Estimate recoverable delay by recalculating a credible, logic-linked schedule under explicit recovery scenarios. First update actual progress and realistic remaining durations, then identify the controlling and near-critical paths, available float, constraints, calendars and resource limits. Model a feasible intervention, recalculate the entire network and compare its forecast finish with the current forecast finish. That difference is the modeled recovery for that scenario—not a guarantee.
Report that improvement separately from whether the project reaches its original baseline or contractual date. A plan can recover three weeks and still finish two weeks late.
What “recoverable delay” actually measures
“Recoverable” is a comparison between two forecasts made from the same status date:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Current forecast: where the project finishes if the updated plan continues without the proposed intervention.
- Recovery-scenario forecast: where it finishes after a defined, feasible change to durations, logic, calendars, resources or work patterns.
Calculate:
Modeled recovery = current forecast finish − scenario forecast finish

State whether the result is in working days or calendar days and identify the calendar used. Also show the remaining lateness or headroom against the baseline, required or contractual milestone. These are different measures: recovery compares two forecasts, while headroom compares a forecast with a required date.
There is no reliable universal recovery percentage. The answer depends on the project’s network logic, remaining work, calendars, constraints, resources and duration uncertainty.
Information you need before estimating
A recovery estimate is only as credible as the schedule being changed. Assemble these inputs for the chosen status date and completion milestone:
Recommended Free Tools
- Current scope, approved changes and the work actually remaining.
- Actual starts, actual finishes, physical progress and remaining durations for in-progress activities.
- Relationships between activities, external dependencies and required approvals.
- Activity and resource calendars, including holidays, shifts and planned shutdowns.
- Hard date constraints, contractual milestones and any imposed release or delivery dates.
- Resource capacity, procurement lead times, access limits and known bottlenecks.
- Duration assumptions and risks that could make the remaining work longer or shorter.
- The maintained baseline or required finish against which performance will be monitored.
If any of these are missing, label the estimate as provisional and identify the missing assumption instead of presenting a precise number that the schedule cannot support.
Build a trustworthy status schedule
Do not begin by adding up days that individual tasks might save. Establish a valid status schedule first. The U.S. Government Accountability Office (GAO) says a schedule should be updated with actual progress and logic and maintained against a baseline so performance can be monitored.
- Set the status date. Freeze the date at which actuals stop and forecasts begin. Make sure every progress record uses that same cut-off.
- Record actuals. Enter actual starts and finishes, quantities or physical progress, and the remaining duration for each incomplete activity. Do not leave an old planned duration in place when the work has already consumed time.
- Validate the network. Check predecessor and successor relationships, lags, external links and open ends. Remove relationships that no longer represent the way work will be performed, and add missing logic.
- Check scope and milestone logic. Confirm that the completion milestone is driven by all work required for acceptance, not merely by a convenient final activity.
- Apply real calendars and constraints. Verify workweeks, shifts, holidays, weather calendars, access windows and imposed dates. A date constraint can hide the path that would otherwise control the finish.
- Recalculate and review. Run a full forward and backward CPM calculation. Investigate implausibly large float, negative float, dangling activities and paths that do not reach the completion milestone.
GAO cautions that excessive float can indicate missing or invalid logic. A schedule that is not logic-linked cannot provide a dependable recovery estimate, even if its dates look plausible.

Find the paths and float that control the finish
Critical path method (CPM) uses a forward pass to calculate early dates and a backward pass to calculate late dates. For an activity, total float is:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Total float = LS − ES = LF − EF
Here, ES and EF are early start and early finish; LS and LF are late start and late finish under the schedule’s stated conventions. Free float is the time an activity can use before delaying the earliest start of its immediate successor:
Free float = earliest successor start − activity early finish
Total float relates to the modeled project or constrained milestone finish. Free float relates only to the next activity. Both values depend on the network, calendars, constraints and duration assumptions.
| Schedule signal | What it tells you | What it does not prove |
|---|---|---|
| Least or zero total float | The activity is on, or close to, a path controlling the modeled finish. | That every hour spent on it can be saved, or that it is the only controlling path. |
| Positive total float | The activity may slip by an estimated amount before the modeled finish moves, under current assumptions. | That the float is a recoverable reserve; resources, constraints and other paths may consume it. |
| Negative float | The modeled plan cannot meet a constrained date without changing assumptions, logic, durations or resources. | That the negative number equals the amount that can definitely be recovered. |
| Very large float | Potential flexibility, or a warning that logic, constraints or calendars need review. | That the activity is safely irrelevant to completion. |
Review more than the single path labelled “critical.” Near-critical paths can become controlling after a small change. The critical path can also move when an activity is shortened, a relationship is overlapped or a resource constraint is introduced.

