Estimate cloud AI costs from the workload you expect to run—not from a generic GPU price. Separate training and fine-tuning from ongoing inference, then account for compute, data preparation, storage, networking, and operations. Use consistent assumptions in each provider’s pricing calculator, build low, expected, and high-demand scenarios, and revise the estimate once you have actual billing and usage data.
Choose what your estimate needs to answer
Before entering anything in a calculator, decide what decision the estimate will support. A monthly application budget, the cost of one training run, and the cost per request are different units of analysis. Mixing them can make a result look precise while leaving out the usage that drives the bill.
- Monthly application cost: Estimate the recurring workload over a defined month, including expected demand and the services needed to operate it.
- Training or fine-tuning run: Estimate a specific job using its expected configuration and duration. Include related preparation and evaluation work if those are part of the project.
- Cost per request, task, or data point: Divide the relevant workload cost by the number of completed units over the same period. This can help compare operating efficiency, but it does not replace a monthly estimate: demand determines the total.
Write down the horizon and the unit before estimating. For an online service, record expected average demand as well as peaks if the design must handle them. A monthly average alone may not describe the capacity needed to meet peak latency or throughput requirements.

Without those inputs, a generic monthly figure would not be a responsible budget estimate.

Separate the workload into costable phases
Generative AI projects often combine one-time jobs with recurring services. Estimate each phase separately so a training run does not obscure the continuing cost of serving users.
| Workload phase | What to record | How to treat it in the estimate |
|---|---|---|
| Data preparation | Work involved in preparing the data and the storage or processing resources it requires. | Include the applicable development, compute, storage, and operational needs. Keep one-off preparation distinct from recurring work. |
| Training | The planned job, its infrastructure configuration, and expected duration or usage. | Estimate as a defined run. Do not assume its cost represents the ongoing service bill. |
| Fine-tuning | Each planned fine-tuning job and its expected usage. | Model separately from initial training and from inference; include repeat jobs if the plan calls for them. |
| Evaluation | How often evaluation runs and the resources or services they use. | Estimate the planned runs over the chosen horizon rather than folding them into an unrelated phase. |
| Batch inference | Expected tasks or data points, processing schedule, and configuration. | Estimate the batch workload over its own schedule and unit of output. |
| Online inference | Expected request volume, demand variation, and the capacity needed for service requirements. | Treat it as ongoing usage. Track cost per request or task where useful, as well as the total for the period. |
Not every project uses every phase. List only the phases that apply, but do not omit evaluation or repeated jobs simply because they are not the user-facing service. AWS’s guidance on generative AI cost covers development and management as well as computing, storage, and energy; Google Cloud also calls out training, inference, storage, networking, and unit costs. See AWS guidance on optimizing cost for generative AI and the Google Cloud Architecture Center’s AI and ML cost optimization guidance.
Build a baseline from explicit inputs
A calculator can only estimate the workload described to it. Start with initial requirements if the service is new, or use historical billing and usage if an existing workload is changing. Google Cloud recommends a baseline configuration based on initial requirements or an existing billing report; AWS’s calculator lets users start from historical usage when modeling a changed workload.
Do these 3 things before closing this tab:

- Provider and region: The location is part of the configuration, not a detail to add after comparing prices. Google Cloud notes that price varies by product, usage, location, and workload.
- Service or machine configuration: Record the service and configuration you intend to price. If known, include accelerator type and count rather than treating all GPU capacity as interchangeable.
- Usage profile: Record duration, hours, units, requests, tasks, or other quantities appropriate to the selected service and phase.
- Demand shape: For recurring or online use, state expected average and peak demand where these affect capacity or service requirements.
- Data and network needs: Include the storage and networking expected for the workload, not just the compute configuration.
- Operating horizon and repetitions: State whether the estimate is for one run or a recurring period, and how many planned runs or cycles occur in that period.
- Pricing basis: Note whether the estimate uses public pay-as-you-go prices, a commitment, a negotiated contract, or another discount that is actually available to the account.
Keep assumptions visible. If request volume, duration, or a configuration is unknown, label it as an assumption instead of letting a calculator’s result conceal the uncertainty. A baseline is useful precisely because it can be changed and compared with later observations.
Include the full cost, not only accelerator time
Compute is only one part of the estimate. Depending on the implementation, a fuller cost model may include data preparation, storage, networking, development, monitoring, education, management, and ongoing operations. AWS describes total cost of ownership as including initial development, ongoing operation, and management expense; Google Cloud’s AI and ML guidance includes resource allocation and unit-cost considerations.
| Cost area | Questions for the estimate | Common omission |
|---|---|---|
| Compute | Which service or machine configuration runs each phase, and for what duration or quantity? | Pricing only the accelerator while leaving out other configured services. |
| Data preparation and development | What initial development and preparation work is needed, and what cloud resources does it use? | Treating the first production-ready workload as if it required no setup or preparation. |
| Storage | What data must be stored for preparation, training, evaluation, or serving? | Counting processing but not the storage associated with the workload. |
| Networking | What network needs arise from the services and data flows in this design? | Assuming the compute line captures all relevant infrastructure charges. |
| Operations and management | What monitoring, management, and continuing operational work is required? | Budgeting for a job that runs successfully once but not the work of operating it. |
This table is a checklist, not a claim that every provider calculator automatically includes every item. Estimate the costs relevant to the design, and note any items outside the services or quantities you configure.

