There is no reliable universal price for a small SaaS. A useful estimate has two separate models: a one-time build budget based on the work you include, and a recurring operating budget based on actual workload and service choices. Define the first release, estimate each deliverable by role and geography, model infrastructure from measurable usage, add non-cloud expenses, and keep low, expected, and high scenarios that you update against real invoices.
This approach answers both “How much does it cost to build a SaaS?” and “How much does it cost to run a small SaaS per month?” without turning a scope-dependent guess into a misleading benchmark.
How much does it cost to build a SaaS?
The honest answer is that the scope, team, location, architecture, integrations, security obligations, and launch support determine the cost. A single dollar range is not an industry standard: a narrow, single-role workflow is a different project from a multi-tenant platform with several roles, external integrations, audit requirements, and complex data migration.
Build the estimate as a sum of deliverables rather than a label such as “MVP”:

One-time build budget = discovery and requirements + UX/design + application engineering + integrations + testing + deployment and observability + launch support + required security, privacy, and regulatory work.
Keep this budget separate from the monthly cost of hosting and operating the service. A project can be inexpensive to deploy but expensive to support, or costly to build because of compliance and integrations while remaining light on infrastructure.
1. Define the first-release boundary before estimating
A written boundary is the foundation of every later number. Record what the first release must do, who uses it, and what you are intentionally postponing.

List users and workflows
- Identify every user role, such as account owner, member, administrator, support agent, or auditor.
- Describe the complete workflow for each role, including sign-up, authentication, invitations, core actions, errors, exports, cancellation, and account deletion.
- State whether the product is single-tenant, shared multi-tenant, or offers isolated environments for selected customers.
- Define the smallest acceptable version of each workflow and mark enhancements as deferred rather than silently including them.
Inventory integrations and data
- Name every external service the release must call, the direction of data flow, authentication method, webhooks, retry behavior, and test or sandbox requirements.
- Describe data entities, retention periods, import or migration work, search needs, file sizes, and expected read/write patterns.
- Specify administrative functions such as user suspension, refunds, configuration, audit logs, usage reporting, and support impersonation.
Write down security and regulatory obligations
Include access controls, encryption, secrets handling, logging, backup and restore expectations, vulnerability remediation, privacy requests, data residency, and any sector-specific obligations. These are deliverables with labor and operating costs, not checkboxes to add after the estimate.
2. Convert the boundary into a work breakdown
Break the product into tasks that one role can estimate. Ask each contributor for hours or days and an explanation of the assumptions. The following structure prevents common omissions.

Use the correct labor basis
Do not substitute an employee salary for a contractor or agency quote. Employee compensation may require employer taxes, benefits, equipment, recruiting, management and paid time that is not available for project work. Contractor and agency rates include their own overhead, risk and margin, and may be quoted per hour, day, milestone or fixed scope.
For a U.S. labor anchor, the U.S. Bureau of Labor Statistics reports a $135,980 median annual wage for software developers in May 2025 and $104,300 for software quality assurance analysts and testers. These are occupational wage statistics, not fully loaded employment costs, agency prices or project totals. See the BLS Occupational Outlook Handbook, and keep the country, date and occupation attached whenever you use the figures. Rates in another country or hiring model require different inputs.

Create three estimates for both effort and usage. In each case, write the assumption that moves the line item most:
| Scenario | Build assumptions | Usage assumptions |
|---|---|---|
| Low | Few roles, standard screens, limited integrations, existing components and minimal migration | Small active user base, low request volume, modest storage and one production environment |
| Expected | Planned workflows, normal review cycles, required integrations and documented operational controls | Forecast active tenants, requests, data growth, backups, traffic and non-production environments |
| High | Additional edge cases, delayed dependencies, accessibility or compliance remediation and rework | Higher concurrency, traffic spikes, retention, egress, support load and redundancy requirements |
Do not average the scenarios into one precise-looking number. Use the expected case for planning, the low case to identify the minimum viable commitment, and the high case to test whether funding and staffing can absorb surprises.
3. How to estimate cloud hosting costs from a workload
Cloud cost follows the services you select and how you use them. Start with workload units, not a provider product name.

