Design resilient fintech infrastructure around the customer services that must continue during disruption—not around a preferred cloud diagram. Identify the financial actions customers depend on, map every people, process, application, data, facility and third-party dependency, set service-specific recovery and data-loss limits, then select and test recovery patterns that fit the firm’s regulatory status in each jurisdiction.
The same engineering discipline applies across borders, but legal scope does not. UK operational-resilience rules, India’s Reserve Bank of India (RBI) directions and US federal banking guidance address different entities and activities. A fintech should therefore build one evidence-based resilience program, then map each service and legal entity to the rules that actually apply.
What resilient fintech infrastructure actually means
Infrastructure uptime is only one component of resilience. A payment API can be reachable while customers cannot authenticate, fraud controls can reject every transaction, a queue can lose messages, or support staff can be unable to resolve exceptions. Resilience is the ability to keep delivering an important service through a disruption, restore it within an acceptable limit, and improve after the event.
The Financial Conduct Authority (FCA) defines operational resilience as “the ability of firms, financial market infrastructures and the financial sector to prevent, adapt and respond to, and recover and learn from operational disruption.” (FCA operational resilience definition) The Federal Reserve describes it as “the ability to deliver operations, including core business lines and critical operations, through a disruption from any hazard.” (Federal Reserve cybersecurity and operational resilience)

For a fintech, the practical question is not “How many nines of uptime does our cloud provider offer?” It is “Which customer service must still work, at what reduced level, after which failures, and how will we recover transactions and trust?”
Establish which rules and entities are in scope
Before turning regulatory language into controls, list every legal entity, authorization, product, data set and material supplier involved in each service. A technology company serving a bank may face contractual and outsourcing requirements even when it is not itself a regulated entity; a licensed payment or e-money firm may have direct obligations; a US securities activity may be supervised under a different regime from a bank subsidiary.
United States: use federal banking guidance carefully
Federal Reserve material connects cybersecurity, all-hazards preparedness and operational resilience, but the interagency sound-practices material referenced here is aimed at specified larger banking organizations using asset and cross-jurisdiction criteria. It does not by itself establish the requirements for every nonbank fintech, payment provider, state-chartered firm or securities business.
Recommended Free Tools
Create a US scope register containing the banking charter, state and federal supervisors, payment activities, securities or lending permissions, critical vendors and locations of customer and transaction data. Ask counsel and each regulator which business-continuity, cyber, third-party-risk and incident-notification rules apply. Treat the Federal Reserve principles as a design baseline, not a universal fintech checklist.
United Kingdom: important business services and impact tolerances
The FCA’s operational-resilience rules cover listed categories of firms, including banks, insurers, specified investment firms, payment and e-money firms, and qualifying cryptoasset firms. In-scope firms were required to complete mapping and testing so important business services could remain within impact tolerances by 31 March 2025. The FCA also states that using cloud services is possible when firms meet their existing obligations; accountability remains with the firm. See FCA outsourcing and operational resilience.

India: RBI directions depend on regulated-entity status and data context
RBI’s Master Direction on Information Technology Governance, Risk, Controls and Assurance Practices commenced on 1 April 2024 and requires specified regulated entities to operate robust IT service management and resilience across the IT environment, including disaster-recovery sites. The text is available at RBI IT Governance, Risk, Controls and Assurance Practices.

RBI’s Master Direction on Outsourcing of Information Technology Services commenced on 1 October 2023 and addresses material IT outsourcing, cloud services, cross-border outsourcing, information security and exit planning. Read the current direction at RBI Outsourcing of Information Technology Services. Do not turn its India-storage language into a blanket localization rule: the direction refers to storage in India as applicable under extant requirements. Verify the data type, service and current legal scope.
Begin with customer services, not components
Make a service catalogue that describes what a customer or counterparty receives. Typical entries include viewing a balance, authenticating, initiating a payment, receiving a payment, servicing credit, disputing a transaction, or accessing a statement. A service may span several products and legal entities, so give it one accountable owner and a clear success criterion.
Define the minimum acceptable service
For each service, document the customer outcome, transaction states that must be preserved, jurisdictions served, operating hours, legal or contractual commitments, and the harm caused by delay, duplication or incorrect completion. Define degraded modes explicitly: for example, accepting a payment for later screening may be unacceptable where sanctions or fraud controls must run synchronously, while read-only balance access may be acceptable during a write outage.

