If you are looking for a How to Enable Cortana in Windows 11 procedure, there is an important limitation: you cannot enable the original Cortana app on a current Windows 11 installation.
Microsoft retired Cortana as a standalone Windows app in spring 2023 and lists “Cortana in Windows” as deprecated. There is no supported Settings switch, registry edit, PowerShell command, or installation package that restores it. For voice control, use Voice access. For questions, writing assistance, and conversational help, use Microsoft Copilot.
Can you enable Cortana in Windows 11?
No. Cortana is no longer a supported Windows 11 feature. Microsoft’s current Cortana support page says that the standalone Windows experience has been retired, while Microsoft’s Windows feature-lifecycle documentation lists Cortana in Windows as deprecated in June 2023.

That means the following older instructions do not work as current Windows 11 procedures:

- Opening Settings > Cortana
- Enabling “Let Cortana listen for my commands when I press the Windows key + C”
- Pressing Windows key + C to launch Cortana
- Searching for Cortana and pinning it to the taskbar
- Using Group Policy, Registry Editor, PowerShell, or Command Prompt to enable Cortana
Some older Windows installations, restored system images, or outdated guides may still show a Cortana entry. Its presence does not mean that Microsoft’s Cortana service is available. A system restore can also leave an obsolete MSIX app with a “This app can’t open” error. Repairing or reinstalling that package does not bring back the retired service.
What Windows key + C does now
On current Windows 11 versions, Windows key + C is assigned to Microsoft Copilot or Microsoft 365 Copilot, depending on your device and configuration. If Copilot is unavailable or disabled, the shortcut may open or close Windows Search instead.
You can check or change the Copilot-key behavior at:
Settings > Personalization > Text input > Customize Copilot key on keyboard
Microsoft’s current keyboard-shortcut documentation may still contain a legacy Cortana entry. That entry describes older Windows behavior and should not be treated as a Windows 11 activation method.

Use Voice access for spoken Windows control
Voice access is Microsoft’s replacement for controlling Windows and entering text with your voice. It is available in Windows 11 version 22H2 and later. Once its language files have been downloaded, Voice access can work without an internet connection.
Enable Voice access from Settings
- Open Start and select Settings.
- Select Accessibility.
- Select Speech.
- Turn on the Voice access switch.
On the same settings page, you can enable either of these startup options:

- Start voice access after you sign into your PC
Open Voice access through Search
- Open Windows Search from the taskbar or Start.
- Type voice access.
- Select Open.
After finding it, you can right-click the result and choose Pin to Start or Pin to taskbar, if those options are shown.
Complete the first-time Voice access setup
The first setup requires an internet connection because Windows needs to download speech-language files. If you close the setup before the download finishes, you must restart setup the next time you open Voice access.
- Choose a supported Voice access language.
- Select Agree and continue.
- Wait for the language files to download.
- Select Setup microphone.
- Choose the microphone you want to use if more than one is connected.

Your Windows display language does not necessarily have to match the Voice access language.
Fix microphone permission problems
If Voice access opens but does not hear you, check microphone permissions:
Settings > Privacy & security > Microphone
Make sure both of these permissions are enabled:
- Let apps access your microphone
- Let desktop apps access your microphone
Also check that the intended microphone is connected, selected during setup, and not muted by a hardware switch or headset control.
Useful Voice access commands
When Voice access is running, you can use these commands:

Use Copilot for conversational assistance
If you used Cortana to ask questions, generate reminders, get writing help, or have a general conversation, Microsoft Copilot is Microsoft’s current replacement for that type of assistance.
Open Copilot in Windows 11
- Open Start.
- Type Copilot.
- Select the Copilot app from the results.
If Copilot is installed, you can right-click it in Start and select Pin to taskbar. On supported Windows 11 configurations, pressing Windows key + C also opens Copilot or Microsoft 365 Copilot.
On new Windows 11 PCs, Copilot is generally available from Start or the taskbar. If it is missing, Microsoft says you can obtain the Copilot app from the Microsoft Store. Availability can vary by Windows build, device, region, and account.

Old articles may recommend changing a policy, creating a registry value, running a PowerShell command, or installing a Cortana package. These techniques were associated with older Windows releases or enterprise configuration scenarios. They do not restore Microsoft’s retired Cortana Windows service on current Windows 11.
At best, an old command may expose a broken shortcut or an obsolete package. At worst, downloading an unofficial package or changing system policies can create security and stability problems. There is currently no Microsoft-supported command syntax for enabling Cortana in Windows 11.

Why can’t I find Cortana in Windows 11?
Microsoft retired Cortana as a standalone Windows app and deprecated Cortana in Windows in 2023. Current Windows 11 installations do not include a supported Cortana activation option.
Can I install Cortana from the Microsoft Store?
No supported Store installation restores Cortana as a Windows assistant. If an old Cortana entry appears after a system restore or from an older system image, it may be an obsolete app and may not open.
