allow_url_fopen is controlled by PHP, not by a WordPress dashboard setting. To enable or disable it, change the PHP configuration used by the web server or PHP-FPM pool that runs your site. On cPanel servers, administrators commonly use WHM → Software → MultiPHP INI Editor for a PHP-version-wide setting, or WHM → Software → MultiPHP Manager to change PHP-FPM’s Treat URLs as files (allow_url_fopen) value for a domain.
If you do not have WHM or server-level access, ask your hosting provider to change the directive for the exact PHP version and web runtime serving WordPress. Changing the value in command-line PHP, wp-config.php, or a WordPress plugin may have no effect because this is normally an INI_SYSTEM directive.

PHP’s allow_url_fopen directive enables URL-aware stream wrappers. When it is enabled, functions that accept a filename, such as fopen() and related stream functions, can open registered HTTP or FTP URLs as remote resources. A WordPress plugin might use those functions to download a feed, retrieve an update manifest, import remote data, or read another service’s response.

When the directive is disabled and code passes an HTTP or FTP address to a stream function, PHP issues a warning and the operation fails. The failure can appear in WordPress as a generic connection error, an import that never completes, or a plugin notice saying that URL access is unavailable.
allow_url_include is a different directive. It controls URL-based include, include_once, require, and require_once operations. Enabling allow_url_fopen does not enable remote inclusion, and enabling remote inclusion is not a fix for an ordinary HTTP request.
PHP classifies allow_url_fopen as INI_SYSTEM. In practice, the effective value normally has to come from the system php.ini, a PHP-FPM pool or an equivalent administrator-controlled configuration. A call such as ini_set('allow_url_fopen', '1') in a plugin should not be treated as a reliable way to change it.
Decide whether the site should use it
Enable it when a maintained feature genuinely needs PHP stream wrappers
Enable the directive when a trusted, current plugin or application component explicitly requires HTTP or FTP streams and cannot use another supported transport. Confirm the requirement in the component’s documentation or its diagnostic screen, and identify which PHP version and runtime the component uses before changing anything.
Keep it disabled when there is no confirmed requirement
cPanel commonly disables the option as a security hardening measure. Leaving it off reduces the number of PHP features that can fetch remote content through filename-based functions. If no site feature needs those wrappers, there is no benefit in turning the setting on merely because a tutorial recommends it.

Do not confuse this setting with application security
Disabling allow_url_fopen does not make unsafe plugin code safe, validate user input, or block every way an application can make an outbound request. Conversely, enabling it does not create a vulnerability by itself; the risk depends on how application code handles user-controlled URLs and remote data. Keep plugins updated, validate destinations, and follow your host’s security policy.
Check prerequisites before changing PHP
- Identify the failing feature. Record the plugin, task, URL type, and exact error. A component that needs cURL, DNS resolution, a valid TLS certificate, or outbound firewall access may continue to fail after this directive is enabled.
- Find the web PHP version. WordPress may run on PHP 8.x while your shell uses a different command-line version. Check the domain’s PHP assignment in your hosting panel rather than assuming the CLI version is authoritative.
- Determine the runtime. Note whether the domain uses PHP-FPM, Apache/FastCGI, LiteSpeed, or another handler. Each can read a different configuration or pool.
- Back up configuration. Save the existing PHP or pool settings and note the original value so you can restore it quickly.
- Plan a verification test. Have a controlled WordPress action ready, such as the plugin’s connection test or a small import, and be prepared to inspect PHP and web-server logs.
Enable or disable it in cPanel and WHM
The exact controls depend on your privileges and the server’s PHP handler. A reseller or ordinary cPanel account may not see any of the administrator menus below.
WHM MultiPHP INI Editor: change a PHP version globally
- Sign in to WHM with permission to manage PHP configuration.
- Open Home → Software → MultiPHP INI Editor.
- Select the PHP version used by the affected domain. The setting is associated with that version, not with WordPress itself.
- In the editor, set
allow_url_fopen = Onto enable URL-aware streams, orallow_url_fopen = Offto disable them. - Save the configuration, then confirm that the domain still uses the selected PHP version.
This route changes the system configuration for accounts using that PHP version. It can therefore affect several domains at once. Use it only when that scope is intended, and tell site owners about the compatibility impact before switching a shared version.
PHP-FPM: change the domain’s pool setting
- In WHM, open Home → Software → MultiPHP Manager.
- Locate the domain and open its PHP-FPM settings.
- Change Treat URLs as files (allow_url_fopen) to the required state.
- Save the pool configuration and allow the PHP-FPM service or panel automation to apply it.
- Retest the WordPress operation from the browser, not only from a shell.
For administrators editing a PHP-FPM pool directly, cPanel documents the directive form php_admin_flag[allow_url_fopen] = on. Use off for the disabled state. The pool value must be applied to the pool serving the domain; changing a different pool will not alter WordPress.
suPHP or a domain-level system configuration
On a suPHP-based stack, cPanel describes using suPHP_ConfigPath and a system-recognized copy of php.ini. The path and permitted locations depend on the server’s Apache and suPHP configuration. An administrator should place the directive in that recognized file, save it, and then verify the web runtime. Creating an arbitrary php.ini in the document root is not enough if the handler does not read it.

