To diversify across countries and sectors, first decide how much of your portfolio belongs in stocks, bonds, and cash; then review where the stock portion is invested and which industries it depends on. Broad funds can make it easier to spread exposure, but fund names alone do not prove diversification: check their country, sector, and largest-holding exposures, as well as overlap with funds you already own. There is no single international allocation that suits every investor, and diversification can reduce concentration risk but cannot prevent losses.

What diversification means—and what it cannot do

Diversification means spreading investments so that the portfolio does not depend on just one asset type, market, company, or industry. The SEC’s Office of Investor Education and Assistance defines it this way: “Diversification means investing in a variety of assets to lower the overall risk of your investment portfolio.” The SEC also says the best mix depends on personal risk tolerance and investing timeframe. Those principles are useful starting points, not a promise of a particular return or a personalized allocation. Investor.gov Tips for 2026, March 31, 2026.

There are two related decisions. Asset allocation sets the broad mix among asset classes such as stocks, bonds, and cash. Diversification within an asset class spreads exposure further. For stocks, that can mean holding companies across countries and industry sectors rather than relying heavily on one country, sector, or small group of companies. A portfolio can be diversified along one dimension and concentrated along another: for example, owning many companies in one country spreads company-specific exposure but does not create broad international exposure.

Diversification lowers concentration risk; it does not eliminate market risk, guarantee a profit, or ensure that investments will rise when another holding falls. Markets can become more interconnected, and foreign and domestic investments do not always move independently. The SEC’s guidance on asset allocation and diversification and international investing emphasizes both the potential value of spreading exposure and its limits.

Start with your overall portfolio, not a country percentage

Before choosing a country or sector fund, consider the purpose of the money, when you expect to use it, and how much fluctuation you can tolerate. These factors influence the overall balance among stocks, bonds, and cash; country and sector choices sit inside that larger decision. The SEC does not prescribe one international percentage or one sector weighting for all investors. A weighting suitable for one person may be inappropriate for someone with a different goal, horizon, or ability to bear losses.

Use this sequence as a framework for reviewing a portfolio—not as a model allocation or individualized recommendation:

  1. Write down the goal and timeframe. Identify what the money is for and when you may need it. A long-term investment objective and a near-term spending need call for different risk considerations.
  2. Assess risk tolerance and capacity. Consider both your willingness to experience losses and your practical ability to leave the money invested through market declines. The SEC says the asset mix should reflect risk tolerance and investing timeframe.
  3. Choose the broad asset-class mix. Decide what role stocks, bonds, and cash have in the plan before refining stock exposure by geography or sector.
  4. Map domestic and international exposure. Establish whether your equity holdings focus on one country, include multiple countries, or combine domestic and foreign markets. Read each fund’s actual scope; labels can be broad or narrow.
  5. Inspect sectors, largest holdings, and overlap. Identify which industries and companies drive the portfolio. Look through every fund you own, not just the one you are considering adding.
  6. Compare costs and implementation details. Review fees, transaction costs, currency treatment, liquidity, trading mechanics, and the fund’s stated objective or benchmark.
  7. Revisit the plan periodically. Holdings can drift as markets move, changing the portfolio’s risk and taking it away from its intended mix. Check whether the portfolio still fits the goal rather than reacting automatically to short-term performance.

The steps are linked: a broad international fund may change both country and sector exposure, while a sector fund may increase a concentration you already have. Review changes in the context of the whole portfolio.

Choose the kind of international exposure you mean

“International” is not a single exposure. Before comparing funds or securities, determine whether you want a broad mix of global companies, markets outside the United States, a region, or one country. The distinctions below reflect terminology used in SEC investor materials for U.S. investors; fund objectives and actual holdings should be checked in the current prospectus and shareholder report.

Exposure type Typical geographic scope What to check
Global fund May include U.S. and foreign companies How much is domestic versus foreign, and which countries and sectors account for the largest exposures
International fund Generally focuses outside the United States Which countries are included, how broad the holdings are, and whether a small number of markets dominate
Regional fund A selected geographic region Whether the regional concentration fits the role you intend it to play in the whole portfolio
Country fund A single country How much single-country exposure it adds and whether the portfolio is already reliant on that market
International index fund Seeks to track a foreign or international index The index’s country and sector coverage, its stated benchmark, and the fund’s actual holdings

A global fund may already own domestic companies, so adding one does not necessarily mean adding an entirely separate foreign allocation. Conversely, an international fund generally focuses outside the U.S., but that label does not tell you exactly which countries, industries, or companies it holds. A regional or single-country fund is narrower by design. It may add a desired exposure, but it can also make a portfolio more concentrated rather than more diversified. These definitions and routes are discussed in the SEC’s International Investing guidance.

Use sectors to check what your country mix may be missing

Countries and sectors are different lenses on equity exposure. A country review asks where companies are based or where a fund invests. A sector review asks which industries and business types account for its holdings. A portfolio spread across countries can still be heavily exposed to a few industries; a portfolio spread across sectors can still be concentrated in one country. Check both dimensions, along with asset class and company concentration.

Begin with broad exposure if your aim is wide diversification, then use the holdings to determine whether it is actually broad. A sector-focused fund is not a substitute for broad equity exposure: even if it holds many securities, it concentrates the portfolio in a particular industry group. The SEC cautions that some funds are less diversified than others and that a narrowly focused fund can leave an investor concentrated. See Asset Allocation and Diversification.

