Document export status as a connected chain: the principal’s job-work challan and accounts, every processing handoff, the export invoice, customs/shipping records, GST return data, and any LUT or refund claim. This approach applies only when the arrangement actually fits the job-work procedure in section 143 of the Central Goods and Services Tax (CGST) Act. A contract manufacturer is not automatically a job worker, and the processor is not automatically the customs exporter of record.
Start by identifying who owns the goods, who has the supply contract with the overseas buyer, who issues the export invoice, which GST registrations are involved, and what the customs declaration says. Those facts determine whose records must support the export and whether section 143 is available.
1. Establish whether the arrangement is job work
Section 143 addresses a registered principal sending inputs or capital goods to a job worker for processing. It does not classify every contract-manufacturing agreement as job work. Before preparing an export file, map the commercial and tax facts:

- the GST-registered person that owns or supplies the inputs or capital goods;
- the written manufacturing or processing contract;
- the GST registrations of the principal, processor and any additional job workers;
- the party that invoices the overseas customer and appears in the customs export declaration;
- the location from which the finished goods leave India; and
- whether any supplier sends goods directly to a job worker for the principal.
Section 143 and CBIC’s job-work guidance should be read together with the contract and customs documents. The CGST Act, section 143 and CBIC Circular 88/07/2019-GST describe the statutory route, but they do not decide who is exporter of record in every commercial model.

2. Put the principal in control of the statutory file
The principal is responsible for proper accounts of inputs and capital goods sent for job work. Build one electronic or physical file for each movement and export transaction, with a unique internal reference that links the commercial order, challan, production batch, export invoice and customs evidence.
The file should identify the principal, job worker, GSTINs, source premises, destination premises, description and quantity of each item, dispatch date, ownership, contract reference and intended outcome (return, onward movement or export). Keep the signed or electronically approved documents in a form that lets an auditor trace a unit of material from dispatch to final disposition.
3. Document the initial dispatch
Use the principal’s challan
Rule 45 requires a challan issued by the principal when inputs, semi-finished goods or capital goods are sent to a job worker. The same control applies when goods move directly from a supplier to the job worker for the principal. The challan should carry enough detail to reconcile the physical movement with the principal’s accounts:

- principal’s legal name, GSTIN and dispatch location;
- job worker’s legal name, GSTIN (if registered) and destination;
- description, HSN where used in the taxpayer’s records, quantity and unit of measure;
- value or other valuation information required by the applicable document rules;
- purchase order, work order or production-batch reference; and
- the expected return, onward supply or export event.
For a direct supplier-to-job-worker movement, preserve the supplier’s invoice and consignee details with the principal’s challan reference. CBIC Circular 38/12/2018-GST explains how the documentation should connect that movement to the principal’s job-work records.
Keep movement documents with the consignment
Check whether the leg requires an e-way bill. For covered movements, the person in charge must carry the applicable invoice, bill of supply or delivery challan and the e-way bill or its number, subject to the rules and exceptions in the CBIC e-way bill rules. An e-way bill proves or supports transportation; it does not replace the export invoice, customs declaration or job-work accounts.
4. Preserve the chain through every processing handoff
Goods may move from the first processor to one or more subsequent job workers. At each handoff, retain the original challan or a clearly linked endorsed or replacement challan showing what quantity and description moved, from which premises, to which next processor and on what date.
Maintain a running material ledger for each item or batch. At minimum, reconcile:

- quantity dispatched by the principal;
- quantity received by each job worker;
- quantity consumed, processed or transferred;
- quantity returned to the principal;
- scrap or waste generated and its disposition; and
- quantity supplied or exported from the last job worker’s premises.
Rule 45 and the accounts and records rules require records, but they do not prescribe one universal spreadsheet or software format. Your format is acceptable only if it can reproduce the statutory trail and explain every difference between dispatched, processed, returned, scrapped and exported quantities.
Where a job worker sends goods to another job worker, record the transfer before the goods leave the first premises. Capture transport evidence and the applicable e-way bill for that leg rather than treating the final export movement as the only movement requiring review.
5. Control the section 143 time limit
Section 143 provides a statutory clock for goods sent for job work. Inputs must generally be received back by the principal or supplied onward, including export from the permitted premises, within one year. Covered capital goods have a three-year period. Moulds, dies, jigs, fixtures and tools are treated differently under the provision. The Act allows limited extensions where sufficient cause is established, so check the current amended text and any applicable notification for the shipment date.
Set an internal due date earlier than the legal deadline. A useful control record includes the dispatch date, statutory category (input or capital good), calculated deadline, extension request or approval, current location and planned return or export date.

If the required return or onward supply/export does not occur within the applicable period, the law can deem the original dispatch to be a supply by the principal to the job worker. CBIC’s circular states:
“Thus, essentially, sending goods for job work is not a supply as such, but it acquires the character of supply only when the inputs/capital goods sent for job work are neither received back by the principal nor supplied further by the principal from the place of business / premises of the job worker within one/three years of being sent out.”
Do not let a pending export booking, missing shipping bill or unresolved production variance run past the deadline without a documented legal review.

