Enable RimWorld downloadable content (DLC) from the server’s in-game Mod Manager. Join as an administrator, turn on Development Mode, open Admin Menu → Mod Manager, assign each DLC a status, and select Accept. The three statuses control whether players must own a DLC, may use it, or are blocked from using it.
If the server must enable a DLC that its owner does not own, RimWorld Together’s documented workaround is to edit ModConfig.json. That file requires the DLC identifier in three separate collections, so make a backup and validate the JSON before loading it.

DLC settings are server configuration, not merely local player preferences. The person making the change must be able to join the RimWorld Together server as an administrator and access its administrative menu.
- Administrator access: Only use the Mod Manager after joining with an account that has server-admin privileges.
- A compatible game and mod setup: Every participant should be using the same RimWorld Together build and a compatible set of enabled content. Menu wording can differ between builds, so treat the labels in your installed version as authoritative.
- A backup: Copy the server’s configuration before using the file-editing method. A backup is the quickest recovery if a JSON syntax error prevents the configuration from loading.
- A save plan: If you are disabling DLC, plan on starting a new save. Guides for RimWorld Together recommend a new save to avoid synchronization problems caused by changing content in an existing world.
RimWorld Together handles DLC in the same broad way it handles mods: the server declares how each item is treated, and that declaration affects who can connect. DLC ownership still matters to individual players when the game needs content installed locally, so decide the server policy before inviting people to join.

Enable DLC with the in-game Mod Manager
This is the normal method and should be your first choice. It exposes the supported Required, Optional and Forbidden policies without editing configuration files by hand.
- Join the server as an administrator. Use the account that has been granted server-admin permissions.
- Open the Options menu. Turn on Development Mode. The exact position of this switch can move in newer builds, but it must be enabled before the administrative mod controls appear.
- Open the Admin Menu. Choose Mod Manager.
- Configure each DLC. Select the status that matches your server policy: Required, Optional or Forbidden.
- Apply the list. Click Accept after setting the DLC statuses. Repeat the review for every DLC you want the server to recognize.
Do not stop after enabling one expansion. A server can have different policies for different DLCs, and a forgotten entry can produce a different content list from the one you intended.
What Required, Optional and Forbidden mean

The status is a server rule. It does not grant a player a license or install files on that player’s computer. A Required setting tells players what they need before connecting; it does not supply the DLC itself. Optional is the setting that allows a mixed-ownership group, while Forbidden is the explicit way to keep a DLC-using client out.
A first-player configuration prompt may appear
When a new RimWorld Together game is created, guides report that the first player to join may be prompted to configure the mod and DLC list. If that prompt appears, treat it as part of initial server setup rather than assuming the first player’s personal choices are permanent. Confirm the intended Required, Optional and Forbidden policy, then check the Mod Manager as an administrator to verify the resulting list.
If no prompt appears, use the documented administrative path instead: enable Development Mode, open the Admin Menu, enter Mod Manager, set the statuses and accept the changes.

How to verify the in-game configuration
Verification prevents a server from appearing configured when one entry was missed. Use this checklist after accepting the list:
- Development Mode is enabled for the administrator who is checking the setup.
- The Admin Menu opens and its Mod Manager shows every DLC you intended to configure.
- Each DLC has the intended status, not merely an enabled or disabled appearance.
- A test account without a given DLC is allowed when that DLC is Optional and rejected when it is Required.
- A client using a Forbidden DLC is rejected, as intended.
- Players know which DLCs they must install before attempting to join.
Do not infer a successful setup solely from the server starting. The meaningful test is whether clients with the expected DLC combinations receive the expected join result.
Enable a DLC you do not own with ModConfig.json
RimWorld Together’s wiki documents a manual workaround for enabling DLCs without the server owner owning those DLCs. This is a configuration-file operation, not a replacement for purchasing or installing content on each player’s machine. Use it only when you understand the server’s file layout and can restore the original file.
Back up the file first
Locate the server’s ModConfig.json and make an untouched copy before editing. Keep the backup outside the active configuration location so it cannot be confused with the file the server reads. A single missing comma or stray character can make the JSON invalid.
Make the three required edits
The DLC identifier must be inserted in three places, and the entries must be kept in the same order in all three collections:

