The safest protest documentation starts before you arrive: define what must be recorded, assess who could be harmed, prepare a hardened device, agree on check-ins and exit triggers, and decide how footage will be anonymized before publication. At the protest, keep an exit route, record context from a safe position, and avoid identifying people unless you have a clear purpose and a genuinely safe consent plan. Afterward, preserve the original securely, create a separate redacted copy, inspect every frame and audio track for indirect clues, and publish only when the public benefit outweighs the risk.

Start with a threat and assignment assessment

Protest coverage can expose a recorder and participants to surveillance, arrest, targeted attacks, and the loss, seizure, or destruction of equipment. The Committee to Protect Journalists (CPJ) recommends a risk assessment for protest assignments and a written plan covering communications, evacuation, and withdrawal. Use its protest resources and U.S. protest assignment checklist as planning references, then adapt them to your location and role.

Write the assessment as a decision document, not a vague intention to “be careful.” Conditions can change quickly, so update it when the crowd, police posture, weather, communications, or legal situation changes.

Define the minimum useful assignment

  • State the question the documentation must answer: for example, what happened at a particular intersection, how an arrest unfolded, or whether a reported injury is visible.
  • List the evidence needed to answer that question and what is unnecessary. CPJ cautions against lingering to gather material that will not be used.
  • Decide in advance what would make the assignment complete. A shorter, contextual sequence may be safer and more useful than hours of close-up footage.
  • Identify who could be harmed by publication, including bystanders, minors, organizers, people with precarious immigration or employment situations, and anyone already being targeted.

Map hazards and withdrawal triggers

Consider the venue, expected crowd size, counter-protesters, barriers, vehicles, weather, communications coverage, likely surveillance, and relevant local restrictions. Mark multiple exits rather than relying on the route used to enter. Agree on objective withdrawal triggers, such as a police dispersal order, a change to crowd-control tactics, nearby fires, stampede movement, loss of communications, or a person in your team being injured. Leaving at a pre-agreed trigger prevents the pressure to obtain “one more shot.”

Set check-ins and a response plan

Choose a trusted editor, colleague, or contact who is not at the event. Set check-in times, the exact channel to use, and what that person should do after a missed check-in. Include your expected route, rally point, emergency contacts, and any medical or legal support numbers. Work with a partner where feasible; if you must work alone, make the check-in and withdrawal plan more conservative.

Plan element Write down Why it matters
Assignment objective The specific event or question to document Limits exposure to material that will not be used
Check-in schedule Times, channel, and missed-check-in action Lets someone detect a problem early
Exit and rally points At least two exits and a meeting place Avoids dependence on a blocked route
Withdrawal triggers Observable conditions that end the assignment Turns a stressful judgment into a pre-agreed safety rule
Threatened people Participants, sources, and bystanders who could be identified Guides framing, consent, redaction, and publication decisions

Prepare a device that reveals as little as possible

Electronic-safety advice depends on the device model, operating system, jurisdiction, and your threat level. EFF’s Attending a Protest guide says every protest and every person’s concerns are different. Treat its recommendations as risk-reduction measures, not guarantees against search, seizure, or forensic access.

Reduce the data carried to the event

  • Use a device that contains only the accounts, contacts, maps, and files needed for the assignment.
  • Remove unrelated personal data where practical, following CPJ’s checklist recommendation to minimize personal information on an assignment device.
  • Back up essential material before leaving, but do not assume a cloud copy is automatically safe; account access, legal orders, and compromise of a linked phone or email can expose it.
  • Charge the device and carry only the cables, batteries, and storage media you need. Extra equipment increases loss and seizure exposure.

Enable encryption and a strong passcode

Turn on the device’s full-storage encryption and use a long passcode rather than a short PIN or a reused password. CPJ recommends encryption and passcodes; EFF also emphasizes strong device encryption and passcodes. Learn how your device locks quickly and how to shut it down or place it in a locked state without opening the camera or notifications. Do not assume that a locked screen hides every notification or that encryption protects data after a device is unlocked.

Prefer a passcode over biometrics when the situation warrants it

CPJ’s U.S. checklist recommends using a passcode rather than biometrics for protest assignments. Fingerprints and face recognition can be treated differently from memorized credentials under some laws and circumstances. The legal position varies by jurisdiction, so obtain local legal advice if the risk is significant. A passcode does not make a device immune to seizure; it is one layer in a broader plan.

Turn off location features you do not need

Disable location settings and location tagging for the camera when they are not necessary, as CPJ recommends. Check whether the operating system, photo app, social app, or third-party keyboard is still adding location data. Turning off a camera setting does not erase location already stored in earlier files, and cellular-network or app records can reveal location independently.

Plan communications without exposing sources

Use the agreed check-in channel and avoid posting live whereabouts or identifiable participant details. If you communicate with a source, consider whether the conversation itself could identify them. Keep emergency instructions available offline in case the network is congested. Do not promise a source that a particular app, disappearing-message setting, or screenshot will make them anonymous.

