To estimate an AI workload, first define what must run—training, fine-tuning, or inference—then benchmark that workload on representative hardware and software. Scale the measured throughput to the planned work, cost the complete deployment, and estimate electricity from measured or provider-reported energy with a clearly stated boundary. A peak-FLOPS calculation alone cannot produce a reliable time, bill, or energy estimate.
There is no defensible universal cost or energy figure for “an AI workload.” The result depends on the model, data and token volume, quality and latency targets, accelerator configuration, utilization, region, billing mode, and accounting method. This guide gives you a repeatable way to calculate a range and explain its assumptions.
What to define before estimating an AI workload
Start with the work, not the hardware. A useful estimate describes the demand and the outcome you need, so you can compare machines without assuming that a larger accelerator or a higher advertised FLOPS figure will automatically finish the job faster or more cheaply.
For training or fine-tuning
- Model architecture and parameter count; for a mixture-of-experts or other sparse model, distinguish total parameters from active parameters per token.
- Training data volume, expressed as examples or tokens, and the sequence lengths that will actually be used.
- Batch size, numerical precision, optimizer, planned number of steps, and whether the run includes a full training or fine-tuning schedule.
- Evaluation cadence and workload, checkpoint frequency and storage, expected retries, and any warm-up or data-preparation work.
- Target completion time and quality constraints. A run that must finish by a deadline may need more peak capacity than the same work spread over a longer period.
For inference
- Requests over the planning period, plus the distribution of input and output token lengths. An average alone can obscure long prompts or generations that drive latency and compute.
- Peak and typical concurrency, batching policy, latency targets, and availability requirements.
- Cache hit rates where caching is part of the design, and the effect of prefill and token-by-token decode on the service.
- Any retrieval, preprocessing, tool calls, post-processing, or evaluation stages that consume compute in addition to the model call.
Separate peak demand from average demand. Peak capacity is driven by response-time and concurrency requirements; average capacity is driven by total volume. If you reserve machines for a peak but use them lightly much of the time, idle provisioned capacity can raise both the bill and the energy allocated to each useful request.

How to estimate accelerator time
There are two useful starting points: a first-principles operation estimate and a representative pilot benchmark. The first helps screen options; the second is usually a stronger basis for planning because it captures the software and workload behavior that theoretical arithmetic omits.
Use FLOPs as a screening estimate, not a runtime promise
For a training run, estimate operations per step and multiply by the planned number of steps. For inference, estimate operations per request and multiply by the request count, taking input and output lengths into account. Then divide the operation total by effective sustained throughput:
estimated accelerator time = estimated operations ÷ effective sustained operations per second
Do not substitute the accelerator’s advertised peak throughput for effective throughput. Peak figures describe a favorable hardware limit, not a promise for a particular model, precision, kernel stack, batch size, or distributed run. Memory bandwidth, kernel availability, data loading, host CPU limits, synchronization, and utilization can all reduce achieved throughput. With distributed training, communication and synchronization add time; with inference, prefill and decode have different behavior, and batching changes the amount of work completed per unit time.
FLOP counts can also differ depending on what is included and how the model is executed. Treat them as an explicit model of the work, record its assumptions, and validate the resulting estimate against measurements. If two configurations have different memory fit or software support, a nominal comparison of peak FLOPs may not describe either configuration’s actual performance.

Benchmark a representative slice of the workload
Run a pilot using the intended model, precision, sequence lengths, batch or concurrency settings, software stack, and data path. Measure a unit that can be scaled to the planned workload: training steps, tokens per second, requests per hour, or completed tasks per hour. Record not only throughput and elapsed time but also accelerator utilization, memory use, data-wait time, failures, and energy if available.
Scale the measured unit to the total planned work, then add separately identified time for evaluation, checkpointing, warm-up, restarts, retries, deployment overhead, or other pipeline stages. Avoid hiding these items inside an unexplained contingency percentage: listing them makes the estimate easier to audit and revise.

Use the rate for the actual instance, region, purchase mode, and billing period you intend to use. Confirm whether it covers the host VM and attached accelerators. For example, Google Cloud states that attached GPU charges are additional to machine-type costs; region, commitments, Spot pricing, and instance configuration also affect the total. Its pricing calculator can estimate an instance total. AWS EC2 Capacity Blocks lists rates by instance and region. These provider examples are time-sensitive, not universal prices.
Then add costs that are material to the deployment: persistent storage and checkpoints, data transfer, networking, orchestration, evaluation, support, and other services. Include reserved-but-idle time if the workload keeps capacity allocated while waiting for traffic or a scheduled run. A per-accelerator add-on price is not the same as a complete multi-GPU VM price.
Build low, base, and high cases
A single point estimate can imply more certainty than the workload supports. Present a range and state what changes across the cases. Typical drivers include effective throughput, utilization, total running hours, retries, and billing mode. Keep the workload volume constant unless volume itself is the uncertainty being tested.
| Case | Assumptions to vary | What it helps answer |
|---|---|---|
| Low | Favorable but credible measured throughput, high sustained utilization, few retries, and a suitable lower-cost billing mode. | What the workload could cost if execution is efficient and capacity is well used. |
| Base | Representative pilot throughput and utilization, expected overhead, and the purchase mode likely to be used. | The planning figure most consistent with the expected deployment. |
| High | Lower effective throughput, lower utilization, additional retries or evaluation, and a less favorable available rate. | Whether the project remains feasible if execution or capacity is less favorable than expected. |
For every quoted rate, record the currency, region, instance configuration, date checked, billing mode, and whether the price includes host CPU and memory, storage, networking, and taxes. Cloud prices and accelerator availability can change; recheck them before budgeting or committing. Compare on-demand pricing with commitment pricing only if the commitment term and expected utilization are realistic. For interruptible capacity such as Spot, include the checkpoint and restart costs of interruptions rather than treating the discounted hourly rate as the entire cost.
Use a transparent cost calculation
For a measured inference service, for example, divide the planned request count by measured requests per hour to estimate instance-hours, then multiply by the full-instance rate for the selected region and configuration. Add storage, networking, and service charges separately. This is a calculation method, not a price quote: without a specified model, request profile, benchmark, instance, region, date, and rate, there is no workload-specific total to report.

