Save the evidence before you report, block, or ask for removal. Take uncropped screenshots that show the complete post, account identity, platform, visible date or time, and the browser address bar or copied URL. Download original messages and media, record every incident in a dated log, and preserve public pages in a web archive as a second reference. Keep untouched originals separate from redacted copies, restrict access, and send authorities a numbered, chronological packet rather than a folder of unexplained images.
1. Preserve first, then report
Online Safety Commission guidance warns that reporting can cause harmful material to be removed. PEN America similarly recommends saving screenshots and hyperlinks when content may later disappear. If you may report to a platform, employer, regulator, police officer, or lawyer, capture and download what you can before clicking Report, blocking an account, or requesting deletion.
Make an immediate preservation pass
- Open the post, profile, message, email, video, or image in its original context.
- Copy the live URL and note the current date, time, and time zone.
- Capture an uncropped screenshot and, where practical, a screen recording showing how the page is reached.
- Download original files and message exports. Keep platform notifications and emails with their full headers when available.
- Only after saving the material, report, block, mute, or request removal.
Do not limit your collection to posts that make your position look favorable. PEN America advises retaining all relevant evidence, including material that may be embarrassing or appear to cut against your account. A complete record is more credible than a curated selection.

A useful screenshot lets another person identify what was shown, who published it, where it appeared, and when you captured it. Crop only a working copy; keep the original frame untouched.

Include these elements in the frame
- The exact words, image, video frame, or comment at issue.
- The account name, handle, profile identifier, and any visible profile link.
- The platform or website name and enough surrounding interface to establish context.
- The visible publication date or time, including an indication of the time zone if the platform provides one.
- The browser address bar or a copied URL. If no URL is available, make a screen recording or photograph the device while the content is displayed.
- Replies, quote posts, captions, or labels that change the meaning of the original item.
The Online Safety Commission asks reporters to describe who was involved, what was done, how it was shared, and which platforms were used, with supporting screenshots or links and dates and times. Japan’s National Police Agency likewise recommends recording the site name, URL, writer, posting date and time, and content.
Capture dynamic and disappearing content
Scroll slowly and take overlapping frames when a post is longer than one screen. Capture the profile page separately from the individual post so the account identity is not lost if the post is edited. For stories, live streams, disappearing messages, or videos, record the full playback with the device clock or a separate time reference visible where possible, then save the original download. Note if the item was edited, deleted, restricted to followers, or visible only after login.
3. Keep originals and create working copies
Original files are your baseline. Do not draw arrows, add labels, change color, crop, or convert them before preserving an untouched copy. The Media Lawyers Association describes a practical screenshot-and-file approach: retain the original message or file and organize it so another person can inspect it.

- Original screenshot in the device’s native format.
- Downloaded image, video, message export, or email file.
- Optional screen recording showing navigation to the item.
- A working copy for redaction, annotations, or translation.
- A text note containing the URL, account identifier, capture time, publication time, and your description.
Keep the original export separate from any redacted copy. If an adviser requests cryptographic hashes, calculate them on the untouched files and record the algorithm and resulting value in your index. A hash supports file-integrity checking; it does not by itself prove who authored a post or that a statement is true.
4. Build a chronological incident log
Use one row per incident, even when several posts belong to the same episode. StopBullying.gov recommends recording dates, times, and descriptions and saving or printing screenshots, emails, and text messages. A structured log prevents gaps and lets a reviewer follow the pattern without guessing.

Use a consistent filename such as INC-001_2026-10-17T1430Z_platform-post-original.png. Record uncertainty plainly: for example, say that the platform displayed a relative time and that your capture occurred at a stated local time.

