Design secure access around verified identities, protected resources, and current risk—not around whether a request comes from a particular data center, subnet, office, or country. A practical architecture authenticates people, devices, applications, and services; evaluates context before every sensitive request; enforces least privilege close to the resource; and uses segmentation to contain mistakes and lateral movement.

This model is generally called zero trust. It is suited to estates that combine several data centers, public clouds, branches, remote users, contractors, and machine-to-machine traffic. NIST’s implementation guidance describes resources distributed across on-premises and multiple cloud environments, while its enterprise-network guidance addresses geographic spread and multiple data centers.

What secure access means in a distributed estate

A data center’s location is useful context, but it is not proof that a user or service should be trusted. An employee working inside a headquarters network can have a stolen credential; a workload in a cloud region can be compromised; and a partner connection can be legitimate for one application but inappropriate for another. The access decision must therefore answer two separate questions: who or what is requesting access? and what is it allowed to do with this specific resource right now?

NIST Special Publication 800-207A states: “One of the basic tenets of zero trust is to remove the implicit trust in users, services, and devices based only on their network location, affiliation, and ownership.” That principle applies equally to east-west traffic between data centers, administrator access to a server, an API call between cloud services, and a remote employee opening an internal application.

In practice, secure access has four properties:

  • Explicit identity: people, devices, workloads, applications, and services have distinguishable identities with managed credentials.
  • Resource-level authorization: policies name the application, database, API, host, data set, or administrative function being protected, not merely a network zone.
  • Context-aware decisions: device posture, authentication strength, session risk, time, location, workload state, data sensitivity, and threat signals can change the result.
  • Constrained blast radius: segmentation and narrowly scoped permissions limit what happens if an identity, endpoint, or control fails.

Zero trust is an access model for distributed resources, not a product, a single topology, or a claim that every request must traverse one central appliance.

Reference architecture: decision control and enforcement close to resources

A resilient design separates the logic that decides access from the points that enforce it. The decision system may be centralized for policy consistency, while enforcement is distributed near applications, databases, hosts, APIs, and administrative interfaces so that a distant-site outage does not automatically expose or disable every resource.

Core components

  • Identity and credential systems: workforce directories, federation, multi-factor authentication, privileged-access controls, workload identity, certificate or token issuance, and lifecycle governance.
  • Policy decision service: evaluates subject, resource, action, context, and risk attributes and returns a permit, deny, or step-up requirement.
  • Policy enforcement points: reverse proxies, application gateways, API gateways, host agents, database controls, service-mesh proxies, firewalls, and cloud-native authorization mechanisms.
  • Telemetry and analytics: authentication events, endpoint posture, network flows, application logs, data-access records, threat intelligence, and anomaly signals.
  • Resource and data controls: application permissions, database roles, key management, data-loss controls, secrets management, and backup protections.
  • Segmentation controls: routing boundaries, firewalls, security groups, microsegmentation, and service-to-service authorization that restrict reachability after identity policy has been applied.

NIST’s 2025 Special Publication 1800-35 documents 19 example zero-trust implementations developed with 24 collaborators. The count describes example architectures and participants; it is not a measured reduction in incidents or proof that one pattern is superior.

How an access request should flow

  1. Identify the subject. Bind the request to a human, device, workload, application, or service identity. Reject anonymous or ambiguous identities for protected actions.
  2. Authenticate proportionally. Require stronger authentication for privileged operations, sensitive data, unusual locations, or elevated risk. Reassess authentication when risk changes instead of treating a login as permanent trust.
  3. Check device or workload state. Consider patch level, encryption, endpoint protection, attestation, certificate validity, runtime identity, and whether the workload is operating in an approved environment.
  4. Resolve the target resource and action. Distinguish reading a database, changing a schema, deploying code, viewing a record, and exporting data. “Access to the network” is too coarse to be a useful authorization outcome.
  5. Evaluate policy and risk. Combine identity attributes, entitlements, resource classification, session context, threat signals, and separation-of-duty rules. Return allow, deny, or a requirement such as step-up authentication or manager approval.
  6. Enforce at the resource. Apply the result at the application, API, host, database, cloud service, or administrative interface. A network gateway can be an additional control, but it should not be the only place where authorization exists.
  7. Observe the session. Record the decision, identity, resource, action, policy version, and relevant context. Revoke or reduce access when a credential is disabled, a device becomes noncompliant, or behavior crosses a risk threshold.
  8. Reconcile and improve. Feed outcomes, denied requests, observed flows, and policy exceptions into access reviews and policy tuning.