GAO describes total float or slack as “the amount of time a predecessor activity can slip before the delay affects the program’s estimated finish date.” That is a reasonable estimate under the schedule’s assumptions, not a promise about what the project team can use.

Choose realistic recovery candidates
Start with remaining work on critical and near-critical paths, but test whether a proposed change can shorten the controlling finish rather than merely make one task look better.
Crashing: add resources to shorten work
Crashing assigns additional people, equipment, shifts or subcontract capacity to shorten an effort-driven activity. It can increase cost and may be ineffective when the activity is limited by a fixed duration, an approval, a curing period, a delivery lead time or a physical sequence. Confirm that the extra resource is available and that the activity’s production rate can actually improve.
Fast tracking: overlap work that was sequential
Fast tracking changes relationships so activities overlap. It can recover time when a downstream team can start with sufficient design information, but it raises coordination, rework and quality risk. Define the information that must be available, the approval points that remain mandatory and the conditions that would stop the overlap.
Other schedule changes to test
- Move work to a permitted second shift or alternate calendar.
- Remove an unnecessary lag after confirming the underlying dependency is still satisfied.
- Change sequencing where a different order is technically and contractually acceptable.
- Resolve a procurement, access or decision bottleneck that is driving the path.
- Split an activity into workable portions only when the resulting logic reflects real handoffs and does not conceal unfinished work.
Responsible project personnel must review safety, quality, regulatory and contractual implications. General compression techniques do not establish that a particular staffing level or overlap is safe.
Model recovery one scenario at a time
- Save the current-plan forecast. Record the status date, current forecast finish, baseline or required finish and calendar basis.
- Name the scenario. For example, “add a second installation crew from 6 May” or “overlap testing with final configuration after interface approval.”
- Change only defensible inputs. Adjust the affected duration, relationship, calendar, resource assignment or work pattern. Document the assumption, owner, cost and risk.
- Recalculate the entire network. Do not leave old early and late dates in place. Check the new critical and near-critical paths, float, constraints and resource feasibility.
- Compare forecast finishes. Subtract the scenario finish from the current-plan finish using the stated working-day or calendar-day convention.
- Test combined scenarios separately. If two interventions interact, model them together. Savings from separate activities cannot simply be added: activities may run in parallel, one path may become critical, or both changes may improve a finish already controlled elsewhere.
| Report item | What to state |
|---|---|
| Status and baseline | Status date, current forecast finish, baseline or required finish, and calendar. |
| Scenario definition | Exact activities, relationships, durations, resources, calendars and assumptions changed. |
| Result | Revised forecast finish and modeled recovery versus the current forecast. |
| Date position | Remaining lateness or headroom against the baseline or required milestone. |
| Consequences | Added cost, resource demand, quality, safety, rework, coordination and uncertainty effects. |
| Conditions | Decisions, approvals, deliveries or staffing that must occur by specific dates for the scenario to remain feasible. |
Worked example: why network recalculation matters
Assume a status schedule forecasts completion on 30 September. The team identifies two possible changes:
- Adding a crew appears to save 8 working days on Activity A.
- Overlapping two design and procurement tasks appears to save 6 working days on Activity B.
Those local savings do not establish 14 days of project recovery. Activity A and Activity B may be parallel, so their savings may affect the finish by only the larger applicable amount. Alternatively, shortening Activity A may expose another path that now controls completion. The team must enter each change in the network, recalculate and compare the resulting project finish. If the combined scenario forecasts 18 September, the modeled recovery is 12 working days from 30 September—not the sum of the local task reductions.

