Short answer: An NIH grant, an NIH directory entry, an NIH contract, and federal employment are four different things. A grant is assistance awarded to an organization for a public-purpose project; a contract buys specified goods or services for the government; a directory listing only shows that a person or organization appears in a directory; and federal employment requires an employment relationship with an agency. None of the first three, by itself, proves that a named individual is a federal employee.
To check a claim accurately, identify the status being asserted, locate the record that legally establishes that status, and avoid treating a person’s project role or online listing as a substitute for that record.
The four claims are not interchangeable
People often see a researcher’s name on an NIH project page, an organization in a federal directory, or a company described as an NIH “partner” and then infer that the person works for NIH. That inference can be wrong because each status is created by a different document and serves a different purpose.
| Claim | What it means | Best evidence | What it does not prove alone |
|---|---|---|---|
| NIH grant | Federal assistance supporting research or another public-purpose activity. The award is made to a recipient organization. | Notice of Award, award terms, and the organization’s award record in USAspending.gov. | That every investigator, consultant, or contact named in project material is a federal employee. |
| Directory listing | A person or organization is represented in a directory maintained by some institution. | The directory owner, listing context, date, and a linked institutional record. | A grant, contract, federal job, or current affiliation. |
| NIH contractor | An entity has a procurement contract to supply goods or services for the government’s direct use or benefit. | The contract instrument and solicitation or award record; USAspending.gov and, for opportunities, SAM.gov. | NIH grant-recipient status or federal civil-service employment. |
| Federal employee | A person has an employment relationship with a federal agency. | Authoritative employment documentation from the employing agency. | A grant role, directory entry, or contractor relationship. |
The safest habit is to match each statement to its own record. If someone claims “this person works for NIH,” a grant award is the wrong document to use as proof. If someone claims “this company was paid under an NIH contract,” a staff directory is equally irrelevant.

What an NIH grant actually establishes
Purpose and recipient
NIH grants are assistance mechanisms. They support research or another public-purpose activity rather than purchasing a defined product for NIH’s direct operational use. The legal recipient is an organization, such as a university, nonprofit, hospital, or company. The award’s terms are set out in the Notice of Award and applicable NIH policy.
The current standard policy edition identified by NIH is the March 2026 NIH Grants Policy Statement, which superseded the April 2024 edition as the standard set of terms and conditions. A later NIH Guide notice or an award-specific notice can modify the terms for a particular award, so the award document controls when it differs from general policy.
People named on a grant
A grant can list a principal investigator, co-investigators, key personnel, consultants, trainees, or administrative contacts. Those labels describe project responsibilities; they do not automatically describe the person’s employer. NIH’s recipient-staff guidance says a single PD/PI is not required to be an employee of the applicant organization. If the PD/PI is a nonemployee, the organization must have a formal written agreement covering the person’s role.

What a grant record can and cannot answer
- It can show the recipient organization, funding agency, award type, dates, project title, and reported personnel or contacts.
- It can show that federal assistance was awarded for an approved purpose.
- It cannot, without separate employment evidence, establish that a named person is an NIH employee.
- It does not turn a university employee, consultant, or outside collaborator into a federal employee.
How an NIH contract differs from a grant
Contract purpose
NIH describes a contract as a legally binding agreement to acquire goods or services for the government’s direct use or benefit. A contract normally contains defined requirements, deliverables, schedules, acceptance criteria, and payment terms. The government specifies what it needs and evaluates offers against stated factors.
A grant generally gives the recipient latitude to carry out an approved public-purpose project, with peer review of broad criteria, reporting, and comparatively limited government direction over day-to-day performance. A contract involves greater government oversight because NIH is buying a result, service, or deliverable for its own use or benefit.
Contractor means an entity
In NIH terminology, a contractor is an entity receiving a procurement contract. The contracting party might be a corporation, university, nonprofit, or another organization. Employees of that contractor remain employees of the contractor unless they separately hold federal jobs. A contractor may work at an NIH facility, use an NIH email address for operational purposes, or appear in project documentation without becoming a civil-service employee.
Recommended Free Tools
Organizations sometimes use “contract” informally for any written agreement. Do not classify an arrangement from casual wording. Inspect the instrument’s substance: Is the government acquiring goods or services for direct use, with specified deliverables? Or is it providing assistance for a public-purpose project? NIH’s glossary distinguishes procurement transactions from instruments whose substance is a federal award or subaward.

Contract opportunities are not awards
NIH says contract solicitations are posted on SAM.gov and in its Request for Proposal Directory. A solicitation is an invitation to compete, not proof that a particular company won. To establish an award, locate the resulting contract or award record and verify the contracting entity, agency, dates, amount, and instrument type.
Why a directory listing is weak evidence
A directory is a presentation layer, not necessarily the legal record behind a relationship. A listing may be created by NIH, a recipient institution, a conference, a professional society, or a third-party database. It may remain online after a person changes jobs, may omit employment status, or may list a collaborator because of a project rather than an agency appointment.
The reviewed NIH guidance does not define a staff-directory entry as proof of a grant, contract, or federal employment. Treat the listing as a lead that needs context, not as conclusive evidence. Check who owns the directory, what the listing says exactly, when it was last updated, and whether it links to an official organizational or employment page.

