On Windows 11, you can turn a laptop webcam off at the device level from Settings > Bluetooth & devices > Cameras. Select the camera under Connected cameras, choose Disable, and confirm. To turn it back on, select it under Disabled cameras and choose Enable. Windows requires administrator permission for both actions.
If you only want to stop particular applications, use the separate camera privacy controls. Those permissions limit app access; they are not the same as disabling the camera hardware. The Windows 11 device workflow and the Windows 10 privacy workflow also differ, so use the section for your Windows version.
Choose the right way to turn the webcam off
Windows offers three practical levels of webcam control. Choosing the right one prevents a common mistake: turning off permission for one type of app while leaving the camera device available to other software.
| Method | What it blocks | How to reverse it | Important limitation |
|---|---|---|---|
| Windows 11 camera-device control | The selected camera device for the system | Enable it again in Camera settings | Administrator access is required; one action can affect multiple cameras on some laptops, and a restart may be required |
| Camera privacy permissions | Microsoft Store apps, and a separate group setting for desktop apps | Turn camera access or the relevant app setting back on | Some desktop applications may still reach hardware through a driver; Windows Hello can have a separate camera use case |
| Physical lens cover or shutter | The image reaching the lens | Slide or remove the cover | It does not disable the camera electronically; check that the cover fits the laptop and does not press against the display |
For the strongest software-based block on a Windows 11 laptop, use the camera-device control. For a single application problem, privacy permissions are less disruptive. A physical cover is an additional safeguard when you want the lens obscured regardless of which program is running.

Turn off and turn back on a webcam in Windows 11
Microsoft documents the per-camera controls in Manage cameras with Camera settings in Windows 11. Follow these steps from an account that can approve administrator changes.
Disable the camera device
- Open Settings. You can select it from the Start menu or press
Windows key + I. - Choose Bluetooth & devices in the left navigation.
- Select Cameras.
- Under Connected cameras, select the laptop webcam you want to stop.
- Choose Disable, then confirm the change when Windows asks.
The camera should move from the connected-camera list to the Disabled cameras list. Programs that depend on that device should no longer be able to use it while it is disabled. If Windows requests a restart, save your work and restart before judging whether the change worked; Microsoft notes that some devices need one.
Enable the camera again
- Return to Settings > Bluetooth & devices > Cameras.
- Find the webcam under Disabled cameras.
- Select the camera and choose Enable.
- Approve the administrator prompt if it appears.
The camera should return to Connected cameras. If the laptop asks for a restart, restart it before opening a meeting or camera application. On hardware with more than one camera, check the list carefully: Microsoft warns that disabling one camera can disable multiple cameras on some devices.

Disabling or enabling a camera changes a protected device setting, not merely an application preference. Windows may therefore show a permission prompt or refuse the action for a standard account. If you use a managed work or school laptop, an administrator policy can also prevent the control from being changed. Ask the device administrator rather than repeatedly reinstalling camera software.
Use privacy permissions when only apps should be blocked
Microsoft’s camera permissions guidance applies to Windows 10 and Windows 11. It explains the distinction clearly: “To use a camera with apps in Windows, permissions need to be turned on in the privacy settings for Camera.” These settings decide whether software may request camera access; they do not place the camera in Windows 11’s disabled-device list.

Windows 11 privacy path
- Open Settings.
- Go to Privacy & security > Camera.
- Review the camera-access control and the application permissions on that page.
- Turn off camera access when you want Windows to deny access broadly, or leave general access on and change the permission for the relevant application where Windows provides an individual entry.
This is useful when the camera should remain available for one trusted program but not another. Re-enable the same control when an application needs the webcam again. Changing this page does not replace the Windows 11 device-disable procedure described above.
Windows 10 privacy path
- Open Settings.
- Choose Privacy > Camera.
- Review the camera-access setting and the listed application permissions.
- Change the setting, then reopen the application that needs the camera.
The documented Windows 10 page controls app access. Microsoft’s documented connected-camera disable and enable workflow is specifically for Windows 11, so Windows 10 does not have the same universal procedure established by that Camera settings page. If you need a device-level block on Windows 10, use the camera controls supplied by the laptop manufacturer or the controls available on that particular PC.

Windows 10 support ended on October 14, 2025, according to Microsoft’s camera-permissions page. That date does not make the privacy page disappear, but it matters when deciding whether to keep a Windows 10 installation for a security-sensitive laptop.
Microsoft Store apps and desktop apps are handled differently
Microsoft Store applications
The Camera privacy page can show individual Microsoft Store applications that have requested camera access. You can allow or deny those applications separately while leaving the general camera permission available for other approved software. If a program is not listed, that does not necessarily mean it is harmless or camera-free; it may be a desktop application rather than a Store app.
Desktop applications and browsers
Browsers, conferencing clients and many traditional Windows programs are desktop applications. Windows exposes a group setting for desktop-app camera access rather than a separate on/off switch for every desktop program. Microsoft cautions in Windows desktop apps and privacy that “Some desktop apps might not be affected when you turn off certain privacy settings.” A desktop application may communicate with a driver that interacts directly with the camera hardware.

That limitation changes the recommendation. If a desktop program continues to activate the webcam after you changed privacy permissions, use Windows 11’s device-level disable control. Microsoft also identifies disabling or disconnecting the camera hardware as the more comprehensive approach when privacy settings alone are insufficient.

