A sudden traffic or ranking drop does not prove that Google issued a manual action. Confirmation comes from the Manual actions report in Google Search Console, where Google identifies the policy problem and indicates whether it affects part or all of the site. Open that report first, repair every affected page, make the repaired content accessible to Google, and submit a reconsideration request only when the work is complete.
This guide explains how to identify the notice, determine its scope, match the repair to the violation, document the work, and handle the review period.
What a Google manual action means
A manual action is an enforcement decision made after a human reviewer determines that pages do not comply with Google’s spam policies. Depending on the category and scope, some pages or the entire site may be omitted from Google Search results.

Manual actions are different from algorithmic ranking changes, technical indexing problems, or ordinary volatility. A decline in clicks, impressions, or positions is a reason to investigate, not confirmation. The Search Console report and its associated message are the evidence that an action exists.

Step 1: Confirm whether an action exists
- Sign in to the Google Search Console property that represents the affected site.
- Open the Manual actions report.
- Check the current status and the report history. Google also sends notice through the Search Console message center.
- Record every listed action before changing the site. A property can have more than one action, and all of them must be resolved.
If the report has no action, do not describe the decline as a manual penalty. Continue with other diagnostics, such as indexing, technical access, security, content quality, and major algorithm updates, but do not submit a reconsideration request without a manual-action or security notification to review.
Save a copy of each notice and note when it appeared. The wording matters: a notice about links requires a different audit from one about structured data or user-generated spam. If several notices are present, treat each as a separate workstream and do not assume that one fix will clear the others.
Step 2: Read the notice and map its scope
Expand the action description rather than relying on its short title. The report provides patterns of affected URLs and says whether the action applies to a portion of the site or the whole site.

- Section-level actions may identify a directory, template, subdomain, or another recognizable group of pages.
- Site-wide actions require an audit across the entire property, not just the example URLs shown in the report.
- Multiple notices require separate remediation plans. Fixing one category does not clear another.
Export the notice details, affected patterns, example URLs, and dates to an internal worksheet. For each pattern, list representative pages, templates that generate them, owners, repair status, and evidence you can later summarize in the review request.
Map the pattern to the way your site is built. A directory pattern may be generated by one CMS template, while apparently unrelated URLs may share a component, feed, plugin, redirect rule, or user-submission feature. Sample pages from the beginning, middle, and end of the affected range, and include pages created recently as well as older pages. This helps distinguish a template-level defect from isolated examples.
Step 3: Make the repaired pages reachable to Google
Google cannot verify a fix it cannot fetch. Before requesting review, test representative repaired URLs with URL Inspection and confirm that the pages are available to Google without an account.
- Remove login requirements from pages that need to be reviewed.
- Do not place the repaired material behind a paywall during the review.
- Check that robots.txt does not block crawling of the affected pages or their critical resources.
- Remove an unintended
noindexdirective from pages that should return in Search. - Verify that the page responds normally and that conditional redirects do not send Google to a different destination.
Accessibility is a prerequisite, not a substitute for remediation. A crawlable page that still violates the named policy will not satisfy the review.
Check access after deployment, not only in a staging environment. A production CDN rule, authentication layer, regional condition, or deployment setting can reintroduce a block even when the source code looks correct. Inspect representative URLs from every affected pattern and confirm that Google can reach the page and the resources needed to render it.

Choose the repair from the exact action category
The notice determines the work. There is no universal “manual penalty fix.” Use the category, scope, and examples in the report to select the appropriate audit.