Questions to ask about a listing
- Who published it? An official agency directory carries more weight for current contact information than an unaffiliated directory, but it still may not state the legal basis of the relationship.
- What status does the page actually claim? “Project investigator,” “program contact,” “consultant,” and “staff member” are not interchangeable terms.
- When was it updated? A page without a date may not reflect a current affiliation.
- Is there an underlying record? Look for an award notice, contract instrument, organizational employment page, or agency confirmation.
- Does the claim concern the person or the organization? An organization can hold an award while the individual named on a project works elsewhere.
Federal employment is a separate status
Federal employment means an agency employs the person. That relationship is established through the agency’s employment records, appointment documentation, or another authoritative personnel record—not by the person’s appearance on a grant, contract, or directory.

NIH policy discusses situations in which federal employees participate in NIH-supported activities and imposes special conditions for certain costs and approvals. Those provisions demonstrate that grant participation and federal employment can coexist as separate statuses; they are not a public person-search or employment-verification service.
The available NIH material does not provide a definitive public procedure for verifying an individual’s federal employment. If the distinction matters for a legal, compliance, procurement, journalism, or identity decision, request or consult reliable documentation from the employing agency. Do not infer payroll status from an NIH contact role, a project biography, a contractor badge, or a directory entry.
A practical verification workflow
Use the following sequence when investigating a statement such as “this person works for NIH,” “this company has an NIH grant,” or “this organization is an NIH contractor.”
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Write the claim precisely. Separate “the organization received NIH funding,” “the person is named on the project,” “the company holds an NIH contract,” and “the person is a federal employee.” They require different proof.
- Identify the legal party. For a grant, record the recipient organization. For a procurement, record the contractor named in the contract. For employment, identify the alleged employing agency and the person’s position.
- Check USAspending.gov for grants and contracts. NIH identifies this public system as a searchable source for federal award information. Match the agency, recipient or contracting entity, award type, dates, and instrument before drawing a conclusion.
- Inspect the award or contract instrument. A grant Notice of Award describes assistance and conditions. A procurement contract identifies requirements, deliverables, schedules, and the contracting party. Do not treat a search-result snippet as the instrument itself.
- Handle subawards separately. NIH states that the Federal Subaward Reporting System (FSRS) was retired on March 8, 2025, with subaward reporting data and functionality moved to SAM.gov. Search the current SAM.gov reporting location when the claim concerns a subrecipient rather than the prime awardee.
- Verify opportunities separately from awards. A SAM.gov solicitation or an NIH Request for Proposal Directory entry only shows that the government sought offers. Find the award record before saying a company won a contract.
- Verify employment through the agency. Use an authoritative employing-agency record or confirmation. If no such record is available, state that employment has not been established rather than upgrading indirect evidence.
- Record dates and limitations. Note when each page or record was accessed, whether it is current, and whether NIH says public reporting is still being finalized. A public database can be accurate yet incomplete for a specific person-level question.
Worked examples
“The investigator is an NIH employee because the grant lists her as PI.”
That conclusion does not follow. The grant establishes that the recipient organization received assistance and that the person has a project leadership role. NIH expressly allows a PD/PI who is not an employee of the applicant organization, and nothing in the grant role alone establishes employment by NIH. Verify the person’s employer through an agency employment record.

“The company is an NIH contractor because it appears in a directory.”
A directory entry is not a procurement instrument. Search USAspending.gov for a contract record and inspect the contract or award details. If the page is a SAM.gov solicitation, it proves only that an opportunity was posted.
“The university has an NIH contract, so every researcher there is a federal worker.”
The contract, if genuine, belongs to the university as contracting entity. University researchers remain university employees unless they separately hold federal appointments. Check each person’s employment evidence rather than generalizing from the institution’s contract.
“A project page says someone is an NIH contact.”
“Contact” describes a communication role. It may refer to a PD/PI, AOR, program official, contractor, or collaborator. Determine the person’s role in the underlying award and then verify employment independently.

- Confusing funding with employment: Replace “works for NIH” with the narrower supported statement “is named on an NIH-funded project at [recipient organization],” unless employment records say more.
- Calling every agreement a contract: Use “grant,” “subaward,” or “procurement contract” according to the instrument’s substance and legal party.
- Treating a solicitation as a win: Look for the resulting award before identifying a contractor.
- Assuming a current listing: Check update dates and corroborate with an underlying record.
- Ignoring the recipient organization: Federal assistance is awarded to the organization, not automatically to each person named in its application.
- Overstating public data: NIH notes that its transparency implementation is still being finalized. Say when a public record does not answer the specific person-level question.
What a defensible conclusion looks like
A well-supported statement names the status and the evidence without adding an unsupported inference. For example: “USAspending.gov shows an NIH grant awarded to the university for the stated period; the person is listed as PD/PI. That establishes the organization’s grant and the person’s project role, but it does not establish that the person is a federal employee.”
For a procurement claim, write: “The contract record identifies the company as the contractor and specifies services for the government’s direct use.” For an employment claim, write only what the employing agency’s authoritative record supports. If the only evidence is a directory page, say that the person is listed there and leave the legal status unresolved.
