Estimate an AI data centre in four linked steps: define the facility and reporting period, measure electricity and fuel, convert electricity to emissions with a geography- and year-specific factor, then allocate a documented share to AI workloads. Report operational electricity emissions separately from embodied equipment impacts. A credible result states its meters, PUE, emissions-factor source, workload-allocation method, exclusions and uncertainty; it never presents a whole-facility total as AI-only without evidence.

What the estimate must tell the reader

A useful result answers five questions before showing a number:

  • What boundary? Name the site or sites, buildings, utility meters, generators and IT rooms included.
  • What period? Use a defined month, quarter or year, and make meter and emissions-factor periods compatible.
  • What energy? State whether the total includes purchased electricity, on-site fuel, district energy or only IT equipment electricity.
  • What workload? Distinguish the whole data centre from an AI service, cluster, model-training run or inference workload.
  • What footprint scope? Label the result as operational, or as lifecycle if embodied equipment and other life-cycle terms are actually included.

Without those statements, two apparently precise estimates may be measuring different things.

Set the facility boundary and reporting period

Choose a physical boundary

Write a boundary statement such as: “Electricity and fuel consumed by the North Campus data-centre buildings and their cooling plant from 1 January through 31 December 2026.” Include the utility meters, substations, cooling equipment and backup generators that fall inside it. If a campus meter also serves offices or laboratories, identify the method used to remove those loads.

EU data-centre reporting distinguishes total data-centre energy from energy used by information-technology equipment. Regulation (EU) 2024/1364 defines power usage effectiveness (PUE) as E_DC / E_IT, where E_DC is data-centre energy and E_IT is IT-equipment energy. Use the same boundary for both quantities.

Fix the time window

Use matched meter readings for the same interval. A calendar-year electricity total paired with a PUE measured in one summer month can misstate annual facility energy because cooling overhead changes with weather and utilization. Record start and end dates, time zone, whether readings are actual or estimated, and how missing intervals were filled.

Separate facility and workload questions

A site total includes storage, networking, office loads, cooling, lighting, security and non-AI applications. It becomes an AI estimate only after you allocate shared infrastructure and non-AI consumption with a documented activity measure. If that information is unavailable, publish the facility total and mark AI attribution unresolved rather than applying a guessed percentage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure energy at the strongest available level

Preferred: matched facility and IT meters

Use revenue-grade or facility-management-system meters for incoming electricity and included fuels. Separately meter IT rows, racks or rooms when possible. Export interval data with timestamps, meter identifiers, units and quality flags. Reconcile the sum of intervals to utility bills and investigate gaps, resets and negative values.

When only IT electricity is known: apply PUE

If the period’s IT electricity is E_IT and a defensible PUE is available for the same facility and period, estimate facility electricity as:

Estimated facility electricity = IT electricity × PUE

Disclose that this is modelled. Identify who measured the PUE, its geography, facility type, date and whether it is annual or a short-term observation. A benchmark PUE is not a measured fact about an individual AI data centre, and the available evidence does not establish one universally representative PUE for AI facilities.

Include fuels and other energy explicitly

Record diesel, natural gas or other fuel used by generators and boilers in physical units, then convert using the factor appropriate to that fuel and jurisdiction. Keep direct fuel emissions separate from purchased-electricity emissions. If generators did not run, say so; do not silently assume that backup capacity is zero-emission.

Do not use consumer plug-in monitors as a facility proxy

A household energy monitor cannot represent a multi-megawatt facility’s incoming supply, cooling plant or distribution losses. Use utility meters, switchgear meters, power-distribution-unit telemetry, rack-level sensors and job-level telemetry appropriate to the boundary.