- Service owner: one person accountable for the end-to-end outcome.
- Customer promise: what the user can do and what confirmation means.
- Critical records: ledgers, payment instructions, identity attributes, consents and audit trails.
- Maximum tolerable disruption: the point at which financial, regulatory, safety or trust harm becomes unacceptable.
- Dependencies: internal teams and systems, external providers, facilities and communications channels.
The UK term important business service and the associated impact tolerance are useful organizing concepts elsewhere, but they do not automatically have the same legal effect in the US or India.
Map every dependency and failure mode
Trace each service from customer channel to final settlement and back. A dependency map should be executable during an incident, not a decorative architecture slide. Record the owner, location, data handled, authentication method, normal and emergency operating mode, recovery prerequisite, single point of failure, subcontractor and concentration exposure.
Application and platform dependencies
- Mobile and web clients, API gateways, service mesh and feature-flag systems.
- Identity provider, multifactor authentication, device binding, secrets management and privileged-access tooling.
- Core ledger, payment orchestration, transaction database, caches, queues and idempotency stores.
- DNS, certificate authorities, domain registration, network transit, firewalls and DDoS controls.
- Fraud, sanctions, credit, pricing and decision engines whose unavailability changes whether a transaction may proceed.
Operational and external dependencies
- Payment schemes, correspondent banks, card processors, open-banking interfaces and settlement accounts.
- Cloud regions and availability zones, colocation, backup media, telecommunications and power.
- Customer support, complaints, reconciliation, treasury, risk, compliance and incident-management staff.
- Data processors, identity-verification vendors, observability platforms, managed security providers and their subcontractors.
- Regulator, customer and partner communication channels, including an alternate status page and out-of-band contact list.
For each dependency, ask what happens if it is slow, returns corrupt data, rejects valid requests, loses connectivity, becomes unavailable in one region, or is compromised. Capture recovery order: restoring an application before identity, keys, DNS or a trusted ledger may create a system that is technically online but unsafe to use.
Set impact tolerances, RTOs and RPOs from business harm
An recovery time objective (RTO) is the target time to restore a service or capability. A recovery point objective (RPO) is the maximum acceptable period of data change that could be lost, expressed in time. Neither is a universal regulatory number. Derive both from customer harm, transaction characteristics, legal duties, partner contracts and the cost and feasibility of recovery.
Use a service-level worksheet
- Describe the failure and the customer-visible effect at 15 minutes, one hour, four hours and one business day.
- Identify irreversible consequences, such as duplicated payments, missed settlement windows, inaccurate balances, unauthorized access or lost evidence.
- Set the impact tolerance or maximum tolerable disruption for the whole service, then assign RTOs to components whose recovery is required to meet it.
- Set an RPO for each data store. A ledger may require near-zero loss through synchronous replication, while analytics data may be rebuilt from a later snapshot.
- Define reconciliation rules for transactions accepted during degraded operation and for requests with an unknown final status.
- Obtain approval from product, risk, compliance, operations and technology owners; record assumptions and review them after material product or supplier changes.
The Bank of England’s financial-sector resilience work and RBI outsourcing and cloud expectations support service- and data-recovery planning, but the sources do not prescribe one RTO or RPO for every fintech. A target is credible only when an exercise demonstrates it under the stated failure conditions.

Choose recovery architecture deliberately
Compare patterns against the service objectives, independent failure domains, data consistency, security, concentration, operating skill and cost. More copies or providers can introduce more credentials, replication paths and failure modes. “Multi-cloud” is not automatically safer.
| Pattern | Strengths | Trade-offs and questions |
|---|---|---|
| Multi-zone in one region | Protects against a zone or host failure with relatively simple operations and low latency. | Does not protect against regional, provider-wide, control-plane or shared-network failures; verify that zones are genuinely independent. |
| Multi-region active-passive | Provides a prepared failover location and can reduce recovery time for a regional outage. | Requires replicated data, tested promotion, DNS and identity readiness, runbooks and a clear write-fencing strategy to prevent split brain. |
| Multi-region active-active | Can continue serving traffic during a regional loss and reduce recovery-time exposure. | Conflict resolution, consistent fraud decisions, global rate limits, key management and operational complexity are substantial; choose only where the service model supports them. |
| Warm standby | Balances cost and recovery speed by keeping infrastructure and data sufficiently current for a controlled promotion. | Capacity, software versions, secrets, certificates and observability can drift unless routinely exercised. |
| Hybrid or repatriation path | Provides an alternate execution environment and can reduce dependence on one provider or region. | Compatibility, staffing, network reachability, hardware refresh and data-transfer time may make the path slower than its diagram suggests. |
| Alternate provider | Reduces concentration for selected functions such as messaging, identity or payments. | Different APIs, controls, settlement models and due-diligence obligations increase testing and reconciliation work. |
Use risk assessments to justify the pattern for each service. RBI outsourcing expectations include business technology risk assessment and attention to cloud data lifecycle; UK materials emphasize proportionate, risk-based management. Document why a simpler pattern is adequate or why additional independence is worth its operational burden.
Protect data, transactions and access during recovery
Design for transaction correctness
Use immutable or append-only ledger events where appropriate, idempotency keys for retried requests, monotonic sequence numbers, and explicit states such as accepted, pending, settled, rejected and unknown. Never infer success from a network timeout. Preserve request, response, authorization and reconciliation evidence so teams can determine whether a payment was executed once, not at all or more than once.
Replication must preserve ordering and integrity, not merely copy bytes. Define how the system handles lag, partial writes, clock differences, duplicate messages and a region that returns after failover with stale data. A recovery procedure should include write fencing, promotion approval and a reconciliation job against the authoritative ledger or payment rail.