| Cost area | Units to forecast | Questions that change the bill |
|---|---|---|
| Compute | Requests, execution time, virtual-machine hours, container capacity or scheduled jobs | How many environments run continuously? What are peak concurrency and utilization? |
| Database | Allocated capacity, storage, I/O, connections, read replicas and backup retention | Is capacity fixed or elastic? How much data is retained and restored? |
| Object and file storage | Stored gigabytes, objects, reads, writes and retrievals | What is uploaded, how often is it accessed, and when is it deleted? |
| Data transfer | Inbound and outbound gigabytes, inter-service traffic and content delivery | How much traffic leaves the region or cloud, and are downloads user-generated? |
| Backups and disaster recovery | Backup size, frequency, retention and restore tests | What recovery point and recovery time are required? |
| Monitoring and logs | Metric series, log volume, retention, traces, alerts and incident tooling | Which signals are essential, and how long must evidence be kept? |
| Managed services | Messages, queues, search, email, secrets, identity, analytics and third-party API calls | Is pricing per request, seat, volume, connection or reserved capacity? |
| Environments | Production, staging, development, preview and disaster-recovery resources | Which environments run continuously and which can be stopped? |
Use a provider calculator as an estimate, not a promise
- Write the expected, low and high units for every workload category in a spreadsheet.
- Choose the intended region, service configuration, operating schedule, storage class, retention and environment count.
- Enter those assumptions in the AWS Pricing Calculator when modeling AWS services. The public calculator estimates configured service usage; it does not guarantee an invoice and may exclude taxes.
- Model production and non-production resources separately so an always-on test environment is visible.
- Add backups, monitoring, data transfer, support-related services and third-party APIs rather than stopping at compute and database lines.
- Save the assumptions, date and calculator output. AWS recommends grouping planned resources for estimation and tracking; cost-allocation tags make that grouping practical. Its guidance is available in Estimate AWS resource costs.
- After launch, replace forecast units with measured consumption and compare the result with invoices.
A calculator total is sensitive to region, configuration and usage. AWS states that actual charges depend on actual use and that taxes may not be included. Preserve those qualifications beside every estimate.

Build a monthly operating model instead of assuming that a small customer count means a small bill:
Monthly operating cost = cloud workload + maintenance and feature work + support + email and APIs + security + backups and recovery + payment fees + applicable taxes.
| Line item | What to enter each month | Why it changes |
|---|---|---|
| Compute, database and storage | Measured or forecast units from the workload model | Active tenants, traffic, jobs, data growth and architecture |
| Network and delivery | Outbound transfer, downloads and inter-region traffic | File-heavy workflows, media, geographic distribution and caching |
| Backups and recovery | Backup storage, snapshots, retention and restore testing | Data volume and recovery objectives |
| Monitoring and operations | Logs, metrics, traces, alerting and on-call tools | Retention, diagnostic detail and reliability requirements |
| Maintenance and feature work | Planned engineering, dependency updates, bug fixes and releases | Product roadmap, technical debt and required response times |
| Customer support | Support labor, help-desk tooling and training | Tenant count, complexity and service-level commitments |
| Email and external APIs | Messages, verification, provider calls and overage fees | Notification volume and integration usage |
| Security and compliance | Scanning, assessments, incident preparation and specialist work | Risk profile, customer requirements and regulation |
| Payments and billing | Per-transaction, percentage, subscription-tool and dispute fees | Payment volume, average charge, method and geography |
| Taxes | Applicable sales, value-added or other taxes | Customer location, nexus and registration obligations |
Do not fold payment processing into hosting. A cloud invoice can be stable while payment fees rise directly with revenue, and tax treatment depends on jurisdiction and product.
5. Calculate payment expenses with the fee basis attached
For a U.S. example, Stripe’s published standard pricing lists 2.9% plus $0.30 per successful domestic card transaction. Its pay-as-you-go Billing plan lists 0.7% of Billing volume. These are current published examples on the Stripe pricing page, not universal SaaS rates. Payment method, geography, contract, currency conversion, refunds, disputes and the subscription product can change the result.

Estimate the line from the transaction mix:
Payment cost = (successful transactions × fixed fee) + (processed volume × percentage fee) + Billing or subscription-tool fees + currency, refund and dispute costs where applicable.
Record the date, country, card mix, average charge and product plan used for the calculation. The 0.7% Billing charge is a separate product fee; a SaaS using another subscription system should not automatically include it.
6. Compare architecture options on the same workload
There is no generally cheapest architecture. Compare each viable option with identical assumptions and include engineering and operating effort, not only the infrastructure invoice.
| Axis | Questions to ask |
|---|---|
| Total cost to serve | What are compute, database, storage, network, managed-service and payment costs for the same requests, data and tenants? |
| Build and maintenance work | How much expertise is needed for deployment, upgrades, debugging, scaling and support? |
| Growth behavior | How do charges change when active tenants, traffic, storage, jobs or API calls increase? |
| Reliability and security | What availability, isolation, backup, recovery, access control and audit capabilities are required? |
| Flexibility and switching cost | How portable are data and deployment processes, and what migration work would a vendor-specific design create? |
Serverless is a workload choice, not an automatic saving
Pay-per-use services can align some charges with traffic, while continuously running capacity can be easier to predict for steady workloads. AWS describes serverless as an option whose costs align to usage, but the outcome still depends on request volume, execution time, data transfer, observability, reliability requirements and other services. Compare both approaches with the same workload and include the labor of operating them. AWS discusses SaaS cost and consumption considerations in Build SaaS cloud solutions.