Record from a position that preserves safety and context

Your position determines both what the footage proves and who it exposes. Maintain awareness of moving vehicles, crowd compression, police lines, mounted units, projectiles, smoke, and changing exits. Keep the device secured against grabbing or dropping, and leave when a withdrawal trigger is met. No image is worth entering a dangerous confrontation.

Choose wide and medium shots first

WITNESS recommends wide and medium shots to establish context: crowd scale and movement, the location, the presence and formation of authorities, barriers, signage, and the relationship between people and vehicles. Begin with a stable establishing sequence before moving closer. Capture different angles when you can do so without crossing a line or drawing attention to a participant.

Context also protects against overclaiming. A tight clip may show a person falling but not what preceded it, or an object being thrown without showing who handled it. Record a continuous sequence when safe, and note changes in position, time, and conditions.

Use anonymity-aware framing

When identities should remain anonymous, WITNESS suggests filming crowds from behind, showing backs of heads or feet. Other options include hands, signs, silhouettes, or a deliberately wider composition. These choices reduce direct facial exposure but do not make people unidentifiable: distinctive clothing, tattoos, backpacks, shoes, voices, signs, and nearby locations can still reveal them.

Keep your own behavior safe and unobtrusive

  • Keep an exit route visible in your peripheral view rather than focusing only on the screen.
  • Do not block medics, emergency vehicles, or participants moving away from danger.
  • Avoid climbing unstable structures or standing in traffic for a better angle.
  • Use a wrist strap or other retention method if it does not create a snag hazard.
  • Do not wear concealment or clothing intended to hide your identity without considering the environment. EFF notes that concealment choices can affect visibility around vehicles and their safety depends on the circumstances.

Interview only with informed, specific consent

An interview can create more risk than a distant crowd shot because a person’s face, voice, words, language, clothing, and story may identify them. WITNESS advises making sure interviewees understand how and where video will be used and discussing the risks of public, online, or authority-facing sharing. Its ethical guidelines for using videos in human-rights reporting and advocacy address consent, audience, safety, dignity, privacy, minimizing harm, and protecting at-risk sources.

Explain the intended use before recording

Tell the person who you are, what you are documenting, the likely audience, and whether the footage could be posted publicly, shared with journalists or researchers, or provided to authorities. Explain that online copies can be downloaded and recirculated. Ask whether they want their face, voice, name, or other details concealed, and respect a refusal without argument.

Offer practical anonymity choices

Depending on the person’s wishes and the scene, film hands rather than a face, use a scarf or other face covering they choose, frame from behind, or adjust focus to blur. Explain that these methods are not absolute: a distinctive voice, tattoo, clothing item, sign, or event location may still identify them. Do not ask someone to adopt a disguise that could create a new safety or legal risk.

Reconfirm consent when the use changes

Consent for a private review is not automatically consent for public release or sharing with authorities. Recontact the interviewee when feasible if the audience, edit, timing, or distribution changes. If you cannot safely recontact them, treat the original consent as limited and remove identifying details or do not publish.

Document alleged violence without overstating what the footage shows

For an injury, arrest, use-of-force allegation, or property damage, preserve sequence and surrounding context. When safe, WITNESS recommends narrating incident details and documenting the people involved, nearby crowd, injuries, and vehicles. Narration should describe observable facts—such as “a person in a blue jacket falls after the line advances”—rather than asserting an intent or legal conclusion the recording cannot establish.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Capture identifying context carefully

  • Record the wider scene before and after the key moment when doing so does not expose participants unnecessarily.
  • Note the direction of movement, visible commands, barriers, vehicle markings, and changes in lighting or weather.
  • Keep a contemporaneous log with approximate time and location, but store it securely because it can identify people and your movements.
  • If an injury is visible, ask whether the person wants to be recorded and avoid filming medical treatment in a way that exposes private information.

Separate evidence from interpretation

Preserve the unedited original and write down what you personally observed. Do not add a caption that names a person, assigns a motive, or identifies an officer unless the evidence and a reliable, lawful identification process support it. If the sequence is incomplete, say what is missing rather than filling the gap with assumptions.

Protect the original files immediately after recording

Original footage can be evidence even when it is not suitable for public release. Protect it from accidental deletion, device loss, seizure, and unauthorized access.

Keep a controlled record of copies

When evidentiary handling matters, record the file name, creation time, transfer method, storage location, and each person who receives a copy. Use an integrity-preserving workflow appropriate to your organization, and avoid repeatedly opening and re-saving originals in editing software. A chain-of-custody record is useful only if access is limited and the record itself does not expose an at-risk filmer or source.

Separate originals from working files

Make a working copy for stabilization, cropping, transcription, or redaction. Keep the original read-only or otherwise protected, and label the working copy so an editor cannot mistake it for the source. Store backups in locations with access controls and encryption suited to the threat. Do not upload sensitive originals to an unreviewed service merely because it is convenient.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan for seizure or loss

Assume a device may be taken, damaged, or inspected. The safest backup is not necessarily the one that synchronizes automatically to every account on the device. Decide who can access a backup, how they will verify it, and how you will revoke access if a device or account is compromised.