Calculate operational electricity emissions

Select an emissions factor that matches the question

Multiply electricity consumption by a factor for the site’s grid region and reporting period:

Operational electricity emissions = electricity (kWh) × emissions factor (kg CO2e/kWh)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the factor’s unit, gas coverage (CO2 or CO2e), publication year, dataset vintage, geography and whether it is an average, location-based or market-based factor. For a US purchased-electricity inventory, the U.S. Environmental Protection Agency’s eGRID guidance provides electricity emissions rates for footprint calculations. An eGRID value is not universal across grids or years.

Location-based and market-based accounting

A location-based method uses the average emissions intensity of the grid where electricity is consumed. A market-based method reflects eligible contractual instruments under the applicable accounting rules. State which method you use and what certificates or contracts are included. Renewable procurement does not mean the physical grid emits nothing at every hour; it changes the accounting treatment, not the instantaneous generation mix.

Average versus marginal factors

An annual average factor can answer “what emissions are associated with this organization’s electricity consumption?” It may not answer “what emissions were caused by one additional AI training run?” A consequential or marginal analysis needs a factor designed for incremental load and a time interval that captures when the workload ran. Do not substitute an annual average without explaining the limitation.

Keep units consistent

Convert megawatt-hours to kilowatt-hours before multiplying by a factor expressed per kilowatt-hour: 1 MWh = 1,000 kWh. Convert the final kilograms to metric tonnes with 1 tonne = 1,000 kg. Never combine a CO2-only factor with a result labelled CO2e, or vice versa.

Worked example with transparent assumptions

The following numbers are illustrative, not a claim about a particular facility. Suppose an AI hall has 6,000 MWh of metered IT electricity for a year. A facilities engineer provides a matched-period PUE of 1.35, so estimated facility electricity is:

6,000 MWh × 1.35 = 8,100 MWh = 8,100,000 kWh

Assume the selected grid dataset reports an annual average of 0.40 kg CO2e per kWh for the site and year. The operational electricity result is:

8,100,000 kWh × 0.40 kg CO2e/kWh = 3,240,000 kg CO2e = 3,240 tonnes CO2e

The report must identify the actual grid region, factor source and vintage instead of treating 0.40 as a universal value. If the factor is CO2 rather than CO2e, label the result tonnes CO2 and do not add gases that the factor excludes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Show sensitivity to PUE and the factor

Using the same 6,000 MWh IT total, a PUE of 1.20 would imply 7,200 MWh of facility electricity, while 1.50 would imply 9,000 MWh. At a constant 0.40 kg CO2e/kWh, that is 2,880 and 3,600 tonnes CO2e respectively. This simple scenario shows why an assumed PUE can move the answer substantially.

Attribute a defensible share to AI workloads

Best evidence: workload and power telemetry

For an AI cluster, collect accelerator and server power by rack or job, GPU/TPU utilization, run duration, host overhead and idle energy. Map those readings to the facility interval. Then allocate shared cooling, power distribution and other overhead using a documented rule, such as the cluster’s share of measured IT energy during the same period.

Possible allocation bases

  • Direct metering: dedicated electrical meters for an AI room or cluster.
  • Job telemetry: energy recorded for each training or inference job, including host and accelerator components.
  • Capacity-time: accelerator count multiplied by allocated power and hours, adjusted for measured utilization.
  • IT-energy share: AI IT electricity divided by total IT electricity, then applied to allocated facility overhead.

Choose one method, explain why it represents the activity, and test it against metered totals. Do not allocate shared cooling by a random percentage when a measured load proxy is available.

If AI data are missing

Report the all-workload facility energy and operational emissions as such. State that the AI share cannot be resolved from available measurements. A percentage borrowed from another provider, a model or a media estimate is not a site measurement and should not be presented as one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not misread global AI statistics

The International Energy Agency estimates around 415 TWh of global data-centre electricity consumption in 2024, about 1.5% of global electricity use, and projects around 945 TWh in 2030 in its Base Case. These are all-data-centre figures; they are not measurements of AI alone or substitutes for a site meter. IEA also estimates around 180 Mt of indirect CO2 emissions from data-centre electricity consumption today, excluding backup-generation emissions and including all workloads.