- Scope changes: New roles, integrations, reports and edge cases add design, engineering and test work.
- Migration and data cleanup: Existing records may require mapping, deduplication, validation, rollback and customer-by-customer support.
- Non-production environments: Staging, preview and test databases can run continuously unless schedules and ownership are explicit.
- Observability volume: Detailed logs and traces improve diagnosis but consume storage and retention budget.
- Backups without restore practice: Paying for snapshots does not prove that a usable recovery exists; restore tests require time and temporary capacity.
- Security response: Patching, dependency review, access audits, incident preparation and customer questionnaires continue after launch.
- Support and reliability promises: Faster response times require staffing, runbooks, alert coverage and sometimes redundancy.
- External API behavior: Rate limits, retries, minimum commitments and overage pricing can appear only after usage grows.
- Payment exceptions: Refunds, disputes, international cards and currency conversion reduce received revenue beyond the headline transaction rate.
- Taxes and legal obligations: Calculator totals and provider prices do not determine your tax registration, collection or remittance responsibilities.
- Vendor switching: Proprietary data formats, deployment assumptions and specialized staff can make migration expensive even when the initial bill is low.
8. Allocate shared costs to tenants and products
For a multi-tenant SaaS, a single cloud invoice cannot explain which customers drive consumption. Define measurable dimensions such as tenant identifier, requests, compute time, stored data, outbound bytes, background jobs and high-cost features. Instrument those dimensions where practical, while avoiding sensitive data in tags or logs.

At month end, reconcile tenant usage with the shared infrastructure total. This does not require that every cost be billed directly to a customer; it shows whether pricing, quotas, architecture or support commitments need to change. AWS describes allocating SaaS costs and tracking consumption in its SaaS cost guidance at AWS for Software and Technology.
9. Keep the estimate current after launch
- Store the assumptions behind every line: region, service size, schedule, retention, request volume, active tenants, average payment and staffing model.
- Tag or otherwise group resources by product, environment and owner so invoices can be reconciled to the plan.
- Export provider invoices and payment reports monthly. Separate one-time remediation from recurring operation.
- Compare forecast units with measured requests, compute time, storage, transfer, support tickets and payment volume.
- Investigate variances before changing the model. A traffic spike, an inefficient query, a new integration or a longer retention period has a different remedy.
- Refresh low, expected and high scenarios whenever product scope, customer mix, architecture or reliability obligations change.
- Recheck volatile provider prices and terms before using an old figure in a budget or customer-facing plan.
The estimate becomes more useful over time when it is an operating control rather than a document created only for launch approval.
10. A practical worksheet you can populate
Use one row per deliverable or recurring service. Keep formulas visible and attach the evidence or assumption to the same row.
| Worksheet column | Build budget example | Monthly budget example |
|---|---|---|
| Item | Authentication, reporting, integration, QA | Database, storage, email, support |
| Driver | Hours or days by role | Requests, GB, messages, tickets or transactions |
| Low / expected / high | Three effort estimates | Three usage estimates |
| Rate or unit price | Geography- and engagement-specific labor rate | Provider, API, payment or tax rate with date and region |
| Formula | Effort × rate, plus separately identified fixed work | Units × price, plus fixed monthly charges |
| Owner and source | Role owner, quote or wage benchmark | Service owner, calculator output, invoice or published terms |
| Review trigger | Scope, requirement or staffing change | Usage variance, price change, incident or new customer obligation |
For a build total, sum the selected scenario rows and identify deferred work separately. For a monthly total, sum infrastructure, operating labor, third-party services, payments and taxes without hiding one category inside another. Show the assumptions beside the result so another person can reproduce it.
What a defensible estimate looks like
A defensible small-SaaS budget does not claim that every product costs the same. It states the release boundary, names each deliverable, uses labor inputs that match the hiring geography, models cloud services from workload units, records payment and tax assumptions, and presents low, expected and high cases. After launch, invoices and tenant-level usage replace guesses. That process gives you a number you can explain, revise and act on instead of a range that only sounds authoritative.