Inspect every frame, track, and metadata field before sharing

Face blurring is not a complete anonymity review. EFF’s 2024 protest pocket guide and its Attending a Protest guidance warn that clothing, tattoos, belongings, voices, and other details can identify people. Metadata may include the capture time, location, camera model, and a name.

Use a separate redacted publication copy

  1. Duplicate the protected original into a working location.
  2. Review the full video, not only the intended excerpt, for faces, reflections, tattoos, clothing, possessions, voices, signs, addresses, vehicle plates, and screens.
  3. Crop, blur, mute, or replace audio for each identifying detail that does not serve the public-interest purpose.
  4. Remove metadata from the publication copy. EFF notes that taking a screenshot or sending an image through Signal can remove metadata, but both methods can change quality; verify the output instead of assuming a platform strips data.
  5. Export the redacted copy, close it, reopen it, and inspect the exported file frame by frame and with a metadata viewer.
  6. Ask a second reviewer who understands the local context to look for clues you may miss.

Do not overwrite the original with the redacted file. If a blur can be reversed, a crop reveals a hidden edge, or an audio edit leaves a recognizable fragment, the publication copy has failed its safety purpose.

Decide whether, when, and where to publish

Publication is a separate decision from recording. WITNESS’s ethical framework asks you to weigh intended social good against consent, privacy, dignity, and safety. Ask whether the public-interest information can be conveyed with a still image, a wider shot, a written description, or delayed release instead of identifiable video.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a publication decision test

  • Necessity: Does this exact image or sequence materially support the public-interest claim?
  • Exposure: Who could identify a participant from the remaining visual, audio, contextual, or metadata clues?
  • Consent: Did each identifiable person understand the intended audience and distribution?
  • Timing: Would delaying release reduce the chance of retaliation, arrest, or doxxing?
  • Alternatives: Can you crop, summarize, anonymize, or withhold the material without losing the essential fact?
  • Accountability: Can you explain the source, sequence, edits, and limits of what the footage establishes?

Consider delayed or restricted distribution

Live posting can reveal where people are, where police lines are moving, and which participants are present. A delayed release may reduce immediate danger. If the material is needed for a legal or investigative purpose, share it through a channel whose recipients, retention practices, and access controls you understand rather than posting the original publicly.

Contextualize without identifying unnecessarily

Use a caption that states when and where the recording was made at the level of precision that is safe, what is visible, what is uncertain, and what edits were applied. Do not publish a precise address, a participant’s name, or a distinctive description simply to make the post more searchable. Keep source and chain-of-custody information available to authorized reviewers while protecting an at-risk filmer’s identity.

Common failure modes and safer fixes

Failure Why it creates risk Safer fix
Publishing the first clip that looks compelling Faces, voices, clothing, and location clues may remain; the sequence may be misleading Preserve the original, review the complete sequence, redact a separate copy, and verify the export
Relying on face blur alone Tattoos, possessions, signs, voices, and metadata can identify someone Run a full visual, audio, contextual, and metadata review
Recording interviews without explaining distribution A person may agree to a private conversation but not public or authority-facing use Explain audiences and risks before recording and reconfirm when use changes
Keeping personal data on the assignment phone Loss, seizure, or unlocked access exposes unrelated people and accounts Minimize data, encrypt the device, and use a strong passcode
Turning on live location or live posting It can reveal the recorder’s and participants’ positions during a volatile event Disable unnecessary location features and consider delayed publication
Staying after the scene becomes dangerous Equipment and people can be injured, detained, or trapped Follow pre-agreed withdrawal triggers and leave
Assuming a messaging or social platform removes metadata Services differ, and a file may retain or regain identifying data Strip metadata deliberately and inspect the file you will publish
Overstating what a short clip proves Missing context can turn documentation into an inaccurate accusation Record surrounding context, keep notes, and describe only observable facts

Field checklist

  • Objective, hazards, exits, rally point, check-ins, missed-check-in response, and withdrawal triggers are written down.
  • A partner or trusted contact knows the plan.
  • The device is encrypted, protected by a strong passcode, and carrying minimal personal data.
  • Unneeded location settings and camera geotagging are off.
  • You know how to lock the device quickly and have an offline emergency plan.
  • Your position provides an exit and does not obstruct people or vehicles.
  • Wide and medium context is recorded before close detail; anonymous framing is used where needed.
  • Interviewees understand audience, distribution, and risks, and consent is limited to the use they accepted.
  • Originals are protected; working copies are separate; transfers and access are recorded when evidence handling matters.
  • Every publication copy has been checked for faces, marks, clothing, possessions, voices, signs, addresses, vehicles, timing, location, and metadata.
  • Publication timing and necessity have been reconsidered after the event.