| Calculator | What it supports | Pricing qualifications |
|---|---|---|
| AWS Pricing Calculator and public calculator | Configure service usage and review service-level and total estimates. The calculator can use historical usage as a starting point for a changed workload. | When signed in, personalized estimates can include discounts and purchase commitments. The public estimate excludes applicable taxes; actual fees depend on actual usage and other factors. |
| Google Cloud cost estimation and Google Cloud pricing | Estimate hypothetical planned workloads and build a baseline from initial requirements or an existing billing report. | A billing account associated with a custom contract can be linked to reflect contract prices when the relevant permissions are available. Price varies by product, usage, location, and workload. |
| Azure Pricing Calculator | Translate anticipated usage quantities, such as hours or units, into an estimated cost. | When logged in, the estimate can show negotiated or discounted prices. Availability and terms depend on the account. |
For each option, configure the services and usage that match the phase being estimated; do not compare one provider’s complete workload estimate with another provider’s compute-only line. If a signed-in calculator can apply account-specific prices, distinguish that result from a public-price estimate. Record which basis you used so another person can reproduce the comparison.
AWS’s documentation states: “AWS Pricing Calculator provides only an estimate of your AWS fees and doesn’t include any taxes that might apply.” It also says: “Your actual fees depend on a variety of factors, including your actual usage of AWS services.” These qualifications are specific to the AWS calculator; check the relevant terms for other providers rather than assuming identical tax treatment.
Compare options by workload fit and total cost
Hourly instance price alone is not enough to select an architecture or provider. Compare the cost of meeting the workload’s actual requirements, including the utilization and performance needed for the service. AWS identifies GPU utilization in rightsizing recommendations, while Google Cloud recommends optimizing resource allocation.
Use a comparison sheet with one column per option and the same row definitions for each:

- Total estimated cost for the same horizon: Combine the applicable compute, storage, networking, development, and operations estimates.
- Cost per useful unit: Where it helps, divide the relevant total by requests, tasks, data points, or another consistent unit of completed work. Keep the denominator and period consistent across choices.
- Performance requirement: Record the latency or throughput requirement the configuration is intended to meet. A lower hourly price is not a saving if it cannot meet the workload requirement.
- Utilization assumption: State how much of the configured capacity is expected to be used. Compare actual utilization with the estimate after launch.
- Price basis: Separate public prices from negotiated contract pricing, commitments, and discounts. Do not assume a discount applies unless the account and terms support it.
- Uncertainty and exclusions: Note missing inputs, demand variation, taxes where applicable, and costs outside the configured services.
Location and workload configuration affect prices, so comparing different regions or different demand profiles will not isolate a provider or architecture difference. If the options cannot be configured identically, document the difference and explain how it affects the result rather than presenting the totals as directly equivalent.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Build low, expected, and high-demand scenarios
A single estimate can conceal the impact of uncertain demand. Create three scenarios by changing explicit assumptions—not by applying an unexplained percentage to the final total. For each scenario, specify the workload quantities and configurations that change, and leave fixed assumptions visible.
| Scenario | Assumptions to define | Purpose |
|---|---|---|
| Low demand | The lower plausible usage or number of jobs over the stated horizon. | Shows the budget if adoption or workload volume is below expectations. |
| Expected demand | The best current estimate of usage, workload duration, and operating profile. | Provides the working baseline for planning. |
| High demand | The higher plausible usage and any capacity implications of peaks or repeated work. | Shows how the estimate changes if demand grows or the service must handle a busier period. |
Do not label a scenario “high” merely because its total is higher; record what changed to produce that total. For example, a different usage quantity, duration, region, or configuration should be explicit. If the architecture must provision for peak demand, make that capacity assumption part of the scenario rather than relying only on a monthly average.

Turn the estimate into a repeatable cost record
Keep enough information with the result to reproduce it later. A useful record contains the estimate date, workload horizon, provider and region, services and configurations, phase-by-phase quantities, pricing basis, scenario assumptions, and known exclusions. Preserve the calculator output alongside the assumptions; a total without them is difficult to audit or update.

- Define the unit and horizon. State whether the estimate is per run, per month, or per completed request or task, and define the period covered.
- List phases and quantities. Separate preparation, training, fine-tuning, evaluation, batch inference, and online inference where applicable. Record expected duration or usage for each.
- Fix the configuration and location. Record provider, region, service or machine configuration, accelerator details if known, storage, and network needs.
- Add operating costs. Include the development, management, monitoring, and operational requirements relevant to the implementation.
- Enter consistent inputs in the calculators. Use the same assumptions for each option, and note whether the result uses public prices or account-specific pricing.
- Save scenarios and exclusions. Keep low, expected, and high cases, with each changed assumption and any unconfigured costs clearly stated.
- Compare with observed usage. Once the workload runs, compare billing and operational measurements with the baseline, then revise the quantities and assumptions.
After launch, track a unit measure such as cost per inference, data point, or task when it fits the workload. Pair that measure with utilization and total demand: unit cost alone may improve while total spending rises because more work is being served. Google Cloud recommends using billing reports as one baseline source, and AWS supports comparing changes against an original cost baseline.
Know what the estimate cannot tell you
A calculator result is conditional on the inputs and pricing view used. It is not a guaranteed invoice or a universal cost benchmark for generative AI. AWS expressly describes its calculator output as an estimate, excludes taxes that may apply, and says actual fees depend on actual usage and other factors. More broadly, uncertainty in demand, missing configuration details, region, contract terms, or services outside the configured estimate can change the eventual bill.
No comparable published cost statistic for a defined generative AI workload is established by the official sources cited here. Avoid quoting a generic monthly price unless it identifies the model or service, region, usage, configuration, date, and pricing terms. A provider-specific promotional or commitment figure is not a cross-cloud generative AI benchmark; for example, the Google Cloud savings figure mentioned on AWS’s pricing page concerns Compute Engine examples and should not be generalized to AI workloads.
The practical purpose of an estimate is to make assumptions and cost drivers visible before deployment, then replace assumptions with observed usage. If a required input is not known, present the output as a scenario with that uncertainty attached—not as a precise forecast.
