Enforce least privilege with several controls working together: assign every person and service account the lowest repository role that supports the job, grant access through teams, route changes through pull requests, protect main and release branches, and require code-owner approval for sensitive paths. Then limit administrator bypass, test the policy with a non-admin account, and review memberships and exceptions on a schedule.

Repository roles alone do not stop an authorized contributor from pushing directly to a critical branch, and CODEOWNERS does not hide files from readers. Identity, role assignment, branch rules, review ownership, and ongoing access reviews each solve a different part of the problem.

What least privilege means in a Git repository

Least privilege means granting only the permissions required for a defined task, for only as long as they are required. GitHub distinguishes a permission—the ability to perform a specific action—from a role, which is a set of permissions assignable to an individual or team. In practice, the policy has two layers:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Access scope: which repositories, branches, paths, and environments a person or service can reach.
  • Action scope: what that identity can do, such as read code, push a branch, approve a pull request, change repository settings, or manage access.

A developer may need to create branches and open pull requests but not change branch rules. A release engineer may need deployment permissions without repository administration. A security team may own approvals for /security/ while still having ordinary read access elsewhere. Separating those duties reduces the damage from a compromised account and makes an accidental or unauthorized change easier to detect.

Start with an access inventory

Before changing permissions, record every identity that can reach the repository. Include human members, organization teams, outside collaborators, bots, service accounts, deploy keys, CI applications, and tokens. For each identity, record the business owner, purpose, repositories and branches reached, current role, last known use, and an expiry date if access is temporary.

Classify the work each identity performs

  • Read and discuss: viewing, cloning, commenting, and participating in issues or discussions.
  • Issue and discussion triage: labeling, assigning, closing, or organizing work without code-write authority where the platform permits it.
  • Code contribution: creating branches, pushing changes, and opening pull requests.
  • Repository operations: managing settings that support normal operation without changing the highest-risk governance controls.
  • Governance: changing access, branch protection or rulesets, repository settings, and other controls that determine who can alter the project.

Write down which actions are genuinely needed. “The person is on the engineering team” is not a permission requirement; “must push feature branches” is.

Remove stale access before adding new access

Disable accounts that no longer have an owner, remove former team members, revoke unused deploy keys and tokens, and delete direct grants that were created for finished projects. Treat an outside collaborator and a service account as separate risk classes: each needs an owner and a review date, even when it is not a human user.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the lowest GitHub role that works

Organization repositories provide five progressively broader roles. The exact permission matrix determines which individual actions are available, but this mapping is a practical starting point:

Role Appropriate use Keep out of scope
Read View and clone code, follow discussions, and perform non-code contribution work. Pushing branches, approving protected changes, or changing repository controls.
Triage Manage issues and discussions where the role matrix permits it, without code-write authority. Code pushes and governance changes.
Write Push feature branches and contribute code through the pull-request workflow. Changing access or branch protection unless a separate administrative permission is explicitly granted.
Maintain Administer routine repository operations without the highest-risk administrative settings. Repository access management and other controls reserved for administrators.
Admin Manage repository access, settings, branch protection or rulesets, and governance controls. Using administrative power for ordinary feature work; day-to-day coding should use a lower-privilege identity.

Do not make every contributor an administrator merely because administrators can solve problems quickly. Keep repository administration separate from code contribution. Where a person needs a short-lived administrative action, document the reason, owner, start date, and expiry rather than making the elevated role permanent.

Grant access through teams, not ad hoc individuals

Create teams around stable job functions—such as application engineering, platform operations, and security review—and grant the team the repository role. Team membership then becomes the main access-control list. It is easier to audit one team assignment than dozens of individual grants and easier to remove access when someone changes jobs.

Use a direct individual grant only for a documented exception. Record why the team model is insufficient, who approved the exception, which repositories and role it covers, and when it expires. Review direct grants separately because they are the ones most likely to survive a team or project change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep automation identities narrow

Give a CI application or service account only the repository and action it needs. A build job that reads source and posts a status should not be able to change branch rules. A deployment identity should reach the deployment mechanism and required environment, not every repository setting. Rotate credentials, assign an owner, and remove identities that no longer run.

