There is no verified official free PC download of Grand Theft Auto: Vice City. Rockstar’s current PC product is Grand Theft Auto: The Trilogy – The Definitive Edition, a paid release containing Grand Theft Auto III, Vice City, and San Andreas. Rockstar currently lists it at $59.99 and provides a Buy Now button.
This guide explains the legitimate way to install it on a Windows 11 laptop, how to check compatibility, and what to do if you already own a Steam or non-Steam installation.
Before downloading GTA Vice City
Use the current Definitive Edition store page rather than random “free download” websites. Unofficial installers commonly bundle malware, modified executables, or unwanted software, and they do not provide a legitimate Vice City license.

Rockstar’s published requirements name Windows 10 64-bit as the minimum operating system. Windows 11 is not specifically named in the listed minimum or recommended requirements, so Rockstar does not present Windows 11 as the published baseline for this product. Check the store page and Rockstar support information before purchasing if compatibility is critical on your laptop.
Check whether your laptop meets the requirements
The trilogy needs substantially more hardware than the original 2002 PC release. Compare your laptop with Rockstar’s current specifications:

How to download GTA Vice City on a Windows 11 laptop
- Open Rockstar’s official store page. Go to Grand Theft Auto: The Trilogy – The Definitive Edition. Confirm that the page is on
store.rockstargames.com. - Select Buy Now. Vice City is not sold there as a current free standalone PC download. Purchase the trilogy product and complete the checkout using your Rockstar account.
- Download the Rockstar Games Launcher. Rockstar’s support page directs users to socialclub.rockstargames.com/rockstar-games-launcher. Download and run the Windows installer.
- Install and open the launcher. Sign in with the same Rockstar Games account used for the purchase. Installation and activation require internet access.
- Find the game in the launcher. Open your library and select Grand Theft Auto: The Trilogy – The Definitive Edition. Choose the installation option, select a drive with at least 45 GB free, and allow the download to finish.
- Launch Vice City. After installation, start the trilogy from the Rockstar Games Launcher and select Grand Theft Auto: Vice City from the included games.
The launcher and the game may install or require DirectX, the Microsoft Visual C++ 2015–2019 Redistributable (x64), Chromium Embedded Framework, Rockstar Games Social Club Framework, and authentication software. Do not remove these components simply because they are not part of the game folder; the launcher uses them for startup and account verification.
Rockstar Launcher requirements
The current Rockstar Games Launcher itself requires Windows 10 64-bit, at least 2 GB of RAM, a DirectX 11-compatible graphics card, and approximately 1 GB of disk space. The game requires additional storage and higher hardware specifications.
Although this article is for Windows 11, the official published requirement is Windows 10 64-bit rather than Windows 11. Keep Windows 11 updated, install current graphics drivers from your laptop manufacturer or GPU manufacturer, and avoid assuming that a laptop will be supported solely because the launcher installs successfully.

If you have a legitimate existing Steam or non-Steam installation, the Rockstar Launcher can scan for supported files instead of requiring you to locate them manually.

- Open the Rockstar Games Launcher.
- Select Settings.
- Open General.
- Find Scan PC for supported installs.
- Select Scan Now.
A detected installation appears under My Library. Steam installations retain Steam as the update manager, and Steam must be running for Steam updates. The Rockstar Launcher displays Play on Steam. A detected non-Steam installation displays Play on Disk.
Scanning does not turn an unofficial copy into a licensed product. You still need the entitlement associated with the appropriate Rockstar or store account.
Common download and startup problems
The website offers a free Vice City EXE
That is not the current official PC download method. Close the page and do not run the file. The official current product is the paid trilogy, and activation is tied to a Rockstar Games account.

The launcher says the game is not owned
Sign out of the Rockstar Games Launcher, close it completely, reopen it, and sign in to the account that made the purchase. Purchases and serial codes are non-transferable and limited to one Social Club account. Only one PC login is permitted per account at a time, so close the launcher on another computer if necessary.
The download will not start
Check that the laptop has at least 45 GB free on the destination drive, that Windows Defender or another security product is not blocking the launcher, and that the internet connection is stable. Restart the launcher after installing pending Windows or graphics-driver updates.
The game is missing from the Rockstar library
Use Settings > General > Scan PC for supported installs > Scan Now. If the copy came from Steam, open Steam first and verify that the game is installed in the Steam library. A scan can locate an installation, but it cannot fix a missing purchase entitlement.
The game crashes or shows a black screen
Confirm that the laptop uses a supported dedicated GPU where available rather than an integrated graphics chip. Update the graphics driver, plug the laptop into AC power, and use the laptop manufacturer’s performance mode. If the hardware is below Rockstar’s minimum specifications, lowering settings may not resolve crashes or launch failures.
Why old GTA Vice City download instructions can be misleading
Rockstar also has legacy pages for the original Grand Theft Auto: The Trilogy product released on October 17, 2005. Those pages mention obsolete components such as Games for Windows–Live, Adobe Flash, and Internet Explorer. They do not describe the current Definitive Edition installation procedure.