There is no universally correct sector balance in the official guidance cited here. The practical question is whether the mix matches the role you intend each holding to play, and whether one sector has become an unintended driver of portfolio risk. Avoid treating recent performance as proof that an industry deserves a larger permanent allocation.

Check fund holdings instead of trusting the label

Several funds do not necessarily equal several distinct exposures. Funds can own many of the same securities, so a new holding may duplicate positions already present in a broad fund. Likewise, a large number of holdings does not by itself tell you whether the fund is diversified across countries, sectors, or asset classes. Diversification depends on what the portfolio owns and how those holdings fit together.

For each fund, review its investment objective and largest holdings in the prospectus and current shareholder report. Compare those details with the funds and securities already in the portfolio. The SEC recommends reviewing these documents and warns that fund names or the number of funds alone do not establish diversification. The SEC’s April 29, 2025 Investor Bulletin on mutual funds and ETFs also explains that pooled funds can offer diversification but may still be narrowly concentrated.

  • Objective and benchmark: Does the stated goal match the geographic or sector exposure you want? What index or objective does the fund seek to track or meet?
  • Country exposure: Which markets are represented, and are the largest positions clustered in one country or region?
  • Sector exposure: Which industries dominate? Does the fund add a sector that is already a large part of other holdings?
  • Largest holdings and overlap: Do the top securities duplicate companies held through another fund? Are a few holdings especially important to the portfolio?
  • Costs and trading: Review fund fees, other transaction costs, liquidity, and the way shares are bought and sold.
  • Currency treatment: Determine how foreign-currency exposure is handled, if the fund’s disclosures state it.

Use up-to-date disclosure documents. Holdings, fees, and product availability can change, so a past snapshot may not describe the fund you would own now.

Understand the routes to foreign investments

For U.S. investors, common pooled routes include U.S.-registered mutual funds and ETFs. They let investors buy a share of a pooled portfolio rather than assemble each foreign security individually. American depositary receipts (ADRs) and securities bought directly in foreign markets are other routes, but they involve different access and research considerations. The SEC describes these alternatives in its International Investing guidance.

The investment vehicle and its holdings are separate questions. An ETF is not automatically more diversified than a mutual fund, nor does either structure guarantee broad country or sector coverage. The fund’s objective and holdings determine the exposure; the structure affects how investors transact.

Feature Mutual fund ETF
How investors transact Investors generally buy or redeem fund shares through the fund Investors trade shares on an exchange during market hours
Pricing described by the SEC Redemptions are generally processed at the next calculated net asset value (NAV) on business days Shares trade at market prices during the trading day
Diversification Can pool investments, but a fund may still be narrowly concentrated Can pool investments, but a fund may still be narrowly concentrated

These are general mechanics, not a ranking of the structures or of particular funds. For an ETF, distinguish its exchange-traded price from its underlying portfolio; for either vehicle, inspect the objective, holdings, costs, and risks. The SEC explains these differences in its April 29, 2025 bulletin.

Weigh the risks of investing internationally

Foreign exposure can broaden a portfolio, but it introduces risks and practical considerations that do not disappear because an investment is held through a fund. Foreign and U.S. returns may differ, but that relationship is not fixed; markets can move together. International exposure is therefore not a hedge that reliably offsets domestic losses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Information access: Information about foreign companies may be less accessible to U.S. investors, making it harder to evaluate an investment.
  • Costs: International investments can involve higher costs, including expenses associated with foreign transactions or markets. Examine the fund’s current disclosures and transaction costs rather than assuming that a broad fund is cost-free to hold or trade.
  • Currency movements and conversion: Exchange-rate changes can affect the value of foreign investments in the investor’s home currency. Currency conversion may also carry costs.
  • Taxes: Foreign withholding taxes may apply. Tax treatment depends on the investor’s circumstances and jurisdiction; do not assume that all foreign income is taxed the same way.
  • Political and market risks: Political developments and conditions in a foreign market can affect investments. These risks vary by country and are not removed by owning a pooled fund.
  • Currency controls: Some countries may restrict the movement of currency, which can affect investors’ ability to transfer or access funds.
  • Investor protections and intermediaries: Product rules and protections depend on jurisdiction and provider. For U.S. investors, a U.S.-registered fund is subject to U.S. disclosure and regulatory requirements, but that does not remove investment risk. Check the registration of a broker or adviser as well as the fund disclosures.

The SEC’s International Investing page and its December 8, 2016 Investor Bulletin describe these considerations. That bulletin’s publication date matters: use current fund documents and applicable local rules when making a present-day decision. Tax treatment, product availability, investor protections, and account rules differ by jurisdiction, so U.S.-focused guidance should not be assumed to apply elsewhere.

Review and maintain the portfolio without chasing the market

Once holdings are selected, monitor whether the portfolio still matches its purpose. Market movements can change the relative sizes of holdings, so the current country, sector, or asset-class mix may no longer resemble the intended mix. The SEC notes that portfolio drift can move holdings away from goals and change risk. A review is an opportunity to compare present exposures with the plan—not a reason to trade simply because a market or sector has recently risen or fallen.

A useful review records the intended role of each holding, checks the latest fund objective and holdings, and looks for concentration or overlap across the portfolio. If a change is being considered, assess it against the overall asset allocation and the costs and risks of making the change. Avoid making decisions from a fund’s name, a short performance period, or an assumed international percentage alone.

If you need a recommendation tailored to your financial situation, goals, and jurisdiction, consult an appropriately registered investment professional. This guide is general investor education, not individualized investment advice.