Protect main and release branches

Role assignment controls who can act; branch protection controls how an authorized writer may change critical history. Apply a strong baseline to main, release branches, and any branch that feeds production or deployment automation.

Recommended protection baseline

  1. Require pull requests. Contributors create a branch and propose a merge instead of pushing directly to the protected branch.
  2. Require at least one qualified approval. Choose reviewers with the relevant write permission and knowledge of the change.
  3. Require current status checks. Select the CI checks that must pass before merging; do not rely on an informal “green” convention.
  4. Require conversation resolution when unresolved review threads must block a merge.
  5. Require a reviewer other than the person who made the latest push when separation of duties matters. This prevents a contributor from approving a change immediately after modifying it.
  6. Restrict who can push to the matching branch. Ordinary contributors should work through pull requests; limit direct pushes to a tightly defined release or automation group when one is unavoidable.
  7. Disable force pushes and branch deletion. This preserves review history and prevents an authorized writer from rewriting or removing the protected branch.
  8. Add other controls when justified: signed commits, linear history, successful deployments, or branch locking.

Configure a protected branch on GitHub

The exact labels can vary as GitHub evolves, but the workflow is:

  1. Open the repository and choose Settings.
  2. Open the branch or rules section and create a protection rule for main or the required release-branch pattern.
  3. Enable required pull requests and set the required approval count. Turn on the option that dismisses stale approvals when new commits are pushed if reviewers must re-evaluate changed code.
  4. Select the required status checks from the intended CI application. Verify that the check names are stable; a renamed or missing check can block every merge or, worse, leave an unintended check unrequired.
  5. Enable conversation resolution, signed commits, linear history, or deployment success only where the project can consistently satisfy them.
  6. Define allowed pushers narrowly and leave force pushes and deletion disabled.
  7. Enable Do not allow bypassing the above settings when the policy must apply to administrators and custom roles that otherwise have a bypass permission.
  8. Save the rule, then test it with a non-administrator account.

GitHub warns that, by default, protected-branch restrictions do not apply to people with repository administrator permissions or custom roles that have the “bypass branch protections” permission. A protection rule that administrators can silently bypass is not a universal separation-of-duties control, so make the bypass decision explicit and auditable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use rulesets for organization-wide consistency

Use rulesets when one policy must cover several repositories, when patterns overlap, or when multiple rule sets need to apply together. Define the target branches, required reviews and checks, bypass actors, and enforcement mode centrally. Start a new ruleset in an observable mode if your organization needs to discover conflicts before enforcing it, then move to enforcement after testing.

Use CODEOWNERS for sensitive paths

CODEOWNERS assigns review responsibility for files matched by path patterns. It does not grant write access and it does not make files secret. Anyone who can read the repository can still read a file listed in CODEOWNERS.

Place and order the file correctly

GitHub searches for a CODEOWNERS file in .github/, the repository root, and docs/, in that order, and uses the first file it finds. Owners must have write permission. The last matching pattern takes precedence, so put broad defaults first and narrower exceptions later.

*                         @org/engineering
/.github/ @org/repository-admins
/.github/CODEOWNERS @org/repository-admins
/infra/ @org/platform-security
/security/ @org/security-team

The example gives the engineering team a default review responsibility, then assigns administrative, infrastructure, and security paths to more specialized teams. Put multiple owners for one pattern on the same line when either owner should be able to provide the required review.

Require code-owner approval on the protected branch

Enable required code-owner review in the branch protection or ruleset that governs the target branch. When a pull request changes a path with an owner, GitHub then requires approval from an applicable code owner before the pull request can merge. This turns a naming convention into an enforced gate.

Protect CODEOWNERS itself

Define an owner for /.github/CODEOWNERS or for the whole /.github/ directory. Without that rule, a contributor could change the ownership file in the same pull request that changes sensitive code and weaken the review policy. Also protect workflow files, deployment manifests, infrastructure directories, and other files that can change what the repository executes or where it deploys.

