There is no defensible single price for an SAP ERP migration. Build a planning estimate by defining the source and target landscapes, choosing the migration path, separating one-time project work from recurring operating charges, and comparing current-state and target-state total cost of ownership (TCO) over the same time horizon.

SAP’s ERP ROI worksheet groups costs into infrastructure, software, implementation, and ongoing personnel. Use those categories as a baseline, then expose transition overlap, exclusions, contract assumptions, and post-go-live responsibilities before asking vendors for comparable proposals.

What an SAP ERP migration estimate must answer

A useful estimate answers two different questions: “What will the migration project cost?” and “What will the replacement environment cost to run?” Combining them into one number hides important differences. A low implementation quote can still produce a higher long-term TCO if subscriptions, infrastructure, internal staffing, or dual-running costs are omitted.

  • Target landscape: The intended SAP S/4HANA or SAP Cloud ERP Private environment, hosting model, regions, environments, security responsibilities, and operating model.
  • Functional scope: Business functions, legal entities, plants, countries, languages, reporting, integrations, and extensions included in the move.
  • Migration path: System conversion, a phased conversion followed by a lift-and-shift, or another documented sequence.
  • Planning horizon: A common multi-year period for comparing the legacy system with the target system. Use the same years, currencies, inflation assumptions, and treatment of one-time costs on both sides.

SAP’s worksheet describes ERP ROI as a TCO comparison between the existing system and its replacement. It notes that costs recur and can escalate over the system lifecycle, so a project-only budget is not a complete business case.

The four cost categories in SAP’s TCO model

SAP’s ERP ROI worksheet states: “There are typically four areas of investment: Infrastructure, Software, Implementation, Ongoing personnel costs.” Use these as top-level subtotals, but split each subtotal into one-time, recurring, and temporary transition items.

Category Typical estimate lines How to classify it Questions to document
Infrastructure Current and target hosting, hardware or cloud infrastructure, environment setup, storage, network, backup, disaster recovery, security tooling, monitoring, and temporary duplicate environments. Separate target-state recurring charges from project setup and transition overlap. Who owns the infrastructure, what capacity is included, and how long will both environments run?
Software ERP subscriptions or licenses, databases, related applications, integration products, analytics, testing tools, and changes caused by user or application growth. Show initial contract commitments and recurring fees separately from migration-specific tools or licenses. Which edition, users, applications, regions, term, renewal rules, and growth assumptions apply?
Implementation Assessment, architecture, technical conversion, data work, custom-code remediation, interface changes, testing, security configuration, cutover, training, change management, and project management. Usually one-time project spend, with any managed services or post-go-live support shown separately. What deliverables, environments, testing cycles, cutover rehearsals, and hypercare period are included?
Ongoing personnel Internal project time, program management, business process owners, administrators, service desk, security, compliance, data stewardship, and post-go-live operations. Show temporary project staffing separately from permanent operating effort. Which activities remain with your staff, SAP, a hosting provider, or a qualified partner?

The specific line items above are estimation prompts, not published SAP prices. Actual values depend on architecture, scope, contract terms, geography, and delivery responsibilities.

Step 1: Establish the current-state baseline

Start with an inventory that can be checked by finance, IT, and business owners. A proposal cannot be compared fairly if one bidder prices only the production system while another includes development, quality assurance, disaster recovery, interfaces, and data retention.

Record the technical footprint

  • SAP ERP release, enhancement level, database, operating system, and add-ons.
  • Production, development, quality, sandbox, disaster-recovery, archive, and test environments.
  • CPU, memory, storage, backup, network, monitoring, and security capacity.
  • Custom code objects, modifications, extensions, forms, reports, workflows, and batch jobs.
  • Inbound and outbound interfaces, middleware, third-party applications, portals, and identity systems.
  • Data volumes, retention requirements, historical data, open transactions, and regulatory records.