Keep the control plane from becoming a single point of failure

Distribute policy enforcement across regions and data centers, and define what happens if the identity provider, policy service, telemetry pipeline, or network path is unavailable. A short-lived cache of previously approved decisions may be acceptable for low-risk read operations, while privileged changes and high-value data should fail closed or require a separate break-glass process. Every exception needs an owner, a time limit, strong authentication, and an auditable record.

Model human and workload identities separately

People and software have different lifecycles, failure modes, and authorization needs. Combining them into a single broad role model creates orphaned permissions for people and untraceable credentials for services.

Subject Identity and credential controls Useful decision signals Typical enforcement
Employee or administrator Federated account, phishing-resistant multi-factor authentication where practical, lifecycle automation, privileged-access elevation, periodic entitlement review Role, employment status, device posture, authentication strength, session risk, time, location Application gateway, privileged-access proxy, host control, database role
Contractor or partner Sponsor-owned identity, contract end date, limited federation, explicit resource scope, rapid revocation Organization, approved purpose, device assurance, time window, data classification Application-specific access, API gateway, isolated workspace
Workload or service Short-lived certificates or tokens, workload attestation, secret rotation, non-human identity inventory Service identity, deployment environment, image or code integrity, calling service, API action Service mesh, API gateway, application authorization, cloud-native policy
Device Enrollment, unique device identity, certificate, endpoint protection, patch and encryption checks Compliance state, ownership, network path, health signals, detected compromise Network admission, host agent, application access policy

NIST SP 1800-35 includes enhanced identity governance and identity, credential, and access-management approaches. NIST SP 800-207A discusses application and service identity for deployments spanning on-premises and multiple clouds. These documents do not require one universal identity mechanism or role taxonomy; select mechanisms that fit your applications, regulatory obligations, and operating model.

Human access controls

  • Use a authoritative source for joiner, mover, and leaver events, and propagate revocation to every major resource class.
  • Separate ordinary work accounts from privileged accounts. Make elevation time-bound, purpose-bound, and recorded.
  • Prefer phishing-resistant authentication for administrators and other high-impact users; apply step-up controls when risk or data sensitivity warrants them.
  • Review entitlements against actual use and business ownership. Remove standing access that has no current justification.

Workload and service controls

  • Issue identities to individual services or workloads rather than sharing a team credential or static account.
  • Bind authorization to the calling service, target API, action, and deployment context. A valid service identity should not automatically reach every database.
  • Rotate secrets and certificates automatically, detect duplicate or unused credentials, and make emergency revocation possible without redeploying an entire estate.
  • Log both sides of machine-to-machine calls so an incident investigator can identify the caller, target, action, and policy decision.

Write policy around resources, actions, and risk

Begin with a small vocabulary that administrators can apply consistently: subject, resource, action, environment, and obligation. For example, “the payroll-service identity may read the payroll database through the payroll API from an attested production workload; exports require a separate approval” is more enforceable than “production network users are trusted.”

Attributes worth evaluating

  • Subject: person, team, contractor organization, service identity, device identity, or workload identity.
  • Resource: application, API method, server, database table, file, administrative command, or management plane.
  • Action: view, create, modify, delete, deploy, administer, export, or invoke.
  • Context: authentication method, device compliance, source network, region, time, session age, and workload attestation.
  • Risk: anomalous behavior, threat detections, impossible travel, malware indicators, credential age, and sensitivity of the target.
  • Obligations: require approval, mask fields, restrict export, create a ticket, record a justification, or force reauthentication.

Keep policy decisions explainable. A denied request should identify the missing condition or failed control without revealing sensitive detection logic. Version policies, test them against known flows, and make rollback as deliberate as deployment. Discovery data and observed flows can help formulate an initial policy, but observed traffic is evidence of current behavior, not proof that every flow is necessary.

Use segmentation as containment, not as identity

Segmentation remains important because it limits reachability and lateral movement. Firewalls, routing boundaries, security groups, and microsegmentation can prevent a compromised endpoint in one region from directly scanning every server in another. They also provide useful choke points for logging and emergency isolation.

However, an IP address, subnet, or “inside” interface does not establish who is authorized. NIST’s multi-cloud application model describes a shift from controls based only on network parameters toward user and application or service identities, with application-level policy and components such as API gateways, sidecar proxies, and application-identity infrastructure.