This comparison prevents a common mistake: applying an inbound-link remedy to a content problem, or deleting valid markup when the real issue is that one field does not match what visitors see. Think in four dimensions: where the violation occurs, how broad the scope is, what kind of repair is required, and what proof Google can evaluate.
Repair playbooks by violation
Unnatural links to your site
Start with the link data available in Search Console and group links by domain, anchor text, destination, placement, and apparent purpose. Look for patterns associated with paid links, automated placements, large-scale exchanges, or other arrangements intended to manipulate rankings. Do not treat every low-quality or irrelevant link as a violation.
- Export the available link data and identify the patterns named or implied by the notice.
- Contact owners of linking sites and request removal or a change that prevents the link from passing PageRank.
- Keep records of contact dates, addresses, responses, removals, and links that remain.
- Use Google’s disavow tool only for links you could not remove after a good-faith effort and that are part of the manipulative pattern. Do not blindly disavow all backlinks or normal organic links.
- Recheck representative URLs and prepare a concise account of the work for the request.
The review explanation should distinguish links you removed from those you could not control. A disavow file alone does not demonstrate that you audited the problem or attempted direct cleanup.
Unnatural links from your site
Audit pages that contain paid, sponsored, exchanged, or otherwise manipulative outbound links. Remove links that have no legitimate editorial purpose. Where a link is appropriate but should not influence ranking, apply the qualifying treatment required by Google’s guidelines so it does not pass PageRank.
Review the surrounding page as well. If the notice includes pages created mainly to host manipulative links, remove or rewrite those pages. In the request, give concrete examples of bad material removed and useful, compliant content added.
Thin content with little or no added value
Inspect duplicated and scraped pages, thin affiliate pages, and doorway pages. The presence of affiliate links by itself is not the stated problem; the concern is content that provides little or no value beyond what is already available elsewhere.
- Group pages by template and purpose rather than reviewing only a few URLs.
- Remove pages that serve no useful searcher need, and redirect or consolidate them when an equivalent destination exists.
- Rewrite pages that can become genuinely useful by adding original information, clear explanations, meaningful comparisons, expert context, or practical tools.
- Check internal links and navigation after consolidation so users and crawlers reach the preferred pages.
- Repeat the audit across every affected pattern before requesting review.
A page should not be considered repaired merely because more words were added. Review whether the page now answers a distinct need and whether its title, content, links, and structured data accurately describe that purpose. If an entire template produces near-duplicate pages, correcting one example is not enough.
User-generated or third-party spam
Examine forums, comments, user profiles, reviews, upload areas, and any other feature that lets someone publish material on your domain. Search Console’s report suggests using the site: operator with unrelated commercial queries to uncover unexpected spam pages.

Remove the discovered spam, then address how it was created and indexed. Strengthen registration controls, rate limits, moderation queues, reporting tools, automated detection, and nofollow or equivalent protections where appropriate. Check old and newly created submissions, not only the examples initially found.
Audit the publication pipeline as well as visible pages. A closed comment form does not remove already indexed spam, and deleting a few URLs does not address profiles or upload paths that remain open. Record the surfaces checked, the volume removed, and the controls that now prevent recurrence.

Cloaking or sneaky redirects
Use URL Inspection to fetch affected pages and compare what Google receives with what ordinary users see. Investigate server-side conditions, JavaScript, device or user-agent checks, geolocation logic, and redirect rules that could produce different content or destinations.
- Capture the URL Inspection result for representative affected URLs.
- Compare the fetched HTML, rendered content, status codes, and redirect chain with a normal user visit.
- Review application, CDN, server, and tag-management rules for conditional behavior.
- Remove the inconsistent logic and retest with more than one URL and device condition.
- Ensure the final destination is relevant, accessible, and not blocked by robots.txt or noindex.
Test both the initial URL and the final destination. A redirect can look normal in one browser while a user-agent or location condition sends Google somewhere else. Preserve a short record of the comparison and the production change so the review request can explain exactly what was corrected.
Structured-data issues
Compare every reported markup type with the content visible on the page. Correct fields that are inaccurate, incomplete, or used for content that is not actually present. Remove markup that cannot be made accurate. Validate representative templates after deployment and confirm that structured data follows Google’s guidelines before requesting review.
Check the template, not only the individual snippet. If one component inserts the same inaccurate value across thousands of pages, correcting a single page leaves the underlying issue intact. Verify that visible text, page purpose, and markup remain aligned after future content updates.
Understand the broader spam-policy context
Google’s spam policies cover practices including cloaking, doorway abuse, hacked content, hidden text or links, keyword stuffing, and link spam. Violations can lead to lower rankings or omission from results. Google uses automated systems and, when needed, human review that can result in a manual action. The category in your report is more important than a general list: use the named issue to define the audit.
Prepare and submit a reconsideration request
A reconsideration request asks Google to review a site after the issues identified in a manual-action notice or security-issues notification have been fixed. It is not an appeal for a ranking adjustment while the violation remains.

