage or a year of delay may have a higher mission cost than a more expensive option that meets the requirements directly.

Broker and integrator responsibilities

What a broker does

A broker matches a payload with an available launch opportunity. The broker may collect mission data, present candidate manifests and coordinate commercial terms, but the contract must state whether engineering, safety and physical integration are included.

What an integrator does

An integrator can perform compatibility analyses, manage interface documentation, coordinate reviews and physically install the spacecraft. An integrator may also provide the dispenser or separation hardware. In some arrangements one company performs both roles; in others, the broker, launch provider and integrator are separate parties.

How to allocate the work

Create a responsibility matrix with one row for every activity: interface control, electromagnetic compatibility, vibration and thermal analysis, safety documentation, shipping, fit checks, dispenser supply, launch-campaign support and anomaly handling. Mark the supplier, customer and price for each row. This prevents paying twice for the same service or discovering an unbudgeted task after contract signature.

Published figures: useful benchmarks, not mission quotes

Figure What it represents Limits
$350,000 starting price for approximately 50 kg NASA Small Spacecraft Systems Virtual Institute integration chapter, 2026, reporting a starting price for SpaceX Transporter Falcon 9 rides. It is source-specific and does not guarantee a price for every orbit, mass, schedule or mission. It is not a full mission budget. Recheck current provider terms and availability before budgeting.
$145 million average NASA small-spacecraft mission example NASA cost-estimating module, 2020. The example uses a 407 kg dry mass and a three-year development duration; its illustrative allocation assigns 21.0% to the launch vehicle and 6% to launch integration. It is a NASA example, not an average for a generic CubeSat or commercial spacecraft. Do not apply the percentages to another mission without analysis.

The first figure is a published starting point for one rideshare context. The second is a historical NASA estimating example with a much larger and longer-development mission. Neither replaces a written quotation built on your spacecraft’s assumptions.

How to model uncertainty without false precision

Early estimates are uncertain because the spacecraft, launch opportunity and requirements are still changing. Present a range and explain the drivers instead of attaching unexplained decimals to a single total.

  • Base case: the current design, selected orbit, expected schedule and identified services.
  • Low and high cases: credible alternatives such as a different manifest date, additional integration work or a transfer service.
  • Risk register: probability, consequence, owner, mitigation and the cost or schedule exposure if the risk occurs.
  • Estimate confidence: identify which lines are supplier quotes, which are bottom-up estimates and which rely on analogy or a parametric model.
  • Change log: record every revision to mass, envelope, orbit, provider, requirements and launch date so that cost changes are traceable.

Keep development, launch and operations uncertainty separate where possible. For example, an unresolved payload interface is a different risk from a manifest delay; combining both in one contingency factor makes the estimate harder to manage. Update the ranges as the design matures and replace assumptions with contract terms or test results.

A calculation structure you can maintain

Use a spreadsheet or cost tool with one row per WBS element and these fields:

  • WBS code and plain-language description.
  • Quantity, unit cost or labor basis, currency and price date.
  • Supplier, internal owner or estimating method.
  • Included and excluded scope.
  • Schedule phase and payment timing.
  • Base, low and high values with the reason for each range.
  • Risk reference and confidence rating.

Avoid adding launch integration again under spacecraft integration and again under program management. Define an element once, assign an owner, and document any shared cost allocation. Keep launch procurement, spacecraft development, operations and reserves as visibly separate subtotals before presenting a grand total.

Requesting comparable quotes

Send every provider, broker and integrator the same concise mission brief. Include the spacecraft’s current and maximum mass, dimensions, center-of-gravity limits, target orbit and tolerances, deployment method, desired and latest launch dates, schedule flexibility, assurance level, required transfer or special services, and the maturity of the design.

Ask each respondent to return:

  • Firm price, validity period, currency and payment milestones.
  • Exactly what launch, dispenser, separation, integration and campaign services are included.
  • Customer-furnished hardware, tests, documents, personnel and travel.
  • Orbit, injection accuracy, deployment timing and operational constraints.
  • Interface-control, safety, licensing and mission-assurance requirements.
  • Conditions that can trigger a price or schedule change, including mass, volume, orbit or manifest changes.
  • Cancellation, delay, rebooking and failure remedies.

Normalize all responses into the same WBS. A quote with a lower headline number is not lower on a like-for-like basis if it excludes a dispenser, transfer service or integration activity included by another respondent.

Common estimating mistakes and corrections

Using a launch-slot price as the mission budget

Correction: publish separate launch-procurement and lifecycle subtotals, then show what each includes.

Assuming “integration” has one standard meaning

Correction: list analyses, documentation, physical installation, dispenser supply and campaign support individually and assign responsibility.

Comparing different orbits or schedules

Correction: compare delivered orbit, deployment accuracy, launch date and delay tolerance before comparing price.

Applying a NASA percentage to a CubeSat

Correction: treat the 2020 NASA example as a benchmark for its 407 kg, three-year mission context, not as a universal ratio.

Presenting an early point estimate as a commitment

Correction: attach assumptions, ranges, confidence and a dated change log, then refresh the estimate at each design and procurement milestone.

Requesting quotes with different assumptions

Correction: use one mission brief and one comparison table for every provider, broker and integrator.

When the estimate is decision-ready

An estimate is ready to support a go/no-go or launch-path decision when the boundary is explicit, the spacecraft and orbit inputs are versioned, the WBS covers development through operations, integration responsibilities are assigned, at least two feasible paths have been normalized on the same assumptions, and uncertainty is visible. At that point, replace broad benchmarks with current written quotations and update the total as the design, manifest and requirements change.