Separate confidential material

CODEOWNERS governs who must review a change; it does not restrict visibility. Do not place genuinely confidential material in a repository merely because a security team owns its path. Move secrets and confidential content to a separate repository or a platform feature designed for secret isolation, with access granted only to the required identities.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Limit and record bypasses

Some organizations need an emergency path for a production fix. Treat it as an exception, not as the normal workflow. Limit bypass-capable administrators or custom roles, require an incident or change record, name the person responsible, state why normal review was impossible, and set an expiry or follow-up review. After the emergency, restore the normal rule and review the resulting commit and audit log.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not confuse “can approve” with “can administer.” A reviewer may need write permission to approve a pull request, while only a small governance team should change branch rules, repository access, or CODEOWNERS ownership.

GitLab equivalent controls

On GitLab, the equivalent process is to identify branches that need protection, create protected branches for the default and critical branches, configure who may merge and who may push, set approval requirements, define Code Owners, add push rules, and optionally reject unsigned commits. GitLab documents a Maintainer or Owner prerequisite for configuration. Create a test merge request to verify that the protections actually trigger.

Control area Questions to compare between platforms
Role granularity Can the platform distinguish read, triage, write, maintenance, and administration tasks?
Group or team inheritance Can access be assigned to a function-based group and inherited consistently?
Branch and ruleset scope Can one policy cover several repositories and overlapping branch patterns?
Code-owner semantics Does a matching owner approval become a merge requirement, and what happens when patterns overlap?
Approval and status enforcement Can required approvals, current CI checks, and conversation resolution block a merge?
Administrator bypass Which administrators or custom roles can bypass protection by default, and can that be disabled?
Commit and push controls Are signed commits, push rules, force-push restrictions, and deletion restrictions available?
Audit visibility Can membership changes, rule changes, approvals, bypasses, and deployments be reviewed?
Testing effort Can a non-admin test account verify direct pushes, failed checks, missing approvals, and policy-file changes?

Test the policy before trusting it

Use a non-admin account whose role matches an ordinary contributor. Test both the expected workflow and the prohibited actions:

  1. Attempt a direct push to main and to each release-branch pattern.
  2. Open a pull request without the required approval and confirm that merging is blocked.
  3. Push a change that produces a failing required status check and confirm that merging remains blocked.
  4. Change a file under /security/ or /infra/ and verify that the matching code-owner approval is required.
  5. Modify .github/CODEOWNERS and confirm that its owner is requested for review.
  6. Try force-pushing and deleting the protected branch.
  7. Confirm that a role intended only for issue triage cannot push code.
  8. Review the audit record for each test and verify that an emergency bypass is visible.

Repeat these tests after changing a ruleset, renaming a status check, moving a CODEOWNERS file, or changing team membership. A green configuration screen is not proof that the effective policy works for a real contributor.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operating checklist and review cadence

  • Inventory repositories, critical branches, teams, service accounts, deploy keys, and outside collaborators.
  • Map each job function to the lowest working role and prefer team grants.
  • Remove stale direct grants, unused accounts, and obsolete credentials.
  • Protect main, release, deployment, and other history-sensitive branches.
  • Require pull requests, qualified reviews, current status checks, and code-owner approval where appropriate.
  • Protect CODEOWNERS, workflow files, deployment manifests, and infrastructure directories.
  • Keep force pushes and branch deletion disabled on critical branches.
  • Limit bypass rights and record every emergency exception with an owner and expiry.
  • Test with a non-admin account after initial configuration and after material policy changes.
  • Review membership, role assignments, rulesets, direct grants, service identities, and exceptions after team changes and on a regular schedule.

A practical cadence is event-driven review after departures, team transfers, repository ownership changes, and incidents, plus a recurring review for every repository. The review should verify not only who has access, but whether each role, branch rule, code-owner assignment, and bypass exception still matches the work being performed.