| Decision factor | Questions to answer |
|---|---|
| Forecast improvement | What is the recomputed project finish, and how many working or calendar days earlier is it? |
| Cost and capacity | What extra labor, equipment, shifts, premiums or subcontracting are required, and are they actually available? |
| Path and milestone effects | Which path becomes controlling, what float is consumed, and are interim or contractual milestones affected? |
| Rework and coordination | Does overlapping work increase design changes, inspections, interfaces or handback effort? |
| Feasibility | Do calendars, access, procurement, approvals, safety rules and external dependencies permit the scenario? |
| Confidence | How sensitive is the finish to uncertain durations, and how much contingency remains? |
A scenario that recovers more nominal days may be inferior if it requires unavailable resources, creates unacceptable rework or leaves no contingency for ordinary variation.
Add uncertainty for consequential commitments
A single CPM finish is deterministic: it assumes the modeled durations and relationships occur as specified. It is useful for comparing scenarios, but it is not a confidence forecast.
For a high-impact date commitment, perform schedule risk analysis on the validated CPM schedule. Use activity-duration and schedule-risk information to estimate completion-date confidence, time contingency and the risks most likely to consume it. Simulation can produce a range of possible outcomes instead of one unsupported point estimate. Present the confidence level and assumptions from the project’s own analysis; do not substitute a generic recovery percentage.
Risk analysis cannot repair a defective network. Missing logic, unrealistic remaining durations or hidden constraints will contaminate the range just as they contaminate the deterministic forecast.

How to interpret the result
Recovery versus baseline attainment
Always state both numbers. “The scenario recovers 12 working days” describes improvement from the current forecast. “The project remains 4 working days late to the required date” describes the remaining gap. Neither statement implies that the intervention is approved or achievable until its assumptions are accepted.

Float and negative float
Positive float is conditional flexibility in the model. Negative float signals a shortfall against a constrained date; changing the constraint or shortening work may remove it, but the negative value itself is not a guaranteed recovery target.
Moving critical paths
After every material change, inspect the new controlling and near-controlling paths. A successful intervention can transfer control to another sequence, leaving the overall finish unchanged or improving it by less than the local activity savings.
Common estimation failures and fixes
- Using the original baseline as the “current” forecast. Fix: status actual progress and remaining duration first; compare the intervention with that updated forecast.
- Adding activity savings. Fix: apply every change to the network and recalculate the project finish.
- Treating all float as spare recovery time. Fix: check resource limits, calendars, constraints, parallel paths and uncertainty.
- Ignoring near-critical paths. Fix: review paths with little float because they can become controlling after compression.
- Leaving invalid logic or open ends. Fix: validate predecessors, successors, external links and milestone-driving work.
- Assuming crashing always works. Fix: verify that the activity is effort-driven and that added resources can increase production.
- Overlapping work without an interface plan. Fix: specify required information, approvals, hold points and rework controls.
- Reporting a precise date without confidence. Fix: add schedule risk analysis and a range when the decision warrants it.
Questions to ask before approving a recovery plan
- What status date and calendar produced the current forecast?
- Which completion milestone is being protected, and does its logic include all required scope?
- Which paths control before and after the change?
- What must be true about resources, approvals, access, procurement and interfaces?
- What cost, quality, safety, rework and contingency consequences accompany the earlier date?
- What evidence will show that the scenario is no longer feasible, and who can stop or revise it?
Bottom line
Recoverable delay is a modeled result, not a standard percentage. Update a logic-linked CPM schedule with actual progress, calculate float and controlling paths, model feasible interventions, recalculate the full network and compare forecast finishes. Report the improvement, remaining gap to the required date and the cost, risk and confidence conditions together.
Frequently Asked Questions
Can I estimate recovery from the number of days an activity is late?
Not reliably. The activity’s effect depends on whether it is on a controlling path, how much valid total float remains, and whether other paths, constraints or calendars control the completion milestone. Update and recalculate the network first.
Does zero float mean the project has no way to recover?
No. Zero float identifies a controlling activity under the current model. A feasible duration, sequencing, calendar or resource change may improve the finish, although another path can then become controlling.
Should recovery be reported in working days or calendar days?
Use the convention that matches the decision, state it explicitly and keep it consistent. Working-day recovery depends on the activity and project calendars; calendar-day recovery includes nonworking periods.
When is a deterministic recovery estimate insufficient?
When the date has major contractual, financial or safety consequences, or remaining durations and risks are materially uncertain. Use schedule risk analysis on a validated CPM schedule to provide a confidence range and time contingency.
