Estimate an AI data center from its actual IT workload and operating profile—not from a universal “watts per GPU” or “water per query” factor. First calculate annual and peak IT electricity, multiply annual IT energy by an explicitly chosen PUE to obtain total facility electricity, then estimate on-site cooling water with site WUE or a cooling-system model. Calculate water consumed by electricity generation separately. Publish low, central, and high cases with the utilization, climate, cooling, and grid assumptions that produce them.

What you are actually estimating

A credible plan has four separate outputs:

  • IT demand: the instantaneous load of servers, accelerators, storage, and networking, in kW or MW.
  • IT energy: the electricity those devices consume over a period, in kWh, MWh, or TWh.
  • Total facility electricity: IT energy plus cooling, power conversion, pumps, fans, lighting, and other overhead.
  • Water: on-site water used at the facility and water consumed in producing its electricity, reported as separate quantities.

Demand and energy are not interchangeable. A utility connection is sized for coincident peak demand (MW), while annual electricity procurement and emissions accounting use energy (MWh or TWh). Water planning normally uses annual volume, but cooling equipment also has hourly and seasonal limits.

The literature reviewed by Lawrence Berkeley National Laboratory (LBNL) in 2025 found more than a 10,000-fold spread in workload-level water-use results. That spread reflects different hardware efficiency, utilization, cooling systems, climates, and electricity supplies; it is not a usable water-per-query prediction for your site.

Step 1: Build an IT-load inventory

Start with equipment that will be installed and how it will operate. Do not use nameplate maximum power as an annual average unless the workload really sustains it.

Input What to record Why it changes the estimate
Accelerators and servers Model or class, quantity, measured or vendor average draw, peak draw, memory, and host-system power Accelerators may dominate load, but CPUs, memory, fans, and power supplies also consume electricity.
Storage and networking Storage devices, switches, optical equipment, and their average and peak power These loads remain even when accelerator utilization falls.
Utilization profile Average utilization, idle percentage, training and inference schedules, and batch or interactive behavior Power usually does not fall to zero at idle; utilization determines annual energy.
Operating hours Hours per day, days per year, maintenance outages, and seasonal operation 8,760 hours is a theoretical year, not necessarily the operating schedule.
Deployment timing Shipment, installation, ramp-up, and retirement dates A partially populated hall cannot consume its final nameplate load in year one.
Refresh schedule Expected equipment life and replacement timing New generations can change performance per watt and cooling requirements.

For each device class, calculate energy as average operating power multiplied by operating hours. If power changes by workload state, split the year into states rather than applying one blanket average.

Annual IT energy (kWh) = sum of [average power for each class (kW) × hours in that state].

Also calculate coincident peak IT demand: the maximum load expected when equipment, storage, and network components operate simultaneously. Keep this value separate from the annual average.

Step 2: Convert IT energy to total facility electricity with PUE

Power Usage Effectiveness (PUE) is defined as:

PUE = total facility energy ÷ IT equipment energy.

Therefore:

Annual facility electricity = annual IT electricity × PUE.

A PUE of 1.0 is the theoretical minimum: every unit of facility energy reaches IT equipment. Real facilities are higher because of chillers or other heat-rejection equipment, pumps, fans, uninterruptible power supplies, transformers, lighting, and controls. Use the value expected for your design, climate, and operating load; a national or industry average is not a substitute for a site calculation.

For peak planning, apply the design overhead to coincident IT demand rather than multiplying an annual average. Cooling and electrical losses can behave differently at part load, so a single annual PUE cannot prove that a utility service or generator is large enough for the peak.

Step 3: Estimate on-site water with site WUE

Water Usage Effectiveness (site WUE) normalizes water used at the data-center site—chiefly cooling water—by IT energy:

Site WUE (L/kWh) = annual site water use (liters) ÷ annual IT energy (kWh).

The first-pass calculation is:

Annual site water (liters) = annual IT energy (kWh) × site WUE (L/kWh).

Use the WUE expected from the selected cooling design and local weather. If the design is known, replace a generic WUE with a model that represents heat load, heat-rejection equipment, operating temperatures, economizer hours, water treatment, blowdown, and seasonal conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Site WUE excludes water consumed elsewhere to produce electricity. Keep that quantity separate so readers can see whether a low-water cooling design relies on a water-intensive electricity supply.