5. Preserve public pages with web archives
After saving the live page, submit its public URL to a web-archive service and record the resulting capture address. An archive replay can provide an independently timestamped reference when the live page changes. UNESCO notes that copies may persist on internet archive sites such as the Wayback Machine.
Use an archive as supporting context
Do not treat an archive replay as a substitute for your original screenshot, downloaded file, URL, and capture time. Social-media pages may require login, load content through scripts, or replay incompletely. Save the archive result and note what it did not preserve. NARA describes a stronger preservation pattern as a stand-alone snapshot accompanied by a site map showing relationships among pages; for a campaign, that means archiving the post, the relevant profile, and linked pages when they are public and material to the sequence.
Archive workflow
- Open the live public URL and save the screenshot and downloaded file.
- Submit the URL to the archive service while it is still reachable.
- Copy the returned archive address into the incident log.
- Open the replay and check whether text, images, timestamps, replies, and profile context survived.
- Record missing or altered elements and retain the live capture as the more complete visual record.
An archive can help establish that a page was available at a particular time. It does not, by itself, prove authorship, intent, identity, or the truth of a statement.
6. Store sensitive evidence securely
Screenshots can contain private messages, addresses, phone numbers, intimate imagery, or information about bystanders. Restrict access to people who need it and keep a separate backup. PEN America identifies an external hard drive as one option for sensitive material instead of a cloud service.

Use device encryption or an encrypted external drive, a strong unique passphrase, and access controls. Do not forward intimate imagery or personal data more widely than necessary. When sending material, redact unrelated people and sensitive fields in the copy while retaining the untouched original securely.

7. Record every reporting action
Save the completed report form, confirmation email, case number, platform response, and screenshots of report status. A response or non-response shows when and how you sought removal. Reporting may remove the content, so it is an administrative record, not a preservation method.

Log the outcome
- Date and time submitted, with time zone.
- Policy category selected and a neutral summary of the complaint.
- Case or ticket number.
- Copies of automated and human responses.
- Date the content changed, disappeared, or remained online.
- Any appeal, follow-up, or request for preservation sent to the platform.
8. Assemble an escalation packet
Give a platform, employer, regulator, police officer, or lawyer a short, navigable packet rather than an unlabelled archive.
- Write a one-page chronology summarizing the pattern, key dates, platforms, and immediate safety concerns.
- Add an exhibit index mapping each incident ID to its original filename, URL, account identifier, capture time, publication time, and archive address.
- Number exhibits in chronological order and include a brief, factual description for each.
- Attach only the minimum sensitive material needed for the recipient to act.
- Keep the complete originals and backup; send copies through the recipient’s stated secure channel.
Explain what you personally observed, what the platform displayed, and what remains uncertain. Avoid conclusions about criminality or defamation unless a qualified professional in your jurisdiction makes them.
9. Choose the right preservation method

10. Common problems and fixes
The post disappeared after reporting
Use the original screenshot, download, screen recording, report receipt, and archive address. Record the disappearance time as an outcome; do not imply that the archive captured material it did not preserve.
The screenshot is cropped or lacks a URL
Retake it with the browser address bar and surrounding interface visible. If the content is no longer reachable, preserve the existing file, make a screen recording or device photo if possible, and explain the gap in the log.
The platform shows only a relative time
Record the displayed wording, your capture time and time zone, and any notification or email that gives an absolute time. Do not convert a relative label into a precise publication time without support.

The archive replay is blank or incomplete
Keep the archive address and document what failed to load. Retain the live screenshot, downloaded original, and capture time; archive the profile or linked public page separately if that helps establish context.
People disagree about whether an image was edited
Provide the untouched download, original metadata where available, and a clear chain showing when and where you obtained it. Do not alter the original to improve readability; use a labeled working copy.
You need to share evidence with several organizations
Create recipient-specific redacted copies and maintain a distribution log. Send only what each recipient needs, using its secure submission process.

12. Legal and safety limits
Preservation improves your options but does not guarantee that a court will admit every screenshot or archive replay. Authentication and admissibility rules vary by jurisdiction. A web archive does not independently establish authorship, intent, or the truth of a statement. If there is a threat of violence, stalking, intimate-image abuse, or immediate danger, prioritize physical safety and contact the relevant emergency or specialist service. For legal strategy, consult a qualified lawyer or the appropriate authority in your jurisdiction.

Save the post, profile, URL, original files, and report details first whenever it is safe to do so. Blocking can prevent you from retrieving context later.
Is a screenshot alone enough?

Can an archived page prove who wrote a post?
