Use annotations when you only need review marks; use a PDF text editor only for small corrections; and use the original source document for major changes. Highlights, comments, sticky notes, and drawing markups sit above the original PDF content. Editing the underlying text can change line wrapping inside its existing text box, while scanned pages require OCR before their text can be changed. No editor can guarantee an identical layout when fonts, text boxes, tables, graphics, signatures, or security settings constrain the file.
First decide whether you need annotations or text edits
The safest way to preserve a PDF’s appearance is to avoid changing its underlying content. Review marks are separate objects layered over the page; text editing changes the page’s existing text objects.

Adobe Acrobat help describes comments as “notes and drawings that communicate ideas or provide feedback for PDFs.” Microsoft Edge’s PDF reader likewise documents highlighting and comments, making it suitable when review is the only requirement. Neither annotation route changes the PDF’s underlying words.
Prepare a copy and inspect the file before editing
- Duplicate the original. Work on a copy with a different filename so the untouched PDF remains available for comparison or recovery.
- Open the copy and inspect representative pages. Check text, page breaks, tables, images, signatures, form fields, and unusual fonts before making a change.
- Determine whether the page is text-based or scanned. Try selecting a word. If you can select text characters, the page contains text objects. If the page behaves like one picture, plan to run OCR before text editing.
- Check protection and signatures. A password-protected, permission-restricted, or digitally signed file may block editing. An XFA form can lose interactivity if edited in ways that are not supported by its form structure.
- Record the intended change. For a correction, note the page number, original wording, replacement wording, and the reason. This makes visual and content checks easier after saving.
How to annotate a PDF without changing its text
Use highlights, comments, and drawings for review
Open the PDF in a reader that supports annotation, select the highlight or drawing tool, mark the relevant text or area, and add a comment when explanation is needed. Keep the selection precise so a reviewer can see exactly what the note refers to. Save the annotated copy under a new name.
In Microsoft Edge, the PDF reader documents adding and editing highlights and adding comments. This is a practical no-cost route for review-only work. The documented Edge functions do not establish full text editing or OCR, so do not choose Edge as a text-correction workflow for a scanned or text-based PDF.

Keep annotations removable
Annotations are normally independent objects. A recipient can hide, edit, or delete them in a compatible PDF application. If the marks must become permanently visible, flattening may be appropriate, but flattening is a separate production decision: it can make comments unavailable as comments and should be done only after the review is complete and the result has been checked.
How to make a small text correction while preserving the page
Use an editor that can modify existing text objects
Adobe Acrobat’s text-editing tools are intended for changing text already present in a PDF. Select the text-edit function, click inside the existing text box, and change only the necessary characters or words. Work locally rather than replacing an entire paragraph when a small correction is all that is required.

Expect reflow inside the existing text box
Acrobat documentation explains that text can reflow within a text box, but it does not automatically flow to the next page. Adding characters may therefore wrap a line, overlap nearby content, leave extra white space, or push text beyond the box boundary. Font availability also limits what styling can be preserved: if the original font is unavailable or embedded in a way that cannot be edited, the replacement may look different.
- Select the PDF’s text-edit tool and click the exact text object.
- Make the smallest possible change. Avoid inserting a long sentence into a box sized for a short phrase.
- If you change formatting, verify that the required font is available and that size, weight, color, and spacing still match the surrounding text.
- Save the edited copy, close it, and reopen it. Some problems become obvious only after the file is rendered again.
- Inspect the changed line, the entire text box, the page edges, and the next page before sending the PDF onward.
What small edits cannot reliably preserve
- A replacement word may be wider or narrower and change line wrapping.
- A text box may not expand to accommodate an additional line.
- Objects anchored near the edited text may not move with it.
- Complex tables, columns, graphics, and captions can have separate objects whose alignment is not automatically rebuilt.
- A missing font can force a visual substitution even when the wording is correct.
How to edit a scanned PDF: run OCR first
A scan is an image of a page, not editable text. Before changing wording, run optical character recognition (OCR) in a PDF editor that supports it. OCR creates a text layer by recognizing the characters in the image; it does not recreate the original document’s layout perfectly.