UnsortedMods: Add the DLC identifier to this collection in the position that preserves the file’s ordering.AllModIds: Add the same identifier here. The wiki describes DLC entries in this collection as having a value of0.RequiredMods: Add the identifier here as well when the server configuration is intended to require it.
Use the exact identifier expected by your installed RimWorld Together build. Do not substitute a display name, change capitalization, or add an identifier to only one or two collections. The three lists describe the same configured content from different parts of the file; inconsistent entries can leave the server with an incomplete or unsynchronized definition.
Validate before loading the server
After saving, run the complete file through a JSON validator. Confirm that the validator reports valid JSON and that the identifier appears once in each required collection. If validation fails, restore the backup or correct the comma, quote and bracket structure before attempting to load the configuration. The RimWorld Together Wiki is the reference for the file-editing method: rimworldtogether.wiki.gg.
The manual method changes configuration; it does not alter what a client owns. A player who needs the DLC’s local assets or gameplay data must still have a compatible installation. Use Required, Optional or Forbidden policy deliberately when deciding how clients should connect.
Changing or disabling DLC on an existing world
Changing content after a world has been created can alter definitions, factions, world-map data and synchronization expectations. Guides recommend creating a new save when disabling DLC. That recommendation is especially important for a server that has already generated a world with expansion content.

- Record the current DLC and mod policy before making the change.
- Set the new DLC status in Mod Manager, or make the three coordinated JSON edits if you are using the manual method.
- Tell players whether the new item is Required or Optional before they connect.
- Test the resulting list with the client combinations your group actually uses.
When you are disabling content
- Plan a new save rather than removing the DLC from a world that already depends on it.
- Give players the new policy before they attempt to join, especially if the item is changing from Optional to Forbidden.
- Keep the previous configuration backup until the new save has been tested.
Mods and DLC that deserve extra caution
RimWorld Together guides identify mods that change the world map or factions as the most likely to cause problems. DLC can be treated as mod-like content in the server’s configuration, so the same caution applies when an expansion introduces or changes map, faction or other world-defining data.

For those high-impact items, one guide strongly recommends enforcing them rather than allowing every client to make an independent choice. In practice, that means choosing a server policy that prevents mismatched clients from joining: make the content Required when everyone must use it, or Forbidden when the server must not use it. Optional is useful for mixed ownership, but it is a poor fit when different clients would see materially different world or faction definitions.
Keep ordinary cosmetic or low-impact choices separate from world-generation decisions. The status table tells you how clients are admitted; it does not guarantee that every combination is safe for every save. Test any content that changes the generated world before committing an established campaign to it.
RimWorld Together versus the standalone Multiplayer mod
The reason these three statuses matter is that RimWorld Together is described as allowing the server owner to mark a DLC Required, Optional or Forbidden. The standalone Multiplayer mod is commonly described as requiring every player’s setup to match exactly instead. Those are different administration models:

This distinction applies only when you are actually using RimWorld Together. Do not follow RimWorld Together’s administrative labels expecting them to exist in another multiplayer implementation.

The Admin Menu or Mod Manager is missing
Confirm that you joined as a server administrator and that Development Mode is enabled from the Options menu. If the labels differ, check the menus supplied by your installed RimWorld Together build; guide wording may reflect an older build.

A player cannot join after a DLC was marked Required
Required means the connecting player must have that DLC installed. Have the player install the same DLC supported by the server, then try again. If the group does not want to impose ownership, change the policy to Optional instead—but only if the save remains safe for clients with and without the content.

A player with a DLC is rejected
Check whether the server marked that DLC Forbidden. A Forbidden status intentionally prevents players using the DLC from joining. If the content should be allowed, change the status to Optional or Required according to the group’s policy.
Players with different DLC ownership need to play together
Set the DLC to Optional in the Mod Manager. This is the RimWorld Together status designed for clients that may connect with or without the DLC. Still test the particular save, because Optional admission does not remove compatibility risks from content that changes the world map, factions or other shared definitions.
The manual configuration will not load
Restore the backup, then check that the identifier is present in UnsortedMods, AllModIds and RequiredMods, in the same order. Confirm that the AllModIds entry uses the DLC value described by the wiki—0—and run the complete file through a JSON validator. Look first for a missing comma, unmatched quote, bracket or brace, or an extra character.
Synchronization problems appear after changing DLC
Do not continue changing the content list on the same world while diagnosing the issue. Preserve the prior configuration, create a new save as recommended for DLC changes, and test the new list with the intended client setups. Pay particular attention to DLC or mods that modify the world map or factions.

- Decide which DLC the campaign actually uses and whether every participant owns it.
- Join as administrator and enable Development Mode from Options.
- Open Admin Menu → Mod Manager.
- Assign Required to content every player must have, Optional to content that mixed-ownership players may use, and Forbidden to content the server must exclude.
- Accept the list and record the final policy for your players.
- Run a controlled join test with the relevant DLC combinations.
- For a DLC the owner does not own, back up and edit
ModConfig.jsononly after confirming the exact identifier and the three required collections. - Use a new save when disabling DLC, and keep the backup until the new campaign has been verified.
Following that order keeps the supported in-game configuration as the default, reserves file editing for the documented ownership workaround, and makes client requirements explicit before anyone invests time in a campaign.