Layer segmentation deliberately

  • Site and regional boundaries: restrict which networks can exchange traffic across data centers and cloud regions, and document permitted replication and management paths.
  • Environment boundaries: separate development, test, staging, and production, including separate credentials and management channels.
  • Application tiers: constrain front-end, service, worker, and database communication to required ports and identities.
  • Workload-level controls: use host or workload policies when a shared subnet is too broad. Apply the same rules during migration so a workload does not gain access merely by moving sites.
  • Management-plane isolation: keep hypervisor, storage, backup, out-of-band, and network-management interfaces on tightly controlled paths with privileged access monitoring.

Test segmentation with both allowed and forbidden flows. A rule that blocks a subnet but permits an application through a compromised credential has not solved the authorization problem; a rule that is so broad that it breaks replication or recovery is not operationally useful.

Compare VPN, ZTNA, SASE, SD-WAN, and other controls by role

VPN, zero-trust network access, secure-access service edge, software-defined wide-area networking, firewalls, microsegmentation, and cloud-native identity enforcement are complementary design choices. NIST SP 800-215, dated November 17, 2022, covers these capabilities in the context of an enterprise landscape that includes geographically distributed data centers. Compare them against your requirements rather than selecting a label as a universal answer.

Approach Strengths Limits and dependencies Useful role
Traditional VPN Mature remote connectivity, broad application compatibility, familiar operations Often grants network-level reach after login; can create large lateral-movement zones; concentrators may add latency or regional failure points Legacy applications, controlled administrative paths, or transitional access while resource policies are added
ZTNA Application-specific access, stronger alignment with user and device identity, reduced exposure of private networks Requires application integration, reliable identity and posture signals, and careful handling of non-web or legacy protocols Remote and partner access to defined applications and services
SASE Can combine identity-aware access, security inspection, and connectivity across users, branches, and regions Service dependency, provider and regional availability considerations, policy and logging integration effort Distributed access and branch connectivity where a coherent cloud-delivered control layer fits
SD-WAN Path selection, link resilience, and centralized connectivity policy for sites and branches Connectivity optimization is not, by itself, user or workload authorization; still needs identity and security controls Reliable inter-site transport supporting other enforcement layers
Firewalls and network policy Strong reachability control, segmentation, emergency isolation, and mature telemetry IP and port rules cannot express all user, application, or data context; rule sprawl is common Containment layer and enforcement point for network-relevant policy
Microsegmentation Fine-grained east-west restrictions and smaller blast radius Asset inventory, application dependency mapping, endpoint or workload integration, and ongoing rule maintenance are required Protecting workloads and tiers inside data centers and clouds
Cloud-native identity enforcement Authorization close to cloud APIs, services, and managed resources; supports workload identity Control models differ by platform; multi-cloud consistency and skills can be difficult API, service, storage, and management-plane authorization in cloud environments

Evaluate each option on policy consistency across sites and clouds, support for user/device/application/service identity, enforcement granularity, latency, regional resilience, integration with identity governance and endpoint posture, observability, staffing, migration effort, and recovery behavior. A layered design commonly uses more than one row in the table.

Implementation roadmap

1. Inventory the estate and its owners

List people, groups, contractors, devices, applications, services, APIs, databases, data stores, management interfaces, sites, cloud accounts, and third-party connections. Record an owner, sensitivity, residency requirement, availability target, authentication method, and current enforcement point for each important resource.

2. Map real flows

Collect network-flow records, application telemetry, identity logs, deployment manifests, and administrator knowledge. Identify which flows are required, which are undocumented, and which cross regions or trust boundaries. Treat discovery as a starting point for policy, then validate each dependency with the application owner.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Classify resources and actions

Define tiers such as public, internal, confidential, regulated, and mission-critical. For each tier, specify acceptable authentication strength, session duration, export rules, approval requirements, logging, and outage behavior. Classify actions separately; deleting, deploying, and exporting usually deserve stricter controls than reading.

4. Establish identity foundations

Connect authoritative workforce sources, automate lifecycle events, remove shared accounts, enroll devices, and create a service-identity inventory. Add privileged-access workflows and credential rotation before expanding access to high-value systems.

5. Choose a contained pilot

Select one application or service with a clear owner, known users, manageable dependencies, and meaningful security value. Include at least one remote path and one inter-service path if those are part of the production design. Define rollback and support procedures before changing enforcement.

6. Write and test policy

Start with explicit allow rules for known subjects, resources, and actions. Add device, workload, and risk conditions; then test expected, denied, expired, revoked, and degraded-control cases. Keep exceptions time-bound and visible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Deploy enforcement near the resource

Use application gateways, API gateways, host controls, database authorization, service-mesh proxies, cloud policies, and network controls as appropriate. Avoid routing every request through one site if a distributed enforcement point can provide the same decision with better availability.