Record the operating baseline

  • Annual infrastructure, software support, hosting, maintenance, and managed-service payments.
  • Internal employees and contractors who administer, develop, secure, support, and govern the system.
  • Planned upgrades, hardware refreshes, expiring contracts, and known remediation work.
  • Current service levels, outage costs, audit obligations, and recovery objectives where they affect the business case.

Use invoices, contracts, payroll allocations, cloud bills, asset records, and service-management data where available. If a value is estimated, label the owner, date, currency, and confidence level rather than presenting it as an audited fact.

Step 2: Define the target state and migration scope

“Move SAP ERP” is not a scope statement. Specify what will be converted, redesigned, retired, replaced, or left outside the program.

Business scope

List in-scope modules and processes, legal entities, countries, plants, warehouses, tax regimes, currencies, languages, reports, and compliance controls. Identify processes that will be standardized, redesigned, or kept unchanged. A technical conversion with minimal process change has a different effort profile from a conversion combined with a large redesign.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Data and integration scope

State whether the target receives all historical data, selected open items, summarized history, or an archived copy. Identify cleansing, reconciliation, retention, extraction, transformation, loading, validation, and sign-off responsibilities. Count every interface and classify it as retained, remediated, replaced, or retired.

Custom code and extensions

Make custom-code analysis a named workstream. The estimate should identify inventory, automated findings, manual remediation, replacement with standard functions, regression testing, and business approval. Do not assume that a technical conversion automatically makes custom developments compatible.

Step 3: Choose and document the migration approach

Approach affects both cost and timing. SAP’s 2025 conversion guidance describes system conversion and an alternative phased approach in which the system is converted to SAP S/4HANA first and then moved through a lift-and-shift to a data center or infrastructure-as-a-service provider.

System conversion

A system conversion keeps the existing system as the starting point and converts it to the target product, with associated technical, data, custom-code, testing, and cutover work. The estimate should state the assumed downtime, rehearsal count, interface freeze, data-validation method, and treatment of process changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Phased conversion followed by lift-and-shift

This sequence separates conversion from the later move to a data center or IaaS provider. It can change the order of infrastructure, testing, handover, and operating costs. Price both phases, the interim environment, and any duplicate controls or support required between them.

Technical delivery responsibility

SAP’s conversion guide strongly recommends using a qualified migration partner or SAP-offered services for technical tasks involving system conversion with a simultaneous system move, including alignment and handover activities to the SAP Enterprise Cloud Services operations team. Treat that recommendation as a delivery and risk assumption; it does not provide a standard rate or project total.

Step 4: Build the estimate with visible subtotals

Use a workbook or financial model with one row per cost item. Each row should include amount, currency, timing, recurrence, owner, source, assumption, and exclusion. A simple structure is:

  1. Current-state run cost: Annual cost of keeping the existing ERP for each year in the planning horizon.
  2. Target-state run cost: Annual subscription, infrastructure, support, internal operations, and required related software after go-live.
  3. Migration project cost: Assessment, design, conversion, data, custom code, testing, training, change, cutover, and project management.
  4. Transition overlap: Temporary duplicate hosting, licenses, interfaces, support teams, environments, and business operations.
  5. Decommissioning and retention: Shutdown, data archive, legal retention, contract termination, and disposal activities.
  6. Contingency scenarios: Low, expected, and high cases created by changing explicit scope and timing assumptions.

Calculate each year separately, then total the same horizon for the legacy and target cases. Keep implementation spend out of recurring operating totals, and keep temporary overlap visible rather than burying it in infrastructure or software.

Illustrative model layout

Model section Example line items Timing
One-time project Assessment, architecture, conversion services, data cleansing, custom-code remediation, testing, cutover, training, change management. Before and around go-live.
Recurring target state Subscription or license fees, hosting, backup, security, support, administration, and service management. Each operating year after the relevant start date.
Temporary overlap Legacy and target environments, duplicate interfaces, parallel support, extra testing landscapes, and extended project staffing. Only for the documented transition period.
Decommissioning Archive, retention, shutdown, contract exit, and evidence needed for audit or legal obligations. At retirement or when retention obligations end.