Step 4: Estimate electricity-related (source) water separately

Power plants can consume water while generating the electricity purchased by the data center. Source-water intensity varies with generation technology, cooling method, local weather, and the balancing-area or power-supply region.

Use:

Annual source water (liters) = electricity used (kWh) × source-water consumption factor (L/kWh).

Decide whether “electricity used” means IT energy or total facility energy. For a lifecycle estimate, total facility electricity is generally the relevant quantity; state the choice explicitly. Report the result as source or indirect water, not as site WUE.

LBNL’s 2024 U.S. analysis distinguishes site WUE from source WUE and uses balancing-authority and power-plant data. Its method does not automatically include an individual power-purchase agreement or behind-the-meter generation. If your project has either, model that supply explicitly instead of applying a generic grid factor.

A worked example with transparent assumptions

The following is an illustration of the method, not a benchmark for a real facility. Replace every assumption with measured or designed values.

Assumption Illustrative value
Accelerator and server IT load during active operation 8,000 kW
Average annual IT utilization 70%
Operating time 8,760 hours per year
Other IT (storage and networking) 800 kW average
Design PUE 1.25
Site WUE 0.30 L/kWh
Source-water factor 0.45 L/kWh of total facility electricity
  1. Accelerator/server energy: 8,000 kW × 70% × 8,760 hours = 49,056,000 kWh.
  2. Other IT energy: 800 kW × 8,760 hours = 7,008,000 kWh.
  3. Total annual IT energy: 56,064,000 kWh, or 56.064 GWh.
  4. Annual facility electricity: 56.064 GWh × 1.25 = 70.08 GWh.
  5. Annual site water: 56,064,000 kWh × 0.30 L/kWh = 16,819,200 liters, or 16,819 m³.
  6. Annual source water: 70,080,000 kWh × 0.45 L/kWh = 31,536,000 liters, or 31,536 m³.

The example’s site and source water must not be silently added to a single “data-center water” number. If you present a combined figure, label it as source-inclusive water and show both components beside it.

How to create a useful range instead of false precision

Produce at least three cases. Change the assumptions that are genuinely uncertain, rather than adding an arbitrary percentage to one result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Case IT and utilization Facility assumptions Water assumptions Purpose
Low-resource case Lower installed load, slower ramp, or lower utilization Higher-efficiency electrical and cooling operation Lower site WUE and lower source-water factor where supported by design and supply Best case for permitting, resource planning, or a delayed deployment
Central case Most defensible schedule and average utilization Design PUE at expected operating load Design WUE and representative local electricity factor Primary budget and infrastructure estimate
High-resource case Higher coincident load, sustained training, or faster ramp Part-load penalties, hot weather, or less favorable cooling performance Higher WUE and source-water factor Stress test for utility, water, and emergency capacity

Show which variables drive the spread. Utilization, accelerator count, PUE, cooling mode, climate, and electricity supply often matter more than small arithmetic differences. LBNL’s June 2026 U.S. report uses sensitivity analysis and compounded-uncertainty scenarios rather than one deterministic forecast; follow that principle for a project estimate.

Cooling choices change both power and water

Cooling removes the heat produced by IT equipment. The choice affects electricity, direct water, operating temperatures, maintenance, and resilience.

Air-cooled chillers and dry heat rejection

Air-cooled systems can be attractive when minimizing on-site water is a priority because they avoid or reduce evaporative cooling. Their electricity use and performance depend on outdoor temperature, equipment efficiency, and the amount of mechanical cooling required. Hot conditions can raise power demand and reduce available capacity.

Water-cooled chillers and cooling towers

Water-cooled systems can handle substantial cooling requirements efficiently, but cooling towers consume water through evaporation. Blowdown—the intentional discharge used to control dissolved solids—also creates makeup-water demand. Tower consumption is linked to heat load and the efficiency of heat removal, not simply to the number of servers.

Direct liquid cooling

Liquid delivered close to processors can support high heat densities and may reduce air-moving energy. The facility still needs a heat-rejection loop, pumps, controls, and a method for rejecting heat outdoors; therefore, “liquid cooling” alone does not determine site water use.