Windows Hello can use a compatible camera for sign-in. Microsoft notes that Windows Hello may still access the camera even when ordinary Camera access is off. If you do not want the camera used for that sign-in function, turn off Windows Hello; Microsoft states that the device does not access the camera for that sign-in function when Windows Hello is turned off.
This is an important diagnostic distinction. If an activity light or Windows notification appears during sign-in after you disabled app access, check Windows Hello rather than assuming a conferencing application bypassed the setting. A Windows 11 device-level disable is the broader software control, but it also prevents camera-dependent sign-in until you enable the device again.
How to tell whether Windows is using the webcam
A laptop with a camera activity light should illuminate it whenever the camera is present and active. On a device without a light, Windows displays a notification when the camera turns on or off, according to Microsoft’s guidance. Treat either signal as an indication of camera activity, not as proof that a particular app is trustworthy.
- If you disabled the device and the camera still appears active, return to Settings > Bluetooth & devices > Cameras and verify that it is listed under Disabled cameras.
- If you changed only privacy permissions, check whether the program is a desktop app or whether Windows Hello is responsible for the access.
- If a restart was requested, complete it before testing again.
Do not rely solely on closing a video-call window. Closing an app ends that session, but it does not change the device’s availability or the permissions granted to other software.

Troubleshoot a missing Disable or Enable button
The camera is not listed under Connected cameras
First check whether Windows already lists it under Disabled cameras. If it is there, use Enable rather than looking for a second disable control. If neither list contains the webcam, Windows may not be detecting it, the laptop’s hardware switch or shutter may be closed, or the manufacturer may expose the camera through its own controls. Check the laptop’s documentation for a camera key, privacy switch or hardware-specific procedure before changing unrelated settings.
Windows rejects the change
Use an administrator account or ask an administrator to approve the action. Device-management policies can also restrict protected settings on business and school computers. A privacy permission toggle generally cannot override a policy that blocks device changes.
Several cameras stop working
Some Windows 11 devices group cameras in a way that causes one disable action to affect multiple cameras. Check every entry after the change. If an external camera also disappeared, return to the Cameras page and enable the disabled entries that you need. This behavior is a documented device caveat, not necessarily a hardware failure.
The camera returns only after a restart
Restart the laptop when Windows or the manufacturer requests it. A restart can be required for the device state to propagate to applications and drivers. Save open files first, then test the camera after Windows has loaded again.
A desktop program still reaches the camera
Review the desktop-app setting in Privacy & security > Camera (Windows 11) or Privacy > Camera (Windows 10). If the program still accesses hardware, use the Windows 11 device-level disable control or disconnect the camera where the laptop design permits it. Microsoft’s desktop-app guidance specifically warns that some desktop software is not fully affected by privacy settings.

Physical covers and shutters: useful extra protection
A sliding lens cover can provide a simple visual block when you want the lens obscured even if software settings are changed. It is an optional supplement, not a substitute for disabling the device when you need the camera unavailable to Windows.
- Check that the cover fits the laptop’s bezel and does not cover the display panel’s light sensor or microphone openings.
- Use a cover that closes fully over the lens and can be reopened without leaving adhesive residue.
- Confirm that the cover does not press on the screen when the lid is closed.
- Remember that a cover blocks the image but does not stop the camera electronics or its activity indicator.
Microsoft does not endorse a particular cover. If software can still access the device and you need a more comprehensive block, combine a physical cover with Windows 11’s device-level disable control or disconnect the hardware where the laptop supports that option.
Windows 10 versus Windows 11: practical decision guide
| Question | Windows 11 | Windows 10 |
|---|---|---|
| Is there a documented per-camera disable page? | Yes: Settings > Bluetooth & devices > Cameras, with Connected cameras and Disabled cameras sections | The cited Microsoft workflow is not documented as a Windows 10 universal hardware-disable procedure |
| Where are app permissions? | Settings > Privacy & security > Camera | Settings > Privacy > Camera |
| Can Store apps be controlled individually? | Yes, through the Camera privacy page when an app appears in the list | Yes, through the Camera privacy page when an app appears in the list |
| How are desktop apps handled? | A group desktop-app setting; some programs may not be fully affected | A group desktop-app setting; some programs may not be fully affected |
| What should you do for a device-level block? | Use the Camera settings device control, subject to administrator, multiple-camera and restart caveats | Check the laptop maker’s instructions and hardware controls for that PC |
The version distinction matters because copying the Windows 11 path into Windows 10 can lead you to a page that does not exist. On either version, privacy permissions are appropriate when your goal is to control applications rather than remove the camera device from Windows.

A safe order for restoring normal camera use
- If you used a physical shutter, open it.
- On Windows 11, enable the camera under Settings > Bluetooth & devices > Cameras > Disabled cameras.
- If the application still reports that no camera is available, review the Camera privacy page for your Windows version and allow the application category or app that should use it.
- If Windows requests a restart, restart before troubleshooting the application.
- Check the camera activity light or Windows notification when the application starts so you know whether the device is actually being activated.
This order separates physical obstruction, device availability and application permission. Changing all three at once makes it difficult to identify which control caused a problem.
Which method should you use?
Use Windows 11’s device-level control when you want the laptop webcam unavailable to Windows until you deliberately restore it. Use privacy permissions when you need a narrower rule for applications and accept the limitations Microsoft documents for some desktop software. Add a physical cover when you want the lens visibly blocked, especially on a laptop shared with other people.