Use formulas such as five_year_TCO = one_time_project + sum(annual_target_run_costs) + transition_overlap + decommissioning. The formula is a planning device; it does not imply any particular SAP price.

Software and subscription assumptions

Software is often the most misunderstood part of the estimate. A subscription quote is not the same thing as a migration budget. Model the applicable edition, user and application counts, contract term, environments, regional taxes, growth rules, renewal mechanics, and related products. SAP’s worksheet notes that annual fees can change as users or applications are added.

Annual support reference

SAP’s ERP ROI worksheet, published approximately in 2022, uses “16-20% of list price annually” as a typical ERP support-cost estimate. SAP presents this as a general annual support planning figure, not as a migration fee or a universal current quote. If you use it, label the worksheet date and context, and validate the applicable commercial terms before approval.

2026 sign-up and 2031 transition term

In an August 4, 2025 announcement, SAP said customers signing up for SAP ERP, private edition in 2026 would receive a standard 20% uplift when switching to the transition option in 2031. The same announcement did not disclose the uplift for sign-ups in 2027 or later. This is an announcement-specific term for that option, not a general price change for SAP migrations. Confirm current eligibility, contract language, dates, and pricing directly with SAP.

RISE with SAP positioning

SAP describes RISE with SAP as a guided path from on-premises SAP ERP, including ECC or S/4HANA, to SAP Cloud ERP Private, with subscription-based cost visibility. That positioning does not constitute an itemized public migration price. Compare the full implementation, transition, infrastructure, software, and personnel model rather than treating the subscription as the project budget or assuming it is cheaper than an on-premises alternative.

How to handle infrastructure and operating costs

Infrastructure estimates should follow the target architecture, not a generic server count. Price production and nonproduction environments, sizing, storage growth, backup and recovery, network connectivity, monitoring, security, high availability, disaster recovery, and operational tooling. Include setup and migration labor separately from the recurring service charge.

For a phased conversion or lift-and-shift, show the interim platform and the handover period explicitly. Ask who performs patching, incident response, capacity management, backup restoration, security operations, and service reporting after go-live. If responsibility moves to SAP Enterprise Cloud Services or another provider, record the service boundary and any customer-side tasks that remain.

Implementation and internal staffing costs

Implementation is more than technical conversion. Create separate estimates for:

Estimate internal effort even when a partner performs the work. Business owners, data stewards, testers, security staff, procurement, legal, finance, and executives contribute time that may not appear on a vendor statement of work. SAP’s worksheet warns that training and other services may sit outside a package quote.

Commercial terms and quote normalization

Request proposals against a shared statement of scope. Normalize every quote into the same categories and planning horizon before comparing totals.

Questions to ask every bidder

  • Which source release, target edition, environments, countries, users, data volumes, interfaces, and custom objects are priced?
  • Which activities are fixed price, time and materials, consumption-based, or subject to change control?
  • Are assessment, conversion, data migration, custom code, testing, cutover, training, and hypercare included?
  • Are hardware, cloud services, software, travel, taxes, third-party tools, and internal customer effort excluded?
  • How many conversion rehearsals, testing cycles, and cutover attempts are included?
  • What assumptions govern downtime, data quality, interface availability, business participation, and decision turnaround?
  • What recurring charges begin before go-live, at go-live, or after a transition milestone?
  • How long is dual operation assumed, and what happens if the schedule slips?
  • What support and operating responsibilities remain with the customer after handover?
  • What contract term, user or application growth assumptions, renewal rules, and price changes apply?

SAP’s worksheet advises estimating before proposals and cautions that package quotes may leave additional services, training, hardware, or software outside the bundle. Treat every exclusion as a priced risk, an internal task, or a decision that must be resolved.