- Store backup keys and recovery secrets in a separately controlled system with tested break-glass access.
- Require multifactor authentication and dual authorization for destructive restore, key rotation and traffic promotion.
- Log emergency access to an immutable destination that remains available when the primary environment is not.
- Maintain known-good software artifacts, dependency manifests and infrastructure definitions so recovery does not depend on a compromised build pipeline.
- Test that backups can be decrypted and that restored applications can authenticate without silently falling back to weaker controls.
Apply data lifecycle and jurisdiction controls
Inventory where personal, payment, authentication, financial and audit data is collected, replicated, backed up and destroyed. For each cross-border flow, identify the legal entity, processor, transfer mechanism, retention rule and deletion dependency. RBI outsourcing requirements and other applicable directions may impose location or access conditions for particular data; confirm the current rule rather than applying one blanket geography to all information.

Test the whole service under severe but plausible failures
A cloud-console restore test proves only that a console operation worked. Resilience evidence must show that customers, staff, controls and counterparties can complete or safely stop the service.
Build a progressive exercise schedule
- Component tests: restore databases, queues, secrets, images and backups; measure integrity and elapsed time.
- Dependency tests: remove or throttle identity, DNS, network transit, fraud scoring, messaging and payment-provider access in a controlled environment.
- Failover tests: promote a region or standby environment, fence the failed writer, route traffic, verify authentication and process test transactions end to end.
- People-and-process exercises: have the incident commander invoke recovery, compliance assess notification duties, support issue customer guidance and finance reconcile transactions.
- Unannounced or time-boxed scenarios: test realistic pressure without allowing teams to prepare a perfect path, while maintaining safeguards against customer harm.
Include loss of a privileged administrator, compromise of a build pipeline, a ransomware-like encryption event, a failed certificate renewal, a payment processor outage, a cloud-region loss and a vendor subcontractor incident. Record start time, decision points, data loss, customer impact, control bypasses, communications and the evidence needed to prove recovery.
Turn findings into controlled change
Every gap needs an owner, risk rating, due date, compensating control and retest condition. Link remediation to service impact, not merely to a ticket count. Re-run exercises after architecture, product, region, provider, identity or ledger changes. The FCA’s framework emphasizes mapping, testing, vulnerability remediation, lessons learned and communications; those practices are useful even where FCA rules do not apply.