8. Add segmentation and reduce lateral movement

Remove unnecessary routes, constrain management paths, separate environments, and apply workload-level rules where shared networks are too permissive. Verify that recovery, replication, monitoring, and backup flows remain intentional and documented.

9. Build observability and response

Centralize decision logs while retaining enough local telemetry to investigate a regional outage. Alert on impossible identity use, privilege escalation, policy bypass, unusual service calls, and repeated denied requests. Ensure incident responders can revoke a person, device, workload, token, certificate, or route independently.

10. Migrate in stages

Prioritize internet-facing applications, privileged access, sensitive data, and high-value service-to-service paths. Run monitor-only policies where safe, correct inventory gaps, then enforce. Track exceptions and debt rather than allowing permanent bypasses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

11. Test resilience and recovery

Exercise identity-provider loss, policy-service loss, telemetry delay, regional network partition, expired certificates, compromised devices, and revoked administrators. Confirm which low-risk sessions can continue, which actions stop, how break-glass access is authorized, and how decisions are audited afterward.

Availability, latency, and outage decisions

Global access designs must balance security with the time and connectivity needed to make a decision. A centralized policy service may simplify consistency but add round-trip latency and a dependency on inter-site links. Regional decision caches or replicated policy services can reduce latency, provided revocation and policy-version behavior are understood.

  • Fail closed: appropriate for destructive administration, key management, regulated records, and high-value exports when a decision cannot be trusted.
  • Fail with bounded continuation: potentially appropriate for low-risk reads using short-lived, previously approved decisions and strict session limits.
  • Break glass: use only for documented emergencies, with independent authentication, narrow scope, automatic expiry, real-time alerting where possible, and mandatory post-event review.

Measure decision latency by region, authentication success during link failures, revocation propagation time, enforcement-point availability, and the number and duration of emergency exceptions. Availability targets should be set per resource class rather than assumed to be identical across the estate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operate and measure the architecture

Security architects should define operational signals before rollout. Useful measures include:

  • Percentage of human, device, workload, and service identities with an accountable owner and current credential.
  • Percentage of sensitive resources covered by resource-level authorization rather than only network controls.
  • Age and count of standing privileged permissions, policy exceptions, shared accounts, and unmanaged service credentials.
  • Time to revoke access after a leaver event, device compromise, credential theft, or workload termination.
  • Number of denied requests caused by missing inventory or incorrect policy, separated from genuine threat detections.
  • Coverage and retention of decision, authentication, endpoint, application, data, and network logs.
  • Regional enforcement availability, median and tail decision latency, and recovery time after control-plane failures.

Do not optimize for a single dashboard number. A lower denial count can mean better policy quality—or weaker controls. Pair operational metrics with access-review findings, incident investigations, recovery exercises, and evidence that least-privilege rules match actual business requirements.

Patterns for typical distributed environments

Multiple on-premises data centers

Replicate identity and policy services across regions, enforce application and database authorization locally, and restrict inter-site routes to documented replication, management, and service flows. Use consistent resource names and policy semantics so a workload moved to another site does not inherit a different trust level.

On-premises systems plus multiple clouds

Federate workforce identity, establish separate workload identities for each platform, and translate policy intent into each cloud’s native controls. Keep authorization close to APIs, storage, and management planes; use network connectivity and segmentation to contain paths, not to replace identity.

Branches and remote users

Use identity-aware application access for defined services, device posture checks for managed endpoints, and resilient regional enforcement. SD-WAN can improve path selection and branch availability, while ZTNA or application gateways can reduce exposure of private networks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

High-risk administration

Require phishing-resistant authentication where feasible, separate administrator identities, just-in-time elevation, session recording or command logging, device assurance, and a dedicated management path. Make emergency access independent enough to function during an identity or network incident without becoming an unmonitored back door.

Standards context and limits

NIST SP 800-215 is dated November 17, 2022 and addresses secure enterprise networks in a changed landscape that includes geographic spread and multiple data centers. NIST SP 800-207A is dated September 13, 2023 and focuses on application and service identity across on-premises and multiple-cloud deployments. NIST SP 1800-35 was published in June 2025 and presents multiple practical zero-trust implementation patterns.

NIST’s National Cybersecurity Center of Excellence describes its example implementations as voluntary practices, not regulations or mandatory requirements. The guidance supports design principles and patterns; it does not determine the correct architecture for every organization. Validate choices against workload inventory, identity and network capabilities, sensitivity and residency obligations, latency and availability targets, staffing, budget, and outage tolerance. Check the current revision of each publication and applicable jurisdiction-specific requirements when approving a design.