Scenario analysis without invented benchmarks

Prepare low, expected, and high cases by changing documented assumptions, not by applying arbitrary market percentages.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Case Assumptions to vary Decision use
Low Narrow scope, limited redesign, clean data, few interfaces, short overlap, and high availability of internal specialists. Shows the minimum credible funding case if prerequisites are true.
Expected Approved scope, known data and custom-code remediation, planned testing cycles, realistic business participation, and scheduled transition overlap. Primary budget and procurement comparison case.
High Additional entities or regions, poor data quality, extensive custom work, extra rehearsals, delayed decisions, longer dual running, or scarce specialist capacity. Tests funding resilience and contingency decisions.

Document the trigger for moving between cases. For example, a custom-code assessment can move work from low to expected, while a data-quality discovery can move expected to high. Do not label these cases as SAP benchmarks; they are your organization’s sensitivity analysis.

Partner qualification and delivery risk

A qualified migration partner or SAP-offered service can be appropriate for technical conversion, but qualification does not establish a price. SAP’s transition workbench material says qualified partners need at least Essential Level designation for the SAP Cloud ERP Private competency for the documented transition approaches. Verify the partner’s current designation, relevant scope, named resources, references, delivery location, escalation model, and responsibility for handover.

Price risk reduction explicitly. Require an assessment of custom code, data, interfaces, security, testing, and cutover before accepting a fixed scope. Define acceptance criteria and change-control rates so newly discovered work does not appear as an unbounded project surcharge.

Automation claims and how to treat them

A 2026 SAP FAQ on Migration and Modernization Assistants claims a target of “at least 35% reduction in overall migration effort.” This is SAP’s stated target claim for its assistants, not independent measured evidence of savings and not a promise of a 35% reduction in total project cost. If a proposal relies on the claim, request the baseline, tasks covered, customer prerequisites, licensing or service costs, validation method, and treatment of business, data, testing, and change-management work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common estimating failures

  • Using a universal price: No reviewed SAP source establishes a standardized migration price or industry-wide benchmark.
  • Comparing unlike horizons: A project quote, one annual subscription, and a five-year TCO are different measures.
  • Counting subscription as migration: Subscription charges do not automatically include conversion, data, testing, training, or internal staffing.
  • Hiding dual running: Legacy and target costs can overlap for months or longer; show the period and trigger for retirement.
  • Ignoring internal labor: Business participation and operating support have real capacity and replacement costs.
  • Assuming package completeness: Confirm training, hardware, software, services, taxes, travel, and third-party products line by line.
  • Pricing before scope: A number assigned before source, target, path, data, custom code, and geography are defined is a placeholder, not an estimate.
  • Treating a vendor claim as a guarantee: Identify whether a percentage is a target, a worksheet assumption, or a contractual commitment.

A practical approval checklist

  1. Approve a written source and target landscape definition.
  2. Confirm the migration approach and sequence, including any phased conversion and lift-and-shift.
  3. Lock the business, data, custom-code, integration, geography, and environment scope for proposal comparison.
  4. Build current-state and target-state TCO over the same multi-year horizon.
  5. Separate one-time implementation, recurring operations, transition overlap, and decommissioning.
  6. Assign an owner and confidence level to every material assumption.
  7. Obtain software and transition terms dated to the relevant announcement or contract.
  8. Request at least two proposals using identical scope, deliverables, exclusions, and acceptance criteria.
  9. Normalize fixed fees, variable rates, recurring charges, internal effort, and schedule assumptions.
  10. Run low, expected, and high cases and define the evidence required to move between them.
  11. Obtain approval for the expected case and a funded response to high-case triggers.

What a credible estimate looks like

A credible estimate does not claim that every SAP ERP migration costs a particular amount. It shows the source and target, path, scope, horizon, four TCO categories, one-time and recurring subtotals, transition overlap, internal effort, exclusions, commercial dates, and scenario assumptions. It also distinguishes a planning estimate from a supplier commitment.

Use SAP’s worksheet as a structure, SAP’s conversion guidance to describe the technical approach, and current contract documents or proposals to establish actual commercial terms. Recheck subscription names, transition conditions, partner qualifications, and product availability when the budget is approved because those details can change.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