Estimate electricity use with a clear boundary
Energy is not interchangeable with accelerator time. The same number of accelerator-hours can consume different electricity depending on the hardware, utilization, host systems, and whether the measurement includes only accelerators, all IT equipment, or facility overhead. State exactly what your figure covers.
Prefer workload energy; otherwise measure power and runtime
- Use provider-reported workload energy when available. Record the provider’s allocation method and system boundary, including whether facility overhead is included.
- If it is unavailable, measure representative system power. Measure during a run that resembles the intended production workload, and multiply the measured power by actual or forecast runtime. Keep the measured interval and equipment boundary clear.
- Label accelerator-only measurements accurately. A reading for accelerator boards alone is accelerator energy, not total data-center or facility energy. Do not silently treat it as the whole deployment.
- Add facility overhead only when appropriate. If converting IT energy to facility energy, use a relevant power usage effectiveness (PUE) value and identify its source and period. Do not apply a facility factor again if the provider-reported energy already includes facility overhead.
Google Cloud’s Carbon Footprint methodology calculates energy from compute usage and data-center resource requirements and distinguishes workload dynamic power from idle power in its service allocation. That means reserved-but-idle time and shared-infrastructure attribution can affect comparisons. A short pilot may not represent utilization during production or across a complete facility.
Report energy for the work that matters
Alongside total energy for a run or planning period, consider reporting energy per useful unit: per completed training run, request, token, or task. State what counts as a completed unit and whether quality or response-time requirements were met. A lower-energy configuration that fails the task’s quality or latency constraints is not necessarily an equivalent alternative.

Identify the factor, its geography and time period, and the accounting basis. A location-based estimate reflects the grid associated with the workload’s location; a market-based estimate applies contractual electricity claims under the relevant accounting method. These figures answer different questions. Use the same basis when comparing options, and do not present one as if it were the other.
Google Cloud’s reporting methodology calculates both location-based and market-based figures and allocates electricity-related and other emissions to products and customers. If using provider-reported emissions, state the provider’s method and scope rather than combining its result with a second electricity or facility adjustment.
The Green Software Foundation’s Software Carbon Intensity (SCI) framework expresses emissions per functional unit as SCI = (E × I + M) / R, where E is energy, I is the carbon intensity of electricity, M is embodied emissions, and R is the defined unit of work. Confirm the applicable SCI specification version for a formal calculation. An operational electricity estimate by itself does not include embodied hardware emissions, water use, or other lifecycle impacts; do not imply that it does.

Compare options by useful output, not a single specification
Once candidates meet the workload’s minimum quality, memory, latency, throughput, and data-location requirements, compare their full economics and operational fit. Google Cloud recommends efficient model and hardware selection and carbon-aware location choices. Its AI/ML energy-efficiency guidance, last reviewed January 28, 2026, presents the following 4Ms figures as guidance: sparse models can reduce computation by 3–10× versus dense models; specialized ML processors and systems can improve performance or energy efficiency by 2–5×; cloud can have 1.4–2× lower energy or emissions than on-premises; and mapping to cleaner-energy locations can reduce gross footprint by 5–10×. These are Google guidance figures, not independent guarantees for a particular workload or deployment.
Test such potential changes against your own task. For example, a smaller or sparse model may change output quality; a different accelerator may require software changes; cloud and on-premises options may differ in utilization, facility boundary, and power source. Evaluate the actual configuration and equivalent work rather than applying a general factor directly to a budget.
| Comparison dimension | Question to answer |
|---|---|
| Quality | Does the model and configuration meet the required task quality? |
| Throughput and latency | Does it meet both total-volume needs and peak response-time targets? |
| Memory fit | Can the model, context, batch, and runtime fit without costly workarounds? |
| Utilization and reliability | Can the configuration stay usefully busy, and is capacity available with acceptable interruption risk? |
| Total cost | What is the full cost per completed task, including host, storage, transfer, overhead, and retries? |
| Energy and emissions | What is energy per equivalent completed task, and what boundary, electricity factor, and accounting basis were used? |
| Data and region constraints | Can the workload run in an eligible region with acceptable data handling and electricity characteristics? |
There is no universally best GPU, model, region, or ownership strategy established by these metrics alone. A smaller model, specialized accelerator, different GPU configuration, cloud service, owned hardware, or cleaner-energy region may be worth testing when it satisfies the same task requirements.