LiteSpeed
LiteSpeed installations can apply PHP settings differently from Apache or PHP-FPM. Follow the host’s LiteSpeed-specific method and confirm which configuration file the selected PHP handler reads. A value entered in a non-system user-ini file may be ignored, so do not assume that a file-level change took effect just because it saved successfully.
Changing the value off
Use the same route that enabled the directive and change only the value: On to enable or Off to disable. If the value was set globally for a PHP version, disabling it affects every account using that version. If it was set in one PHP-FPM pool, the effect is limited to that pool. After saving, verify the effective web value and run the feature that prompted the change.
Which configuration route should you choose?

Choose the narrowest scope that satisfies the application, provided your host supports it. Compare the runtime, persistence, and security implications rather than choosing a menu solely because it is visible.
If you have only a regular cPanel account
Many shared hosts do not allow customers to change an INI_SYSTEM directive. You may see a MultiPHP interface without permission to edit this particular option, or you may be limited to settings that the host exposes through a PHP selector.

Contact support with the domain name, the PHP version, the runtime if known, and the exact requested state. A useful request is: “Please confirm whether allow_url_fopen is enabled for the web PHP runtime and PHP-FPM pool serving example.com. If it is disabled, can you enable it for that domain or explain the supported alternative?” Do not send passwords or paste private API responses into a support ticket.

Ask the host whether enabling the directive is permitted under its security policy and whether a domain-level PHP-FPM setting is available. If the provider will not enable it, ask the plugin vendor whether it supports cURL or another transport that the host permits. Do not move the site to a different PHP version just to obtain this option without checking compatibility first.
Verify the value in the same runtime as WordPress
Configuration scope is the most common source of false diagnoses. CLI PHP, Apache or FastCGI, LiteSpeed, and separate PHP-FPM pools can load different ini files. A terminal command that reports On does not prove that the browser request serving WordPress also reports On.
- Create a temporary file outside public access if your host provides a diagnostic tool. If a web-accessible check is unavoidable, create a file such as
php-status.phpcontaining<?php phpinfo(); ?>. - Open the file through the affected domain and locate Server API, Loaded Configuration File, and allow_url_fopen. Record the local and master values shown by the web request.
- Confirm that the displayed PHP version and Server API match the domain and pool you changed. If they do not, correct the configuration in the runtime that WordPress actually uses.
- Delete the diagnostic file immediately after checking. A phpinfo page exposes paths, modules, environment variables, and other details useful to attackers.
- Run the plugin’s original test again and review PHP or web-server logs for a new warning. A successful setting check does not prove that the remote endpoint is reachable.
Where your host supplies an equivalent diagnostic page, use it instead of publishing your own. The important requirement is that the check executes as a web request under the same PHP handler as WordPress.

The browser check says Off, but CLI PHP says On
This indicates different configuration scopes or PHP versions. Use the web diagnostic’s Server API and Loaded Configuration File fields, then change the matching PHP-FPM pool, Apache/FastCGI configuration, or LiteSpeed handler. Do not keep changing the CLI php.ini; it is not the runtime producing the WordPress response.
The panel shows On, but the web check says Off
The panel may have edited a different PHP version, a different account, or a configuration file that the handler does not read. Check the domain’s assigned version, pool, and loaded file. On managed hosting, the provider may also overwrite unsupported user-level values.

The setting is On, but the request still fails
Read the PHP warning and the plugin log. The application may be using cURL rather than stream wrappers, require the OpenSSL extension, reject the remote certificate, fail DNS resolution, or be blocked by an outbound firewall. A remote server can also return an error, redirect, or authentication challenge. Fix the specific dependency instead of enabling unrelated directives.
The plugin asks for allow_url_include
Stop and verify the requirement with the vendor. URL inclusion is separate from URL-aware file streams and carries a more serious remote-code-loading risk. Do not enable it merely because a generic checklist mentions both directives. If the plugin genuinely requires remote inclusion, evaluate whether replacing it is safer than relaxing the server policy.
The value keeps reverting
A hosting template, PHP version change, pool rebuild, or security policy may be restoring the administrator’s value. Save the error details and ask the host which configuration layer has precedence and whether a persistent per-domain setting is supported.
Security practices after enabling it
- Enable the directive only for a documented application need and limit the scope to the affected PHP version or pool when possible.
- Keep
allow_url_includedisabled unless a separately reviewed application requirement proves otherwise. - Update WordPress, plugins, themes, and PHP within their supported compatibility ranges.
- Ensure code never passes unvalidated user input directly to a file-opening function. Use allowlists for hosts, schemes, and paths where remote requests are expected.
- Prefer HTTPS endpoints controlled by a trusted service, validate certificates, and handle redirects deliberately.
- Monitor logs after the change and remove the setting if the feature no longer needs it.
These measures reduce exposure but do not replace code review, input validation, least-privilege hosting, or a web-application firewall where appropriate.
