The right Firefox policy deployment method depends on the operating system, your endpoint-management system, and whether a setting must be mandatory. Use Firefox ADMX templates with Windows Group Policy when users must not change a setting; use Mozilla’s documented Intune workflow for Windows devices managed in the cloud; use configuration profiles or MDM on macOS; and use a UTF-8 policies.json file for cross-platform or Linux deployments. After every rollout, restart Firefox and inspect about:policies for applied settings and errors.

Choose the deployment route before writing a policy

Firefox supports several enterprise-management paths rather than one universal mechanism. Decide per platform and per enforcement requirement. A policy delivered through Group Policy is a different administrative object from the same policy delivered through JSON or a macOS profile, and the methods can interact differently on the same computer.

Environment or requirement Documented route What to know before deployment
Windows domain or local policy administration Active Directory or Local Group Policy with Firefox ADMX templates Mozilla recommends this route for settings that are mandatory and should not be changed by users.
Windows devices managed through Microsoft Intune Import Firefox ADMX through a custom Windows configuration profile, then add policy-specific OMA-URI values Follow the current Mozilla workflow and template examples. Arrays and key-value lists use a special separator in the documented Intune process.
Mixed operating systems or systems without a matching central policy engine A UTF-8 policies.json file The format is cross-platform, but users may override settings unless file access is restricted or configuration management continually enforces the file. On Windows, it does not work when Firefox is already managed by Group Policy.
Managed macOS desktops Configuration profiles or an MDM service Use the profile format supported by your existing macOS management practice. A JSON file can also be placed in Firefox’s application resources directory when that fits your software-distribution model.
Linux desktops JSON in the Firefox installation’s distribution directory or system-wide /etc/firefox/policies Package layout differs by distribution and packaging format. Flatpak requires its system-configuration extension path instead of the host’s ordinary /etc/firefox/policies directory.

There is no published cost, staffing, or performance study establishing one route as universally superior. The practical choice is the one that matches the controls you already use to install software, assign configuration, restrict file permissions, and report compliance.

Pick a Firefox release channel and installation source

Stable versus Extended Support Release

Mozilla describes the stable Firefox channel as receiving major releases every two weeks. Firefox Extended Support Release (ESR) is branched yearly and receives security and stability updates during its lifecycle. Consider ESR when your validation, help-desk, or application-certification process values a slower feature cadence over immediate access to new features. Whichever channel you select, keep the policy template and policy reference aligned with the exact Firefox release installed on endpoints.

Keep the installer and policy lifecycle separate

Policies do not have to be bundled into the Firefox installer. You can deploy Firefox with your normal software-distribution system and deliver policy objects or the JSON file independently. This separation lets you correct a policy, change a homepage, or add a security restriction without rebuilding the browser package. It also means your change-control process must track two versions: the Firefox build and the policy configuration intended for that build.

  • Record the channel (stable or ESR), architecture, and operating-system package used by each device group.
  • Obtain the Firefox ADMX templates or JSON examples that correspond to that release family.
  • Test policy behavior on a pilot group before broad assignment, especially for policies that affect authentication, extensions, certificates, downloads, or startup pages.

Use the current policy catalog, not a copied example

Firefox policy names, allowed values, and platform support can change. Mozilla’s Administrator Reference explains each policy’s purpose, accepted configuration, examples, and platform limitations; release-specific templates expose the settings that can be administered for a particular build. Check both before creating a production object.

Check these fields for every policy

  • Name: Use the exact capitalization and spelling expected by Firefox.
  • Value type: Confirm whether the policy expects a Boolean, string, number, array, or key-value map.
  • Platform support: A policy documented for Windows may not be available on macOS or Linux.
  • Version notes: Verify the minimum Firefox version and whether behavior differs between stable and ESR.
  • Interaction notes: Some settings are overridden by another administrative mechanism or require a browser restart.

For a policy that is not listed in the template or reference for your release, do not assume that an older name or value still works. Deploy a test configuration and use about:policies to see whether Firefox reports an error.

Deploy with Windows Group Policy

When Group Policy is the best fit

Use Active Directory Group Policy for domain-joined Windows computers, or Local Group Policy for a standalone or test computer, when settings must be enforced. Mozilla identifies Group Policy as the preferred option for settings users must not be able to change. The policy object is evaluated by Windows management rather than relying on users to preserve a file in the Firefox installation directory.

Install the Firefox ADMX templates

  1. Download the Firefox ADMX template package that matches the Firefox release family you intend to manage.
  2. Copy the template files into your domain Central Store, or into X:WindowsPolicyDefinitions on the local computer when configuring Local Group Policy. Include the associated language files if your policy editor needs localized labels.
  3. Open Group Policy Management (for domain policy) or the Local Group Policy Editor, and create or edit a GPO linked to the organizational unit containing the target computers.
  4. Browse the Firefox policy node under Computer Configuration and configure only the settings approved for that device group.
  5. Apply the GPO to a pilot computer, refresh policy, restart Firefox, and check about:policies.