Decide whether the result is operational or lifecycle

Operational footprint

An operational result normally covers purchased electricity and, if included, direct fuel use during the reporting period. Name exclusions such as backup-generator operation, refrigerants, construction, water-related impacts and upstream fuel supply when they are outside the boundary.

Embodied equipment and infrastructure

A lifecycle estimate can add manufacturing, transport, maintenance and end-of-life impacts for servers, accelerators, storage, networking and facility equipment. ITU-T L.1450 (December 2025) describes a data-centre method combining an operational energy-times-factor term with embodied emissions. To apply it, document equipment covered, manufacturing and replacement dates, expected service life, allocation between AI and other workloads, and whether embodied values are amortized over that life.

No single embodied-emissions coefficient is universally applicable to an AI data centre. If supplier-specific inventories or a defensible life-cycle dataset are unavailable, publish operational emissions and label them operational rather than implying complete lifecycle coverage.

Keep categories separate

Do not add direct fuel, purchased electricity and embodied supply-chain values into one unlabeled figure. Present subtotals and a clearly named total only when the accounting boundaries and units are compatible.

Quantify uncertainty instead of hiding it

List every estimated input: missing meter intervals, assumed PUE, estimated fuel use, workload allocation, emissions-factor choice and embodied allocation. For material inputs, publish a range or scenarios.

Input Low case Central case High case Why it matters
IT electricity Meter-derived lower bound Best reconciled value Upper bound for missing intervals Scales facility energy directly
PUE Measured efficient-period value Matched-period value Conservative seasonal value Converts IT energy to facility energy
Grid factor Lower-emissions factor for stated method Selected published factor Higher factor or sensitivity case Scales operational emissions
AI allocation Lower defensible workload share Telemetry-based share Upper defensible share Separates AI from other loads

IEA’s global outlook uses scenarios because future data-centre energy demand is uncertain. Those scenarios provide context, not an uncertainty interval for your facility. Keep site measurement uncertainty separate from global projections.

Compare two facilities or scenarios fairly

Before comparing results, align every axis below:

  • the same physical and workload boundary;
  • the same reporting period and meter locations;
  • facility energy versus IT energy, with PUE disclosed;
  • the same grid region definition and emissions-factor vintage;
  • operational-only versus lifecycle scope;
  • the same AI allocation method; and
  • uncertainty ranges and major assumptions.

PUE compares infrastructure overhead, not total climate impact. A facility with a lower PUE can still have higher emissions if its grid is more carbon-intensive, its utilization is lower or its workload mix differs.

  4. Use measured facility energy, or multiply IT energy by a disclosed matched-period PUE.
  5. Select a factor for the site, year and accounting method; record units and gas coverage.
  6. Calculate operational electricity emissions with consistent units.
  7. Allocate AI energy with telemetry or another documented activity measure.
  8. Decide whether embodied impacts are included and document equipment coverage and amortization.
  9. List exclusions, assumptions, scenarios and the input that drives the result.
  10. Publish separate totals for facility, AI-attributed, operational and lifecycle values.

Common failure modes and fixes

Calling a whole-site total “AI emissions”

Fix: publish the facility total first and add an AI allocation only when supported by measured workload activity.

What a credible final statement looks like

A strong disclosure might read: “For 1 January–31 December 2026, the North Campus boundary includes utility electricity and generator diesel recorded at meters A–D. IT electricity was 6,000 MWh; facility electricity is modelled at PUE 1.35 because no whole-facility meter was available. Operational electricity emissions use the published 2026 location-based factor for the site’s grid region and are reported in tonnes CO2e. AI is allocated from cluster telemetry plus its documented share of cooling overhead. Embodied equipment, construction, refrigerants, water impacts and upstream fuel supply are excluded.”

That statement makes the number reproducible and prevents readers from mistaking a modelled, operational estimate for a universal AI carbon figure.
