To estimate what an office lease will really cost, total the base rent, every tenant-billed building expense, separately paid utilities and services, and other recurring charges for each lease year. Then add one-time costs such as tenant-funded improvements and moving, and account for concessions such as free rent and a usable improvement allowance. The lease—not the advertised rate or a calculator—determines what is payable.
What “full cost” means
An office lease has more than one useful cost figure. A monthly rent quote is a payment amount for a particular period; it may leave out building expenses, services, or project costs. A complete comparison should keep three views distinct:
- Recurring occupancy cash cost: what the tenant expects to pay during each lease year for rent, pass-throughs, direct bills, and other recurring charges.
- Full-term cash outlay: the sum of those payments over the modeled term, adjusted for rent-free periods and other concessions, plus one-time costs and deposits or other obligations as applicable.
- Economic or present-value cost: a comparison that discounts future payments to a present amount. It requires a stated discount rate and timing convention; there is no single required rate established here.
NAIOP’s 2024 terminology treats tenant occupancy cost broadly: it can include rent, the tenant’s share of operating costs such as taxes, insurance and common-area maintenance (CAM), personal-property taxes and tenant insurance, and may include depreciation or amortization of tenant improvements. For a cash-budget estimate, keep actual cash payments visible rather than treating an accounting measure as if it were a bill.

Build a lease-cost worksheet before comparing quotes
Use one row per lease year, plus separate rows for one-time costs and concessions. A worksheet can be a spreadsheet or another calculator, but it should preserve the inputs and assumptions rather than produce only one monthly figure.

| Worksheet line | What to record |
|---|---|
| Area and rate basis | Quoted area; whether it is rentable or usable; rate per square foot or total rent; payment period; and the area basis used to allocate expenses. |
| Base rent | Starting rate, scheduled changes, lease commencement, partial periods, and the actual payment schedule. |
| Building expenses | Each tenant-billed item, such as taxes, insurance, CAM, and any payable management or administrative charge; the allocation share and any base-year or expense-stop treatment. |
| Direct utilities and services | Utilities and services that are separately metered, billed back, or contracted directly, such as internet or janitorial service, where applicable. |
| Other recurring charges | Parking, after-hours HVAC, and other charges that apply to the premises and are not already included elsewhere. |
| Concessions and project costs | Free-rent periods, landlord work, usable tenant-improvement allowance, tenant-funded build-out, moving, furniture, and other one-time costs. |
| Other obligations | Deposits, restoration obligations, and any other costs or liabilities stated in the proposal or lease. |
Record the source of each input: a fixed lease term, landlord estimate, historical statement, or your own forecast. That lets you distinguish contractual amounts from estimates that may change.
Normalize the area, rate, and lease period
First make sure each proposal is being measured on the same basis. A rate per square foot is not directly comparable to a total monthly payment until you know the rate period and the area to which it applies. Record whether the quoted suite area is rentable or usable, and confirm which area the lease uses to calculate base rent and which area it uses for expense allocation. Do not assume those figures or conventions are identical.
Convert rates to a consistent period, then apply the stated rent area. For example, when the lease quotes an annual rate per square foot:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Annual base rent: quoted annual rate per square foot × the lease’s stated rent area.
- Monthly equivalent: annual base rent ÷ 12, before adjustments for commencement timing, abatement, partial months, or a different payment schedule.
The monthly equivalent is a comparison aid, not necessarily the first invoice or the amount due in every month. Align the worksheet to the lease’s commencement date and lease years. If the lease begins partway through a calendar month or year, use the contract’s actual proration and payment terms instead of assuming a full year of rent.
Identify what the lease structure includes—and what it does not
Labels such as gross, modified gross, and net or NNN give an initial clue about how expenses are divided. They are not a complete list of tenant obligations. Definitions, inclusions and exclusions, the expense allocation clause, and any base year or expense stop in the actual lease control the calculation.

| Structure | Starting expectation | What to verify in the documents |
|---|---|---|
| Gross or full-service gross | More building expenses may be included in the quoted rent. | Which operating costs are included, whether utilities and services are included, and whether expenses above a base year or stop are passed through. |
| Modified gross | Some expenses may be included and others passed through. | List each included and separately billed item. Identify the allocation method and any expense adjustments. |
| Net or NNN | The tenant generally has property-expense obligations in addition to base rent. | Read the agreement’s actual definitions and scope. Do not assume every item commonly associated with NNN or CAM is included or excluded. |
For each proposal, make an inclusion list and an exclusion list. An expense should appear once in the estimate: if it is included in the quoted rent, do not add it again as a pass-through. If the lease charges it separately, give it its own worksheet line.
Calculate base rent for each lease year
Enter the starting rate and every scheduled change in the period when the lease says it takes effect. Keep the schedule aligned to lease years rather than automatically using calendar years. The worksheet should show the rate, applicable area, resulting rent, and timing of any change for each period.
Then account for commencement timing, partial months, abatement, and free rent. Show a concession in the period when it affects cash payments, rather than reducing the face rent without explanation. This preserves the difference between the stated rent schedule and what the tenant expects to pay. If a proposal does not state how a partial period or concession is applied, mark the estimate as unresolved until the terms are confirmed.
Estimate pass-throughs and the tenant’s share
Break out each expense that may be billed in addition to base rent. Common examples in occupancy-cost definitions include property taxes, building insurance, and CAM. Add management or administrative charges only if the agreement makes them payable, and list other defined operating expenses separately so an estimate can be checked against a later statement.
A common pro-rata method divides the premises’ net rentable area by the building’s net rentable area. That is a useful starting point, not a universal formula. The lease may set a different denominator, exclude spaces or expenses, or use a base-year or expense-stop comparison. Use the contractual method and apply it to eligible expenses as written.