Make enforcement intentional

Document which settings are mandatory and which are merely defaults. A mandatory policy should be configured in the administrative template rather than set as a preference that users can change. Test with a standard user account and with a user who already has a customized Firefox profile; the result should be the same when the setting is intended to be enforced.

Avoid mixing Group Policy and policies.json on Windows

Mozilla’s support guidance warns that policies.json will not work if Firefox is already managed using Group Policy. Before troubleshooting a JSON file, determine whether a domain or local GPO is applying Firefox settings. If Group Policy is the chosen source of authority, remove the competing JSON deployment and manage the setting in the ADMX-backed policy object. If JSON is required instead, remove the Firefox Group Policy configuration and verify that no higher-level GPO is still assigned.

Deploy Firefox policies through Microsoft Intune

How the documented workflow is structured

Mozilla documents an Intune workflow built around importing firefox.admx through a custom Windows configuration profile, then adding individual OMA-URI values for the policies you want to assign. The exact Intune screens and validation behavior can change, so compare the current Microsoft console with Mozilla’s current template examples before creating production profiles.

  1. Download the Firefox ADMX template for the release family used by your Windows devices.
  2. In the Intune admin center, create the custom Windows configuration profile type used for imported ADMX-backed settings.
  3. Import the Firefox ADMX according to Mozilla’s documented ADMXInstall workflow. Keep the template version recorded with the profile.
  4. Add one OMA-URI setting for each Firefox policy. Use the data type and value format required by that policy.
  5. For arrays and key-value lists, apply the special separator described in Mozilla’s Intune examples instead of entering a comma-separated value by assumption.
  6. Assign the profile to a pilot device group, allow device check-in, restart Firefox, and inspect about:policies.
  7. Expand the assignment only after confirming that the policy appears as applied and that the browser behavior matches the intended value.

Intune-specific failure points

  • Imported template mismatch: An ADMX from a different Firefox release can expose stale or unsupported settings. Re-import the template that matches your deployment plan.
  • Incorrect OMA-URI data type: A Boolean, integer, string, array, and map are not interchangeable. Copy the type from the current policy template.
  • List formatting: Firefox’s Intune examples use a special separator for arrays and key-value lists. A value that looks reasonable in the portal can still be rejected by the policy parser.
  • Assignment timing: Intune policy arrival and Firefox startup are separate events. Force a device sync, then restart Firefox before judging the result.

Deploy a cross-platform policies.json file

Use the required JSON structure

The file must be valid UTF-8 JSON with a top-level policies object. For example, this policy prevents access to about:config:

Replace the example with policy names and values supported by your Firefox release. A syntax error, a misspelled policy name, or an unsupported value can cause Firefox to ignore the entry or report it as an error.

Place the file in the correct directory

Platform or package Location
Windows A distribution directory alongside the Firefox executable.
macOS Firefox.app/Contents/Resources/distribution.
Linux The Firefox installation’s firefox/distribution directory, or /etc/firefox/policies for system-wide configuration.
Flatpak The org.mozilla.firefox.systemconfig extension path, matching the installed architecture and branch. User-level installations use the user-data extension directory.

Create the distribution directory when the installer did not create it, and preserve the exact filename policies.json. For Linux, verify whether your package is a traditional system installation, a user-level installation, or Flatpak before choosing a path.

Understand JSON’s enforcement limit

A JSON file is easy to distribute through software-management or configuration-management tooling and works across operating systems, but its presence alone does not guarantee that users cannot change settings. Restrict write access to the file and its parent directory, or have your management system continuously restore the approved file. If users have administrative rights over the Firefox installation, they may be able to replace or remove it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Deliver and update it safely

  1. Generate the file from a version-controlled configuration so every change is reviewable.
  2. Validate the JSON syntax before copying it to endpoints.
  3. Deploy it with the same configuration-management system used to maintain the Firefox installation.
  4. Set ownership and permissions appropriate to the operating system, allowing Firefox to read the file while preventing ordinary users from modifying it.
  5. Restart Firefox on pilot devices and confirm the result in about:policies.
  6. Roll out by device group, retaining the previous known-good file for rapid rollback.

Manage Firefox on macOS

Use configuration profiles or MDM for managed Macs

Configuration profiles and MDM are the natural control plane when your organization already enrolls Macs and distributes application settings that way. Map Firefox settings to the profile format supported by your MDM, assign the profile to the same device or user groups that receive Firefox, and test profile removal as well as installation. A profile can be preferable to a manually copied file because assignment, reporting, and revocation remain in the MDM console.

