Windows 11 Home does not officially include the Local Group Policy Editor. The supported way to get gpedit.msc is to upgrade the installation to Windows 11 Pro or a higher edition.
Some Windows 11 Home installations contain Group Policy package manifests that can be added with DISM. That workaround may make the console open, but Microsoft does not support it and warns that policies displayed by the editor might not work. Use the Pro upgrade for a dependable result; use the DISM method only for experimentation.
Check which Windows 11 edition is installed
Before trying to enable Group Policy, verify that the computer is actually running Windows 11 Home.

- Select System.
- Select About.
- Under Windows specifications, check Edition and Version.
You can also check the edition at Settings > System > Activation. The edition appears near the top of that page.

If the edition is already Windows 11 Pro, you do not need to install anything. Press Windows key + R, type gpedit.msc, and press Enter.
Method 1: Upgrade Windows 11 Home to Pro
This is Microsoft’s supported method. The existing Windows 11 Home installation must be activated before you perform the manual edition upgrade.
Upgrade with a Windows 11 Pro product key
- Open Settings.
- Go to System > Activation.
- Next to Change product key, select Change.
- Enter your 25-character Windows 11 Pro product key.
- Select Next.
- Restart Windows when prompted.
After the edition changes to Pro, launch the editor by pressing Windows key + R, entering gpedit.msc, and selecting OK.
Buy the upgrade through Microsoft Store
If you do not have a Pro product key, use the Microsoft Store option built into Windows:
- Open Settings > System > Activation.
- Expand Upgrade your edition of Windows.
- Beside Upgrade in the Microsoft app, select Open Store.
- Complete the purchase and upgrade in Microsoft Store.
- Restart the PC if Windows requests it.
Once the upgrade is complete, gpedit.msc is available as part of the Pro edition. The editor is an MMC console, so the command opens a management console rather than a conventional standalone application.
Method 2: Try the unofficial DISM workaround
Some Windows 11 Home builds contain Group Policy Client Tools and Client Extensions package manifests in the Windows component store. The following commands attempt to add those packages to the running installation.

This is not an officially supported way to add Group Policy to Windows 11 Home. It can fail, stop working after an update, or produce an editor in which some settings do nothing.
Run the commands from an elevated Command Prompt
- Open Start and type Command Prompt.
- Right-click Command Prompt and select Run as administrator. Windows Terminal opened as administrator also works.
- Run the first command separately:
FOR %F IN ("%SystemRoot%servicingPackagesMicrosoft-Windows-GroupPolicy-ClientTools-Package~*.mum") DO (DISM /Online /NoRestart /Add-Package:"%F")
- After it finishes, run the second command:
FOR %F IN ("%SystemRoot%servicingPackagesMicrosoft-Windows-GroupPolicy-ClientExtensions-Package~*.mum") DO (DISM /Online /NoRestart /Add-Package:"%F")
- Restart Windows.
- Press Windows key + R, enter
gpedit.msc, and press Enter.
The editor opening only proves that the MMC console and enough supporting files are present to launch. It does not prove that every policy is available or enforced on Home.
Use different syntax in a batch file
If you save the commands in a .bat file, double the percent sign used for the FOR variable. Use this complete batch file:

The DISM switches used here mean:

Troubleshoot the DISM method
No package is found
Some Home installations do not contain matching manifests in C:WindowsservicingPackages. Check for them with these commands:

If either command produces no output, the corresponding FOR loop has no files to pass to DISM. Do not download replacement package files from another PC.

DISM reports that a package is not applicable
DISM checks whether a package matches the running image. A package from another Windows build, architecture, language, or servicing branch can fail this check. Package names that look similar are not enough to establish compatibility.
Use the packages already present in the current installation. Do not copy packages from a Pro computer or from a different Windows 11 build.
gpedit.msc still cannot be found
Restart after both commands finish, then try the Run command again. If the console still does not open, the packages may be absent, inapplicable, or incomplete for that installation. The supported resolution is upgrading to Pro.

The editor opens but a setting has no effect
This is an expected limitation of the workaround. Group Policy processing depends on more than the graphical editor. It also involves policy definitions, client-side extensions, the Group Policy client, registry processing, security components, and edition-specific support.
Consequently, a setting can appear in the console without being processed or enforced by Windows 11 Home. Test any policy carefully before relying on it, particularly on a work or production computer.
The workaround stops working after Windows Update
The package injection is build-dependent. A cumulative or feature update can replace, remove, or supersede the installed components. If the editor disappears or policies stop applying after an update, the workaround has not converted Home into Pro; it has only added components that may no longer match the updated image.

Why copying gpedit.msc does not work
gpedit.msc is an MMC console, not a self-contained Group Policy implementation. It relies on associated policy components, administrative templates, language resources, and client-side extensions.
Copying the file from a Pro computer therefore does not install the dependencies needed to process policies. It may also create version and architecture mismatches.
Can you replace Group Policy with Registry Editor?
Sometimes. A specific Administrative Template setting may correspond to a documented registry value, but this is not a universal replacement for Group Policy. Other policies depend on services, scripts, security infrastructure, or client-side extensions rather than a single registry entry.
If you need one particular setting, identify that policy first and look for Microsoft’s documented registry or Windows configuration alternative. Do not assume that every item in Group Policy has a safe one-to-one registry equivalent.
Avoid random “gpedit enabler” downloads
Do not download unknown executables that claim to enable Group Policy. They can modify system files, install unwanted software, or include malware. The built-in DISM commands are more transparent, but they remain unsupported on Windows 11 Home and do not guarantee complete policy support.

How do I open Group Policy Editor after upgrading to Pro?
Press Windows key + R, type gpedit.msc, and press Enter. You can also search for the command from Start.
Are the DISM commands safe to use on Windows 11 Home?
They use built-in Windows servicing tools, but Microsoft does not support this method for Home. The commands can fail, become incompatible after updates, or expose policies that do not actually work.
Why does gpedit.msc open but not change anything?
Opening the console does not confirm that Windows 11 Home supports the selected policy. Policy processing requires client-side extensions and other edition-specific components that the workaround may not provide.