6. Decide whether the goods return or export directly
Return to the principal
When processing is complete, the goods may return to the principal’s registered premises. Match the receipt to the original challan, record the quantity and condition received, and close the corresponding ledger line. Any scrap, shortage or rejected quantity needs a separate explanation and supporting document.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDirect export from the last job worker
Section 143 permits the principal to supply, including export, directly from the place of business or premises of the last job worker within the statutory period. Circular 88/07/2019-GST says:
“Subsequently, on completion of the job work (by the last job worker), the principal shall either bring back the goods to his place of business or supply (including export) the same directly from the place of business/premises of the job worker within the time specified under section 143.”
For a direct export, retain the complete challan chain, production completion record, export invoice, customs documents and proof that the principal—not merely the processor—made the supply under the chosen arrangement. Check whether the job worker’s premises must be declared as an additional place of business. Section 143 contains stated exceptions, including circumstances where the job worker is registered; verify the current provision against the parties’ actual registrations.
7. Make the export invoice and GSTR-1 consistent
Export invoice content
Use the export invoice format and endorsement required by the applicable invoice rules. The wording differs depending on whether the export supply is made with payment of IGST or under bond/LUT without payment of IGST. Include the prescribed recipient and destination information, delivery details and export-application information. Consult the current CBIC invoice rules for the exact endorsement and mandatory fields in force on the invoice date.
Use the same legal supplier identity, invoice number, taxable value, currency, recipient, destination and goods description across the export invoice, shipping bill and GST return. If the job worker’s premises is the physical dispatch point, show that location accurately without changing the party that legally makes the supply.
Report the invoice in GSTR-1
Report the export invoice in GSTR-1 using the applicable export table and tax-payment category. The GST Portal explains that shipping-bill details may be added later when they were unavailable at the time the export invoice was first reported. Follow the current GSTR-1 guide for the amendment facility, required fields and filing period.

Keep a reconciliation showing the GSTR-1 invoice number, shipping-bill or bill-of-export number and date, port code where applicable, taxable value, IGST amount (if paid), and the date any missing shipping-bill data was added or amended.
8. Choose and document the zero-rated route
Exports are zero-rated, but the documentation and cash-flow consequences differ between the two routes described by the GST Portal and refund rules.
Recommended Free Tools
| Export route | Tax payment at export | Core paperwork | Refund sought | Cash-flow and reconciliation focus |
|---|---|---|---|---|
| Export with payment of IGST | IGST is paid on the export supply. | Export invoice with the payment-of-IGST endorsement, shipping bill or bill of export, GSTR-1 data and other customs records. | Refund of IGST paid, subject to the applicable process and eligibility. | Match the IGST on the invoice and return to the customs export record and refund status; fund the tax payment until the refund is processed. |
| Export without payment of IGST | No IGST is paid at export under a valid bond/LUT route. | Export invoice with the bond/LUT endorsement, applicable LUT or bond acknowledgment, shipping bill or bill of export, GSTR-1 data and refund records. | Refund of eligible accumulated input tax credit under the applicable rules. | Track eligible credit, invoice and shipping-bill linkage, computation and debit or claim records; preserve working capital otherwise tied up in tax. |
The sources do not establish a universally better route. Select the route after considering eligibility, credit accumulation, cash availability, filing controls and the exporter’s commercial arrangements. The GST Portal GSTR-1 guide and CBIC refund rules describe the broad routes and supporting data.
9. Maintain the LUT and refund evidence
LUT or bond file
For an export without payment of IGST, retain the relevant LUT or bond acknowledgment and application reference with the invoices it covers. The GST Portal’s LUT guide describes filing Form RFD-11 for an applicable financial year; portal screens and requirements can change, so verify the current-year procedure before filing.
Refund file
For goods-export refunds, retain the export invoice identifier together with the shipping-bill or bill-of-export number and date. Add the GSTR-1 and return-period evidence, the refund application and computation, relevant electronic-credit-ledger records, and any portal acknowledgment or deficiency memo. The CBIC refund rules specify the documentary framework; apply the rule and form version effective for your claim.
Do not submit a refund schedule that uses a different invoice number, value, quantity or exporter GSTIN from the customs and GSTR-1 records. Investigate mismatches before filing rather than relying on a later correction.

Use status values such as “in processing,” “awaiting return,” “export invoice issued,” “shipping data pending,” “refund filed” and “closed.” Require a review when a batch approaches its section 143 deadline or when quantities do not reconcile.
11. Troubleshoot common documentation failures
The processor says it is the exporter
Check the contract, invoice issuer, GST registration and customs declaration. Physical dispatch from the processor’s premises does not by itself establish that the processor is the exporter of record or the person making the zero-rated supply.
The shipping bill was unavailable at GSTR-1 filing
Report the export invoice with the information available, then add or amend the shipping-bill details through the current GSTR-1 process described in the GST Portal guide. Keep evidence of the later update in the reconciliation file.
A challan does not match the quantity exported
Trace every intermediate endorsement, production loss, scrap record, return receipt and export packing list. Correct the ledger and supporting documents before filing a refund. Do not silently overwrite the original challan trail.
The statutory period is close to expiring
Escalate the batch to the tax and operations owners, confirm whether the goods qualify as inputs or capital goods, document the planned return or direct export, and obtain advice on any legally available extension. The one-year and three-year periods should not be treated as informal targets.
An e-way bill exists but the export file is incomplete
Complete the export invoice, customs and principal-account records. The e-way bill supports movement only; it cannot establish zero-rated status or substitute for shipping-bill evidence.
12. Verify the law for the shipment date
The linked CGST Act consolidation is dated 31 August 2021, and the cited rule materials may not include later amendments, notifications or extensions. Before operational use, verify:

Where ownership, registrations, direct dispatch, multiple processors or customs roles are unclear, obtain transaction-specific professional advice. A well-indexed file can demonstrate the intended export chain, but it cannot cure a contract or customs declaration that assigns the transaction to a different party.