Use the application resource path when JSON is appropriate

For a JSON deployment, place the UTF-8 file at Firefox.app/Contents/Resources/distribution. Application updates can replace the app bundle, so your software-distribution process should reapply the file after an update or verify that it remains present. If your MDM already manages Firefox settings, keep one authoritative source rather than deploying a competing JSON file.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Manage Firefox on Linux

Choose installation-wide or system-wide configuration

For a conventional Firefox installation, place policies.json in the installation’s firefox/distribution directory. Mozilla also documents /etc/firefox/policies for system-wide configuration. Which location is usable depends on how your distribution packages Firefox and whether the browser is installed per user or for the whole system.

Account for Flatpak isolation

Flatpak does not read the host’s ordinary /etc/firefox/policies path in the same way as a traditional installation. Use the org.mozilla.firefox.systemconfig extension path and match the installed architecture and branch. A user-level Flatpak uses the user-data extension directory. Confirm the package type with your Linux software inventory before writing automation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect the file and package lifecycle

System-wide policy files should be owned and writable only by administrators or the configuration-management account. Package updates may move the Firefox installation directory, while immutable or sandboxed packaging may reject writes inside the application bundle. Keep policy deployment separate from package installation and have your automation verify the effective path after upgrades.

Verify that Firefox applied the policy

Use about:policies as the primary check

  1. Close every Firefox window on the test device.
  2. Apply the GPO, Intune profile, MDM profile, or JSON file.
  3. Start Firefox again.
  4. Enter about:policies in the address bar.
  5. Review the list of active policies and the Errors section. A policy shown as active confirms that Firefox parsed and accepted it; an error identifies a name, value, location, or platform problem.
  6. Exercise the user-facing behavior, such as opening a restricted page or attempting to change a locked setting.

Check the common causes of a missing policy

  • The file is not named exactly policies.json.
  • The JSON is not UTF-8 or contains invalid syntax.
  • The file is in the wrong installation, application-bundle, package, or architecture directory.
  • The policy name or value is not supported by the installed Firefox release.
  • Firefox was not restarted after the management system delivered the change.
  • Another mechanism is authoritative, especially Windows Group Policy overriding an attempted JSON deployment.
  • A Flatpak installation is being checked through the host path rather than its system-configuration extension.

Use a controlled troubleshooting sequence

Start with one test computer and one simple policy. Confirm the installed Firefox version and package type, locate the actual executable or application bundle, and verify that the policy file is readable by the Firefox process. Then restart Firefox and inspect about:policies. If the policy is still absent, remove all competing delivery methods from the test device and reapply only the chosen mechanism. This isolates path and precedence problems before you investigate the policy’s value.

Plan policy changes and rollback

Separate defaults from restrictions

Document whether each setting is a recommended default, a security control, or a compliance requirement. A default can be changed by a user when that is acceptable; a restriction should be delivered through the strongest mechanism available for that platform and tested against a standard user account.

Version the configuration

Store ADMX versions, Intune profile definitions, MDM payloads, and JSON files with change dates and the Firefox release they target. Record who approved a change and which pilot group received it. Mozilla’s policy catalog is under active development, so review the current reference and release-specific templates whenever you upgrade Firefox or introduce a new policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Roll back deliberately

  1. Keep the previous policy object or JSON file available.
  2. Revert the management assignment or restore the prior file.
  3. Restart Firefox on a pilot device.
  4. Confirm in about:policies that the old value is active and that no error remains.
  5. Expand the rollback only after validating the affected workflow.

Operational checklist

  • Identify the operating systems, Firefox channel, package format, and endpoint-management system.
  • Choose one authoritative policy-delivery mechanism for each device group.
  • Download the matching Firefox ADMX templates or consult the current policy reference.
  • Confirm policy names, value types, supported platforms, and version requirements.
  • Place JSON in the documented path and encode it as UTF-8 when using the JSON route.
  • Do not combine Windows Group Policy with policies.json.
  • Restrict write access when JSON settings must resist local changes.
  • Test on a pilot group, restart Firefox, and inspect about:policies.
  • Monitor errors and user-facing behavior before broad assignment.
  • Recheck Mozilla’s current guidance after Firefox, Intune, MDM, or package-format changes.

Where to find the current Firefox Enterprise policy list

Mozilla’s Firefox Administrator Reference and the release-specific policy templates are the authoritative places to look. The reference is actively developed, so the available policy names, accepted values, and platform limitations should be checked for the Firefox version you are deploying rather than copied from an undated example. Use about:policies on a real endpoint to confirm what that release actually accepted.