Govern cloud and other third parties throughout their life
Outsourcing a component does not outsource accountability. Before signing a critical arrangement, assess the service’s importance, data access, locations, subcontractors, concentration, recovery design and exit feasibility. Require evidence that the provider can support the service-level objectives rather than accepting a generic availability statistic.
Contract and due-diligence topics
- Defined service description, dependencies, maintenance windows, recovery objectives and customer-impact priorities.
- Prompt incident notification, cooperation, evidence preservation and regulator-access provisions where required.
- Audit, testing and assurance rights, including access to relevant subcontractor and control information.
- Data ownership, portability format, encryption responsibility, deletion verification and location transparency.
- Change-management notice, vulnerability remediation expectations and restrictions on unilateral architecture changes.
- Business-continuity evidence, recovery exercise participation and measurable restoration performance.
- Termination assistance, migration support, transition time, escrow or alternate capacity where proportionate, and a tested exit plan.
Review the arrangement after incidents, material subcontracting, mergers, product changes and changes in regulatory scope. A provider certification or service-level agreement can support assurance, but it cannot replace the fintech’s own mapping, testing and governance.
Apply the approach by jurisdiction
US implementation checklist
- Identify every banking, state, payment, lending and securities relationship and the regulator for each activity.
- Map core business lines and critical operations, including cybersecurity and all-hazards scenarios.
- Set service-level recovery and data-integrity objectives with business and risk owners.
- Assess concentration in cloud, payment, identity and communications providers.
- Test recovery, cyber containment, customer communications and transaction reconciliation.
- Retain evidence showing decisions, exceptions, test results and remediation; obtain jurisdiction-specific legal review before treating guidance as a requirement.
UK implementation checklist
- Confirm whether each entity falls within an FCA-listed category and identify its important business services.
- Set impact tolerances that describe maximum tolerable disruption and customer harm.
- Map people, processes, technology, facilities, information and third parties supporting each service.
- Test severe-but-plausible scenarios and demonstrate operation within tolerance; the 31 March 2025 mapping and testing milestone has passed for in-scope firms, so maintain evidence continuously.
- Track remediation, lessons learned and communications, and monitor the scheduled 18 March 2027 incident and third-party reporting changes.
- When using cloud, preserve firm accountability and comply with applicable outsourcing requirements.
India implementation checklist
- Determine whether the fintech is an RBI-regulated entity, operates through one, or is governed by another payment-specific direction.
- Apply the IT-governance direction’s service-management, control, assurance and disaster-recovery expectations where in scope.
- For material IT outsourcing, perform technology-risk assessment, control data access and subcontracting, and maintain oversight of cloud and cross-border arrangements.
- Verify whether any applicable requirement places data storage or processing in India for the specific data and service; do not generalize beyond that scope.
- Maintain a workable exit or substitution path and test restoration, access, reconciliation and customer communications.
A practical 90-day resilience program
Days 1–30: establish the baseline
- Name service owners and produce the service catalogue.
- Identify legal entities, regulators, contracts, data classes and critical suppliers.
- Draw dependency maps and mark unknown owners, single points of failure and concentration.
- Set provisional impact tolerances, RTOs and RPOs based on customer harm.
Days 31–60: design and instrument
- Select recovery patterns and document rejected alternatives and their trade-offs.
- Implement backup integrity checks, replication monitoring, idempotency, write fencing and emergency access controls.
- Update supplier contracts, assurance requests, incident contacts and exit plans.
- Add service-level telemetry: authentication success, payment acceptance, settlement lag, queue age, replication lag, restore time and reconciliation exceptions.
Days 61–90: exercise and improve
- Run component restores, dependency failures and an end-to-end regional or provider scenario.
- Measure actual recovery time, data loss, degraded-service behavior and customer-impact communications against approved limits.
- Assign remediation owners, retest high-risk findings and present evidence to the board or equivalent governing body.
- Set a recurring schedule triggered by material changes, incidents and regulatory updates.
Common design mistakes and corrective actions
| Mistake | Why it fails | Correction |
|---|---|---|
| Choosing multi-cloud before mapping services | Copies infrastructure while leaving identity, payment rails, data semantics or staff as shared dependencies. | Map dependencies first; diversify only where it reduces a demonstrated failure or concentration risk. |
| Using provider uptime as the resilience target | Availability does not prove correct transactions, recoverable data or usable support. | Set service impact tolerances and test customer outcomes end to end. |
| Restoring from backups without verification | Backups may be incomplete, encrypted with unavailable keys or inconsistent across systems. | Automate restore tests, integrity checks, decryption tests and reconciliation. |
| Ignoring degraded operation | Teams improvise unsafe manual workarounds or accept duplicate and unauthorized transactions. | Define permitted degraded modes, approval authority, controls and post-event reconciliation. |
| Treating vendor assurance as a substitute for oversight | Certificates rarely cover your exact configuration, recovery order or subcontractor concentration. | Obtain service-specific evidence, exercise rights and maintain an exit path. |
| Applying one country’s rule to every entity | Scope, dates and obligations differ by authorization, activity and data. | Maintain a jurisdiction matrix reviewed by legal, compliance and service owners. |
Evidence that resilience is working
A governing body should be able to see, for each critical service, the approved impact tolerance, dependency map, current architecture, last successful restore, latest end-to-end exercise, open high-risk findings, supplier concentration, recovery performance and accountable owner. Useful measures include measured restore time versus RTO, recovered data age versus RPO, percentage of critical dependencies with tested fallbacks, backup-restore success rate, reconciliation exceptions after failover, time to revoke compromised access and time to issue accurate customer and regulator communications.
Review metrics by service and failure scenario. An average across all systems can hide the one payment or identity dependency whose failure stops the business. Keep assumptions, exceptions and compensating controls visible, and retire controls that no longer match the product or regulatory perimeter.
Final design principle
Resilient fintech infrastructure is a governed capability: services are prioritized by customer harm, dependencies are mapped across organizational and supplier boundaries, recovery limits are measurable, architecture is proportionate to risk, and exercises prove that people and systems can restore safe operation. Build the common engineering foundation once, then apply the US, UK and India requirements to the specific legal entity, activity and data that each rule actually covers.