- Open the duplicate scanned PDF in an OCR-capable editor such as Acrobat.
- Run the OCR or “recognize text” function for the page or document.
- Review the recognition result, especially names, numbers, punctuation, columns, footnotes, and characters that resemble one another.
- Correct recognition errors before making the intended wording change.
- Edit only the text that must change. Leave image-heavy areas, tables, graphs, and logos alone unless there is no alternative.
- Save a new copy and compare rendered pages with the original scan.
OCR quality depends on the scan itself. Skew, blur, low contrast, unusual type, handwritten marks, and complex page structures can produce incorrect characters or misplaced text. Proofreading is mandatory for legal, financial, technical, and safety-critical documents.
Preserve the original scan as evidence
Keep the untouched scan and the OCR-edited version separately. Adobe’s scan-editing guidance recommends a backup before editing. If recognition has damaged the visual appearance or introduced errors, you can return to the original image rather than trying to reconstruct it.

Why layout changes happen even when the edit is small
PDF pages are positioned collections of text, images, paths, and form objects. They are not always equivalent to a flowing word-processing document. An editor can change a character inside one text box, but it may not know how the author intended the surrounding page to respond.
- Text-box boundaries: content can wrap only within the box, with no automatic continuation onto the next page.
- Fonts: unavailable or restricted fonts can be substituted, changing character widths and line breaks.
- Tables and columns: cells, borders, and text may be separate objects, so changing one cell can disturb alignment.
- Graphics and images: captions and labels may not move when nearby text changes.
- Signatures and security: permissions or a digital signature can prevent edits or invalidate the signature when the file changes.
- Interactive forms: editing an XFA form outside supported operations can remove its interactivity.
These constraints explain why “unchanged layout” should be treated as a verification goal, not a feature any editor can guarantee.

Choose a workflow and tool that fits the file

When selecting software, compare five capabilities: annotation versus underlying text edits, OCR for scans, desktop versus browser operation, handling of the file’s restrictions, and the ability to inspect the rendered result before distribution.
Restrictions to check before you spend time editing
Digitally signed PDFs
A signed PDF is designed to reveal subsequent changes. Editing it can invalidate the signature or be blocked by the document’s permissions. Ask the signer for an editable source or an authorized unsigned copy when a correction is required.

Some files allow viewing and commenting but prohibit content edits, copying, or page changes. Respect the permissions shown by the PDF application; do not assume that a tool can safely bypass them.
XFA forms
XFA forms contain interactive structures that ordinary PDF editing may not understand. Acrobat documentation warns that editing can remove interactivity. If the form must remain fillable, use the form’s supported editing workflow or obtain a revised form from its owner.

Verify the edited PDF before sharing it
- Reopen the saved file. Verify that the changes persisted and that annotations display correctly.
- Compare page count and page size. An unexpected change can indicate an export or form problem.
- Check the edited area at normal zoom and high zoom. Look for clipped characters, altered font weight, overlaps, misplaced annotations, and broken borders.
- Inspect page boundaries. Confirm that no text runs off the edge and that headers, footers, and page numbers remain aligned.
- Review nearby objects. Check tables, columns, figures, signatures, and form controls around the edit rather than checking only the changed word.
- Test required behavior. If the PDF is a form, test fields and buttons. If it is signed, confirm the signature status is acceptable for the intended recipient.
- Compare with the untouched original. A side-by-side or page-image comparison catches subtle shifts that a text-only check misses.
Troubleshoot common layout problems
The corrected text is clipped
The text box is probably too small or the replacement font is wider. Shorten the correction, adjust the text box only when doing so will not cover another object, or return to the source document for a proper reflow.
The font looks different
Check whether the original font is available and editable. If it is not, match the surrounding appearance as closely as the editor permits and disclose the substitution when visual fidelity matters.

OCR produced wrong words
Zoom in on the scan, correct the recognized text manually, and recheck every number, name, symbol, and table cell. For a poor scan, obtain a clearer source rather than trusting automatic recognition.
The edit is blocked
Inspect document security, signature status, and form type. Request an authorized editable copy or make the change in the original source instead of trying to force an in-place edit.

The page looks fine in the editor but not after delivery
Reopen the saved PDF in a second compatible viewer and inspect the rendered pages. Differences can expose unsupported fonts, annotation compatibility issues, or interactive-form problems before a recipient encounters them.
When the original source file is the only reliable answer
Use the Word document, presentation, desktop-publishing file, form template, or other source whenever the change affects several paragraphs, page breaks, styles, columns, tables, or graphics. Edit the source, export a fresh PDF, and compare the rendered pages with the prior version. This preserves the author’s layout logic instead of trying to reconstruct it from fixed page objects.