- Finish remediation across the full scope identified in the report. Partial cleanup does not earn a partial return to results.
- Confirm that Google can access the repaired pages and supporting resources.
- Open the Manual actions report and select Request Review.
- Describe the exact problem as you understand it, without blaming an algorithm or making unsupported claims.
- List what changed: pages removed or rewritten, links removed or qualified, outreach attempted, controls added, markup corrected, or redirect logic changed.
- Explain the outcome and provide representative examples. For an unnatural-link action, identify links that could not be removed and the good-faith steps taken.
- Submit only after the work is complete and the explanation accurately reflects the current site.
A useful request is specific and verifiable. It connects the notice to the remediation, identifies the affected surfaces, and shows that the fix was applied everywhere required rather than only to the sample URLs.
Organize the explanation so a reviewer can follow the sequence: what caused the violation, how you located all instances, what you removed or changed, how you tested the result, and what safeguards prevent recurrence. Link to representative live pages when appropriate, but do not substitute a list of URLs for an explanation of the underlying fix.

Google says most reviews take several days or weeks. Link-related requests can take longer, and Google does not promise a fixed turnaround. Email updates are sent as the review progresses.
- Keep the site stable while a request is outstanding.
- Do not submit another request while the current request has not received a final decision.
- Continue monitoring the Manual actions report, message center, indexing, and traffic.
- If Google determines that the site no longer violates the relevant policies, it will revoke the action.
A revoked action does not guarantee an immediate return to previous rankings. Pages may need to be crawled and evaluated again, and other technical or quality issues may still affect performance.
If the decision does not revoke the action, read the response carefully and address the remaining category or scope rather than resubmitting the same explanation. Re-audit the complete pattern, verify access again, and make substantive changes before another request is appropriate.

Google announced a specific regional treatment for a site reputation policy manual action beginning August 30, 2026. The action affects results shown to users outside the European Economic Area. Within the EEA, that impact does not apply. Google may separate the affected section in its systems, and that section can rank independently over time.

When there is no manual action
If the Manual actions report is clear, a traffic decline needs a different investigation. Check for indexing exclusions, accidental noindex or robots.txt changes, server failures, canonical problems, security warnings, content migrations, seasonality, and broad ranking-system changes. A reconsideration request is appropriate only when Search Console identifies a manual action or a security issue that has been fixed.

Keep the diagnostic conclusion precise. “Traffic fell after a policy update” is not equivalent to “Google issued a manual action.” Confirm the report status first, then use the appropriate technical or quality investigation when no notice exists.
Practical recovery checklist
- Manual actions report and message center checked.
- Every action category and URL pattern recorded.
- Section-level or site-wide scope established.
- All matching templates and representative URLs audited.
- Named violation repaired across the full affected scope.
- Login, paywall, robots.txt, and noindex barriers removed where review access requires it.
- URL Inspection used for repaired pages, especially rendering and redirect cases.
- Outreach and link-removal evidence preserved for inbound-link actions.
- Spam controls, content changes, or markup fixes tested after deployment.
- Reconsideration request submitted only after remediation is complete.
- No duplicate request submitted while the review is pending.

Does an affiliate link automatically create a thin-content action?