A practical calculation is:
- Tenant share before adjustments: eligible building expense × the lease-defined allocation percentage.
- Amount billed under a base-year or expense-stop clause: apply the comparison and exclusions stated in the agreement to the eligible expense and tenant share.
Do not substitute a generic CAM definition for the lease’s wording. Ask for expense detail and prior reconciliations when available, and compare estimates with actual statements. Check exclusions, administrative charges, the tenant’s proportionate share, and the reconciliation method. The agreement and relevant local rules determine whether an audit right exists and any applicable deadlines or limits; there is no universal audit right, deadline, cap, or CAM definition established here.
Add direct bills, services, parking, and other charges
For each utility and service, establish whether it is included, directly metered, billed back by the landlord, or arranged by the tenant. Add only the amount that applies to the space and is not already covered by another worksheet line. Depending on the proposal, relevant costs may include utilities, internet, janitorial service, after-hours HVAC, parking, and other lease-specific charges.
A simple monthly recurring estimate can be organized as base rent plus CAM, taxes, and insurance per square foot, divided by twelve, plus monthly utilities. That format is useful for an initial budget, but it does not by itself capture the lease’s payment timing, escalation schedule, expense reconciliation, or every service and charge. Use actual lease terms and available expense records to refine it.
Model tenant improvements and other one-time costs
Tenant-improvement (TI) allowance is not automatically the same as money available to cover every build-out expense. Record the project budget, eligible costs, landlord work, allowance amount, reimbursement conditions and timing, and costs excluded from the allowance. A useful initial estimate of tenant-funded improvements is:
Tenant-funded TI estimate = eligible project costs − usable allowance and landlord work, with the result no lower than zero.

This is a worksheet estimate, not a determination of what the landlord must reimburse. Confirm what counts as eligible, what documentation is required, when reimbursement is made, and whether the allowance is subject to limits or deadlines. Do not subtract an allowance that cannot be used for the project costs in your budget.
Keep other one-time items separate from recurring rent. Consider moving, furniture, deposits, restoration obligations, and any other costs stated in the proposal or lease. Record the timing as well as the amount: an up-front payment affects cash needs differently from a later reimbursement. Do not assume a calculator includes these items unless its inputs explicitly cover them.
Build low, expected, and high estimates where inputs are uncertain
Some costs may be fixed by the lease schedule; others depend on estimates, building expenses, usage, or project decisions. For uncertain items such as taxes, insurance, CAM, utilities, and build-out costs, make scenarios with explicit assumptions rather than presenting one forecast as guaranteed.
- Low: use defensible lower assumptions for uncertain costs, while retaining every contractual obligation.
- Expected: use the best-supported estimates available, identifying whether each came from the landlord, historical expenses, a service quote, or your own forecast.
- High: test higher plausible costs for the uncertain inputs so the cash plan reflects exposure if estimates rise.
Do not change contractual fixed terms between scenarios unless modeling an actual alternative proposal. Label projected expenses separately from fixed rent and distinguish landlord estimates from actual historical costs. Request supporting detail and prior reconciliations when available; they can help explain the assumptions but do not guarantee future costs.
Compare offers on the same basis
Before deciding that one quote is cheaper, align the offers by area basis, term, service inclusions, and cost categories. A lower face rate can coexist with larger pass-throughs or a substantial tenant-funded build-out. Compare the complete schedule, not just the first month’s payment.

| Comparison axis | Questions to answer for each offer |
|---|---|
| Base rent | What is the starting rate, what changes by lease year, and when do payments begin? |
| Expense allocation | What is the tenant’s share? Which expenses are eligible? Are there a base year, expense stop, exclusions, caps, or a reconciliation method? |
| Utilities and services | Which items are included, directly metered, billed back, or purchased separately? |
| Concessions and improvements | What rent-free period, landlord work, or TI allowance applies? What are its eligibility rules and timing, and what project cost remains tenant-funded? |
| Other charges | What are the parking, after-hours HVAC, and other recurring or one-time charges? |
| Term and options | What term is being modeled, and do renewal or termination obligations change the period or costs being compared? |
| Summary measures | What are the year-by-year cash costs, full-term total, estimated cost per square foot, concessions, and tenant-funded capital? |
Show both annual cash costs and the full-term total. A cost-per-square-foot figure is useful only if the area basis and period are stated. If you also compare present value, disclose the discount rate and timing convention; otherwise, do not label a simple sum of payments as present value.
Use calculators as organizers, not lease interpreters
Commercial lease calculators can help structure inputs such as base rent, operating costs, utilities, escalations, free rent, and TI. Their output depends on the fields and assumptions they support. A calculator that estimates base rent plus selected expenses cannot establish that those are all the costs your lease makes payable.
Check the calculator’s current inputs and compare them with the signed agreement, amendments, building expense data, and service arrangements. In particular, verify whether it models lease-year timing, expense stops or base years, actual reconciliation mechanics, one-time obligations, and concessions. One available calculator’s stated limits include lease interpretation, percentage rent, escalation schedules, present value, restoration cost, and accounting treatment. Calculator scope varies, so do not infer that another tool handles an item unless it explicitly says so.

This method is for budgeting and comparing proposals, not for deciding the legal meaning of a particular clause or providing legal, tax, accounting, or brokerage advice. Actual obligations depend on the complete lease and amendments, property data, jurisdiction, and the tenant’s operating choices. No robust market-wide statistic is established here for a general office-lease cost benchmark, so a calculator example or hypothetical figure should not be treated as a typical market price. Use the proposal’s own numbers and make unresolved assumptions visible.