Economizers, adiabatic systems, and operating practice

Economizers can use favorable outdoor conditions to reduce compressor hours. Adiabatic assistance can lower temperatures by evaporating water during hot periods, trading lower electrical demand for water consumption. Temperature and humidity set points, airflow management, maintenance, and control quality affect both PUE and WUE. DOE FEMP identifies these operating practices as material to cooling performance.

LBNL’s 2024 analysis modeled nine common cooling configurations and simulated thermodynamic performance across facility types and U.S. weather stations. That work illustrates why a generic WUE is a weak substitute for a site and design model; it does not establish a universal ranking of cooling technologies.

Location and electricity supply inputs

  • Climate: hourly temperature and humidity determine free-cooling opportunities, chiller efficiency, and hot-weather peaks.
  • Utility region: the balancing area and generation mix affect source-water consumption.
  • On-site generation: generators, fuel cells, or other behind-the-meter resources require their own efficiency and water assumptions.
  • Contracts: a power-purchase agreement may change the accounting boundary, but it does not automatically change physical water consumption unless the supplied electricity is physically modeled that way.
  • Water availability: drought restrictions, discharge limits, treatment requirements, and seasonal allocation can constrain a design even when annual volume looks modest.

National figures for context—not a facility estimate

LBNL’s 2026 U.S. data-center report gives scale context. Its reference case projects 649 TWh of U.S. data-center electricity in 2030, with a compounded-uncertainty range of 521–843 TWh. The reference estimate equals 11.8% of total U.S. electricity in 2030, with a scenario range of 9.5%–15.3%.

Use scoping tools before detailed engineering

LBNL provides a PUE Estimator for an initial PUE estimate and DC Pro for a broader data-center profile and recommendations. They are useful screening aids when a design is still incomplete. Treat their outputs as planning estimates, not as a stamped engineering assessment, utility interconnection study, or site-specific water model.

Common mistakes and how to correct them

Using accelerator nameplate power as annual consumption

Problem: nameplate power describes a limit or design point, while annual energy depends on utilization, idle draw, operating hours, and deployment timing.
Fix: model workload states and a ramp schedule, then report both average and coincident peak demand.

Multiplying by PUE twice

Problem: applying PUE to a number that already includes cooling or facility overhead inflates the result.
Fix: define the boundary: PUE multiplies IT energy to produce total facility energy exactly once.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calling all water “WUE”

Problem: site WUE covers water at the facility; source water belongs to electricity generation.
Fix: calculate and label site and source values separately, with a clearly named combined boundary if needed.

Applying a national average to one location

Problem: climate and grid mix can make the same IT load perform very differently.
Fix: use local weather and utility or balancing-area data, and document any behind-the-meter supply.

Reporting one precise number

Problem: uncertain utilization, cooling design, and supply factors make a single figure look more certain than it is.
Fix: publish low, central, and high cases and identify the assumptions that move each result.

A reporting template readers can audit

For each scenario, publish the following fields:

  1. Installed IT capacity (kW) and expected coincident peak IT demand (kW).
  2. Average utilization by workload state and operating hours.
  3. Annual IT energy (kWh or MWh), with storage and networking included.
  4. PUE, its operating-load basis, and annual facility electricity.
  5. Cooling configuration, climate dataset or weather location, and site WUE (L/kWh), if used.
  6. Annual site water in liters or cubic meters, including evaporation, blowdown, and other on-site cooling demand.
  7. Electricity-supply region or specific behind-the-meter source and the source-water factor.
  8. Annual source water, clearly separated from site water.
  9. Deployment schedule, refresh assumptions, and the date of the estimate.
  10. Low, central, and high results with a short sensitivity explanation.

This format lets a reviewer replace one assumption—such as utilization or cooling mode—without rebuilding the entire estimate.

Bottom line for project decisions

Begin with the equipment and workload, convert IT energy to facility energy with the project’s PUE, and calculate site cooling water with a design-based WUE or thermodynamic model. Add electricity-related source water only as a separate, explicitly labeled result. The defensible answer is a range tied to utilization, climate, cooling, and power-supply assumptions—not a universal AI number.
